All Rapid KL + KTM Rides Are FREE For 1 Month!
On 16 June 2022, the Prime Minister of Malaysia, Ismail Sabri Yaakob officially launched the opening of Phase 1 of the MRT Putrajaya Line.
In conjunction with that launch, he announced that all Rapid KL train and bus rides will be free of charge for a month, starting today.
KTM Komuter rides in the Klang Valley will also be free for an entire month, starting today.
I hope that Malaysians will take this opportunity to try these public transportation services, parking their vehicles at Park n Ride facilities.
From 16 June to 15 July 2022, you will be able to ride for free at all MRT, LRT, BRT (Bus Rapid Transit), monorail or Rapid KL bus services, as well as KTM Komuter rides in the Klang Valley.
These free rides are subsidised by the Malaysian government, to the tune of RM155 million – RM140 million will go to Rapid KL, while KTM will receive RM15 million.
The MRT Putrajaya Line, which is being developed in two phases, will serve about two million residents in the Klang Valley when it’s fully completed, running from Kwasa Damansara all the way to Putrajaya.
Phase 2 of the MRT Putrajaya line will pass through key areas in the KL city centre, with stations in Titiwangsa, Hospital Kuala Lumpur, Ampang Park and the Tun Razak Exchange (TRX).
There will be 36 stations in total, including nine underground stations. But MRT Corp. plans to add another four stations to improve access to the MRT Putrajaya line.
The new Putrajaya is projected is expected to serve over 104,000 users a day when it’s fully completed. Hopefully, that will greatly alleviate traffic congestion in Kuala Lumpur.

National Recovery Plan Phase 3 SOP : 7 November Edition!
This is the new National Recovery Plan Phase 3 SOP that was released on 7 November 2021.
Fully Vaccinated Definition
Under this SOP, you are only considered fully-vaccinated if you meet these requirements :
For vaccines that require two doses (like the Pfizer, Moderna, AstraZeneca, Sinovac or Sinopharm vaccines), the individual must exceed 14 days after receiving the second dose.
For vaccines that require only one dose (like the Johnson & Johnson and CanSino vaccines), the individual must exceed 28 days after receiving the second dose.
For individuals who cannot be vaccinated on medical reasons, they must produce a medical report that has been verified by a registered medical practitioner.
General Health Protocol In Phase 3 Areas
Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
Hand sanitiser must be provided at the entrance, and customers must use it before entering.
The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
Individuals 18 years or younger are not encouraged to be in public places and facilities.
Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
All building owners must provide QR Codes for each floor / level.
It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
There must be good VENTILATION at the premise according to ventilation and indoor air quality guidelines issued by the Department of Occupational Safety and Health (JKKP).
It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
a) hotel room or paid accommodation, alone or with your own family
b) Personal working space
c) Sporting activities and outdoor recreation
d) Personal vehicle, alone or with your own family
e) Indoor or outdoor public areas, when there are no other individuals
f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)
Benefits For Fully Vaccinated People In Phase 3 Areas
Interstate Travel
Interstate travel is ALLOWED for fully-vaccinated individuals by showing the digital COVID-19 vaccination certificate or card, and identity card / passport as evidence.
Fully-vaccinated individuals are ALLOWED to bring children 18 years and below, subject to public health protocols.
It is encouraged to undergo a COVID-19 screening test when conducting these activities. New!
Overseas Travellers
Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, on accepting a digital Home Surveillance Order (HSO) subject to these conditions:
– Show proof of a valid negative RT-PCR test taken within 3 days of departure
– Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
– Have no symptoms during the health screening conducted at the International entry point.
– Have suitable accommodations to undergo quarantine
Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
The mandatory quarantine for overseas travellers is 7 days at home (if appropriate) or quarantine station for fully-vaccinated individuals, and 10 days in a quarantine station for individuals who are not fully-vaccinated.
Travellers must conduct a self-assessment using the Home Assessment Tool (HAT) in the MySejahtera app, every day until the end of the quarantine period (7 or 10 days after arrival).
Travellers must undergo a COVID-19 RT-PCR screening test on arrival.
Monitoring For Close Contacts
7 day home quarantine for fully-vaccinated individuals.
10 day home quarantine for individuals who are not fully-vaccinated.
Test & Release (R&T) Protocol
The pilot program for the test & release (T&R) protocol is limited to this group of low-risk travellers arriving from overseas, with strict travel plans / itinerary for official visits :
a) National figure
b) Minister
c) Deputy Minister
d) Chief Minister
e) State EXCO member
f) Members of Parliament
g) Government official
The requirements for this programme include :
– submitting an application with supporting documents to MKN and KKM for approval
– undergoing a PCR test 3 days before returning to Malaysia
– undergoing a PCR test on arrival in Malaysia
Dine-In
Restaurant operator including in hotel, sports and recreational club house, food establishment, food stall, food truck, roadside vendor, mobile vendor, food court, hawker centre, and food kiosk are ALLOWED to provide dine-in services, subject to these conditions :
– Only accept fully-vaccinated customers who are not symptomatic.
– Premise owners MUST display a notice on accepting fully-vaccinated customers who are not symptomatic at the entrance.
– Only employees who are fully-vaccinated and not symptomatic are allowed to work.
– Premise owners must arrange the tablets to ensure physical distance, and the premise must have good ventilation.
– Dine-in activities with physical distancing of at least 1 meter is subject to the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) SOP for Phase 3.
Fully-vaccinated individuals are ALLOWED to bring children 18 years or younger to dine-in at these premises, while complying with general health protocols.
Sports + Recreation
All sports and recreational activities with physical contact performed OUTDOORS are LIMITED to individuals who are fully-vaccinated, from 6 AM until 12 midnight.
All OUTDOOR sports and recreational facilities are ALLOWED to operate with activities that require physical touch for fully-vaccinated individuals and their children who are under 18 years old of age, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 80%.
All sports and recreational activities, with or without physical contact, performed INDOORS are LIMITED to individuals who are fully-vaccinated, from 6 AM until 12 midnight.
All INDOOR sports and recreational facilities are ALLOWED to operate with activities that require physical touch at up to 50% capacity, LIMITED to fully-vaccinated individuals and their children who are under 18 years old of age, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 80%.
Group sports and recreational activities / training (without or without contact) are limited to fully-vaccinated individuals and their children who are below 18 years of age, with supervision and limited to 50% capacity of the venue / area, or up to 250 persons at any one time, including the coach / instructor / parents, whichever is fewer.
Competitions or championships, with or without contact, are only allowed WITH PERMISSION from the Sports Commission Office (PPS).
Competitions or championships or mass sports events are only allowed WITH PERMISSION from PPS, limited to no more than 250 people at any one time for sports like triathlon, open water swimming, marathon, trail run, obstacle run and so on. Updated!
International competitions or championships using the Sports Bubble model are subject to KBS approval only.
Spectator / supporter presence at sports and recreational venues are limited to 30% of capacity or 10,000 people (whichever is lower), and limited to fully-vaccinated individuals and children. However, children under 18 are not allowed to enter if they are not fully-vaccinated. Updated!
The operation of both OUTDOOR and INDOOR sports and recreational facilities are subject to the rules of the local authorities / relevant authorities.
Entry of foreign athlete / coach / official / technical support into Malaysia is subject to the rules governing entry of foreigners into Malaysia.
Everyone must obey the National COVID-19 Testing Strategy guidelines. New!
Recreational Fishing
Recreational fishing, including in fishing ponds, is ALLOWED for fully-vaccinated individuals from 6 AM until 12 midnight.
Picnic + Camping
Picnic and camping are ALLOWED.
Fully vaccinated individuals are ALLOWED to bring children 18 years and younger for such activities, subject to strict SOP.
Tourism
Interstate tourism is ALLOWED for fully-vaccinated individuals.
Fully-vaccinated individuals are ALLOWED to undertake tourism activities, by showing their COVID-19 digital vaccination certificate or card when checking in.
Hotel and homestay operators must ensure that individuals who enter their premises prove that they are fully-vaccinated by showing their COVID-19 digital vaccination certificate or card.
Individuals who are fully-vaccinated are ALLOWED to bring their children who are 18 years or younger for tourism activities at the hotel and homestay.
Visits by prior appointment are ALLOWED for fully-vaccinated individuals to public cultural premises like museum, gallery, archive, handicraft centre, memorial, library and cultural complex, cultural village or center, cultural shows, up to 50% capacity.
Tourism centre / premise / product like zoo, farm, aquarium, snorkelling, scuba diving, fishing and jungle are allowed to operate on the condition that all operators and visitors / guests are fully-vaccinated.
Theme parks and family entertainment centres are allowed to operate with up to 50% capacity, on the condition that the operators, employees and customers are fully-vaccinated.
It is encouraged to undergo a COVID-19 screening test when conducting these activities. New!
Cruise Ships
Cruise ships are ALLOWED to operate at 50% capacity, on the condition that all crew members and passengers are fully-vaccinated.
Pub and night club activities onboard are FORBIDDEN.

Manufacturing, Construction, Mining + Quarrying
For manufacturing, construction mining and quarrying companies that achieved these fully vaccinated rates :
a) 80% to 100% : Allowed to operate at 100% worker capacity
b) Less than 80% : Allowed to operate at 80% worker capacity
Workers must undergo RTK antigen tests every two weeks, at employer’s cost
Trade + Distribution
Only open to fully-vaccinated customers :
1. Photographic equipment and photography shop
2. Preloved (second hand) shop
3. Flower and nursery shop
4. Handicraft and souvenir shop
5. Antique shop
6. Games shop
7. Carpet shop
8. Creative content and equipment shop

Premise owners must ensure that customers who wish to enter MUST show their digital COVID-19 vaccination certificate or card, to prove that they are fully-vaccinated.
Fully-vaccinated individuals are ALLOWED to bring children who are 18 years old or younger to these premises.
Spa, Wellness + Massage Parlours
Spa, wellness and massage parlours are ALLOWED to operate, on the condition that both customers and operators are fully-vaccinated.
Employees and customers must be fully-vaccinated, not COVID-19 positive and not close contacts to positive cases, and not symptomatic.
Walk-in is not allowed. Only customers with prior appointments are allowed.
Employees must wear disposable gloves, face mask and face shield while at work.
Employees must replace their disposable gloves, liners for the bed or mattress or chair, and clean all equipment including face shield before attending to each customer.
The ventilation system must be maintained according to schedule.
MOTAC will monitor these conditions :
– spa operators must declare how many employees are fully-vaccinated to MOTAC before they are allowed to operate
– SOP Self-Compliance Program, especially ventilation within the premise.
– MOTAC will monitor compliance by conducting periodical spot checks
– COVID-19 screening test of symptomatic employees
Driving School
Driving schools are ALLOWED to operate, with the condition that all workers, teaching staff and candidates must be fully-vaccinated, with COVID-19 digital vaccination certificate or card as evidence.
Only employees who are fully-vaccinated and asymptomatic are allowed
Creative + Entertainment Industry
All creative industry practitioners who are fully-vaccinated are ALLOWED to resume these activities :
– development and broadcast of recorded or live-streamed creative content
– broadcast or livestream of information and entertainment with fully-vaccinated spectators up to 70% capacity of the studio space.
– in-studio or outdoor filming
– busking
– lounge hotel performances to fully-vaccinated guests
– live performances like theatre, musical, music and comedy (pre-registered) with fully-vaccinated attendees up to 70% of premise capacity.
Cinema activities are ALLOWED with fully-vaccinated workers and cinema goers, up to 80% of cinema capacity.
Must obey the National COVID-19 Testing Strategy guidelines. New!
Government + Private Official Events
Official events by the government or private sector, including inaugurations and so on, are allowed, subject to these conditions :
– Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
– Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
– Limited to 50% capacity of the event space.
– Only packed food is allowed to be provided.
MICE
Seminar, workshop, course, training and talk are allowed, subject to these conditions :
– Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
– Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
– Limited to 50% capacity of the event space.
– Only packed food is allowed to be provided.
Travel Restrictions In Phase 3 Areas
Interstate travel is only ALLOWED for FULLY-VACCINATED INDIVIDUALS.
Interstate travel is FORBIDDEN in Enhanced Movement Control Order (EMCO / PKPD) areas.
The area will be controlled by the police (PDRM), with help from ATM, APM and RELA.
Fully-vaccinated individuals are ALLOWED to travel in vehicles at full capacity. Individuals are allowed to bring children who are 18 years and below.
For those who are not fully-vaccinated :
– Only three (3) household representatives may leave to purchase food, medicine, dietary supplement and basic necessities. – Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies.
Taxis and e-hailing rides can travel at maximum capacity.
Vehicles carrying goods or involved in the economic chain or industry (including worker transportation) are allowed to travel at full capacity.
Official and government vehicles are allowed to travel at full capacity.
Airports, ports and logistic sector are ALLOWED to operate 24 hours.
Sea and land public transportation like bus, express bus, ferry are allowed to operate at full capacity.
Unloading of goods at premises, factories and ports are ALLOWED.
Disaster or humanitarian aid from NGO must obtain permission from the state or district Disaster Management Committee, and the aid must be channelled through the Disaster Operational Control Centre (PKOB) of the affected area.
Travel for Short Term Business Visitors under the One Stop Centre (OSC) initiative for official or business purposes are ALLOWED with police permission.
Civil Service
Subject to the current orders by the Secretary to the Government of Malaysia.
Civil service will operate in hybrid mode with this approach :
– Office attendance must not exceed 80% at any one time (except for frontliners, security, defence and enforcement), and 20% must work from home, in rotation. – Counter services are subject to the current orders from the Secretary to the Government of Malaysia (KSN).
– Civil servants going to office must receive official attendance order and worker’s pass.
Private Sector
Employee interstate travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
Employee capacity for the private sector is limited to 80%.
All offices not listed under essential services are allowed to operate at these vaccination rates :
a) 80% to 100% : Allowed to operate at 100% worker capacity
b) Less than 80% : Allowed to operate at 80% worker capacity
Meetings
Face-to-face meeting are ALLOWED for fully-vaccinated individuals, limited to 50% of meeting room capacity.
Meetings must be conducted via video conferencing for individuals who are not fully-vaccinated.
It is encouraged to conduct meetings through video conferencing.
Critical interviews are ALLOWED either face-to-face or online.
Business Activities In Phase 3 Areas
Restaurants (including in hotel, sports and recreation club house), food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6 AM until 12 midnight.
Sale of food only allowed through takeaway, drive-through or delivery, except dine-in services for fully-vaccinated customers. Dine-in services for social events are FORBIDDEN.
Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
Petrol stations, including convenience stores inside petrol stations, can operate from 6 AM until 12 midnight, except for those on tolled highways which can operate 24 hours.
Rest and Recreation (R&R) operations in all highways are allowed to operate 24 hours.
All trade and distribution sectors are ALLOWED to operate from 6 AM until 12 midnight, or according to their business licence.
Daily and public markets are ALLOWED to open from 6 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 2 PM.
Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 6 PM.
Wholesale markets are ALLOWED to open according to their licensed time, subject to the full vaccination of all employees, complying with the SOP and under RELA / PBT supervision.
Farmer’s market and morning market are ALLOWED to open from 7 AM until 1 PM.
Night markets and weekend markets are ALLOWED to operate according to their licence / permit until 12 midnight, with SOP compliance and monitoring by the authorities including RELA / civil defence.
Customers who wish to enter night markets and weekend markets MUST show their COVID-19 digital vaccination certificate to prove that they are fully-vaccinated.
Agriculture, fisheries, livestock, plantation, commodity and logging, and their supply chains, are ALLOWED to operate.
Manufacturing and construction, and their supply chains, are ALLOWED to operate.
The operation of mines and quarries is ALLOWED, subject to the Mining and Quarrying SOP.
Education In Phase 3 Areas
All private educational institutes like tuition centres, language centres, skill centre, mind enrichment centre and other institutes registered under the Ministry of Education can conduct face-to-face classes at 50% capacity.
Reopening of schools under the Ministry of Education (KPM), or educational institutes registered with KPM for face-to-face learning are based on risk assessment and opinions of the Ministry of Health (KKM) and the National Security Council (MKN).
Primary School Reopening

b) Preschool and private kindergarten students can attend classes without rotation.

Secondary School Reopening
a) Form 6 Semester 2, International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
c) Pre-University Program students in SSM (Malaysia Sports School) and students preparing for public examinations like SPM, STAM, SVM, STPM in full boarding schools (SBP), full boarding National Religious Secondary School (SMKA) / Government-Assisted Religious School (SABK), Art School and Sports School can attend classes without rotation.
d) Students sitting for international IGCSE (International General Certificate for Secondary Education) O Level, A-Level and Australia Higher School Certificate and International Baccalaureate Diploma Programme can attend classes without rotation.
e) Students studying for other International exams can attend classes in rotation.
f) Students studying for public exams like SPM, STAM, SVM and STPM in day school / private school can attend classes in rotation.
g) all other students will continue with online classes.
Matriculation College
a) Students of two semester and four semester (Semester 3) systems can attend classes in college or online classes.
b) Semester 1 students of the four semester system must continue with online learning (PdPR).
Teachers College (IPG)
a) Online learning up to 6/7 November 2021 for PPISMP, PISMP and PDPP students. Face-to-face or hybrid learning at the IPG campus will begin on 7/8 November 2021.
b) Online learning will continue for PDPM and KDC students. Face-to-face or hybrid learning at the IPG campus will begin on 11/12 December 2021.
Students are allowed to travel inter-state to attend school or other education institute with a confirmation letter from the Ministry of Education, MARA or the relevant Ministry or Agency.
Students are allowed to be accompanied by a guardian / parent while travelling to and from their school or other education institute.
Teachers or lecturers who are involved in face-to-face classes are allowed to travel interstate, with confirmation letter from the Ministry of Education.
Students who need to travel from Peninsular Malaysia to Sabah, Sarawak or Labuan and vice versa must comply with existing quarantine rules.
Students are allowed to travel interstate to their hostels with confirmation letter from the Ministry of Education / MARA or any relevant Ministry or Agency.
Students staying in hostels must test themselves using the COVID-19 Self-Test Kit three times – before registering to enter, on the 6th day and on the 14th day in their hostel.
IPG students are encouraged to test themselves using the COVID-19 Self-Test Kit a day before returning to IPG, or undergo a swab test at a health facility and inform the IPG of the results.
Industrial training and skills training centres, including vocational college, TVET and so on are allowed to operate.
All schools and skill training institutes other than those under KPM, tahfiz centre and other educational institutes are subject to their relevant Ministry or Agency.
All institutes of higher learning will be open in stages to students who are fully-vaccinated.
All learning activities in institutes of higher learning – face-to-face, in groups – are allowed for fully-vaccinated students. Hybrid learning will be conducted for students on campus, while online learning will continue for students who are unable to return to campus.
International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
Students in boarding schools or universities are ALLOWED to continue hybrid studies.
Kindergartens and daycare centres under the Social Welfare Department (JKM) are allowed to operate.
Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres are ALLOWED to operate for parents or guardians who are working.
Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
Operators and employees of all kindergartens, daycare centres, home care or rehabilitation centres must be fully-vaccinated.

Religion
Mosque and surau activities are allowed for fully-vaccinated individuals, subject to the State Religious Authority.
Islamic wedding ceremony (akad nikah) is ALLOWED, subject to the State Religious Authority.
Activities at non-Muslim houses of worship are ALLOWED, subject to the National Unity Ministry.
Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.

Operations of all OUTDOOR sports and recreational facilities are subject to the local authorities.

This is the latest National Recovery Plan Phase 1 SOP that was released on 25 August 2021.
General Health Protocol
Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
Hand sanitiser must be provided at the entrance, and customers must use it before entering.
The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
Children 17 years or younger are discouraged from being in public places and facilities. Updated!
Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
All building owners must provide QR Codes for each floor / level.
It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
There must be good ventilation and aeration at the premise.
It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
a) hotel room or paid accommodation, alone or with your own family
b) Personal working space
c) Sporting activities and outdoor recreation
d) Personal vehicle, alone or with your own family
e) Indoor or outdoor public areas, when there are no other individuals
f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)
Benefits For Fully Vaccinated People In Phase 1 Areas
Couples In Long Distance Relationship
Couples in long distance relationships are ALLOWED to travel inter-state or inter-district to meet each other, on the condition that they must both be fully vaccinated, and have been verified by PDRM with these documents:
– Copy of identification card of both husband and wife
– Copy of marriage card / certificate
– Copy of COVID-19 Digital Vaccination Certificate for both husband and wife
– Copy of proof of residence of either husband / wife, or confirmation letter from employer
The PDRM permission letter must be shown to pass through roadblocks.
Parents With Children Younger Than 18 Years Old Living Apart
Parents or guardians who have children under the age of 18 years living in a different state or district, are ALLOWED to travel. to meet them, on the condition both parents are fully vaccinated, and have been verified by PDRM with these documents:
– Copy of identification card of parents and child’s birth certificate
– Copy of COVID-19 Digital Vaccination Certificate for both parents
– Child’s schooling information (if relevant, e.g. boarding school)
The PDRM permission letter must be shown to pass through roadblocks.
Overseas Travellers
Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, and given a digital Home Surveillance Order (HSO) subject to these conditions:
– Show proof of a valid negative RT-PCR test taken within 3 days of departure
– Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
– Have no symptoms during the health screening conducted at the International entry point.
– Have suitable accommodations to undergo quarantine
Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
The mandatory quarantine for travellers from all countries is 14 days, and can be extended a further 7 days, based on the risk assessment on Day 14.
Travellers must conduct self-evaluation every day using the Home Assessment Tool (HAT) in MySejahtera, until the end of the quarantine period (either 14 or 21 days). New!
Travellers must undergo RT-PCR screening for COVID-19 on arrival in Malaysia. The RT-PCR tests must be repeated on Day 10 or day 18 (for those quarantined for 21 days). New!
Religion
Prayer activities at the mosque and surau for individuals who are fully vaccinated are ALLOWED, subject to the rules and SOP by the state religious authority.
Prayer activities at non-Muslim religious houses for individuals who are fully vaccinated are ALLOWED, subject to the rules and SOP by the Ministry of National Unity.
Manufacturing + Construction Sectors
For manufacturing and construction activities not listed in the Essential Services list, companies that achieved these fully vaccinated rates are allowed to operate : Updated!

Market

Dine-In
Restaurant operators, including hotels, sports and recreational club houses, food shops, food stalls, food trucks, roadside hawkers, food courts, food carts, and food kiosks are ALLOWED to offer dine-in services, subject to these conditions :
– only accept customers who are fully-vaccinated, and asymptomatic
– premise owners must display a notice stating that only customers who are fully-vaccinated and asymptomatic are allowed in
– workers who are fully-vaccinated and asymptomatic are allowed to work at these capacities :
a) 40% : up to 60% worker capacity
b) 60% : up to 80% worker capacity
c) 80% : up to 100% worker capacity
– premise owners must arrange the tables with physical distancing, and ensure the premise has good ventilation.
– dine-in is allowed with a maximum capacity of 50% per table, with physical distance of at least 1 metre.
Parents who are fully-vaccinated are ALLOWED to bring their children who are 17 years or younger to dine-in.
Sports + Recreation
The use of sports and recreational premises and facilities is RESTRICTED to only fully-vaccinated individuals, for all individual activities with physical distance of 2-3 metres from 6 AM until 8 PM, within the same district.
Permitted activities include swimming, equestrian sports, shooting, tennis / badminton (single), golf, motorsports and so on.
Operation of all commercial sports and recreational facilities (outdoor and semi-open), including swimming pool or water sports premises, subject to 60% capacity limitwith supervision. Workforce is limited to 60%, including both management and operations. These facilities are limited to fully-vaccinated people, who are allowed to bring children 17 years or younger for the same activities, subject to strict SOP compliance.
Operation of all commercial sports and recreational facilities (outdoor and semi-open), including swimming pool or water sports premises are subject to local authorities.
Dine-in at the club house restaurant or cafe is ALLOWED.
Changing room and shower room at the club house are FORBIDDEN.
Picnics + Camping
Picnic and camping activities are ALLOWED in the same district.
Individuals who are fully-vaccinated are ALLOWED to bring their children who are 17 years or younger for picnic or camping, subject to strict SOP compliance.
Travel Restrictions In Phase 1 Areas
Interstate and inter-district travel (based on district borders determined by state governments) is FORBIDDEN, except for long-distance couples, children in other states / districts, or individuals who have been given PDRM or KKM permission.
All entry and exit into MCO areas will be closed and controlled by the police (PDRM).
Fully-vaccinated individuals are ALLOWED to travel at maximum vehicle capacity. New!
For those who are not fully-vaccinated :
a) Only two (2) household representatives may leave to purchase food, medicine, dietary supplement and basic necessities. Updated! b) Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies. Updated!
Taxis and e-hailing rides are limited to just TWO (2) people in the vehicle, including the driver, and the passenger must sit in the back.
Vehicles carrying goods or involved in the economic chain or industry (except worker transportation) is allowed to travel at full capacity.
Official and government vehicles are allowed to travel at full capacity.
Airports, ports and logistic sector are ALLOWED to operate 24 hours.
Unloading of non-essential goods in factories is limited to delivery and receipt of goods or cargo in existing stockpiles for the purpose of import and export only with limited workers. Unloading time is only allowed from 8 AM until 8 PM on Monday, Wednesday and Friday.
Unloading of essential goods is not subject to these restrictions and can proceed as usual.
Public transportation (train, bus, LRT, MRT, ERL, monorail, taxi, ferry, e-hailing ride) are allowed to operate at 50% capacity.
Travel for funerals and natural disasters are ALLOWED, with police permission.
Disaster or humanitarian aid from NGO must obtain permission from the state or district Disaster Management Committee, and the aid must be channelled through the Disaster Operational Control Centre (PKOB) of the affected area.
Interstate and inter-district travel for the purpose of going for vaccination is ALLOWED by showing the appointment in MySejahtera, website or SMS.
Members of Parliament or State Legislators are ALLOWED to travel interstate or inter-district to visit their constituencies without conducting any events.
Travel for Short Term Business Visitors under the One Stop Centre (OSC) initiative for official or business purposes are ALLOWED with police permission.
Civil Service
Must work from home (WFH) completely, except for frontliners, security, defence and enforcement.
Office attendance for essential services in the civil service must not exceed 40% at any one time, and must emphasise work that cannot be performed at home, like payment, maintenance, security, technical management, online meetings and ministerial documentation.
Government counter service will operate physically from 1 July 2021 onwards, involving :
– services that cannot be conducted online
– counter service capacity must not exceed 50%
– people are only allowed to be admitted with scheduled appointments
Civil servants going to office must receive official attendance order and worker’s pass.
Private Sector
Approved essential services in the private sector must have official approval from 1 June 2021 onwards.
Employee travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
Employee capacity for the private sector (essential services only) is limited to 60%, including both operations and management.
MICE
Meetings must be conducted via video conferencing.
Seminars, workshops, courses, training and talks are FORBIDDEN, except in-service training through Camp-Based Training.
Seminars, workshops, courses, training and talks conducted online are ALLOWED.
Critical interviews are ALLOWED either face-to-face or online.
Business Activities In Phase 1 Areas
Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6 AM until 10 PM.
Grocers, convenience stores, self-care stores and mini-marts are ALLOWED to operate from 8 AM until 8 PM.
Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 8 AM until 8 PM.
Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
Pharmacies can operate from 8 AM until 8 PM.
Petrol stations can operate from 6 AM until 8 PM, except for those on tolled highways which can operate 24 hours.
Supermarkets, shopping malls and departmental stores can open from 8 AM until 8 PM.
Bookstores, stationery, computer and telecommunications shops are ALLOWED to open from 8 AM until 8 PM.
Veterinarian clinics and pet food stores are ALLOWED to open from 8 AM until 8 PM.
Laundry services and optical stores are allowed to operate from 8 AM until 8 PM. Self-service laundromats must ensure an employee is present on-premise.
Daily and public markets are ALLOWED to open from 6 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 2 PM.
Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 4 PM.
Wholesale markets are ALLOWED to open from 12:01 AM until 6 AM, and from 11 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Morning market and farmer’s market are ALLOWED to open from 7 AM until 11 AM, subject to proper SOP and under RELA / PBT supervision. Updated!

The operation and maintenance of mines and quarries is ALLOWED, subject to the Mining and Quarrying SOP.
Education
All public and private institutes of tertiary education, tahfiz centres and other educational institutes must CLOSE.
Tertiary education will continue ONLINE.
All public and private schools and education institutes, tuition centres, language centres, skill centres, counselling centres, etc. must CLOSE.
Only international exams at international and expatriate schools are allowed.
All face-to-face learning are FORBIDDEN, except for tertiary education students who require them.
International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.

A video went viral recently, showing a police officer stopping a man, and asking if he’s wearing slippers or shoes.
Many Malaysian netizens were shocked by video. Some speculated that the police are looking for a kick-back, while others said that it’s to check if people were going to work or having a joyride.
Can You Wear Slippers While Driving In Malaysia?
So can you wear slippers while driving in Malaysia?
That really depends on whether you are driving a personal vehicle, or a commercial vehicle.
Fact #1 : You Can Wear Slippers While Driving A Private Vehicle
There are no laws that forbid you from wearing slippers or sandals while driving a private vehicle.
However, wearing slippers or sandals while driving a commercial vehicle (like a lorry, bus or taxi) is an offence under the Commercial Vehicles Licensing Board Act 1987.
The person who recorded the video was a taxi driver. That’s why the police officer let the car in front of him go, but stopped to question him.
Fact #2 : Commercial Vehicle Drivers Must Wear Appropriate Attire
Drivers of commercial vehicles do not just have to wear proper shoes while driving, they have to be properly attired.
Section 15(b) of the Road Traffic Rules 1959 requires drivers of commercial vehicles to be properly attired.
What that means is really ambiguous, but in the past has included wearing slippers or sandals while driving.
JPJ confirmed that it is mandatory for drivers of commercial and public vehicles to wear fully-closed shoes. Those who do not can be fined under the Road Transportation Act 1987.
Fact #3 : Driving With Slippers Is Dangerous
Even though it’s legal to drive a private vehicle with slippers or sandals, I highly advise you NOT to do that.
Driving with slippers or sandals have been shown to increase the risk of accidents through :
increasing the time it takes to work the pedals.
delay your reaction time.
reduce the amount of force on the pedals.
getting lodged under the pedals
Even if you don’t get a ticket for not wearing proper shoes while driving, you could end up in a bad accident.
Please stop wearing slippers while driving!
Fact #4 : Taking Off Your Slippers / Shoes Is Also Dangerous!
For those who like to drive barefoot, please don’t do that either!
Taking off your shoes or slippers before driving is a recipe for disaster, as they can get lodged under the pedals.
Imagine trying to pump the brake pedal with your shoe or slipper lodged under it.
If you really, REALLY must drive barefoot, please place your footwear in the passenger’s compartment.

Steel scaffolding from the DASH highway under construction collapsed today, injuring two workers!
Here is what we know so far…
DASH Highway Scaffolding Collapsed, Injuring Two Workers!
At around 7 PM today (19 June 2021), steel scaffolding from the DASH highway under construction near the Kota Damansara toll of the NKVE highway collapsed.
Two Bangladeshi workers (between 20 and 40 years old) were under the steel scaffolding when it fell from a height of about 12 metres.
Both workers suffered injuries from the flying debris, and have been taken to the Sungai Buloh Hospital for treatment.

PROLINTAS, the developer of the DASH highway, issued a stop work order, and their ERT (Emergency Response Team) had already started to remove the debris.
Here is our English translation of the PROLINTAS statement on the incident :
STEEL SCAFFOLDING COLLAPSE INCIDENT AT HIGHWAY UNDER CONSTRUCTION
Kuala Lumpur, 19 June 2021 – Project Lintasan Damansara-Shah Alam Sdn. Bhd., the developer for the DASH (Damansara-Shah Alam Elevated Highway) construction project confirms that there was an incident where steel scaffolding fell inside the DASH construction area near Kota Damansara late this afternoon.
In that incident, two Bangladeshi workers suffered injuries and were brought to the Sungai Buloh Hospital for treatment. The incident did not involve highway users or the public because it happened within a closed construction area. The DASG Emergency Response Team (ERT) was on site to control traffic and remove the steel scaffolding.
A stop work order was issued immediately. The developer and main contractor will give their full cooperation to the relevant authorities investigating this incident.
We will issue follow-up statements regarding this incident from time to time.

The viral message implies that the Chinese have determined that Patient Zero is an American soldier who attended the 2019 Military World Games that was held in Wuhan, China from 18 to 27 October 2019.
It also implies that the Americans brought COVID-19 to Wuhan, and used one of their soldiers to spread it to the Chinese. And the video is the evidence.
Even the Chinese Foreign Ministry’s spokesperson Zhao Lijian pushed the same fake claim, saying, “When did patient zero begin in the US? It might be the US army who brought the epidemic to Wuhan!”

US Soldier Spreading COVID-19 In Wuhan Hoax Debunked!
The truth is the video was recorded on 9 March 2020 in a Belgian subway, not October 2019 in Wuhan.
The man in the video was not a US soldier, but an intoxicated Belgian who licked his finger and rubbed it on the subway pole.
He was later arrested for doing that, and the train removed and disinfected.
This is just another piece of Chinese propaganda trying to shift the blame for the COVID-19 pandemic to the United States.
Please be wary of such fake news. China has been actively creating and sharing these fake videos and stories on social media.

With China’s aggressive foreign policy moves in recent years, it is not uncommon to see fake pro-China, anti-America stories being created and shared.

MCO 3.0 Total Lockdown : Phase 1 SOP Starts 1 June 2021!
On 29 May 2021, the Malaysia Prime Minister’s Department announced that the National Security Council (MKN) decided to order Total Lockdown Phase 1.
From 1 June until 14 June 2021, there will be a complete lockdown of the social and economic sectors across the country.
This new lockdown SOP will apply ACROSS Malaysia – no states are exempted.

MCO 3.0 Total Lockdown SOP : Essential Services
All social and economic activities are FORBIDDEN, except for these 17 essential services :
Food and beverages, including for animals
Healthcare and medical services, including dietary supplements, veterinarian services, etc.
Water supply
Energy supply
Security and safety, defence, emergency, social and humanitarian services
Waste disposal and public sanitisation and sewerage
Land, water and air transportation
Port, shipyard, airport services and operations, including loading, unloading, cargo handling and piloting, storage or transportation of commodities

MCO 3.0 Total Lockdown SOP : The Full List
Note : Any activity NOT mentioned in this SOP is FORBIDDEN.
Travel Restrictions
Interstate or inter-district travel is FORBIDDEN.
Up to two (2) people from each household are allowed to go out to purchase food, medicine, dietary supplements and other daily essentials.
Up to three (3) people, including the patient, are allowed to go out from each household to seek medical treatment, healthcare, screening test, security assistance or other emergencies within a radius of no more than 10 kilometres from their home, or the nearest available service (if there are none within 10 km).
Up to two (2) people are allowed in each taxi or e-hailing ride, including the driver. The passenger must be seated in the rear compartment.
Commercial vehicles carrying essential goods are allowed to carry people up to the licensed limit.
Official government vehicles are allowed to carry up to their maximum capacity.
All airports and ports are allowed to operate as usual.
Sea and land public transportation services, like employee transportation, public buses, express buses, LRT, MRT, ERL, monorail and ferry are allowed to operate at 50% of vehicle capacity.
Travel for funerals and natural disasters are allowed with police permission.
NGOs travelling to assist with natural or humanitarian disasters must obtain permission from the State / District Disaster Management Committee, and the aid must be funnelled through the Disaster Operations Control Centre (PKOB).
Interstate / inter-district travel for the purpose of COVID-19 vaccination is ALLOWED with the display of vaccine appointment on MySejahtera, website or SMS.
Members of Parliament or State Assembly are ALLOWED to cross state or district lines.
Interstate travel is FORBIDDEN for couples in long-distance relationships.
Short-term business visitors are ALLOWED for official or business purposes under the One Stop Centre (OSC) Initiative, with police permission
General Health Protocols
Premise owners and business licence holders must ensure that customers enter and leave the premises with a minimum physical distance of 1 metre.
Premise owners and business licence holders are OBLIGATED to provide the MySejahtera QR Code and a logbook to register visits by their customers.
Hand sanitisers must be provided at entry points, and customers must use them before entering the premise.
The use of MySejahtera is MANDATORY in areas with good Internet connectivity. The use of a logbook is only allowed in areas with no Internet connectivity or reasonable excuses (senior citizens, no smartphone, etc.)
Premise owners and business licence holders must ensure that customers check in using MySejahtera, or writing their name and telephone number manually if there is no Internet connectivity.
In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
Children 12 years or younger are NOT allowed in public places and facilities, EXCEPT in emergencies, treatment, education or exercise.
Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
All building owners must provide QR Codes for each floor / level.
It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
There must be good ventilation and aeration at the premise.
It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
a) hotel room or paid accommodation, alone or with your own family
b) Personal working space
c) Sporting activities and outdoor recreation
d) Personal vehicle, alone or with your own family
e) Indoor or outdoor public areas, when there are no other individuals
f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)
Civil + Private Employees
Civil servants must work from home (WFH) completely, except for frontliners, security, defence and enforcement.
Office attendance for essential services in the civil service must not exceed 20% at any one time, and must emphasise work that cannot be performed at home, like payment, maintenance, security, technical management, online meetings and ministerial documentation.
Civil servants going to office must receive official attendance order and worker’s pass.
Employee capacity for the private sector (essential services only) is limited to 60%, including both operations and management.
Approved essential services must have official approval from 1 June 2021 onwards. Employee travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
Meetings must be conducted via video conferencing.
Seminars, workshops, courses, training and talks are FORBIDDEN, except through online methods or in-service training through Camp-Based Training.
Allowed Business + Services
Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 8 AM until 8 PM for takeaway, drive-through or delivery.
Dine-in and park & dine services, and picnics are FORBIDDEN.
Grocers and convenience stores are ALLOWED to operate from 8 AM until 8 PM.
Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 8 AM until 8 PM.
Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
Pharmacies can operate from 8 AM until 8 PM.
Petrol stations can operate from 6 AM until 8 PM, except for those on tolled highways which can operate 24 hours.
Supermarkets, shopping malls, pharmacies, personal care stores, convenience stores, mini markets and departmental stores can only open sections limited to food, drinks and essential items, from 8 AM until 8 PM.
Veterinarian clinics and pet food stores are ALLOWED to open from 8 AM until 8 PM.
Laundry services and optical stores are allowed to operate from 8 AM until 8 PM. Self-service laundromats must ensure an employee is present on-premise.
Daily and public markets are ALLOWED to open from 6 AM until 2 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 12 noon.
Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 4 PM.
Wholesale markets are ALLOWED to open from 12:01 AM until 6 AM, and from 11 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Night markets, farmer’s market, weekly markets and guest markets are FORBIDDEN
Fishing for livelihood is ALLOWED.
Education
All public and private institutes of tertiary education, tahfiz centres and other educational institutes must CLOSE.
Tertiary education will continue ONLINE.
All public and private schools and education institutes, tuition centres, language centres, skill centres, counselling centres, etc. must CLOSE.
Only international exams at international and expatriate schools are allowed.
All face-to-face learning are FORBIDDEN, except for tertiary education students who require them.
International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
Students in boarding schools or universities are ALLOWED to continue using hybrid studies.
Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres for children 4 to 6 years old are NOT ALLOWED to operate, except for parents who are frontliners or both working.
Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
Religion
Prayer activities are limited to a maximum of 12 mosque and surau committee members only. All other activities are FORBIDDEN.
Islamic wedding ceremony (akad nikah) is ALLOWED only in the Islamic Religious Office / Department with the attendance capacity set by the State Religious Authority.
Burial activities are allowed according to limits set by the State Religion Authority (Islam) or the National Unity Ministry (Non-Muslim).
Non-Muslim houses of worship are limited to 12 committee members only, and congregants are NOT ALLOWED.
Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.
Sports + Recreation
Individual sports and recreational activities without physical contact in open spaces are LIMITED to jogging and exercise with physical distancing of 2-3 metres within the neighbourhood, from 7 AM until 8 PM.
Centralised training programs, including closed quarantined competitions using Camp Based Training are ALLOWED.
Centralised training programs with quarantine by State Sports Councils using Camp Based Training are ALLOWED.
Centralised training programs including quarantined training competitions for teams in the Malaysian Football League (MFL) using Camp Based Training are ALLOWED.
Creative Industry
Development and broadcasting of creative content through recording or live broadcasts include animation, filming, drama, promotions, sitcoms and the like, including dance, art activities theatre, musical arts, cultural and heritage performances as well as the music are FORBIDDEN, except for individual discussions and live-streaming.

PDRM Launches MyBayar Saman Portal + Mobile App!
On 25 March 2021, the Inspector-general of Police Tan Sri Abdul Hamid Bador launched the MyBayar Saman portal and mobile app at the PDRM Bukit Aman headquarters.
The PDRM launched MyBayar Saman as an alternative payment option, instead of paying over-the-counter, or using private collecting agents like MyEG.
This would also save the public money as MyBayar Saman is FREE, and does not collect service charges. They can also pay their fines at their convenience, without wasting time queuing to pay.

Who is allowed to register and use the MyBayar portal?
Individual: Malaysian Citizen and Malaysian Permanent Resident (PTM) aged 18 years and above.
What are the requirements for registering and using the MyBayar portal?
Individual that are eligible must have a records or transaction within the MyBayar System.
How can new users register on the MyBayar portal?
New users can access the register button and will be direct to the user registration page to fill out all the required details in the form.
What is the purpose of the user’s identity card number when registering on the MyBayar portal?
The use of identity card numbers is an initiative towards conducting business online with the guarantee of identity verification and security of user data.
What action should be taken by users who have forgotten the password of the MyBayar portal account?
Users need to reset the password by accessing the “forgot password?” Button.
After making a payment on the MyBayar portal, how long does it take for the system to update user records?
The summons record is updated as soon as the user makes the payment.
What if the payment made through the MyBayar portal is not successful?
If the payment is made on the MyBayar portal is not successful, users need to make a complaint by email to mybayarsaman@rmp.gov.my.
What are the advantages of using the MyBayar portal service other than the payment channel for PDRM summons?
Users who register and make payments on the MyBayar portal will not be charged any additional fees other than traffic offense summons.
How to ensure a secure online experience when users access to the MyBayar portal?
Do not share your account password and make sure to log out your MyBayar account after completing make transactions before visiting other websites.
How do I know that my transactions have been successful?
Once your payment is successful, you can view previous payments in payment history. You can generate and print receipt.
B. General FAQ
What should I do if the traffic offense summons record with the same vehicle registration number but not my vehicle?
The offender has to go to the traffic branch that issued the summons and subsequently lodge a complaint in the traffic section for denial. Offender need to provide information on the type of vehicle that uses the same registration number. Once the complaint is resolved, offender are advised to check any traffic branch or MyBayar portal whether the summons has been dismissed or not.
What is the effect of leaving the outstanding summons?
The effect of leaving outstanding summons can result in offenders being blacklisted and issued an arrest warrant thus resulting in users not being allowed to renew road tax and driving licenses. Users will only be removed from the list after clearing all outstanding summonses.
C. FPX FAQ
Can I pay using FPX?
Yes. You can use FPX as long as you have an active internet banking account with any of the FPX participating banks. No registration is required with FPX.
What is the minimum and maximum transaction limit for FPX?
For retail/personal banking account, the minimum limit per transaction is RM1.00 and maximum amount is limited up to RM30,000 per transaction.
*The above limit is subject to your internet banking withdrawal limit with your bank, whichever is lower.
I have made a payment using FPX, how can I know that my payment is successful?
There are 3 methods in which you will be able to know that your FPX transaction is successful:
Online receipt provided by FPX.
Email notification sent by FPX system (provided that you have entered your email address during MyBayar
Saman user registration).
Online receipt provided by your bank.
While making payment using FPX, I have received an error / unsuccessful transaction message. However, the money has been deducted from my bank account. What should I do?
In the event that your account has been deducted but the transaction was unsuccessful for some reasons, your money will be credited back into your account by your bank. You are advised to contact your bank for the reversal status by providing the FPX Transaction ID or Merchant Order No. as a reference. You may also provide the screen shot of your payment on your mobile phone that displays the FPX Transaction ID or Merchant Order No. as a proof to facilitate the bank.
PDRM claims it has not received my summon compound payment although the FPX Transaction status is successful. What should I do?
FPX transaction status is final and the bank is obligated to update your payment in a timely manner. In this case, you should contact PDRM via mybayarsaman@rmp.gov.my e-mail to verify the status of your summon compound payment. You can provide the necessary details such as the online receipt issued by FPX/PDRM or the email notification received from FPX that contain the following details:
FPX Transaction ID.
Merchant Order No.
Payment amount.
Date and time of the payment.
Can I cancel a successful FPX transaction?
No. It is not possible to cancel a successful FPX transaction via MyBayar Saman system. However, you may request PDRM for such cancelation, subject to PDRM policy.
How do I get confirmation of my compound payment with FPX?
For the purpose of verification and further clarification of inquiries related to FPX, please contact your bank that has completed the payment of your summons compound.
Is my transaction via FPX really secure?
FPX uses high standards of authentication and certification to ensure all transactions are secure.
What is availability of FPX services?
Currently FPX service is available 24 hours daily at most of the FPX participating banks.
*Depending on the participating banks’ internet banking service availability.
Is FPX service meant for individual payment only?
No. FPX service can support both payments by individual and corporation depending on the model subscribed by your merchant. Payment made by individual is known as Business to Consumer (B2C) model, while payment made by corporation is known as Business to Business (B2B) model.
If I have a problem related to summon compound payment with PDRM, who can i contact?

Can I pay for the summons online using card?
Yes, you can make payment for the summons online using a valid debit card, credit card and prepaid card.
How do I ensure that the payment transaction was successful?
There are 3 (three) methods to check if the payment transaction was successful:
Transaction notification from your card issuing bank sent via short message service (SMS), email or mobile application push notification.
Payment receipt (online) from MyBayar Saman portal / mobile application.
Transaction authorisation/approval code from the card payment portal.
Do I need to inform PDRM or the bank after I have successfully made payment via the MyBayar Saman portal/application?
You do not need to contact PDRM or the bank as the payment information will be updated automatically.
What types of cards are accepted for payment through MyBayar Saman portal/application?
You can make payment with a Mastercard or Visa debit card, credit card or prepaid card.
What should I do if the transaction was unsuccessful but my account balance was deducted or my credit card has been charged?
You are advised to contact your card issuing bank to check on the payment status and inform the bank for their further action.
Why am I still unable to make payment despite having tried several times?
You are advised to contact your card issuing bank to check the status of your card/account. Common reasons for declined transactions are:
Insufficient balance in the savings/current account linked to the debit card or insufficient usage limit on your credit card account.
Your payment amount exceeds the daily spending limit set on your card.
The ‘card not present’ (cardless) usage function for the card has not been activated.
What should I do if PDRM informs me of unpaid/unsettled summons even though the transaction status was successful?
You may contact PDRM via email mybayarsaman@rmp.gov to confirm the summons payment by providing the required information such as the receipt issued via the MyBayar Saman portal/application.
Can I request to cancel a successful debit card or credit card transaction?
Any cancellation application must be directed to PDRM; please refer to the terms and conditions of the MyBayar Saman portal/application.
Is it safe to enter my debit card or credit card information on MyBayar Saman portal/application?
Your card information is safe as MyBayar Saman portal/application is 3-D Secure (3-domain secure) and every transaction performed requires transaction authentication by entering the “One Time Password” (“OTP”) sent to a mobile phone number or mobile application that you had registered with your card issuing bank.
Who should I contact if I have a problem with a PDRM summons payment?

Concrete Block On MRR2, Under SUKE Project!
On 25 March 2021, motorists found themselves avoiding a concrete block on the MRR2, just days after a launcher crane toppled at the SUKE highway project, killing three people.
At first, everyone thought that this concrete block might have fallen off the SUKE highway under construction above.
This would not be the first time something fell off a construction project in Malaysia! But at least, it didn’t appear that anyone was injured by the concrete block.

SUKE Project : Concrete Block Fell Off Lorry, Not Ours!
The SUKE project team sent an ERT (Emergency Response Team) rider, to investigate and help direct traffic.
They then stated that the concrete block fell off a lorry travelling in the middle lane of MRR2, after Hillview, heading towards Ampang.
They also made it clear that the lorry was NOT from the SUKE project.
By 7:49 AM, they managed to clear the concrete block from MRR2, allowing free flow of traffic.

TRAVEL
Travel within the RMCO / PKPP area is allowed.
Travel to other RMCO areas, CMCO areas, or EMCO areas is FORBIDDEN, except with police permission.
Private vehicles are allowed to carry passengers up to their maximum licensed capacity. However, vulnerable individuals and children are not encouraged to go out to public, open and crowded areas.
Goods and services vehicles are allowed to carry people up to their maximum licensed capacity.
Travel of private, government and company vehicles for commuting to work and official business is permitted, up to vehicle capacity.
All activities and services at all airports and ports are allowed.
Public transportation such as public bus, express bus, LRT / MRT / ERL / monorail, ferry, airplanes, taxis / e-hailing vehicles are allowed, according to their licensed capacity.
Interstate travel for couples in long-distance marriage are allowed with police permission.
TRAVEL BUBBLE TOURISM
Interstate tourism is allowed between RMCO areas, but only through tour packages from tour agencies that have registered with the MOTAC (Ministry of Tourism, Art and Culture), except in Sabah.
Private travel is FORBIDDEN.
Travel is only allowed using tour vehicles registered with MOTAC.
Tour agencies must obtain PDRM permission for interstate travel.
Tour vehicles must travel directly to RMCO areas and are not allowed to stop in CMCO areas.
Travel from CMCO to RMCO is FORBIDDEN.
TRAVEL RESTRICTIONS IN SABAH
Travel within Sabah in allowed within these district zones :
Zone 1 : Kota Kinabalu, Kota Belud, Ranau, Tuaran, Penampang, Putatan and Papar.
Zone 2 : Beaufort, Kuala Penyu and Sipitang.
Zone 3 : Kudat, Kota Marudu and Pitas.
Zone 4 : Sandakan, Beluran, Telupid, Kinabatangan and Tongod.
Zone 5 : Tawau, Semporna, Lahad Datu, Kunak and Kalabakan.
Zone 6 : Keningau, Tambunan and Tenom.
Travel between district zones is not allowed, except with police permission.
ACTIVITIES WITHIN RMCO / PKPP AREAS
All business / economic / industrial activities are allowed to operate.
Supermarkets, shopping malls and retail stores are allowed to operate according to existing SOP.
Restaurant, food stall, cafe, food truck, hawker, street vendor, food court, hawker centre, food kiosk, grocery shop, convenience store are allowed to operate according to existing SOP.
Restaurant and cafe are allowed to offer dine-in service (1 metre distance between customers), take-away, delivery or drive-through.
Daily market, wholesale market, farmer’s market, night market and late night bazaar are allowed to operate as usual, according to the existing SOP.
Petrol stations and laundry services are allowed to open as usual.
Spa, reflexology, massage, wellness services, including pedicure and manicure services, are allowed from 6 AM until 12 midnight.
All other business operations offering daily necessities are allowed to open as usual.
MEDICAL SERVICES
Private and public clinics, hospitals and medical labs are allowed to operate 24 hours a day.
Pharmacies and drugstores are allowed to operate as usual.
HEALTH PROTOCOL FOR BUSINESS PREMISES
Premise / business owners must ensure there is a 1 metre physical distance between customers at the entry and exit points of their premises.
Hand sanitisers must be provided at entry points, and customers must use them before entering.
Premise / business owners must provide the MySejahtera QR code and a logbook for registering customers.
Registration using MySejahtera app is mandatory in areas with Internet coverage. Exceptions will be given to areas with no Internet coverage, like rural areas.
Premise / business owners must ensure that customers check in using MySejahtera or write their names and telephone numbers into the logbook and scan their body temperature. Those with body temperature exceeding 37.5 degrees Celsius are NOT ALLOWED to enter the premise.
Premise / business owners must ensure that only customers with Low Risk status in MySejahtera are allowed to enter their premise.
Premise / business owners must limit the number of customers within their premises to ensure a 1 metre radius at all times, and publicly list the maximum number of people allowed in their premise.
All workers, suppliers and customers must wear face masks correctly while they are inside the premise.
There must be good ventilation at all premises.
It is MANDATORY to wear face masks in all crowded public places, except these places / activities :
– your own home, with your own family members
– hotel room / paid accommodation, with your own family members
– your own work space
– indoor and outdoor sporting activities
– your own vehicle, with your own family members
– indoor and outdoor public areas, without other individuals
– eating and drinking at public areas, without other individuals
WORK ACTIVITIES
Travel in and out of CMCO / RMCO areas for work is allowed, with employer’s letter or work pass.
Travel into EMCO areas is FORBIDDEN.
SPORTS + RECREATION
All individual and team sport and recreational activities are SUBJECT to the Sports & Recreational SOP.
State and community competitions and championships are allowed, with the permission of the Ministry of Youth and Sports (KBS), and without spectators / supporters.
National competitions and championships that involve interstate travel (like MFL, MHL and STL) are allowed, with police permission, and without spectators / supporters.
National or international competition or championship MUST obtain permission from the Ministry of Youth and Sports (KBS), and without spectators / supporters.
Phased Centralised Training Programs for teams involved in MFL, MHL and STL through home / camp quarantine is allowed.
Centralised Training Programs by the National Sports Council and state sports councils using camp quarantine are allowed.
Group sports or recreational activities WITHOUT PHYSICAL CONTACT, with physical distancing and supervision, is allowed,
INDUSTRIAL + ECONOMIC ACTIVITIES
All industrial and economic activities can operate as usual, according to the SOP.
Interstate and inter-district travel is permitted for all vehicles used for business, industry and manufacturing activities.
FISHING, PLANTATION + FARMING
The fishing, farming, plantation, livestock and related food chain industries are allowed to operate as normal.
TOURISM + CULTURE
These domestic tourism activities are allowed to operate with physical distancing, wearing of face masks and compliance with SOP :
Tourist attractions like zoo, farm, aquarium, edutainment centre, recreation park, extreme park, adventure park, nature park and so on.
Art, culture and heritage sites like museum, library, art gallery, heritage centre, cultural performance and so on.
Theme park and family entertainment centre
All other tourism and cultural activities, OTHER than those in the Negative List are subject to the Tourism and Cultural Sector SOP.
RELIGIOUS ACTIVITIES
Activities at mosques and suraus are allowed.
Activities in non-Islamic houses of worship are allowed.
MICE (Meetings, Incentives, Conventions and Exhibitions)
Seminars / workshops / courses / conferences / meetings / tradeshows and related activities including meetings, incentives, conventions and exhibitions (MICE) are allowed to operate at maximum premise capacity.
They must ensure physical distancing, the wearing of face masks, and compliance with the MICE SOP.
Business travellers from permitted countries must use the One Stop Center (OSC) platform, and comply with existing entry requirements.
Face-to-face meeting for official or work reasons in office, hotel and other venues are allowed, subject to physical distancing and wearing of face masks.
CREATIVE INDUSTRY
All events, shows, performances, live music and live band activities in hall, auditorium, art premise, convention centre, studio, stadium and hotel lounge are allowed with audience with physical distancing.
Events are limited to special and licensed locations like convention centres, galleries, trade centres, art premises and other licenced MICE premises.
Lounge hotel performance is allowed with audience at full capacity with physical distancing.
The management staff, artistes, and crew are allowed at full capacity.
Music, animation, film, drama and documentary production, inside and outside the studio, are allowed.
Busking activities at cafeteria, food court, food stores and shopping mall are allowed.
Cinemas and drive-in theatres are allowed.
CHILD + SENIOR CARE
Childcare centres, kindergartens and daycare facilities are allowed to operate, with permission by the relevant ministry / agency.
Parents sending their children to childcare, kindergarten or daycare are allowed to use vehicles up to the licensed capacity.
Daycare facilities for the disabled, senior citizens, women and all other care facilities are allowed to operate.
EDUCATION
Public and private schools, higher education institutes, training institutes, tahfiz centres, kindergarten, tuition centres, language centres, skill centres, enrichment centres and all other educational institutes are allowed to operate.
Candidates for SPM 2020 and 2021, STPM, SVM, STAM, SKM, DVM and entry assessment for special schools (Form 1 and Form 4) and international examinations are allowed to travel into any MCO / CMCO / RMCO areas, with letters from the Ministry of Education.
Lecturers and teachers are allowed to travel, with letters from Ministry of Education or Ministry of Higher Education.
Boarding school students must obtain permission letters from their institutes for interstate travel.
Tuition class, music class, dance class, language class and so on are allowed.
CELEBRATIONS
Official and unofficial, public and private, events and social gatherings such as feast, Akad Nikah, wedding, engagement, reception, aqiqah ceremony, tahlil, anniversary, birthday, reunion, retreat and so on, are allowed.
Such events must follow the Government & Private Event SOP and Social Event SOP.
NEGATIVE LIST (FORBIDDEN ACTIVITIES)
Pub and night club
Participation of foreign athletes or sports officials without permission from the Malaysia Immigration Department.
Group activities with physical contact, without supervision.
Championship / competition WITHOUT permission from the Ministry of Youth and Sports.
Championship / competition (international or local) with spectators.
Mass and group activities that makes physical distancing impossible, like fun run, fun ride, marathon, triathlon and so on.

MEDICAL SERVICES
Private and public clinics and hospitals are allowed to operate 24 hours a day.
Pharmacies and drugstores are allowed to operate from 8 AM until 12 midnight.
HEALTH PROTOCOL FOR BUSINESS PREMISES
Premise / business owners must ensure there is a 1 metre physical distance between customers at the entry and exit points of their premises.
Hand sanitisers must be provided at entry points, and customers must use them before entering.
Premise / business owners must provide the MySejahtera QR code and a logbook for registering customers.
Registration using MySejahtera app is mandatory in areas with Internet coverage. Exceptions will be given to areas with no Internet coverage, like rural areas.
Premise / business owners must ensure that customers check in using MySejahtera or write their names and telephone numbers into the logbook and scan their body temperature. Those with body temperature exceeding 37.5 degrees Celsius are NOT ALLOWED to enter the premise.
Premise / business owners must ensure that only customers with Low Risk status in MySejahtera are allowed to enter their premise.
Premise / business owners must limit the number of customers within their premises to ensure a 1 metre radius at all times, and publicly list the maximum number of people allowed in their premise.
All workers, suppliers and customers must wear face masks correctly while they are inside the premise.
There must be good ventilation at all premises.
It is MANDATORY to wear face masks in all crowded public places, except these places / activities :
– your own home, with your own family members
– hotel room / paid accommodation, with your own family members
– your own work space
– indoor and outdoor sporting activities
– your own vehicle, with your own family members
– indoor and outdoor public areas, without other individuals

WORK ACTIVITIES
Travel in and out of CMCO / RMCO areas for work is allowed, with employer’s letter or work pass.

The number of public sector workers permitted is based on the JPA circular.
The private sector is limited to 30% of their Management team, and a limit set by the employer for their Operations team.
Vehicles ferrying workers, including private vehicles, are allowed to operate.
SPORTS + RECREATION
All individual and team sport and recreational activities are SUBJECT to the Sports & Recreational SOP.
State and community competitions and championships are allowed, with the permission of the Ministry of Youth and Sports (KBS).
National competitions and championships that involve interstate travel (like MFL, MHL and STL) are allowed, with police permission, and without spectators / supporters.
Sponsorship of any national or international competition or championship MUST obtain permission from the Ministry of Youth and Sports (KBS).
Phased Centralised Training Programs for teams involved in MFL, MHL and STL through home / camp quarantine is allowed.
Centralised Training Programs by the National Sports Council and state sports councils using camp quarantine are allowed.
Group sports or recreational activities WITHOUT PHYSICAL CONTACT, with 50% capacity limit, physical distancing and supervision, is allowed,
INDUSTRIAL + ECONOMIC ACTIVITIES
All industrial and economic activities can operate as usual, according to the SOP.
Interstate and inter-district travel is permitted for all vehicles used for business, industry and manufacturing activities.
FISHING, PLANTATION + FARMING
The fishing, farming, plantation, livestock and related food chain industries are allowed to operate as normal.
RELIGIOUS ACTIVITIES
Activities at mosques and suraus are allowed, with attendance limit set by the state religious authorities.
Activities in non-Islamic houses of worship are allowed, with attendance limit set by the Ministry of National Unity or the Ministry of Federal Territories.
CREATIVE INDUSTRY
All events, shows, performances, live music and live band activities in hall, auditorium, art premise, convention centre, studio, stadium and hotel lounge are allowed with audience at 50% of venue capacity.
Events are limited to special and licensed locations like convention centres, galleries, trade centres, art premises and other licenced MICE premises.
Lounge hotel performance is allowed with audience limited to 50% of venue capacity and physical distancing.
The number of management staff, artistes, and crew are limited to 70% of usual capacity.
Music, animation, film, drama and documentary production, inside and outside the studio, are allowed.
Live television programs, inside or outside a studio, are allowed with audience at 50% of venue capacity and physical distancing.
Busking activities at cafeteria, food court, food stores and shopping mall are allowed.
Cinemas and drive-in theatres are allowed.
CHILD + SENIOR CARE
Childcare centres, kindergartens and daycare facilities are allowed to operate, with permission by the relevant ministry / agency.
Parents sending their children to childcare, kindergarten or daycare are allowed to use vehicles up to the licensed capacity.
Daycare facilities for the disabled, senior citizens, women and all other care facilities are allowed to operate.
EDUCATION
Public and private schools, higher education institutes, training institutes, tahfiz centres, kindergarten, tuition centres, language centres, skill centres, enrichment centres and all other educational institutes are allowed to operate.
Candidates for SPM 2020 and 2021, STPM, SVM, STAM, SKM, DVM and entry assessment for special schools (Form 1 and Form 4) and international examinations are allowed to travel into any MCO / CMCO / RMCO areas, with letters from the Ministry of Education.
Lecturers and teachers are allowed to travel, with letters from Ministry of Education or Ministry of Higher Education.
Boarding school students must obtain permission letters from their institutes for interstate travel.
MICE (Meetings, Incentives, Conventions and Exhibitions)
All business events involving meetings, incentives, conventions and exhibitions are allowed to operate at 50% of premise capacity.
They must ensure physical distancing, the wearing of face masks, and compliance with the MICE SOP.
Face-to-face meeting for official or work reasons in office, hotel and other venues are allowed, subject to physical distancing, wearing of face masks and up to 50% of the room capacity.
Video conferencing for meetings is encouraged.
TOURISM + CULTURE
These domestic tourism activities are allowed to operate at 50% of the premise’s capacity, with physical distancing, wearing of face masks and compliance with SOP :
Tourist attractions like zoo, farm, aquarium, edutainment centre, recreation park, extreme park, adventure park, nature park and so on.
Art, culture and heritage sites like museum, library, art gallery, heritage centre, cultural performance and so on.
Theme park and family entertainment centre
All other tourism and cultural activities, OTHER than those in the Negative List are subject to the Tourism and Cultural Sector SOP.
CELEBRATIONS
Official and unofficial, public and private, events and social gatherings such as feast, Akad Nikah, wedding, engagement, reception, aqiqah ceremony, tahlil, anniversary, birthday, reunion, retreat and so on, are allowed at up to 50% of premise capacity.
Such events must ensure physical distancing, wearing of face masks and follow the Social Event SOP.

MKN : Work From Home Directive Still Applies!
On 11 December 2020, the Malaysia Ministry of International Trade and Industry (MITI) confirmed that their Work From Home directive still applied for CMCO and TEMCO areas.
On 9 March 2021, MKN confirmed that the existing Work From Home directive would continue in CMCO areas, with 30% capacity for office / management staff.
Therefore, businesses are expected to continue implementing their work from home policies. This is only optional for RMCO areas.

Here is a refresher course on the MITI Work From Home directive, based on the latest 23 October 2020 FAQ :
1. Is WFH Mandatory?
WFH is compulsory for management and supervisory staff in CMCO and TEMCO areas, including those involved in tasks like:
accounting
finance
administration
law
planning
ICT.
WFH is not compulsory for employees of these sectors, who are allowed to work as normal :
Up to 10 per cent of management and supervisory staff can be in the office, limited to 4 hours only – from 10 AM until 2 PM – for up to 3 days a week.
If the company has 10 people or fewer in the management and supervisory group, only one (1) person is allowed to come to the office at one time.
The company must issue an authorisation letter for each employee who is allowed to work.
3. Can We Rotate?
Companies can create a rotation system for their management and supervisory staff.
The company should maintain the rotation schedule, as well as a list of those who are working from home, and those who are allowed to work in the office.
4. Can We Change The Working Hours?
No, MITI requires companies to comply with these rules for management and supervisory staff :
maximum of 4 hours a day
from 10 AM until 2 PM
maximum of 3 days a week
5. Do We Need To Get Tested Before Working In The Office?
COVID-19 screening is not mandatory for staff who are working in the office. It is only mandatory for :
foreign workers in the construction sector
security guards
all workers from red zones who are symptomatic

Pos Malaysia Suspends Road Tax Renewal!
On 22 February 2021, Pos Malaysia announced that they were instructed by JPJ (Jabatan Pengangkutan Jalan) to temporarily suspend road tax renewal (Lesen Kenderaan Motor) at all post offices nationwide.
From 23 February until 31 March 2021, Pos Malaysia will no longer process road tax renewals at all post offices nationwide.
Pos Malaysia will continue to offer all other services at all post offices nationwide, including driving licence and vehicle insurance renewals.

But there is no need to worry about losing your ability to drive, or getting a compound for driving without a valid road tax.
The Ministry of Transport has already exempted road tax and driver licence renewal during MCO 2.0. So you can drive your vehicles as long as you have valid insurance for them.

The iconic Penang ferry just received a last gasp of life, as the Penang Port Commission agreed to continue using it temporarily for bicycles and motorcycles!
Here is the latest update on the Penang ferry retirement saga, and what it means for travellers!
Penang Ferry : Originally Retired On 31 December 2020
The iconic Penang ferry, which has plied the Penang strait for 47 years, was scheduled to be retired on 31 December 2020.
It was to be replaced by fast passenger ferries, and vehicles were to use the original Penang Bridge and the new Sultan Abdul Halim Muadzam Shah Bridge.
However, there was an uproar because the Penang ferry is not just a state icon, it is an integral part of its unique cultural heritage.
Iconic Penang Ferry To Continue… Temporarily!
In a half U-turn, the Malaysian federal government assured the public on 25 December 2020 that the iconic Penang ferry service would continue.
The Penang Port Commission then announced on 26 December 2020, that the Penang ferry would continue operations, but only to transport motorcycles and bicycles.
With this decision, this is how the Penang ferry service will operate from 1 January 2020 onwards:
Passengers
Two fast ferries will carry passengers between the Pangkalan Sultan Abdul Halim terminal in Butterworth, and the Swettenham Pier Cruise Terminal in Penang island.
The Penang Port Commission will provide a free shuttle bus to transport passengers from the Swettenham Pier Cruise Terminal to Pangkalan Raja Tun Uda to connect with existing bus and taxi services there.
Penang Port Sdn Bhd (PPSB) will offer free rides for passengers on these fast ferries for two weeks, from 1 January until 14 January 2021.
These fast ferries will be replaced by three (passenger-only) water-buses by 1 July 2022 or earlier.
Bicycles + Motorcycles
At least one of the current Penang ferries will be retained to transport bicycles and motorcycles only from 1 January 2021 onwards.
The ferry will continue to ply its old route between the Pangkalan Sultan Abdul Halim terminal in Butterworth, and Pangkalan Raja Tun Uda in Penang island.
This reprieve is only temporary, as PPSB intends to replace it with two vehicle transporters (for buses and bicycles) by 1 July 2022 or earlier.
Cars + Other Four-Wheeled Vehicles
The Penang ferry service will no longer carry cars and other four-wheeled vehicles from 1 January 2021 onwards.
They will all have to use the Penang Bridge and the Sultan Abdul Halim Muadzam Shah Bridge to travel between the mainland and the island.
Penang Ferry : Future Tourist Attraction
The Penang Port Commission also announced that two Penang ferries will be retained, and renovated to serve as a floating restaurant, or a museum, or to offer cruise tours as a Penang heritage.

Malaysia : RMCO / PKPP Restrictions Until 31 December!
As extended restrictions are significantly impacting the economy, the Malaysia National Security Council (MKN) decided to lift the CMCO / PKPB lockdown on less affected areas :
Most of Kelantan, except for Kota Bahru, Machang, Tanah Merah and Pasir Mas
Except for states under CMCO / PKPB lockdown, all other areas in Malaysia are under the more lenient RMCO (Recovery Movement Control Order) or PKPP (Perintah Kawalan Pergerakan Pemulihan) restrictions.
The RMCO / PKPB restrictions is scheduled to end on 31 December 2020.

Individual sporting activities and non-contact recreation or those performed individually and not involving more than 10 people, like walking, jogging, cycling, aerobics, hiking, fishing, and so on are permitted.
Picnics and contact sports are forbidden.
A physical distance of 1-3 metres (static activities) or 3-5 metres (dynamic activities) must be maintained.
Sports facilities are limited to training activities that do not involve physical contact and cannot exceed 50% of their capacity at any one time.
Sporting events and competitions with spectators and/or with participants from other states are forbidden.
Training programs by the National Sports Council and state sports councils can continue according to a Quarantine Based Approach.
EDUCATION

With record highs in COVID-19 cases, the Malaysian National Security Council announced a 4-week CMCO / PKPB lockdown of KL, Putrajaya, and all states in Peninsular Malaysia, except for Perlis, Pahang and Kelantan.
North : Kedah, Penang, Perak
East : Terengganu
Central : Selangor, Kuala Lumpur, Putrajaya
South : Negeri Sembilan, Melaka, Johor
This expansive CMCO / PKPB lockdown will start at 12:01 AM on 9 November 2020 and end on 6 December 2020.
Peninsular Malaysia : Official CMCO / PKPB SOP!
Here is the confirmed MKN SOP on what’s allowed and what’s not allowed during the CMCO / PKPB lockdown of Peninsular Malaysia :
GENERAL
Only two persons from each household are allowed to go out to purchase food supplies or daily necessities.
Only two persons from each household are allowed to dine-in at any restaurant / cafe.
High risk individuals and children are not encouraged to go out.
No one is allowed to enter or leave the areas under CMCO lockdown.
Interstate travel is forbidden, except for work, economic or industrial purposes.
Emergency cases and accidents requiring medical treatment are allowed to travel without police permission.
Those with medical appointments are allowed to travel, by showing the referral letter or appointment card.
Funerals outside of CMCO areas are allowed, with police permission.
Workers will need a valid work pass or letter of permission from their employers to get past state and district roadblocks.
Employers must let their employees work from home, unless they are essential to business continuity.
Individuals who intend to travel by air must obtain prior permission from the police before they head to the airport.
Residents of CMCO areas are allowed to return from outstation, with the permission of the police.
Travel through the CMCO areas to non-CMCO areas are allowed, with permission from the nearest police station.
ECONOMIC ACTIVITIES
All business, economic and industrial activity can proceed as usual.
Businesses must ensure that customers are physically distanced by 1 meter while entering or leaving their premises.
Businesses must limit the number of customers within their premise, and publicly display the maximum number of customers allowed inside.
Supermarkets, shopping malls and retail stores are allowed, between 6 AM and 12 AM.
Restaurants, food stores, food trucks, hawkers, food courts, food stalls, food kiosks, groceries and convenience stores are allowed to open from 6 AM until 12 AM.
Dine-in is allowed but limited to 2 persons per small table or 4 persons per large table, but must follow the Food Sector SOP. There should be 1 meter distance between every person.
Only in Selangor : 5 persons per large table meant for 10 people.

Food deliveries, drive-through purchases and food take-aways are encouraged.
Daily markets are allowed to open from 6 AM until 2 PM.
Wholesale markets are allowed to open from 12 AM until 5 PM.
Farmer’s markets are allowed to open from 6 AM until 12 PM.
Night markets are allowed to open from 4 PM until 12 AM.
Petrol stations are allowed to open from 6 AM until 12 AM, except for those on highways – they can open 24 hours
Laundry services are allowed between 6 AM and 12 AM.
All other permitted businesses are allowed to operate between 6 AM and 12 AM.
Public buses, express buses, MRT, LRT, ERL, Monorail, taxi and e-hailing services are allowed to operate.
Taxis and e-hailing vehicles are limited to 2 passengers, and allowed to operate from 6 AM until 12 midnight.
Food deliveries are allowed to operate from 6 AM until 12 midnight.
All transportation and delivery vehicles involved in industry, business, and manufacturing are allowed to continue as normal, including cross-district and cross-state travel.
Public and private clinics and hospitals are allowed to open 24 hours.
Pharmacies and drugstores are allowed to open from 8 AM until 11 PM.
FISHING, FARMING, PLANTATION INDUSTRIES
The fishing, farming, plantation, livestock and related food chain industries are allowed to operate.
PORTS + AIRPORTS
All ports and airport services are allowed to operate.
Individuals who intend to travel by air must obtain prior permission from the police before heading to the airport.
RELIGIOUS ACTIVITIES
Religious activities in mosques and suraus are allowed with limits to the number of participants, according to the state authorities
Religious activities in other houses of worship are allowed with limited to the number of participants, according to MKN / MOH / state or federal authorities.
Akad nikah ceremonies are allowed with a maximum limit of 30 people, based on the area and physical distancing, or as set by the state religious authorities.
Wedding registration ceremonies for non-Muslims are allowed with a maximum limit of 30 people, based on the area and physical distancing.
ENTERTAINMENT, RECREATION + CULTURAL ACTIVITIES
Entertainment centres, pubs and night clubs are forbidden to open.
Theme parks, indoor playgrounds and cinemas are forbidden to open.
CREATIVE INDUSTRY
Recording activities for music, concerts, filming, interviews, and so on are allowed both in studios and outdoors, limited to CMCO areas with limited crew and no audience, according to the SOP.
Live event activities are permitted without an audience, with limited crew set by MOH.
Busking activities in indoor locations are allowed, based on time limits and limited number of audience, as set by MOH.
All other activities NOT listed in the Negative List are permitted, based on the existing SOP.
SPORTS + RECREATION
Individual sporting activities and non-contact recreation or those performed individually and not involving more than 10 people, like walking, jogging, cycling, aerobics, hiking, fishing, and so on are permitted.
Picnics, swimming pool activities and contact sports are forbidden.
Commercial field and futsal facilities are limited to training activities that do not involve physical contact and limited to up to 10 people at any one time.
Sporting events and competitions with spectators and/or with participants from other states are forbidden.
Training programs by the National Sports Council and state sports councils can continue according to a Quarantine Based Approach.
EDUCATION
All public and private schools, institutions of higher learning, vocational training institutes, kindergartens, day care centres, tahfiz centres, public parks and recreation centres must close.
Only nurseries and childcare centres with permission to remain open for frontliners and working parents can remain open.
Students who are undergoing exams are permitted to continue taking their exams.
SEMINARS / WORKSHOPS / CONFERENCES
All seminars, workshops, courses, training, conferences, lectures and MICE (Meeting, Incentives, Conventions and Exhibitions) are forbidden.
Face to face meetings are discouraged, and should be held through video conferencing, with these exceptions :
– face-to-face meetings involving expatriate and C Suite with physical distancing and face masks
– internal meetings according to JPA circulars and MITI guidelines
CELEBRATIONS

Rapid Rail, the operator of the MRT Kajang Line, today confirmed that one of their transit officers tested positive for COVID-19!

MRT Kajang Line : Transit Officer Positive For COVID-19
On 25 October 2020, Rapid Rail announced that a transit officer (also known as the train operator) of their MRT Kajang Line tested positive for COVID-19.
This transit officer last worked on 21 October 2020, and tested positive yesterday, 24 October 2020. He is currently being quarantined in the Sungai Buloh Hospital.
Rapid Rail conducted a deep cleaning and disinfection of that transit officer’s work place according to MOH guidelines.
They also cleaned all of their MRT trains, according to existing protocol to sanitise them every night after they stop operating.
All other Rapid Rail employees who were identified as close contacts of the affected transit officer were placed under self-quarantine for 14 days, and asked to undergo COVID-19 testing.
According to the statement, both MRT and Rapid Bus continue to be safe to use. But passengers are reminded to strictly follow the SOP, including :
properly wearing a face mask at all times
maintaining good hand hygiene using a hand sanitiser
recording their body temperature, and
signing in the physical logbook, or using MySejahtera
MRT Transit Officer COVID-19 Exposure : Should You Be Concerned?
Since the MRT is “driverless”, there is little interaction between passengers and MRT staff, so the risk of infection is low.
In accordance with the Malaysia Ministry of Health guidelines, they will be performing contact tracing, and contacting those who came in close contact with the affected employee.
If you happened to be in close contact with the employee, you will be contacted and asked to undergo a screening test.
This infection reinforces the importance of contact tracing, and the MySejahtera mobile app which logs the movements of its users.
While public premises offer physical logbooks, we highly recommend that you use the MySejahtera mobile app, because it allows for easier and faster contact tracing.
Using the MySejahtera mobile app also obviates the need to sign a physical logbook, which usually means using a shared pen – an unnecessary risk factor.
The SARS-CoV-2 virus is easily destroyed by soap, so the deep cleaning operation will definitely clean the outlet of any infectious particles.
But most important of all – we need to remember to always wear a face mask in public. Face masks have been proven to prevent the spread and reduce the risk of being infected.

To accelerate the adoption of NVIDIA DRIVE by the transportation industry for autonomous vehicle development, NVIDIA is providing access to the NVIDIA DRIVE Deep Neural Networks.
What this means is autonomous vehicle developers will now be able to access all of NVIDIA”s pre-trained AI models and training code, and use them to improve their self-driving systems.
Using AI is central to the development of safe, self-driving cars. AI lets autonomous vehicles perceive and react to obstacles and potential dangers, or even changes in their surroundings.
Powering every self-driving car are dozens of Deep Neural Networks (DNNs) that tackle redundant and diverse tasks, to ensure accurate perception, localisation and path planning.
These DNNs cover tasks like traffic light and sign detection, object detection for vehicles, pedestrians and bicycles, and path perception, as well as gaze detection and gesture recognition within the vehicle.
Advanced NVIDIA DRIVE Tools
In addition to providing access to their DRIVE DNNs, NVIDIA also made available a suite of advanced NVIDIA DRIVE tools.
These NVIDIA DRIVE tools allow autonomous vehicle developers to customise and enhance the NVIDIA DRIVE DNNs using their own datasets and target feature set.
Active Learning improves model accuracy and reduces data collection costs by automating data selection using AI, rather than manual curation.

At GTC China 2019, DiDi announced that they will adopt NVIDIA GPUs and AI technologies to develop self-driving cars, as well as their cloud computing solutions.
DiDi Adopts NVIDIA AI + GPUs For Self-Driving Cars!
This announcement comes after DiDi spliced out their autonomous driving unit as an independent company in August 2019.
In their announcement, DiDi confirmed that they will use NVIDIA technologies in both their data centres and onboard their self-driving cars :
NVIDIA GPUs will be used to train machine learning algorithms in the data center
NVIDIA DRIVE will be used for inference in their Level 4 self-driving cars
NVIDIA DRIVE will fuse data from all types of sensors – cameras, LIDAR, radar, etc – and use numerous deep neural networks (DNNs) to understand the surrounding area, so the self-driving car can plan a safe way forward.
Those DNNs (deep neural networks) will require prior training using NVIDIA GPU data centre servers, and machine learning algorithms.

At GTC China 2019, NVIDIA unveiled the DRIVE AGX Orin – the culmination of a four-year development process.
The NVIDIA DRIVE AGX Orin is a new system-on-a-chip (SoC) designed to drive a software-defined platform for automatous machines.
The Orin is designed to handle large numbers of applications and deep neural networks simultaneously, while achieving systematic safety standards like ISO 26262 ASIL-D.
Built as a software-defined platform, the NVIDIA DRIVE AGX Orin can be used to develop architecturally-compatible platforms that are scalable from Level 2 to Level 5 (full self-driving) vehicles.
Since both Orin and Xavier are programmable through Open CUDA and TensorRT APIs and libraries, developers can work on both, leveraging their investments across both product lines.
With 17 billion transistors, the Orin combines Arm Hercules CPU cores with NVIDIA GPU cores, as well as new deep learning and computer vision accelerators.
According to NVIDIA, the DRIVE AGX Orin delivers an aggregate performance of 200 trillion operations per second (200 TFLOPS) – almost 7X faster than the previous generation NVIDIA DRIVE Xavier SoC.

Porsche Tri-Wing S-91x Pegasus Starfighter : A Design Partnership
The Porsche Tri-Wing S-91x Pegasus Starfighter is a design DNA blend of Porsche and Lucasfilm.
Over a period of two months, the Porsche Tri-Wing S-91x Pegasus Starfighter project team worked at their respective design studios in Weissach and San Francisco to create initial ideas and drafts, before finally coming up with a concrete concept.
The final design, named Tri-Wing S-91x Pegasus Starfighter, will be presented as a detailed model measuring 1.5 metres (5 feet) in length at the film premiere of Star Wars : The Rise of Skywalker in Los Angeles.
“The design of the spaceship is harmoniously integrated into the Star Wars film world while at the same time demonstrating clear analogies with the characteristic Porsche styling and proportions,” says Michael Mauer, Vice President Style Porsche at Porsche AG.
“The basic shape of the cabin, which tapers towards the rear, and a highly distinctive topography from the cockpit flyline to the turbines establish visual parallels with the iconic design of the 911 and the Taycan. The very compact layout conveys dynamism and agility, lending emphasis to the Porsche design features mentioned.”
“This collaboration is an amazing opportunity to merge the design aesthetics of Porsche and Star Wars. I found it to be creatively challenging and extremely inspiring,” says Doug Chiang, Vice President and Executive Creative Director for Lucasfilm. “It is thrilling to infuse Star Wars with Porsche styling to create an iconic new spaceship that could exist both on Earth or in the cinematic universe.”
While legal requirements impose certain restrictions on creativity in the classic design process for a series-production vehicle, this project opens up a whole new dimension of freedom.
At the same time, the Style Porsche team faced fresh challenges, since creating a purely virtual design is demanding, too. On the screen, the starship is only seen in two dimensions, while classic series-production vehicles appear physically in three dimensions.
In addition, starships usually only appear dynamically in the film and are only visible for a brief moment – so the design has to create an impression and be recognisable within a matter of seconds.
Porsche Tri-Wing S-91x Pegasus Starfighter : The Final Design
A glance at the details reveals a number of features familiar from the Porsche design style.
The front is reminiscent of the so-called “air curtains” (air inlets) that go together with the headlights to create a single formal entity in the Taycan. In addition to the four-point daytime running light typical of Porsche, the so-called “blasters” – long gun barrels at the front – are located at the tip.
The rear grid with the louvres and integrated third brake light was inspired by the current 911 generation, and the rear section of the starship bears the brand’s hallmark light bar.
Porsche design criteria have been applied to the interior, too: the instruments in the cockpit are clearly aligned with the driver’s axis, while the low seating position is reminiscent of the sporty ergonomics in the Porsche 918 Spyder.
All in all, the design follows a basic principle that is characteristic of the brand – all the elements on the exterior have a clear function, and purely visual features have largely been dispensed with.
“Our collaborative project with Star Wars goes perfectly with the launch of the Taycan. The design teams have brought the differing worlds of Porsche and Star Wars together to make a very special gift for the fans of the two brands,” says Kjell Gruner, Head of Marketing at Porsche.
Porsche will also be showcasing the all-new Taycan at the premiere event in Los Angeles.

Ryde, the number one carpool app in Singapore, is introducing the RydePool car pooling service in Malaysia!

An Introduction To Ryde + RydePool
Ryde was started by Singaporean financier Terence Zou in 2015, to encourage carpooling as a greener and more convenient transportation option.
Using its in-app request and matching technology, the RydePool service matches drivers on a particular route with commuters hoping to hitch a ride along the same route.
Unlike other ride-hailing apps, Ryde allows both advanced and on-demand bookings for RydePool, so drivers and riders can better plan their journey.
In addition, RydePool fares are based on a not-for-profit model, where riders pay for the cost contribution of the trip, taking into consideration the distance travelled, petrol, toll and car depreciation costs.
Ryde Introduces RydePool Car Pooling Service In Malaysia!
After becoming the number one carpool app in Singapore, Ryde is expanding globally, with Malaysia as their first step. They plan to introduce Ryde to Sydney in 2020, and Hong Kong after that.
Ryde officially launched the Ryde app and RydePool carpooling service today (16 October 2019) in the Klang Valley, with plans to eventually roll it out to other major Malaysian cities like Johor, Penang and Melaka.
You can download the Ryde app and sign up to be a driver or rider starting today, but the RydePool service will only kick off on 1 November 2019.
Ryde is currently offering drivers zero commission fares, which means the driver gets to pocket 100% of their fares to offset their driving expenses.
Later, Ryde may introduce commission rate (currently 9% in Singapore), although they are looking to monetise in other ways, like advertising and partnerships with multinational companies.
Ryde + RydePool Availability
The Ryde app is available for downloads and sign-ups from 16 October 2019 onwards, from both the Apple App Store and Google Play Store.
The RydePool service will begin on 1 November 2019.

Grab Passenger Verification With Face Recognition Explained!
The new Grab Passenger Verification feature was developed to enhance safety for Grab drivers. Since its trial introduction earlier this year, Grab reported that passenger-related crime dropped by 30%.
Beginning today, all new Grab passengers will be required to take a selfie of themselves. Eventually, even existing Grab passengers will need to verify their identities using a selfie.
The new Grab app will use facial recognition technology to ensure that the picture taken is of an actual “live” human face. Grab claims it is able to detect if you are wearing dark glasses or a mask, and reject the selfie.
Privacy Protection
The selfie will only be used for one-time verification, and protected under the Malaysian Personal Data Protection Act (PDPA). It will not be displayed as a profile picture, or shared with external parties. Not even drivers and merchants will have access to the Passenger Verification selfies.
Deterrence Through Passenger Verification
The very fact that Grab passengers now have their selfies verified and stored with Grab will act as a deterrent for them to commit crimes against Grab drivers.
Part Of Grab Safety Initiatives
The Grab Passenger Verification feature is part of their safety initiative, developed in partnership with the Malaysian Ministry of Transport.
They hope to achieve zero preventable incidents through a slew of safety features like Share My Ride, Emergency SOS button, number masking, telematics, Personal Accident Insurance and driver background checks.

Starting July 2018, SOCAR will select a member at random, giving them the once in a lifetime opportunity to go on a spontaneous vacation in true YOLO spirit. The only condition that members need to adhere to would be their availability to take up the YOLO Pass within one week’s notice.
If you had the chance to just pack your bags and leave for the weekend, where would you choose to go? Would you choose to visit the massive ruins of Bayon in Siem Reap, kayak at El-Nido, trek waterfalls in Bali, hitch a helicopter ride to Perak or chill by the beach at Phi-Phi island? With the YOLO Pass being now open to all members, SOCAR will be asking their members the very same question.
Functioning like a lucky draw, winners of the YOLO Pass will be provided with a complimentary round trip one-way SOCAR Pass to the airport and a surprise flight ticket to their desired destination. All members registered to the SOCAR app are eligible to be selected for the YOLO Pass as long as they have one reservation completed with the car sharing platform.
Winners to receive the ultimate YOLO Pass will be announced on the first Friday of the month and will be notified via a text message, phone call or email. The cut-off date and time to join the YOLO Pass will be the last day of every month before 11:59pm.

After serving nearly three million users in South Korea with a fleet of 9000 cars in the past 5 years, SOCAR is now in Malaysia. Launched yesterday, SOCAR bridges the gap in the existing multi-flex transport system with their on-demand car sharing service.
Although SOCAR is a private service, they teamed up with the Malaysian government in their initiative to provide Malaysian commuters with an affordable option in the last leg of their journey. To support their efforts, Y.B. Dato’ Seri Hajah Nancy binti Shukri, a Minister in the Prime Minister’s Department, officiated the launch.
The SOCAR Car Sharing Service
To explain the concept behind the SOCAR car sharing service, is Leon Foong, CEO of SOCAR Malaysia.
The service runs off the SOCAR smartphone app, which allows you to book your car of choice for anything between 30 minutes to a whole week. The app also functions as a vehicle locater and smart key. Locking and unlocking the car is simply a matter of pressing a button in the app.
Vehicle Price & Availability
The SOCAR app is free to download from the Apple App Store, or Google Play Store. Registration is free, although you will need to pay RM 10 when you key in a credit or debit card for the first time.
The SOCAR service is only available in Kuala Lumpur at the moment. Their current fleet consists of 240 cars, made up of these four models :

MINI Cooper (3 Door) : RM 25 per hour
Honda HR-V : RM 18.90 per hour
Honda City : RM 9.90 per hour
Perodua Axia : RM 8 per hour
The fee includes insurance, petrol and reserved parking at the pick-up and drop-off point. Every vehicle comes with a free mileage allocation of 30 km per hour booked. Anything beyond that will incur a small charge of RM 0.25 per km.
In certain areas, you can request for a Door-2-Door (D2D) service for just RM 5. A SOCAR driver will drop off the car at your location, and pick it up once you’re done. Super convenient!
They also offer a Stress Free Pass, which allows you to book a car after busy working hours and return it the next day. This is perfect for corporate users who just need a convenient car to commute between the office and home.
