On 6 December 2023, the Royal Malaysia Police (PDRM) announced a special 50% discount for selected traffic offences for just 3 days!
From 8 December until 10 December 2023, motorists will be able to get a 50% discount for selected traffic summonses at the Bukit Jalil National Stadium:

PDRM 50% Traffic Summons Discount For December 2023
This special PDRM offer only applies to traffic summonses issued in 2022 and earlier. It does not apply to traffic offences committed in 2023, or active warrants for court trials. This limited 50% discount offer also does not apply to:
summons for traffic accidents
court cases which involve arrest warrants or ongoing trials
non-compoundable offences, like driving without a licence, careless driving, expired driving licence, uninsured vehicle, etc.
Motorists who want to take advantage of this discount programme are advised to check their outstanding traffic summonses through the PDRM MyBayar website and/or mobile app before heading over to the Bukit Jalil National Stadium.
Please note that you cannot get the discount by paying online. Unlike earlier online discount offers, this programme requires you to be physically present at the Bukit Jalil National Stadium between 8 to 10 December 2023.

The toll-free travel will apply to all types of vehicles travelling on all highways in Malaysia, except the toll plazas at the national borders in Johor:
the Bangunan Sultan Iskandar (BSI) Toll Plaza
the Tanjung Kupang Toll Plaza
The toll-free period will begin at 12:01 AM on Saturday, 11 November 2023, and end at 11:59 PM on Sunday, 12 November, 2023.
About 11.8 million vehicles are expected to use the highways in Malaysia during this two-day toll-free period.
The Works Ministry, through a meeting together with concession companies, has agreed on the implementation of this free toll which starts on Nov 11 (Saturday) at 12.01 am until Nov 12 (Sunday) at 11.59 pm.
This initiative is to celebrate all Malaysians, especially the Indian Hindu community who celebrate Deepavali. This is also in line with the desire of the unity government to help ease the burden of the people regardless of diversity of religions, races and beliefs.
With the implementation of this free toll, it is hoped that highway users will be able to plan their journey well. Highway users are also advised to comply with the recommended travel time schedule or travel time advisory (TTA).
Safety aspects and safe driving must be observed so that all highway users can arrive at their destinations safely.

Malaysia To Use 3 Methods For 2024 Petrol + Diesel Subsidies
On Monday, 6 November 2023, Economy Minister Rafizi Ramli revealed that Malaysia will use three methods to channel petrol and diesel subsidies in 2024, after the government has household income data from the PADU (Pangkalan Data Utama) central database hub that will is expected to be completed in January 2024.
According to Rafizi, the government has identified several ways to channel the petrol and diesel subsidies, but the new system will only be implemented if the cabinet approves the proposal to be presented this month (November).
The coordination of diesel and petrol subsidies is planned for 2024, through the implementation of Padu which is expected to be completed in January next year.
In addition to how the subsidies would be implemented, the engagement plan will be announced after the cabinet’s decision is reached through a proposal that will be presented this month (November).
The plan will be implemented after the cabinet’s decision is reached, in line with the engagement plan (of Padu implementation) which is set to balance the speculative inflation risks.
2024 Petrol + Diesel Subsidies To Be Based On Net Income
Rafizi said that the three methods will be based on net individual and household income.
The first method is based on the individual’s net income, which is the person’s take-home pay, after taxes.
The second method is based on the household’s net income through social protection or assistance schemes.
The third method is based on a combination of household and individual income, but implemented through a subsidy card.
Firstly, the subsidy provision will be based on an individual’s net income through a social protection scheme, whereas the second method will involve the net income of the households through a combination of social protection and social assistance.
Thirdly, it will be based on both individual and household net income eligibility, where a subsidy card will be implemented. Following this, specific decisions on the methods will be announced based on the specified targets in the future.
According to Rafizi, the proposed scheme for 2024 petrol and diesel subsidies was based on a nationwide survey conducted in June, to identify subsidy methods that would be suitable for Malaysians.
The planning for diesel and petrol subsidies has already taken place through several meetings held by the government since May with the Finance Ministry, Domestic and Consumer Affairs Ministry, the Prime Minister’s Economic Planning Unit as well as Bank Negara Malaysia (BNM).
Hence, it can be said that the proposal (for the subsidy rollout) is the result of input provided by the government, economic experts as well as the people.
Apart from that, the cabinet will also establish a communication, engagement and support plan to alleviate the people’s burden, which will be executed as a unified effort by the entire government machinery.
The proposed 2024 petrol and diesel subsidies programme will only involve peninsular Malaysia, with diesel subsidies to be reduced in phases. The reduction in diesel subsidies will not involve Sabah and Sarawak, due to the extensive use of diesel in those two states.

Truth : JPJ Did Not Stop Issuing Physical Road Tax Stickers!
This is yet another example of FAKE NEWS circulating on WhatsApp and social media platforms, and here are the reasons why…
Fact #1 : Physical Road Tax Sticker No Longer Required For Most Drivers
First, let me just point out that since 10 February 2023, the physical road tax stickers for vehicles in Malaysia are no longer required, except for these vehicles:
private vehicles owned by private companies
private vehicles owned by foreigners
commercial vehicles
public service vehicles
Fact #2 : Digital Road Tax Is Optional
When Anthony Loke announced the introduction of a digital road tax or motor vehicle licence (e-LKM) on 10 February 2023, he said that it was optional, and part of the broader digitalisation plan for JPJ to provide a smoother and faster service to the people.
Don’t worry, the digital format is not mandatory. You can still obtain the road tax sticker and physical driving licence from JPJ, if required.
As mentioned in our 10 February 2023 article, the e-LKM digital road tax is OPTIONAL. You can continue request for, and use a physical sticker.
As Transport Minister Anthony Loke clarified, JPJ will continue to offer physical road tax stickers for motorists who still prefer to use it on their cars or motorcycles.
These printed stickers will be available to all motorists who request for it, at all JPJ branches.
You can still the physical road tax sticker and driving licence. Motorists are offered the option to go digital, or use the physical road tax stickers and driving licence cards.
Fact #4 : JPJ Ordered To Remove Notice!
On Thursday, 3 August 2023, Transport Minister Anthony Loke ordered JPJ to remove the notice posted at several branches, stating that the Road Transport Department was no longer issuing physical stickers for private vehicles.
Anthony Loke said that the directive, which was issued by JPJ Director-General Rospiagos Taha, was due to the non-availability of physical stickers are several branches, and NOT a policy decision.
The (road tax) sticker is still being issued. Several branches ran out of stock and put up a notice on the non-availability of physical road tax, but it is not a policy decision. We took quick action on finding out that branches have run out of stock and will continue to order new stock.
The Malaysia Transport Ministry is giving motorists until the end of 2023 at the very minimum, to register and try out the new digital road tax and digital driving licence.
On Thursday, 3 August 2023, Road Transport Minister Anthony Loke also said that a cut-off date for the full transition to digital road tax has yet to be set. Therefore, the claim that JPJ has stopped issuing physical road tax stickers is categorically false.
But there will come a time when we will transform to fully digital. No decision has been made yet; it would take six months to one year before going fully digital.
According to JPJ, only about 30% of vehicle owners have so far opted for the digital road tax.
Fact #5 : MyJPJ App Not Mandatory Either
Just to be clear – it is NOT mandatory for any motorist to download and use the MyJPJ app either. It is merely “one of the options” to obtain the digital copy of your road tax and driving licence.
It does not matter if you have no physical road tax sticker or driving licence, and are unable to show the digital versions using the MyJPJ app. The enforcement agencies can confirm the status of your road tax and driving licence through their own gadget.

Fact #1 : Eye Test + Medical Report Not Required To Renew Driving Licence
First, let me just point out that the renewal of your driving licence has very few requirements:
The driver must not be blacklisted
You can only renew your driving licence for up to 10 years.
You must provide the following documents:
– Original MyKad / passport (or copies, if renewed by a representative)
– Original MyKad / passport of representative (if renewed by a representative)
– Original driving licence
– 1 colour photo (25 mm x 32 mm, with a white background)
– Fee of RM2 per year for Class A/A1)
– Fee of RM20 per year for Class B, B2 and C
– Fee of RM30 per year for Class D and above
There is no requirement to undertake any eye test, or provide a medical report, in order to renew your driving licence.
Fact #2 : JPJ Labelled The Claim As Fake News!
A check of the JPJ website and official Facebook page confirmed that the Malaysia Road Transport Department has not announced any additional requirements to renew your driving licence.
There was also no such announcement on the official Facebook page of Malaysia Transport Minister Anthony Loke.
At around 5:45 PM on July 20, 2023, JPJ finally issued a statement, calling the claim it will require senior drivers to undertake an eye test and provide a medical report to renew their driving licence as “fake news“. Here is the statement in English:
VIRAL MESSAGE DISCLAIMER NOTICE
The Malaysian Road Transport Department (JPJ) would like to inform everyone that the claim that went viral on WhatsApp about Senior Citizens aged 65 and above being required to undergo eye examination and health examination starting in 2024 IS NOT TRUE.
Accordingly, the driving license renewal for senior citizens remains as usual.
In this regard, JPJ advises the public not to be so gullible and to contact the nearest JPJ office to get more accurate information so as not to be deceived.
Fact #3 : PDRM Asked For Fit To Drive Test In 2021
This fake news is likely based on 2021 news reports about a possible Fit To Drive test for senior drivers in Malaysia.
In September 2021, Malaysian police asked the government to consider introducing a “Fit To Drive” assessment system to evaluate senior drivers who are 60 years and older, before they are allowed to renew their driving / riding licences.
At that time, federal traffic police chief Azisman Alias explained that the suggestion to the Malaysian Transport Ministry and the Road Transport Department (JPJ) was based on the number of cases involving senior citizens who were caught driving against the flow of traffic, and committing other offences at traffic lights and road junctions.
We need to assess the capability of senior citizens on the road because of the risk posed to other road users as well as themselves.
There have been several cases involving drivers under the influence of drugs and alcohol. We also see a rising number of cases of driving against the flow involving the elderly aged 60 to 70 years and above.
When the police detained them, it was apparent some of them aged 70 and above had some sort of dementia or senility. Some of them were also found to be not alert to certain traffic conditions.
He suggested, at that time, that the medical fraternity alongside the Malaysian Institute of Road Safety Research (MIROS) should conduct a study on the possibility of introducing aptitude or cognitive tests for senior drivers.
They (senior drivers) should only be allowed to renew their licences provided they undergo a medical check-up and receive confirmation from a doctor that they are fit to drive, mentally and physically.
He cited developed countries such as the UK, Canada, Singapore and Australia, which have introduced similar tests. For example, senior drivers in Singapore who are over 65 years old must undergo an annual medical examination by a medical practitioner.
That suggestion was met with public uproar. The Transport Minister at that time, Wee Ka Siong, also spoke out against it, calling it discriminatory:
Many drivers far above the age of 70 display greater competence in driving compared to those who are younger.
Simply refusing an elderly the means to drive or ride on the basis of their age or based on isolated or anecdotal evidence is discriminatory
As of July 2023, the Malaysia Transport Ministry and the Road Transport Department have not implemented, or even announced, any such Fit To Drive test for senior drivers.
Fact #4 : Senior Drivers To Voluntarily Surrender Driving Licence
Ultimately, as long as senior drivers have not been blacklisted for committing traffic offences, they can continue to renew driving licences.
This fake news is similar to the 2021 viral claim that senior drivers who are 70 years and above must surrender their driving licences to JPJ.
As Wee Ka Siong, the Transport Minister at that time explained, the Malaysia Road Transport Act 1987 leaves the responsibility to the driver to voluntarily surrender their driving licence if their health is unsatisfactory and may endanger other road users.
Actually, Section 30 of the Road Transport Act 1987 leaves the responsibility to the driver to voluntarily surrender their driving license when they have unsatisfactory health conditions and may endanger other road users.

Fact #1 : US Presidents Have Never Gone To Coronations
First, let me just point out that no sitting US president has ever attended a British coronation since the country gained its independence in 1776.
Before the reign of Queen Victoria, the US-UK relationship was adversarial because of the American Revolution and the War of 1812. Even when relations improved, President Martin Van Buren did not attend when Queen Victoria ascended the throne.
Fact #2 : It Was Not Practical To Attend In The Past
In President Van Buren’s case, it was not practical for him to attend Queen Victoria’s coronation because it was simply too troublesome to travel such a long distance for the ceremony.
Even when it came to the coronation of King George VI in 1937, it was not practical for President Franklin D. Roosevelt to attend.
It only became somewhat practical to travel for such ceremonies when transatlantic air travel started in 1939.

Claim : Robbers Just Attacked Man At Segambut KTM Station!
People are sharing a video on WhatsApp, and social media, which claims to show a man get attacked and stabbed by 6 robbers at the Segambut KTM station.
Truth : That’s Not Video Of Robbers Attacking Man In Segambut!
This is yet another example of FAKE NEWS created by circulating on WhatsApp and social media, and here are the reasons why…
Fact #1 : Viral Video Was Recorded In 2022
While people are claiming that it just happened, but that’s not true. This video was recorded at around 10:30 PM on Sunday, 20 February 2022.
This is visible in the original CCTV video. The viral version being shared now intentionally cuts that out, so you won’t know it’s more than a year old!
Fact #2 : The Viral Robbery Happened In Brazil
The claim that this violent incident happened at the Segambut KTM station is utter nonsense.
Anyone who has been to any MRT / LRT / KTM station in Malaysia would readily point out that none of them have turnstiles like what’s seen in the viral video.
The incident actually happened at the Boiúna BRT station in Taquara, in Rio de Janeiro, Brazil.
Fact #3 : Victim Was Topping Up His Travel Card
Some people on social media claimed that the man was being robbed after he withdrew money from the ATM machine. That’s not true.
The victim was topping up his travel card at the BRT station, when two robbers came up the ramp to snatch his backpack.
When he fought back, a third robber hiding nearby came to assist the first two robbers. Then three more robbers jumped over the turnstiles from inside the station, and two of them proceeded to stab the victim with knives.
All six men then ran off, as the man stumbled backwards over the turnstile into the station.
Some people on social media claimed that the victim died from the stabbings. That’s not true.
The man was injured during the robbery, but was taken to the Albert Schweitzer State Hospital in Realengo for treatment.
Fact #5 : Five Of The Robbers Were Arrested
Five of the robbers were detained by members of the public – two adult males aged 20 and 19, as well as three teenagers – two aged 17, and one aged 16.
Police officers later arrived to arrest the five robbers, and prevent the mob from lynching them. They also seized two knives that were used in the attack.
Fact #6 : Other People Were Robbed Too
This unfortunate man was not the only victim of this gang of. robbers that night. The BRT Operational Control Centre (CCO) raised the alarm when it spotted the gang robbing passengers.
BRT agents rushed to the scene, to find the victim who was just stabbed. Three of the victims later identified the five arrested robbers.
Fact #7 : PDRM Confirmed It’s Fake News
On Sunday, 7 May 2023, the Royal Malaysia Police (PDRM) confirmed that the viral robbery video occurred in Brazil, not Segambut in Kuala Lumpur as alleged.
Sentul police chief Assistant Commissioner Beh Eng Lai said that the 41-second video clip titled “Segambut. Public transport at night” was in fact footage from an incident in Brazil last month.
Note : As I shared above, the robbery actually happened last year, not last month. This was confirmed by Brazilian news reports, as well as the timestamp of the actual CCTV video.

You can now renew your long-expired Malaysian driving licence without retaking your driving test!
Amnesty For Expired Driving Licence!
On Wednesday, 3 May 2023, Malaysia Transport Minister Anthony Loke announced an amnesty for those with expired driving licences. If you have a driving licence that expired as of January 1, 2018, you will be able to renew it without having to take a driving test.
Motorists with expired driving licences longer than a year will have until December 31, 2023, to renew their expired driving licences. The driving test requirement will apply again, from January 1, 2024 onwards.
The government decided to offer this amnesty because many Malaysian living abroad were unable to return during the COVID-19 pandemic to renew them.
We decided to allow the renewal of expired licences given the fact that many Malaysians living abroad were unable to do so during Covid-19 with the movement control order.
This amnesty will also begin on Monday, May 8, and end on December 31, 2023. Please note that this initiative only applies to Malaysian citizens, and not to foreigners holding special passes like the MyKAS card.
In addition, only those who have not been blacklisted by the police, or have any existing restrictions imposed by JPJ, and are free from any suspension due to a conviction or court order may renew their expired driving licence.

The Malaysia Road Transport Department (JPJ) had been warning motorists to renew their driving licences on time, or risk getting them revoked.
These are the four categories of expired licences that may be revoked, if they are not renewed in time :
Learner’s Driving Licence (LDL) : Up to 2 years
Probational Driving Licence (PDL) : More than 1 year
Competent Driving Licence (CDL) : More than 3 years
Public Service Vehicle / Goods Driving Licence (PSV / GDL) : More than 3 years
If your licence is revoked, you will need to undergo the full process to re-qualify and obtain a new licence.

You can now renew your Malaysian driving licence for 10 years, with a 10% discount to boot!
You Can Renew Driving Licence For 10 Years With 10% Off!
On Wednesday, 3 May 2023, Malaysia Transport Minister Anthony Loke announced that you will now be able to renew your Malaysian driving licence for 10 years, with a 10% discount to boot!
This new initiative doubles the validity of your driving licence between renewals from 5 years. On top of that, motorists will get to enjoy a 10% discount on their renewal fees.
The only caveat is that your driving licence must not have expired for more than a year.
They will be charged the same fee of RM30 per year, but if they renew for 10 years at one go, the fee is RM270. This means they will only be paying for nine years.
Those who want to renew must ensure that their licence has not expired for more than a year.
You will be able to renew your driving licence for 10 years, and receive the 10% discount from Monday, May 8, 2023 onwards.
The Minister also announced an amnesty for those with expired driving licences. If you have a driving licence that expired from January 1, 2018 onwards, you will be able to renew it without having to take a driving test.

Malaysia has officially adopted the digital driving licence (e-LLM) for private vehicles owned by Malaysian citizens!
Malaysia Adopts Digital Driving Licence In MyJPJ App!
On Friday, 10 February 2023, Malaysia Transport Minister Anthony Loke announced that, effective immediately, Malaysian citizens no longer need to use a physical driving licence (Lesen Memandu Malaysia, or LLM for short).
Effective 10 February 2023, Malaysian citizens can sign up for their e-LLM digital driving licence through the MyJPJ mobile app, which is available in:
Here are two screenshots of the MyJPJ mobile app, showing the digital driving licence and whether it is still valid, or has expired.
In addition to a digital example of the typical physical card, it has a QR code for enforcement officers to verify. So claims by some netizens that this can be easily photoshopped is nonsensical.
Please note that the e-LLM digital driving licences are optional. You can continue to use your physical driving licence. This is merely a new way that gives you access to a digital copy of your driving licence, and your road tax.
This move is part of the broader digitalisation plan for JPJ, which should provide a smoother and faster service to the people.
I welcome all drivers and vehicle owners to transition to the digital platform. With this, the congestion and long lines at JPJ counters will be reduced.

Alternatively, motorists can use the JPJ mySIKAP portal to obtain their e-LLM digital driving licence, which can be printed. A screenshot can also be taken of the e-LLM driving licence to be shown to enforcement officers.
However, it is not an offence if you cannot show enforcement officers your digital driving licence. Police and JPJ enforcers can use their own devices to check your driving licence.
Finally, JPJ will continue to offer the physical driving licence to motorists who still prefer it, or need one to drive overseas. These physical cards will be available at JPJ branches.
The alternative methods of using a screenshot and/or printed certificate are useful for drivers who are not tech-savvy. They can get their family members to help them register and print their digital driving licence.
And of course, physical driving licences are still available for those who prefer the “old school” ways, or need them to drive overseas.

e-LLM Digital Driving Licence Initiative : Good Or Bad?
While some people are already complaining about the hassle of opening a mobile app, or printing a physical copy, the move to digitising the driving licence is inevitable.
Digitising the driving licence would mean you can now renew it online, or through the MyJPJ app, saving you time and the hassle of going to a JPJ branch or post office. You can now renew your driving licence from the comfort of your own home / office, at any time of the day!
Moving to a digital driving licence also means you no longer have to worry about losing your physical licence, or paying for a replacement! All that is not only history with the digital driving licence, you can actually print multiple copies!
As for claims that anyone with Photoshop can create their own digital driving licence, any police or JPJ enforcement officer can easily verify if your driving licence is legitimate by checking the JPJ database. That’s why there is now a QR code.
In fact, the digitisation of driving licences will make it easier for enforcement officers. They don’t even need to check your MyJPJ app. They can simply use their own devices to quickly determine if you have a valid driving licence, even if you forgot to bring yours!

Malaysia has officially adopted the digital motor vehicle licence (e-LKM), removing the need for physical road tax stickers on vehicle windshields!
Malaysia Adopts Digital Road Tax : Windshield Sticker Not Required!
On Friday, 10 February 2023, Malaysia Transport Minister Anthony Loke announced that, effective immediately, private vehicles owned by Malaysian citizens no longer need to display their motor vehicle licence (Lesen Kenderaan Motor, or LKM for short), which is colloquially known as the “road tax”.
Effective 10 February 2023, the Malaysia Transport Ministry will no longer enforce Section 20 of the Road Transport Act, which states that motor vehicle licences must be fixed to, and exhibited, on all vehicles.
Any summons issued for not displaying the road tax sticker will be classified as “No Further Action”.
In line with this initiative, the provision under Section 20 of the Road Transport Act 1987 (Act 333) where “each vehicle registration licence must be affixed and displayed on the relevant vehicle will no longer be enforced for the category of owners under the first phase.
This exemption will be gazetted under the authority given to the Minister of Transport under Section 127(1)(b) of the Road Transport Act 1987.
This initiative will be implemented in stages, with the first phase involving individual private vehicles, including motorcycles, owned by Malaysians.

During this first phase, other vehicles must still display their road tax / motor vehicle licences, including:
private vehicles owned by private companies
private vehicles owned by foreigners
commercial vehicles
public service vehicles

Please note that this does not mean the road tax has been abolished. You still need to pay for the road tax. It is merely the physical motor vehicle licence that has been abolished.

Instead of physical road tax stickers, motorists will now obtain their digital road tax certificates (e-LKM) through the MyJPJ mobile app, which is available in:

All that will be history now that we are moving to digital certificates that we can retrieve online, from the MyJPJ app, or print anytime we want, from the comfort of our own home / office!
As for the claim that the digital motor vehicle certificate will make it easier for people to steal cars – that’s just absurd. People have been stealing vehicles even with a physical road tax sticker. Moving to a digital certificate won’t make it easier for thieves to steal your vehicle!
In fact, now that the road taxes / motor vehicle licences are digitised, it will be easier for enforcement officers as they can now check your vehicle’s validity using their own devices. They no longer need to peek at your road tax sticker.

CNY 2023 : Traffic Offenders Will Be Sent To Court!
On Wednesday, 17 January 2023, the Transport Minister of Malaysia, Anthony Loke, announced that seven traffic offences will be non-compoundable throughout the Chinese New Year festive season.
Motorists who commit these seven offences will no longer be allowed to just pay a fine, but will instead be referred to the courts.
Cutting queue
Overtaking on double lines
Running the red light
Driving over the speed limit
Using mobile phones while driving
Not wearing a seat belt or helmet
Driving on the emergency lane
The seven major traffic offenses are cutting queue, overtaking on double lines, disobeying the red light signal, driving over the speed limit, use of mobile phones while driving, not wearing a seat belt or helmet and driving on the emergency lane.
There will be no compound issues for these offences. Offenders will be referred to court.
To ensure stricter enforcement this year, about 2,000 JPJ enforcement officers will be deployed this Chinese New Year to reduce accidents and deaths.
He also announced that lorries and other heavy vehicles will be banned from the roads during the Chinese New Year festive season to reduce traffic congestion. The ban on heavy vehicles will last four days:
two days from January 20 to 21
two days from January 24 to 25
This prohibition is intended to avoid the risk of road accidents due to mixed traffic flow between heavy vehicles and light vehicles on the road, highways, apart from avoiding traffic jams.

The Prime Minister of Malaysia, Anwar Ibrahim, just announced that there will be no highway tolls on January 20 to 21 for Chinese New Year 2023!
CNY 2023 : No Highway Tolls On January 20-21!
On Wednesday, 18 January 2023, the Prime Minister of Malaysia, Anwar Ibrahim, announced that there will be no highway tolls on January 20 to 21 in conjunction with Chinese New Year 2023!
In a short public announcement, he said that the Minister of Transport and the Minister of Works took the initiative to discuss the matter with the highway concessionaires across Malaysia, and they agreed not to impose any highway tolls for two days.
The toll-free travel will apply to all types of vehicles travelling on all highways in Malaysia. The toll-free period will begin at 12:01 AM on January 20, and end at midnight on January 21, 2023.
The expected financial implication of these two days of toll-free travel is estimated to be about RM40 million (US$9.2 million).
The Minister of Works and the Minister of Transport took the initiative to discuss with the concessionaires, who agreed to eliminate the toll charges for the 20th and 21st (of January).
We hope that by waiving the toll charges for the two days, it will allow all Malaysians to enjoy travels during the Chinese New Year. My advice to road users is to obey the law and be safe on the road.
But please be warned that during the Chinese New Year festive season, seven traffic offences will be non-compoundable, and will be referred to the courts.

PUSH-POCKET IN KUALA LUMPUR
I am sure you all have heard of ‘pick pocket’. A new trend ‘push pocket’. Read on.. for your own good.
A few days ago a new type of crime has surfaced in town. It goes something like this:-
Somebody slips a hand-phone into your pocket, sometimes it could be just a wallet with an identity card and a few ringgit.
A few minutes later, the ‘owner’ comes up and confronts you, the ‘thief ‘. He makes a big commotion that you stole his stuff.
You, caught unaware, are then pulled aside by the ‘owner’ for a settlement. You are intimidated and threatened that if you do not pay up the police will be brought in. If you pay up, this ‘owner’ lets you go. If not, the police are brought in.
Another strange thing is that there always seems to be a ‘witness’ to your ‘theft’.
I am told this often happens to foreigners at the Kuala Lumpur International Airport (KLIA) or even at LRT trains. Given that you’re ‘guilty until proven innocent’ as far as the Malaysian police are concerned, I understand some poor people are in jail forthese ‘offences’.
At the KLIA, the ‘owner’ throws his hand-phone and wallet with the few ringgit notes into the luggage trolley of a just arrived passenger. The drama unfolds a few minutes later. The real culprit has easily convinced our Malaysian police to arrest the real victim (if he has not paid up the ‘settlement’ demand). This is a very serious matter.
This is another form of extortionists operating in broad daylight. They are disgusting criminals who will do anything to rob and steal. The sickening part of the whole scenario is that unless you pay the ‘quoted settlement’ money, they will put you in real trouble by calling the police.
The real culprit gets back his hand-phone and wallet but the real victim ( i.e.. could be any one of us) is thrown into the police lock up and charged in court.
So do be very careful, otherwise you may end up as a ‘thief’ as you have no way to prove your innocence.

Truth : KL Criminals Are Not Using New Push Pocket Tactics!
This is yet another example of FAKE NEWS circulating on WhatsApp and social media platforms like Facebook and Twitter, and here are the reasons why…
Fact #1 : Push Pocket Is A Form Of Extortion
The so-called Push Pocket tactic is nothing new. It is a type of extortion scam, in which the criminal accuses the victim of being a thief – in a reversal of the usual pickpocket tactic.
A similar kind of tactic, called Zig-Zag, was reportedly being used in airports in Thailand, where tourists were allegedly accused of shoplifting in duty-free shops, and had to pay fees to avoid arrest.
Fact #2 : Viral Push Pocket Message Date Back To 2008
This viral message about the push pocket scam in Kuala Lumpur isn’t new. As far as I can tell, it dates back to at least 2008, when it was even shared on TripAdvisor by worried tourists.
It was given some prominence when The Star asked people to “beware of the push pocket scam” in October 2009. Since then, it has been reposted regularly in forums, on social media platforms, and WhatsApp groups.
Fact #3 : PDRM Has Received No Reports On Such Scams
After the message went viral again in January 2023, the Royal Malaysia Police (PDRM) chimed in on the controversy on January 4, 2023.
PDRM secretary, Deputy Commissioner Datuk Norsiah Mohd Saaduddin said that checks showed PDRM has never received any report about such scams.
The public are urged to not fall for messages that have no basis and are not verified. Sharing or spreading such news can cause unrest and worry amongst the public.
Frankly speaking, it is improbable for such crimes to be committed, at least in airports and LRT or MRT stations, because they are covered by CCTV cameras. Malaysia is also not a lawless country, where police officers are blatantly corrupt and turn a blind eye to such crimes.
If a foreigner is accused of stealing from a local resident, the police in Malaysia will investigate and the CCTV footage will show that the foreign tourist did not steal anything.
And if there’s no CCTV footage, it doesn’t mean the foreign tourist gets jailed automatically. That means there is no evidence the foreign tourist stole the item, and therefore, the police have no right to arrest him/her.

Truth : HBB 5277 Taxi Driver Did NOT Vandalise PH Flags!
This is yet another example of FAKE NEWS circulating on WhatsApp and social media, and here are the reasons why…
Fact #1 : Destroying Political Flags During Election Is A Crime
First, let me just establish the fact that it is a crime to destroy political flags or election materials during the campaigning period of any election in Malaysia.
Several police reports have already been lodged regarding the defacement or destruction of flags, banners and other election materials during the GE15 campaigning period.
These crimes are classified under Section 427 of the Penal Code of Malaysia – those who are convicted may be sentenced to 1 to 5 years of jail, and/or a fine.
Therefore, most of these vandalism occur when no one is looking, and where there is no CCTV coverage to catch the perpetrator in the act. So anyone participating in this crime will always run once they realise that they are being recorded on video.
That’s why this video was so perplexing when I first saw it. The man didn’t seem perturbed that someone else was recording him while he was casually and slowly removing the flags.
Fact #2 : Pakatan Harapan Allegedly Clarified He’s Part Of Their Team
Hours after the video went viral all over WhatsApp and social media, Pakatan Harapan allegedly clarified that the man in the video is part of their team, and was merely removing the flags to replant them elsewhere, as instructed by the police.
Please be informed that PH have clarified that the person shown in the video is part of their team, the flags were fixed in a prohibited location along the museum thus police have instructed to remove and fix at other locations. That’s why he removed the flags gently not trash like others do. Please spread this information before someone beats up this taxi driver HBB 5277 for no reason. Guys, only post information if you know the facts.
Unfortunately, I am unable to confirm (yet) that the message came from Pakatan Harapan, as their social media pages have neither mentioned the viral video, or clarified the matter officially.
Fact #3 : HBB 5277 Taxi Driver Is SPR Enforcement Agent For Pakatan Harapan
The good news is – the driver himself posted a video, identifying himself as Mohammad Affendi – an Election Commission (SPR) enforcement agent for Pakatan Harapan in Lembah Pantai.
He explained that he was removing the Pakatan Harapan flags because they were wrongly placed outside government buildings or tourist attractions, which is against the law.
He also asked that anyone who doubts his explanation or his identity to verify them with the Election Commission (SPR).

Claim : Kelana Jaya LRT Failed After Using Cracked Software!
After the Kelana Jaya LRT service was shut down for a week after multiple failures, this message went viral on WhatsApp and social media, claiming that it was due to the use of cracked software Prasarana downloaded on the BitTorrent network!

Truth : Kelana Jaya LRT Did Not Fail Because Of Cracked Software!
This is yet another example of FAKE NEWS circulating on WhatsApp and social media, and here are the reasons why…
Fact #1 : Kelana Jaya LRT Problems Due To ATC System Failure
On 9 November 2022, Prasarana conducted a special media briefing, in which it confirmed that the failures encountered by the Kelana Jaya LRT service was due to its malfunctioning Automatic Train Control (ATC) system.
In fact, they were forced to turn it off several times, and resort to manually driving the trains, which caused further delays to their train schedules.
Prasarana CEO admitted that they knew about the problem earlier, and had already approved the RM150 million ATC system replacement, but it would take a few months to complete.
Fact #2 : ATC System Is More Than Just Software
From what I can find out, the Kelana Jaya LRT service is using the SelTrac Communications Based Train Control (CBTC) signalling system from the Thales Group.
This automatic train control system is a combination of both communications and control hardware on the train, communications and control in the trains and station, as well as both hardware and software in the Operation Control Centre.
This isn’t like your typical Windows PC, where you can just mix and match compatible components, and then install and run cracked versions of Microsoft Office or Photoshop, to get some work done.
That’s why the ATC system replacement that Prasarana approved in October 2022 would take several months to complete. It isn’t simply a matter of installing new software.
The ATC system used in the Kelana Jaya LRT line is more than 24 years old. Not only is the software outdated, the hardware is likely way past its lifespan!
Fact #3 : Unlikely For Thales ATC Software To Feature Copy Protection
Automatic train control (ATC) software is proprietary and designed to work only with specific hardware. So it is unlikely that Thales would bother to add copy protection to their ATC software.
There is no reason for them to add copy protection, because no one would be able to use it with other hardware. They can reverse-engineer and learn from the software, but not actually do anything with it.
In short, even if someone gets a copy of the Thales ATC software, there is no need for him/her to “crack” the software to share them on BitTorrent.
Even if you get a copy of the Thales ATC software, what are you going to install it on? Your laptop? To run what? Your kids’ toy train set??
Fact #4 : Thales ATC Software Isn’t On BitTorrent
BitTorrent is a peer-to-peer file sharing network, which people use to share files with each other.
Because the files being shared are stored on your computer, generally people will only share popular files – music, videos, and yes, games and office applications.
Thales automatic train control (ATC) system software is sadly, much too niche to be found on the BitTorrent network.
A search for everything Thales related, only shows three files with Thales in their name and none of them have anything to do with trains, or even software. In fact, all three are just ebooks.

Kelana Jaya LRT Line Shuts Down For 1 Week!
At 4:55 AM on 9 November 2022, Rapid KL announced that they are suspending sixteen stations on the Kelana Jaya LRT line for 7 days!
In addition, all other LRT stations will end their services earlier at 11 PM. Here is their official notice, with my English translation:

Kelana Jaya LRT Line Disruption Caused By ATC System
At a special media briefing at 10:30 AM on Wednesday, 9 November 2022, Prasarana CEO Mohd Azharuddin Mat Shah stated that the disruption of the Kelana Jaya LRT line was due to faulty electronic components in its Automatic Train Control (ATC) system.
The disruption, which resulted in the loss of signal between the control centre and also the trains caused the trains to be dysfunctional automatically between the Kelana Jaya station and the Ampang Park station.
This is a serious problem that has never happened before. Rapid Rail is assisted by a special team from original equipment manufacturer (OEM) Thales Group from Toronto, Canada, to find short and long-term solutions. This includes tests on existing devices and software.
Efforts will be made by RapidRail to address the problem. Free feeder bus service will be provided for passengers and to reduce congestion at the affected stations.
He said that as of 11 AM today, Rapid KL has provided 69 feeder buses to ferry passengers for free on the Kelana Jaya LRT route.
The 7-day shut down will give Rapid KL engineers time to analyse and identify the problem, and hopefully solve the problem long enough for an ATC replacement to be completed.
In response to a question, Prasarana CEO Mohd Azharuddin Mat Shah said that they had already foreseen the need to replace the ATC system because it’s at the end of its lifespan, and will upgrade it after this incident.
However, he shared that the RM150 million ATC system replacement will take a few months.
Kelana Jaya Line LRT Line Has Been Problematic Lately
The Kelana Jaya line has been beset by problems since Saturday, 5 November, but the biggest problems were seen in the last 2 days.
Rapid KL had to issue a flurry of social media updates, and send out shuttle buses, as frustrated passengers waited futilely at LRT stations for hours.
Monday, 7 November 2022
11:47 AM : Rapid KL reported technical issues between KLCC and Ampang Park.
12:17 PM : Rapid KL sent buses to ferry passengers after LRT service between Pasar Seni and Damai apparently broke down.
1:15 PM : Rapid KL stopped all trains between Kelana Jaya and KLCC, for 30 minutes at 1:10 PM.
1:26 PM : Rapid KL sent buses to ferry passengers from the Pasar Seni, Damai and Ara Damansara stations.
2:12 PM : Rapid KL reported that it fixed problems with the LRT service at 1:40 PM, and the service was being reinstated in stages.
2:20 PM : Rapid KL reported that the Kelana Jaya LRT line was fully operational, with a normal schedule.
3:43 PM : Rapid KL reported technical issues between KLCC and Ampang Park again.
4:38 PM : Rapid KL sent buses to ferry passengers after LRT service at Damai, KLCC and Pasar Seni stations apparently ceased.
4:51 PM : Rapid KL said that the Kelana Jaya LRT trains are being reinstated in stages.
8:48 PM : Rapid KL reported technical issues between KLCC and Kelana Jaya.
8:56 PM : Rapid KL shut down LRT service between KLCC and Kelana Jaya, and asked passengers to look for alternative transportation.

6:07 AM : Rapid KL reported that service on the Kelana Jaya LRT line has been fully restored.
12:33 PM : Rapid KL announced that the Kelana Jaya LRT line has been experiencing problems since Saturday, 5 November 2022 due to an unstable Automatic Train Control (ATC) system, forcing the trains to be driven manually. It also announced that their management has decided to change the ATC system completely – a process that will take a few months to complete.
3:32 PM : Rapid KL reported technical issues between KLCC and Kelana Jaya yet again.
3:52 PM : Rapid KL shut down service between KLCC and Kelana Jaya, and asked passengers to look for alternative transportation.
4:49 PM : Rapid KL shut down LRT service between Ampang Park and Kelana Jaya.

The massive iPhone factory in Zhengzhou is now under another COVID-19 lockdown, after thousands of employees fled!
iPhone Factory Now Under COVID-19 Lockdown!
On Wednesday, 2 November 2022, China placed the Zhengzhou Airport Economy Zone under a new COVID-19 lockdown. This is where Foxconn has its largest iPhone factory, employing about 200,000 workers
The Zhengzhou industrial zone, located in the Henan province, was placed under “silent management” measures with immediate effect, and last for one week – until November 9, 2022.

Foxconn said in a statement that its campus will continue operating under a “closed loop” management system, in which employees sleep, live and work in a bubble, isolated from the rest of Zhengzhou and the world.
A source with direct knowledge of the matter told Reuters that such a lockdown could cut production of Apple iPhones by as much as 30%, and that Foxconn was working to boost production at their Shenzhen factory to make up for the shortfall.
Employees Have Been Fleeing iPhone Factory For Days!
For several days now, Foxconn employees have been fleeing the Zhengzhou factory, after some workers were placed under quarantine following a COVID-19 outbreak.
The Foxconn employees also complained of poor food quality, and a lack of medical care for those who tested positive.
On Sunday, 30 October, Foxconn said that it would not stop them from leaving, and many workers chose to walk back to their hometowns.
Videos of those employees climbing over fences, and walking away from the factory went viral. So did photos and videos of those Foxconn workers trekking across fields in the day, and long roads at night.
Some people were walking amid wheat fields with their luggage, blankets and quilt. I couldn’t help but feel sad.
Those videos galvanised volunteers from nearby villages to put out food and drinks for the workers. Foxconn and several local governments finally arranged transportation for them.
Workers who were transported back to their hometowns were quarantined on arrival. A belated measure that should have been initiated earlier.

Truth : Limo For A Few Leaders, Bus For Everyone Else @ Queen’s Funeral!
This is yet another example of FAKE NEWS created and circulated on social media, and WhatsApp, and here are the reasons why…
Fact #1 : Bus Only Used For Short Trip To Westminster Abbey
First, I should point out that buses were only used to transport invited world leaders and VIPs for a short trip.
Those who were invited to attend Queen Elizabeth II’s funeral all arrived in their own vehicles at the Royal Hospital Chelsea, where they disembarked.
The dignitaries then rode a fleet of buses for a short 3 km ride to Westminster Abbey – a trip that lasted less than 10 minutes.
This “park and ride” plan was meant to reduce security and logistical difficulties in transporting so many dignitaries to Westminster Abbey, amidst the huge crowds gathered there.
Fact #2 : Only President Biden Was Allowed To Use His Own Car
US security protocol required President Joe Biden to travel in an armoured Cadillac known as The Beast.
Hence, he was the only leader to receive special permission to travel to Westminster Abbey in The Beast, escorted by other vehicles.
However, that didn’t turn out well when his motorcade got stuck in a traffic jam, and his car came to a standstill near the Marble Arch – a significant security risk.
Fact #3 : All Other Invited Guests Took The Bus
With the singular exception of US President Joe Biden, the claim that Western leaders were driven in limos to the Queen’s funeral is nonsense.
Everyone else had to park at Royal Hospital Chelsea and take the bus to Westminster Abbey. They included both Western, African and Eastern leaders like :
Irish Prime Minister Micheál Martin
Canadian Prime Minister Justin Trudeau
Australian Prime Minister Anthony Albanese
New Zealand Prime Minister Jacinda Ardern
King Abdullah II of Jordan
Tanzania President Samia Suluhu Hassan

Malaysian Agong Al-Mustafa Billah Shah
Singaporean President Halimah Yacob
Japanese Emperor Naruhito
Polish President Andrzej Duda, and
German President Frank-Walter Steinmeier.
While some “prima donnas” were (allegedly) annoyed by the need to take the bus, many were happy enough to be amongst the few to be invited at all, and had no issues taking the bus.
Fact #4 : Many Asian + African Leaders Were Seated In Front At Funeral
While President Joe Biden was given the exceptional privilege of driving directly to the Queen’s funeral in his own car, he was seated behind many Asian and African leaders.
However, this was not a snub or payback for allowing him to be driven to the funeral in The Beast.
The royal funeral seating protocol strictly prioritises royalty and Commonwealth leaders over all other leaders, even those from much larger / influential countries.
Hence, President Joe Biden was seated 14 rows to the back, behind many African and Asian leaders. A point that many who complained about Western bias against African and Asian leaders seem to have conveniently ignored.

You are NOT required to fill in their survey for the free rides on Rapid KL trains or buses subsidised by Malaysian taxpayers!
Here is what you need to know!
Free Rapid KL Rides For 1 Month : Subsidised By Taxpayers!
On 16 June 2022, the Prime Minister of Malaysia, Ismail Sabri Yaakob officially launched the opening of Phase 1 of the MRT Putrajaya Line.
In conjunction with that launch, he announced that all Rapid KL train and bus rides will be free of charge for a month, from 16 June to 15 July 2022. This free ride program also includes KTM Komuter rides in the Klang Valley.
However, it was not some kind of Corporate Social Responsibility (CSR) or launch promotion by Rapid KL. These free rides were subsidised by the Malaysian government, to the tune of RM155 million – RM140 million will go to Rapid KL, while KTM will receive RM15 million.
In other words – taxpayers are ultimately footing the bill for these free rides.
Initially : Rapid KL Requires Survey For Gov-Paid Free Rides?!
About a day after the announcement of the free rides, Rapid KL released its Terms and Conditions (PDF download), in which passengers were asked to participate in their survey, in order to enjoy the Rapid KL Free Rides (RKLFR) programme.
Passengers were asked to either install and register an account the MyRapid PULSE app, and fill in the survey there; or fill in a physical form at the stations. They were also asked to “keep a screenshot or the top portion of the completed [survey] form to enjoy the RKLFR“.
Its Terms & Conditions stated, explicitly, that (with my emphasis in bold) :
5. Customers who are using tokens are required to redeem the token at any of Rapid KL Customer Service Offices (LRT/MRT/Monorail/BRT/ Selected Bus Hubs) and fill up the form in MyRapid PULSE or fill up the hardcopy survey form before entering the gates.
6. Customers who are using cashless (My50 pass, Touch ‘N Go card and Concession card) need to fill up the form in MyRapid PULSE or fill up the hardcopy survey form before entering the gates.
There was an immediate social media backlash to the requirement to participate in the Rapid KL survey, in return for the taxpayer-sponsored free rides.
Now : Rapid KL Survey NOT Required For Taxpayer-Paid Free Rides!
Rapid KL quickly responded to the furore by “clarifying” that passengers are not forced to download the PULSE app, or participate in the survey.
When I took the MRT and LRT recently, there was no one enforcing the survey requirement. I just tapped my Touch ‘n Go card through the gantries. No one asked to check for a completed survey.
However, it is unlikely that the RapidKL Terms & Conditions was a misunderstanding. Rapid KL repeated the “requirements” in social media posts, like this example (with my English translation)

In another Facebook post, Rapid KL specifically asked passengers to complete the survey to obtain the free rides. Here is my English translation of their requirements :
To redeem free rides:
Users are encouraged to download the MyRapid PULSE app in Google Play or Apple Store, and register for an account and fill in the provided [survey] form. After the form is completed, users need to take a screenshot and show it to the officer at the station, while passing through the gantry, or on entering a bus.
Forms are also provided at all RapidKL passenger service counters, selected bus hubs, in the bus, and downloadable through the Rapid KL website and social media platforms. Passengers must take a picture or the top portion of the complete form to enjoy RKLFR.
For passengers who do not have Touch ‘n Go card or other passes, they can obtain a free token at the customer service counter by filling in their information through the MyRapid PULSE app or the provided form, before entering the station.
It appears that they genuinely wanted people to participate in their survey, and only backtracked on those requirements after the social media uproar.
Based on my ride experience, they did not appear to station officers to check for the completely survey forms.
But it was possible that they asked people to fill in the form to obtain a free token. I can’t confirm that as I used my own Touch ‘n Go card, and didn’t collect a free token.
In any case, there is NO LONGER a need to fill in any survey form, to enjoy the taxpayer-sponsored rides on Rapid KL trains or buses. If anyone insists on seeing a completed survey form, just say NO.

All Rapid KL + KTM Rides Are FREE For 1 Month!
On 16 June 2022, the Prime Minister of Malaysia, Ismail Sabri Yaakob officially launched the opening of Phase 1 of the MRT Putrajaya Line.
In conjunction with that launch, he announced that all Rapid KL train and bus rides will be free of charge for a month, starting today.
KTM Komuter rides in the Klang Valley will also be free for an entire month, starting today.
I hope that Malaysians will take this opportunity to try these public transportation services, parking their vehicles at Park n Ride facilities.
From 16 June to 15 July 2022, you will be able to ride for free at all MRT, LRT, BRT (Bus Rapid Transit), monorail or Rapid KL bus services, as well as KTM Komuter rides in the Klang Valley.
These free rides are subsidised by the Malaysian government, to the tune of RM155 million – RM140 million will go to Rapid KL, while KTM will receive RM15 million.
The MRT Putrajaya Line, which is being developed in two phases, will serve about two million residents in the Klang Valley when it’s fully completed, running from Kwasa Damansara all the way to Putrajaya.
Phase 2 of the MRT Putrajaya line will pass through key areas in the KL city centre, with stations in Titiwangsa, Hospital Kuala Lumpur, Ampang Park and the Tun Razak Exchange (TRX).
There will be 36 stations in total, including nine underground stations. But MRT Corp. plans to add another four stations to improve access to the MRT Putrajaya line.
The new Putrajaya is projected is expected to serve over 104,000 users a day when it’s fully completed. Hopefully, that will greatly alleviate traffic congestion in Kuala Lumpur.

National Recovery Plan Phase 3 SOP : 7 November Edition!
This is the new National Recovery Plan Phase 3 SOP that was released on 7 November 2021.
Fully Vaccinated Definition
Under this SOP, you are only considered fully-vaccinated if you meet these requirements :
For vaccines that require two doses (like the Pfizer, Moderna, AstraZeneca, Sinovac or Sinopharm vaccines), the individual must exceed 14 days after receiving the second dose.
For vaccines that require only one dose (like the Johnson & Johnson and CanSino vaccines), the individual must exceed 28 days after receiving the second dose.
For individuals who cannot be vaccinated on medical reasons, they must produce a medical report that has been verified by a registered medical practitioner.
General Health Protocol In Phase 3 Areas
Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
Hand sanitiser must be provided at the entrance, and customers must use it before entering.
The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
Individuals 18 years or younger are not encouraged to be in public places and facilities.
Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
All building owners must provide QR Codes for each floor / level.
It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
There must be good VENTILATION at the premise according to ventilation and indoor air quality guidelines issued by the Department of Occupational Safety and Health (JKKP).
It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
a) hotel room or paid accommodation, alone or with your own family
b) Personal working space
c) Sporting activities and outdoor recreation
d) Personal vehicle, alone or with your own family
e) Indoor or outdoor public areas, when there are no other individuals
f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)
Benefits For Fully Vaccinated People In Phase 3 Areas
Interstate Travel
Interstate travel is ALLOWED for fully-vaccinated individuals by showing the digital COVID-19 vaccination certificate or card, and identity card / passport as evidence.
Fully-vaccinated individuals are ALLOWED to bring children 18 years and below, subject to public health protocols.
It is encouraged to undergo a COVID-19 screening test when conducting these activities. New!
Overseas Travellers
Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, on accepting a digital Home Surveillance Order (HSO) subject to these conditions:
– Show proof of a valid negative RT-PCR test taken within 3 days of departure
– Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
– Have no symptoms during the health screening conducted at the International entry point.
– Have suitable accommodations to undergo quarantine
Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
The mandatory quarantine for overseas travellers is 7 days at home (if appropriate) or quarantine station for fully-vaccinated individuals, and 10 days in a quarantine station for individuals who are not fully-vaccinated.
Travellers must conduct a self-assessment using the Home Assessment Tool (HAT) in the MySejahtera app, every day until the end of the quarantine period (7 or 10 days after arrival).
Travellers must undergo a COVID-19 RT-PCR screening test on arrival.
Monitoring For Close Contacts
7 day home quarantine for fully-vaccinated individuals.
10 day home quarantine for individuals who are not fully-vaccinated.
Test & Release (R&T) Protocol
The pilot program for the test & release (T&R) protocol is limited to this group of low-risk travellers arriving from overseas, with strict travel plans / itinerary for official visits :
a) National figure
b) Minister
c) Deputy Minister
d) Chief Minister
e) State EXCO member
f) Members of Parliament
g) Government official
The requirements for this programme include :
– submitting an application with supporting documents to MKN and KKM for approval
– undergoing a PCR test 3 days before returning to Malaysia
– undergoing a PCR test on arrival in Malaysia
Dine-In
Restaurant operator including in hotel, sports and recreational club house, food establishment, food stall, food truck, roadside vendor, mobile vendor, food court, hawker centre, and food kiosk are ALLOWED to provide dine-in services, subject to these conditions :
– Only accept fully-vaccinated customers who are not symptomatic.
– Premise owners MUST display a notice on accepting fully-vaccinated customers who are not symptomatic at the entrance.
– Only employees who are fully-vaccinated and not symptomatic are allowed to work.
– Premise owners must arrange the tablets to ensure physical distance, and the premise must have good ventilation.
– Dine-in activities with physical distancing of at least 1 meter is subject to the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) SOP for Phase 3.
Fully-vaccinated individuals are ALLOWED to bring children 18 years or younger to dine-in at these premises, while complying with general health protocols.
Sports + Recreation
All sports and recreational activities with physical contact performed OUTDOORS are LIMITED to individuals who are fully-vaccinated, from 6 AM until 12 midnight.
All OUTDOOR sports and recreational facilities are ALLOWED to operate with activities that require physical touch for fully-vaccinated individuals and their children who are under 18 years old of age, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 80%.
All sports and recreational activities, with or without physical contact, performed INDOORS are LIMITED to individuals who are fully-vaccinated, from 6 AM until 12 midnight.
All INDOOR sports and recreational facilities are ALLOWED to operate with activities that require physical touch at up to 50% capacity, LIMITED to fully-vaccinated individuals and their children who are under 18 years old of age, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 80%.
Group sports and recreational activities / training (without or without contact) are limited to fully-vaccinated individuals and their children who are below 18 years of age, with supervision and limited to 50% capacity of the venue / area, or up to 250 persons at any one time, including the coach / instructor / parents, whichever is fewer.
Competitions or championships, with or without contact, are only allowed WITH PERMISSION from the Sports Commission Office (PPS).
Competitions or championships or mass sports events are only allowed WITH PERMISSION from PPS, limited to no more than 250 people at any one time for sports like triathlon, open water swimming, marathon, trail run, obstacle run and so on. Updated!
International competitions or championships using the Sports Bubble model are subject to KBS approval only.
Spectator / supporter presence at sports and recreational venues are limited to 30% of capacity or 10,000 people (whichever is lower), and limited to fully-vaccinated individuals and children. However, children under 18 are not allowed to enter if they are not fully-vaccinated. Updated!
The operation of both OUTDOOR and INDOOR sports and recreational facilities are subject to the rules of the local authorities / relevant authorities.
Entry of foreign athlete / coach / official / technical support into Malaysia is subject to the rules governing entry of foreigners into Malaysia.
Everyone must obey the National COVID-19 Testing Strategy guidelines. New!
Recreational Fishing
Recreational fishing, including in fishing ponds, is ALLOWED for fully-vaccinated individuals from 6 AM until 12 midnight.
Picnic + Camping
Picnic and camping are ALLOWED.
Fully vaccinated individuals are ALLOWED to bring children 18 years and younger for such activities, subject to strict SOP.
Tourism
Interstate tourism is ALLOWED for fully-vaccinated individuals.
Fully-vaccinated individuals are ALLOWED to undertake tourism activities, by showing their COVID-19 digital vaccination certificate or card when checking in.
Hotel and homestay operators must ensure that individuals who enter their premises prove that they are fully-vaccinated by showing their COVID-19 digital vaccination certificate or card.
Individuals who are fully-vaccinated are ALLOWED to bring their children who are 18 years or younger for tourism activities at the hotel and homestay.
Visits by prior appointment are ALLOWED for fully-vaccinated individuals to public cultural premises like museum, gallery, archive, handicraft centre, memorial, library and cultural complex, cultural village or center, cultural shows, up to 50% capacity.
Tourism centre / premise / product like zoo, farm, aquarium, snorkelling, scuba diving, fishing and jungle are allowed to operate on the condition that all operators and visitors / guests are fully-vaccinated.
Theme parks and family entertainment centres are allowed to operate with up to 50% capacity, on the condition that the operators, employees and customers are fully-vaccinated.
It is encouraged to undergo a COVID-19 screening test when conducting these activities. New!
Cruise Ships
Cruise ships are ALLOWED to operate at 50% capacity, on the condition that all crew members and passengers are fully-vaccinated.
Pub and night club activities onboard are FORBIDDEN.

Manufacturing, Construction, Mining + Quarrying
For manufacturing, construction mining and quarrying companies that achieved these fully vaccinated rates :
a) 80% to 100% : Allowed to operate at 100% worker capacity
b) Less than 80% : Allowed to operate at 80% worker capacity
Workers must undergo RTK antigen tests every two weeks, at employer’s cost
Trade + Distribution
Only open to fully-vaccinated customers :

3. Flower and nursery shop
4. Handicraft and souvenir shop
5. Antique shop

Premise owners must ensure that customers who wish to enter MUST show their digital COVID-19 vaccination certificate or card, to prove that they are fully-vaccinated.
Fully-vaccinated individuals are ALLOWED to bring children who are 18 years old or younger to these premises.
Spa, Wellness + Massage Parlours
Spa, wellness and massage parlours are ALLOWED to operate, on the condition that both customers and operators are fully-vaccinated.
Employees and customers must be fully-vaccinated, not COVID-19 positive and not close contacts to positive cases, and not symptomatic.
Walk-in is not allowed. Only customers with prior appointments are allowed.
Employees must wear disposable gloves, face mask and face shield while at work.
Employees must replace their disposable gloves, liners for the bed or mattress or chair, and clean all equipment including face shield before attending to each customer.
The ventilation system must be maintained according to schedule.
MOTAC will monitor these conditions :
– spa operators must declare how many employees are fully-vaccinated to MOTAC before they are allowed to operate
– SOP Self-Compliance Program, especially ventilation within the premise.
– MOTAC will monitor compliance by conducting periodical spot checks
– COVID-19 screening test of symptomatic employees
Driving School
Driving schools are ALLOWED to operate, with the condition that all workers, teaching staff and candidates must be fully-vaccinated, with COVID-19 digital vaccination certificate or card as evidence.
Only employees who are fully-vaccinated and asymptomatic are allowed
Creative + Entertainment Industry
All creative industry practitioners who are fully-vaccinated are ALLOWED to resume these activities :
– development and broadcast of recorded or live-streamed creative content
– broadcast or livestream of information and entertainment with fully-vaccinated spectators up to 70% capacity of the studio space.
– in-studio or outdoor filming
– busking
– lounge hotel performances to fully-vaccinated guests
– live performances like theatre, musical, music and comedy (pre-registered) with fully-vaccinated attendees up to 70% of premise capacity.
Cinema activities are ALLOWED with fully-vaccinated workers and cinema goers, up to 80% of cinema capacity.
Must obey the National COVID-19 Testing Strategy guidelines. New!
Government + Private Official Events
Official events by the government or private sector, including inaugurations and so on, are allowed, subject to these conditions :
– Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
– Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
– Limited to 50% capacity of the event space.
– Only packed food is allowed to be provided.
MICE
Seminar, workshop, course, training and talk are allowed, subject to these conditions :
– Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
– Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
– Limited to 50% capacity of the event space.
– Only packed food is allowed to be provided.
Travel Restrictions In Phase 3 Areas
Interstate travel is only ALLOWED for FULLY-VACCINATED INDIVIDUALS.
Interstate travel is FORBIDDEN in Enhanced Movement Control Order (EMCO / PKPD) areas.
The area will be controlled by the police (PDRM), with help from ATM, APM and RELA.
Fully-vaccinated individuals are ALLOWED to travel in vehicles at full capacity. Individuals are allowed to bring children who are 18 years and below.
For those who are not fully-vaccinated :
– Only three (3) household representatives may leave to purchase food, medicine, dietary supplement and basic necessities. – Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies.
Taxis and e-hailing rides can travel at maximum capacity.
Vehicles carrying goods or involved in the economic chain or industry (including worker transportation) are allowed to travel at full capacity.
Official and government vehicles are allowed to travel at full capacity.
Airports, ports and logistic sector are ALLOWED to operate 24 hours.
Sea and land public transportation like bus, express bus, ferry are allowed to operate at full capacity.
Unloading of goods at premises, factories and ports are ALLOWED.
Disaster or humanitarian aid from NGO must obtain permission from the state or district Disaster Management Committee, and the aid must be channelled through the Disaster Operational Control Centre (PKOB) of the affected area.
Travel for Short Term Business Visitors under the One Stop Centre (OSC) initiative for official or business purposes are ALLOWED with police permission.
Civil Service
Subject to the current orders by the Secretary to the Government of Malaysia.
Civil service will operate in hybrid mode with this approach :
– Office attendance must not exceed 80% at any one time (except for frontliners, security, defence and enforcement), and 20% must work from home, in rotation. – Counter services are subject to the current orders from the Secretary to the Government of Malaysia (KSN).
– Civil servants going to office must receive official attendance order and worker’s pass.
Private Sector
Employee interstate travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
Employee capacity for the private sector is limited to 80%.
All offices not listed under essential services are allowed to operate at these vaccination rates :
a) 80% to 100% : Allowed to operate at 100% worker capacity
b) Less than 80% : Allowed to operate at 80% worker capacity
Meetings
Face-to-face meeting are ALLOWED for fully-vaccinated individuals, limited to 50% of meeting room capacity.
Meetings must be conducted via video conferencing for individuals who are not fully-vaccinated.
It is encouraged to conduct meetings through video conferencing.
Critical interviews are ALLOWED either face-to-face or online.
Business Activities In Phase 3 Areas
Restaurants (including in hotel, sports and recreation club house), food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6 AM until 12 midnight.
Sale of food only allowed through takeaway, drive-through or delivery, except dine-in services for fully-vaccinated customers. Dine-in services for social events are FORBIDDEN.
Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
Petrol stations, including convenience stores inside petrol stations, can operate from 6 AM until 12 midnight, except for those on tolled highways which can operate 24 hours.
Rest and Recreation (R&R) operations in all highways are allowed to operate 24 hours.
All trade and distribution sectors are ALLOWED to operate from 6 AM until 12 midnight, or according to their business licence.
Daily and public markets are ALLOWED to open from 6 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 2 PM.
Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 6 PM.
Wholesale markets are ALLOWED to open according to their licensed time, subject to the full vaccination of all employees, complying with the SOP and under RELA / PBT supervision.
Farmer’s market and morning market are ALLOWED to open from 7 AM until 1 PM.
Night markets and weekend markets are ALLOWED to operate according to their licence / permit until 12 midnight, with SOP compliance and monitoring by the authorities including RELA / civil defence.
Customers who wish to enter night markets and weekend markets MUST show their COVID-19 digital vaccination certificate to prove that they are fully-vaccinated.
Agriculture, fisheries, livestock, plantation, commodity and logging, and their supply chains, are ALLOWED to operate.
Manufacturing and construction, and their supply chains, are ALLOWED to operate.
The operation of mines and quarries is ALLOWED, subject to the Mining and Quarrying SOP.
Education In Phase 3 Areas
All private educational institutes like tuition centres, language centres, skill centre, mind enrichment centre and other institutes registered under the Ministry of Education can conduct face-to-face classes at 50% capacity.
Reopening of schools under the Ministry of Education (KPM), or educational institutes registered with KPM for face-to-face learning are based on risk assessment and opinions of the Ministry of Health (KKM) and the National Security Council (MKN).
Primary School Reopening
a) Special needs students (MBK) in National Special Education Schools and Integrated Special Education Program can attend classes without rotation.
b) Preschool and private kindergarten students can attend classes without rotation.
c) all other students will continue with online classes.
Secondary School Reopening
a) Form 6 Semester 2, International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
c) Pre-University Program students in SSM (Malaysia Sports School) and students preparing for public examinations like SPM, STAM, SVM, STPM in full boarding schools (SBP), full boarding National Religious Secondary School (SMKA) / Government-Assisted Religious School (SABK), Art School and Sports School can attend classes without rotation.
d) Students sitting for international IGCSE (International General Certificate for Secondary Education) O Level, A-Level and Australia Higher School Certificate and International Baccalaureate Diploma Programme can attend classes without rotation.
e) Students studying for other International exams can attend classes in rotation.
f) Students studying for public exams like SPM, STAM, SVM and STPM in day school / private school can attend classes in rotation.
g) all other students will continue with online classes.
Matriculation College
a) Students of two semester and four semester (Semester 3) systems can attend classes in college or online classes.
b) Semester 1 students of the four semester system must continue with online learning (PdPR).
Teachers College (IPG)
a) Online learning up to 6/7 November 2021 for PPISMP, PISMP and PDPP students. Face-to-face or hybrid learning at the IPG campus will begin on 7/8 November 2021.
b) Online learning will continue for PDPM and KDC students. Face-to-face or hybrid learning at the IPG campus will begin on 11/12 December 2021.
Students are allowed to travel inter-state to attend school or other education institute with a confirmation letter from the Ministry of Education, MARA or the relevant Ministry or Agency.
Students are allowed to be accompanied by a guardian / parent while travelling to and from their school or other education institute.
Teachers or lecturers who are involved in face-to-face classes are allowed to travel interstate, with confirmation letter from the Ministry of Education.
Students who need to travel from Peninsular Malaysia to Sabah, Sarawak or Labuan and vice versa must comply with existing quarantine rules.
Students are allowed to travel interstate to their hostels with confirmation letter from the Ministry of Education / MARA or any relevant Ministry or Agency.
Students staying in hostels must test themselves using the COVID-19 Self-Test Kit three times – before registering to enter, on the 6th day and on the 14th day in their hostel.
IPG students are encouraged to test themselves using the COVID-19 Self-Test Kit a day before returning to IPG, or undergo a swab test at a health facility and inform the IPG of the results.
Industrial training and skills training centres, including vocational college, TVET and so on are allowed to operate.
All schools and skill training institutes other than those under KPM, tahfiz centre and other educational institutes are subject to their relevant Ministry or Agency.
All institutes of higher learning will be open in stages to students who are fully-vaccinated.
All learning activities in institutes of higher learning – face-to-face, in groups – are allowed for fully-vaccinated students. Hybrid learning will be conducted for students on campus, while online learning will continue for students who are unable to return to campus.
International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
Students in boarding schools or universities are ALLOWED to continue hybrid studies.
Kindergartens and daycare centres under the Social Welfare Department (JKM) are allowed to operate.
Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres are ALLOWED to operate for parents or guardians who are working.
Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
Operators and employees of all kindergartens, daycare centres, home care or rehabilitation centres must be fully-vaccinated.

Mosque and surau activities are allowed for fully-vaccinated individuals, subject to the State Religious Authority.

Activities at non-Muslim houses of worship are ALLOWED, subject to the National Unity Ministry.
Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.

Operations of all OUTDOOR sports and recreational facilities are subject to the local authorities.

This is the latest National Recovery Plan Phase 1 SOP that was released on 25 August 2021.
General Health Protocol
Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
Hand sanitiser must be provided at the entrance, and customers must use it before entering.
The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
Children 17 years or younger are discouraged from being in public places and facilities. Updated!
Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
All building owners must provide QR Codes for each floor / level.
It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
There must be good ventilation and aeration at the premise.
It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
a) hotel room or paid accommodation, alone or with your own family
b) Personal working space

Benefits For Fully Vaccinated People In Phase 1 Areas
Couples In Long Distance Relationship
Couples in long distance relationships are ALLOWED to travel inter-state or inter-district to meet each other, on the condition that they must both be fully vaccinated, and have been verified by PDRM with these documents:
– Copy of identification card of both husband and wife
– Copy of marriage card / certificate
– Copy of COVID-19 Digital Vaccination Certificate for both husband and wife
– Copy of proof of residence of either husband / wife, or confirmation letter from employer
The PDRM permission letter must be shown to pass through roadblocks.
Parents With Children Younger Than 18 Years Old Living Apart
Parents or guardians who have children under the age of 18 years living in a different state or district, are ALLOWED to travel. to meet them, on the condition both parents are fully vaccinated, and have been verified by PDRM with these documents:
– Copy of identification card of parents and child’s birth certificate
– Copy of COVID-19 Digital Vaccination Certificate for both parents
– Child’s schooling information (if relevant, e.g. boarding school)
The PDRM permission letter must be shown to pass through roadblocks.
Overseas Travellers
Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, and given a digital Home Surveillance Order (HSO) subject to these conditions:
– Show proof of a valid negative RT-PCR test taken within 3 days of departure
– Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
– Have no symptoms during the health screening conducted at the International entry point.
– Have suitable accommodations to undergo quarantine
Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
The mandatory quarantine for travellers from all countries is 14 days, and can be extended a further 7 days, based on the risk assessment on Day 14.
Travellers must conduct self-evaluation every day using the Home Assessment Tool (HAT) in MySejahtera, until the end of the quarantine period (either 14 or 21 days). New!
Travellers must undergo RT-PCR screening for COVID-19 on arrival in Malaysia. The RT-PCR tests must be repeated on Day 10 or day 18 (for those quarantined for 21 days). New!

Manufacturing + Construction Sectors

The use of sports and recreational premises and facilities is RESTRICTED to only fully-vaccinated individuals, for all individual activities with physical distance of 2-3 metres from 6 AM until 8 PM, within the same district.
Permitted activities include swimming, equestrian sports, shooting, tennis / badminton (single), golf, motorsports and so on.
Operation of all commercial sports and recreational facilities (outdoor and semi-open), including swimming pool or water sports premises, subject to 60% capacity limitwith supervision. Workforce is limited to 60%, including both management and operations. These facilities are limited to fully-vaccinated people, who are allowed to bring children 17 years or younger for the same activities, subject to strict SOP compliance.
Operation of all commercial sports and recreational facilities (outdoor and semi-open), including swimming pool or water sports premises are subject to local authorities.
Dine-in at the club house restaurant or cafe is ALLOWED.
Changing room and shower room at the club house are FORBIDDEN.
Picnics + Camping
Picnic and camping activities are ALLOWED in the same district.
Individuals who are fully-vaccinated are ALLOWED to bring their children who are 17 years or younger for picnic or camping, subject to strict SOP compliance.
Travel Restrictions In Phase 1 Areas
Interstate and inter-district travel (based on district borders determined by state governments) is FORBIDDEN, except for long-distance couples, children in other states / districts, or individuals who have been given PDRM or KKM permission.
All entry and exit into MCO areas will be closed and controlled by the police (PDRM).
Fully-vaccinated individuals are ALLOWED to travel at maximum vehicle capacity. New!
For those who are not fully-vaccinated :
a) Only two (2) household representatives may leave to purchase food, medicine, dietary supplement and basic necessities. Updated! b) Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies. Updated!
Taxis and e-hailing rides are limited to just TWO (2) people in the vehicle, including the driver, and the passenger must sit in the back.
Vehicles carrying goods or involved in the economic chain or industry (except worker transportation) is allowed to travel at full capacity.
Official and government vehicles are allowed to travel at full capacity.
Airports, ports and logistic sector are ALLOWED to operate 24 hours.
Unloading of non-essential goods in factories is limited to delivery and receipt of goods or cargo in existing stockpiles for the purpose of import and export only with limited workers. Unloading time is only allowed from 8 AM until 8 PM on Monday, Wednesday and Friday.
Unloading of essential goods is not subject to these restrictions and can proceed as usual.
Public transportation (train, bus, LRT, MRT, ERL, monorail, taxi, ferry, e-hailing ride) are allowed to operate at 50% capacity.
Travel for funerals and natural disasters are ALLOWED, with police permission.
Disaster or humanitarian aid from NGO must obtain permission from the state or district Disaster Management Committee, and the aid must be channelled through the Disaster Operational Control Centre (PKOB) of the affected area.
Interstate and inter-district travel for the purpose of going for vaccination is ALLOWED by showing the appointment in MySejahtera, website or SMS.
Members of Parliament or State Legislators are ALLOWED to travel interstate or inter-district to visit their constituencies without conducting any events.
Travel for Short Term Business Visitors under the One Stop Centre (OSC) initiative for official or business purposes are ALLOWED with police permission.
Civil Service
Must work from home (WFH) completely, except for frontliners, security, defence and enforcement.
Office attendance for essential services in the civil service must not exceed 40% at any one time, and must emphasise work that cannot be performed at home, like payment, maintenance, security, technical management, online meetings and ministerial documentation.
Government counter service will operate physically from 1 July 2021 onwards, involving :
– services that cannot be conducted online
– counter service capacity must not exceed 50%
– people are only allowed to be admitted with scheduled appointments
Civil servants going to office must receive official attendance order and worker’s pass.
Private Sector
Approved essential services in the private sector must have official approval from 1 June 2021 onwards.
Employee travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
Employee capacity for the private sector (essential services only) is limited to 60%, including both operations and management.
MICE
Meetings must be conducted via video conferencing.
Seminars, workshops, courses, training and talks are FORBIDDEN, except in-service training through Camp-Based Training.
Seminars, workshops, courses, training and talks conducted online are ALLOWED.
Critical interviews are ALLOWED either face-to-face or online.
Business Activities In Phase 1 Areas
Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6 AM until 10 PM.
Grocers, convenience stores, self-care stores and mini-marts are ALLOWED to operate from 8 AM until 8 PM.
Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 8 AM until 8 PM.
Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
Pharmacies can operate from 8 AM until 8 PM.
Petrol stations can operate from 6 AM until 8 PM, except for those on tolled highways which can operate 24 hours.
Supermarkets, shopping malls and departmental stores can open from 8 AM until 8 PM.
Bookstores, stationery, computer and telecommunications shops are ALLOWED to open from 8 AM until 8 PM.
Veterinarian clinics and pet food stores are ALLOWED to open from 8 AM until 8 PM.
Laundry services and optical stores are allowed to operate from 8 AM until 8 PM. Self-service laundromats must ensure an employee is present on-premise.
Daily and public markets are ALLOWED to open from 6 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 2 PM.
Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 4 PM.
Wholesale markets are ALLOWED to open from 12:01 AM until 6 AM, and from 11 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.

Only international exams at international and expatriate schools are allowed.

Are Police Checking For Driving With Slippers In Malaysia?
A video went viral recently, showing a police officer stopping a man, and asking if he’s wearing slippers or shoes.
Many Malaysian netizens were shocked by video. Some speculated that the police are looking for a kick-back, while others said that it’s to check if people were going to work or having a joyride.
Can You Wear Slippers While Driving In Malaysia?
So can you wear slippers while driving in Malaysia?
That really depends on whether you are driving a personal vehicle, or a commercial vehicle.
Fact #1 : You Can Wear Slippers While Driving A Private Vehicle
There are no laws that forbid you from wearing slippers or sandals while driving a private vehicle.
However, wearing slippers or sandals while driving a commercial vehicle (like a lorry, bus or taxi) is an offence under the Commercial Vehicles Licensing Board Act 1987.
The person who recorded the video was a taxi driver. That’s why the police officer let the car in front of him go, but stopped to question him.
Fact #2 : Commercial Vehicle Drivers Must Wear Appropriate Attire
Drivers of commercial vehicles do not just have to wear proper shoes while driving, they have to be properly attired.
Section 15(b) of the Road Traffic Rules 1959 requires drivers of commercial vehicles to be properly attired.
What that means is really ambiguous, but in the past has included wearing slippers or sandals while driving.
JPJ confirmed that it is mandatory for drivers of commercial and public vehicles to wear fully-closed shoes. Those who do not can be fined under the Road Transportation Act 1987.
Fact #3 : Driving With Slippers Is Dangerous
Even though it’s legal to drive a private vehicle with slippers or sandals, I highly advise you NOT to do that.
Driving with slippers or sandals have been shown to increase the risk of accidents through :
increasing the time it takes to work the pedals.
delay your reaction time.
reduce the amount of force on the pedals.
getting lodged under the pedals
Even if you don’t get a ticket for not wearing proper shoes while driving, you could end up in a bad accident.
Please stop wearing slippers while driving!
Fact #4 : Taking Off Your Slippers / Shoes Is Also Dangerous!
For those who like to drive barefoot, please don’t do that either!
Taking off your shoes or slippers before driving is a recipe for disaster, as they can get lodged under the pedals.
Imagine trying to pump the brake pedal with your shoe or slipper lodged under it.
If you really, REALLY must drive barefoot, please place your footwear in the passenger’s compartment.

Steel scaffolding from the DASH highway under construction collapsed today, injuring two workers!
Here is what we know so far…
DASH Highway Scaffolding Collapsed, Injuring Two Workers!
At around 7 PM today (19 June 2021), steel scaffolding from the DASH highway under construction near the Kota Damansara toll of the NKVE highway collapsed.
Two Bangladeshi workers (between 20 and 40 years old) were under the steel scaffolding when it fell from a height of about 12 metres.
Both workers suffered injuries from the flying debris, and have been taken to the Sungai Buloh Hospital for treatment.

PROLINTAS Statement On DASH Scaffolding Collapse
PROLINTAS, the developer of the DASH highway, issued a stop work order, and their ERT (Emergency Response Team) had already started to remove the debris.
Here is our English translation of the PROLINTAS statement on the incident :
STEEL SCAFFOLDING COLLAPSE INCIDENT AT HIGHWAY UNDER CONSTRUCTION
Kuala Lumpur, 19 June 2021 – Project Lintasan Damansara-Shah Alam Sdn. Bhd., the developer for the DASH (Damansara-Shah Alam Elevated Highway) construction project confirms that there was an incident where steel scaffolding fell inside the DASH construction area near Kota Damansara late this afternoon.
In that incident, two Bangladeshi workers suffered injuries and were brought to the Sungai Buloh Hospital for treatment. The incident did not involve highway users or the public because it happened within a closed construction area. The DASG Emergency Response Team (ERT) was on site to control traffic and remove the steel scaffolding.
A stop work order was issued immediately. The developer and main contractor will give their full cooperation to the relevant authorities investigating this incident.
We will issue follow-up statements regarding this incident from time to time.

The viral message implies that the Chinese have determined that Patient Zero is an American soldier who attended the 2019 Military World Games that was held in Wuhan, China from 18 to 27 October 2019.
It also implies that the Americans brought COVID-19 to Wuhan, and used one of their soldiers to spread it to the Chinese. And the video is the evidence.
Even the Chinese Foreign Ministry’s spokesperson Zhao Lijian pushed the same fake claim, saying, “When did patient zero begin in the US? It might be the US army who brought the epidemic to Wuhan!”

US Soldier Spreading COVID-19 In Wuhan Hoax Debunked!
The truth is the video was recorded on 9 March 2020 in a Belgian subway, not October 2019 in Wuhan.
The man in the video was not a US soldier, but an intoxicated Belgian who licked his finger and rubbed it on the subway pole.
He was later arrested for doing that, and the train removed and disinfected.
This is just another piece of Chinese propaganda trying to shift the blame for the COVID-19 pandemic to the United States.
Please be wary of such fake news. China has been actively creating and sharing these fake videos and stories on social media.

With China’s aggressive foreign policy moves in recent years, it is not uncommon to see fake pro-China, anti-America stories being created and shared.

MCO 3.0 Total Lockdown : Phase 1 SOP Starts 1 June 2021!
On 29 May 2021, the Malaysia Prime Minister’s Department announced that the National Security Council (MKN) decided to order Total Lockdown Phase 1.
From 1 June until 14 June 2021, there will be a complete lockdown of the social and economic sectors across the country.
This new lockdown SOP will apply ACROSS Malaysia – no states are exempted.

MCO 3.0 Total Lockdown SOP : Essential Services
All social and economic activities are FORBIDDEN, except for these 17 essential services :
Food and beverages, including for animals

Security and safety, defence, emergency, social and humanitarian services

MCO 3.0 Total Lockdown SOP : The Full List
Note : Any activity NOT mentioned in this SOP is FORBIDDEN.
Travel Restrictions
Interstate or inter-district travel is FORBIDDEN.
Up to two (2) people from each household are allowed to go out to purchase food, medicine, dietary supplements and other daily essentials.
Up to three (3) people, including the patient, are allowed to go out from each household to seek medical treatment, healthcare, screening test, security assistance or other emergencies within a radius of no more than 10 kilometres from their home, or the nearest available service (if there are none within 10 km).
Up to two (2) people are allowed in each taxi or e-hailing ride, including the driver. The passenger must be seated in the rear compartment.
Commercial vehicles carrying essential goods are allowed to carry people up to the licensed limit.
Official government vehicles are allowed to carry up to their maximum capacity.
All airports and ports are allowed to operate as usual.
Sea and land public transportation services, like employee transportation, public buses, express buses, LRT, MRT, ERL, monorail and ferry are allowed to operate at 50% of vehicle capacity.
Travel for funerals and natural disasters are allowed with police permission.
NGOs travelling to assist with natural or humanitarian disasters must obtain permission from the State / District Disaster Management Committee, and the aid must be funnelled through the Disaster Operations Control Centre (PKOB).
Interstate / inter-district travel for the purpose of COVID-19 vaccination is ALLOWED with the display of vaccine appointment on MySejahtera, website or SMS.
Members of Parliament or State Assembly are ALLOWED to cross state or district lines.
Interstate travel is FORBIDDEN for couples in long-distance relationships.
Short-term business visitors are ALLOWED for official or business purposes under the One Stop Centre (OSC) Initiative, with police permission
General Health Protocols
Premise owners and business licence holders must ensure that customers enter and leave the premises with a minimum physical distance of 1 metre.
Premise owners and business licence holders are OBLIGATED to provide the MySejahtera QR Code and a logbook to register visits by their customers.
Hand sanitisers must be provided at entry points, and customers must use them before entering the premise.
The use of MySejahtera is MANDATORY in areas with good Internet connectivity. The use of a logbook is only allowed in areas with no Internet connectivity or reasonable excuses (senior citizens, no smartphone, etc.)
Premise owners and business licence holders must ensure that customers check in using MySejahtera, or writing their name and telephone number manually if there is no Internet connectivity.
In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
Children 12 years or younger are NOT allowed in public places and facilities, EXCEPT in emergencies, treatment, education or exercise.
Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
All building owners must provide QR Codes for each floor / level.
It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
There must be good ventilation and aeration at the premise.
It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
a) hotel room or paid accommodation, alone or with your own family
b) Personal working space
c) Sporting activities and outdoor recreation
d) Personal vehicle, alone or with your own family
e) Indoor or outdoor public areas, when there are no other individuals
f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)
Civil + Private Employees
Civil servants must work from home (WFH) completely, except for frontliners, security, defence and enforcement.
Office attendance for essential services in the civil service must not exceed 20% at any one time, and must emphasise work that cannot be performed at home, like payment, maintenance, security, technical management, online meetings and ministerial documentation.
Civil servants going to office must receive official attendance order and worker’s pass.
Employee capacity for the private sector (essential services only) is limited to 60%, including both operations and management.
Approved essential services must have official approval from 1 June 2021 onwards. Employee travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
Meetings must be conducted via video conferencing.
Seminars, workshops, courses, training and talks are FORBIDDEN, except through online methods or in-service training through Camp-Based Training.
Allowed Business + Services
Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 8 AM until 8 PM for takeaway, drive-through or delivery.
Dine-in and park & dine services, and picnics are FORBIDDEN.
Grocers and convenience stores are ALLOWED to operate from 8 AM until 8 PM.
Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 8 AM until 8 PM.
Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
Pharmacies can operate from 8 AM until 8 PM.
Petrol stations can operate from 6 AM until 8 PM, except for those on tolled highways which can operate 24 hours.
Supermarkets, shopping malls, pharmacies, personal care stores, convenience stores, mini markets and departmental stores can only open sections limited to food, drinks and essential items, from 8 AM until 8 PM.
Veterinarian clinics and pet food stores are ALLOWED to open from 8 AM until 8 PM.
Laundry services and optical stores are allowed to operate from 8 AM until 8 PM. Self-service laundromats must ensure an employee is present on-premise.
Daily and public markets are ALLOWED to open from 6 AM until 2 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 12 noon.
Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 4 PM.
Wholesale markets are ALLOWED to open from 12:01 AM until 6 AM, and from 11 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
Night markets, farmer’s market, weekly markets and guest markets are FORBIDDEN
Fishing for livelihood is ALLOWED.
Education
All public and private institutes of tertiary education, tahfiz centres and other educational institutes must CLOSE.
Tertiary education will continue ONLINE.
All public and private schools and education institutes, tuition centres, language centres, skill centres, counselling centres, etc. must CLOSE.
Only international exams at international and expatriate schools are allowed.
All face-to-face learning are FORBIDDEN, except for tertiary education students who require them.
International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
Students in boarding schools or universities are ALLOWED to continue using hybrid studies.
Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres for children 4 to 6 years old are NOT ALLOWED to operate, except for parents who are frontliners or both working.
Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
Religion
Prayer activities are limited to a maximum of 12 mosque and surau committee members only. All other activities are FORBIDDEN.
Islamic wedding ceremony (akad nikah) is ALLOWED only in the Islamic Religious Office / Department with the attendance capacity set by the State Religious Authority.
Burial activities are allowed according to limits set by the State Religion Authority (Islam) or the National Unity Ministry (Non-Muslim).
Non-Muslim houses of worship are limited to 12 committee members only, and congregants are NOT ALLOWED.
Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.
Sports + Recreation
Individual sports and recreational activities without physical contact in open spaces are LIMITED to jogging and exercise with physical distancing of 2-3 metres within the neighbourhood, from 7 AM until 8 PM.
Centralised training programs, including closed quarantined competitions using Camp Based Training are ALLOWED.
Centralised training programs with quarantine by State Sports Councils using Camp Based Training are ALLOWED.
Centralised training programs including quarantined training competitions for teams in the Malaysian Football League (MFL) using Camp Based Training are ALLOWED.
Creative Industry
Development and broadcasting of creative content through recording or live broadcasts include animation, filming, drama, promotions, sitcoms and the like, including dance, art activities theatre, musical arts, cultural and heritage performances as well as the music are FORBIDDEN, except for individual discussions and live-streaming.

Receiving guests or visitors at home, except in emergencies or for delivery services.
Seminars, workshops, courses, training, conferences, exhibitions, lectures and all MICE (Meetings, Incentives, Conventions and Exhibitions) events that are face-to-face.
Tourist attractions like zoos, farms, aquariums, edutainment centres, extreme parks, adventure parks, nature parks, etc.
Souvenir and craft shops, culture and historical premises like museums, libraries, art galleries, native art and culture, stage performance, etc.
Theme parks, family entertainment centres, indoor playgrounds, karaoke, etc.
Interdistrict and interstate tourism – Overseas travel by citizens, and local travel involving foreigners.
All sports and recreation activities EXCEPT those listed in this SOP.
All sports and recreation premises and facilities, except public pars which are subject to the local authorities. – Sports and recreation that involve groups or physical contact.
International or local championships, competitions, and matches, EXCEPT those organised by the National Sports Council and training matches for teams under the Malaysian Football League (MFL).
Sports or recreational activities that cross district and state lines, EXCEPT with police permission.
Hotel lounge performances
Indoor or outdoor busking
Any activity that involves many people gathering in one place until it is hard to maintain physical distancing, and compliance with the Director General of Health’s orders.
Any other matter that may be decided by the Government from time to time.
