Latest RMCO / PKPP SOP : 11 March 2021 Edition

Here is the latest RMCO / PKPP SOP on what’s allowed and what’s not allowed, from 10 March 2021 onwards!

No More MCO, Now CMCO + RMCO Until 18 March 2021!

Starting 5 March, Kuala Lumpur, Selangor, Penang and Johor will no longer be under MCO (Movement Control Order).

They will join Negeri Sembilan, Johor, Kedah, Perak and Kelantan as states under CMCO (Conditional Movement Control Order).

Melaka, Pahang, Terengganu, Sabah, Putrajaya and Labuan will join Perlis as states under RMCO (Recovery Movement Control Order).

On 9 March, MKN announced that the island of Langkawi would be placed under RMCO starting 10 March 2021.

The new CMCO and RMCO restrictions will extend from 5 March until 18 March 2021.

Here is the new, updated MKN SOP on what’s allowed and what’s not allowed in RMCO / PKPP areas from 10 March 2021 onwards :

TRAVEL

Travel within the RMCO / PKPP area is allowed.
Travel to other RMCO areas, CMCO areas, or EMCO areas is FORBIDDEN, except with police permission.
Private vehicles are allowed to carry passengers up to their maximum licensed capacity. However, vulnerable individuals and children are not encouraged to go out to public, open and crowded areas.
Goods and services vehicles are allowed to carry people up to their maximum licensed capacity.
Travel of private, government and company vehicles for commuting to work and official business is permitted, up to vehicle capacity.
All activities and services at all airports and ports are allowed.
Public transportation such as public bus, express bus, LRT / MRT / ERL / monorail, ferry, airplanes, taxis / e-hailing vehicles are allowed, according to their licensed capacity.
Interstate travel for couples in long-distance marriage are allowed with police permission.

TRAVEL BUBBLE TOURISM

Interstate tourism is allowed between RMCO areas, but only through tour packages from tour agencies that have registered with the MOTAC (Ministry of Tourism, Art and Culture), except in Sabah.
Private travel is FORBIDDEN.
Travel is only allowed using tour vehicles registered with MOTAC.
Tour agencies must obtain PDRM permission for interstate travel.
Tour vehicles must travel directly to RMCO areas and are not allowed to stop in CMCO areas.
Travel from CMCO to RMCO is FORBIDDEN.

TRAVEL RESTRICTIONS IN SABAH

Travel within Sabah in allowed within these district zones :
Zone 1 : Kota Kinabalu, Kota Belud, Ranau, Tuaran, Penampang, Putatan and Papar.
Zone 2 : Beaufort, Kuala Penyu and Sipitang.
Zone 3 : Kudat, Kota Marudu and Pitas.
Zone 4 : Sandakan, Beluran, Telupid, Kinabatangan and Tongod.
Zone 5 : Tawau, Semporna, Lahad Datu, Kunak and Kalabakan.
Zone 6 : Keningau, Tambunan and Tenom.
Travel between district zones is not allowed, except with police permission.

ACTIVITIES WITHIN RMCO / PKPP AREAS

All business / economic / industrial activities are allowed to operate.
Supermarkets, shopping malls and retail stores are allowed to operate according to existing SOP.
Restaurant, food stall, cafe, food truck, hawker, street vendor, food court, hawker centre, food kiosk, grocery shop, convenience store are allowed to operate according to existing SOP.
Restaurant and cafe are allowed to offer dine-in service (1 metre distance between customers), take-away, delivery or drive-through.
Daily market, wholesale market, farmer’s market, night market and late night bazaar are allowed to operate as usual, according to the existing SOP.
Petrol stations and laundry services are allowed to open as usual.
Spa, reflexology, massage, wellness services, including pedicure and manicure services, are allowed from 6 AM until 12 midnight.
All other business operations offering daily necessities are allowed to open as usual.

MEDICAL SERVICES

Private and public clinics, hospitals and medical labs are allowed to operate 24 hours a day.
Pharmacies and drugstores are allowed to operate as usual.

HEALTH PROTOCOL FOR BUSINESS PREMISES

Premise / business owners must ensure there is a 1 metre physical distance between customers at the entry and exit points of their premises.
Hand sanitisers must be provided at entry points, and customers must use them before entering.
Premise / business owners must provide the MySejahtera QR code and a logbook for registering customers.
Registration using MySejahtera app is mandatory in areas with Internet coverage. Exceptions will be given to areas with no Internet coverage, like rural areas.
Premise / business owners must ensure that customers check in using MySejahtera or write their names and telephone numbers into the logbook and scan their body temperature. Those with body temperature exceeding 37.5 degrees Celsius are NOT ALLOWED to enter the premise.
Premise / business owners must ensure that only customers with Low Risk status in MySejahtera are allowed to enter their premise.
Premise / business owners must limit the number of customers within their premises to ensure a 1 metre radius at all times, and publicly list the maximum number of people allowed in their premise.
All workers, suppliers and customers must wear face masks correctly while they are inside the premise.
There must be good ventilation at all premises.
It is MANDATORY to wear face masks in all crowded public places, except these places / activities :
– your own home, with your own family members
– hotel room / paid accommodation, with your own family members
– your own work space
– indoor and outdoor sporting activities
– your own vehicle, with your own family members
– indoor and outdoor public areas, without other individuals
– eating and drinking at public areas, without other individuals

WORK ACTIVITIES

Travel in and out of CMCO / RMCO areas for work is allowed, with employer’s letter or work pass.
Travel into EMCO areas is FORBIDDEN.

SPORTS + RECREATION

All individual and team sport and recreational activities are SUBJECT to the Sports & Recreational SOP.
State and community competitions and championships are allowed, with the permission of the Ministry of Youth and Sports (KBS), and without spectators / supporters.
National competitions and championships that involve interstate travel (like MFL, MHL and STL) are allowed, with police permission, and without spectators / supporters.
National or international competition or championship MUST obtain permission from the Ministry of Youth and Sports (KBS), and without spectators / supporters.
Phased Centralised Training Programs for teams involved in MFL, MHL and STL through home / camp quarantine is allowed.
Centralised Training Programs by the National Sports Council and state sports councils using camp quarantine are allowed.
Group sports or recreational activities WITHOUT PHYSICAL CONTACT, with physical distancing and supervision, is allowed,

INDUSTRIAL + ECONOMIC ACTIVITIES

All industrial and economic activities can operate as usual, according to the SOP.
Interstate and inter-district travel is permitted for all vehicles used for business, industry and manufacturing activities.

FISHING, PLANTATION + FARMING

The fishing, farming, plantation, livestock and related food chain industries are allowed to operate as normal.

TOURISM + CULTURE

These domestic tourism activities are allowed to operate with physical distancing, wearing of face masks and compliance with SOP :

Tourist attractions like zoo, farm, aquarium, edutainment centre, recreation park, extreme park, adventure park, nature park and so on.
Art, culture and heritage sites like museum, library, art gallery, heritage centre, cultural performance and so on.
Theme park and family entertainment centre

All other tourism and cultural activities, OTHER than those in the Negative List are subject to the Tourism and Cultural Sector SOP.

RELIGIOUS ACTIVITIES

Activities at mosques and suraus are allowed.
Activities in non-Islamic houses of worship are allowed.

MICE (Meetings, Incentives, Conventions and Exhibitions)

Seminars / workshops / courses / conferences / meetings / tradeshows and related activities including meetings, incentives, conventions and exhibitions (MICE) are allowed to operate at maximum premise capacity.
They must ensure physical distancing, the wearing of face masks, and compliance with the MICE SOP.
Business travellers from permitted countries must use the One Stop Center (OSC) platform, and comply with existing entry requirements.
Face-to-face meeting for official or work reasons in office, hotel and other venues are allowed, subject to physical distancing and wearing of face masks.

CREATIVE INDUSTRY

All events, shows, performances, live music and live band activities in hall, auditorium, art premise, convention centre, studio, stadium and hotel lounge are allowed with audience with physical distancing.
Events are limited to special and licensed locations like convention centres, galleries, trade centres, art premises and other licenced MICE premises.
Lounge hotel performance is allowed with audience at full capacity with physical distancing.
The management staff, artistes, and crew are allowed at full capacity.
Music, animation, film, drama and documentary production, inside and outside the studio, are allowed.
Busking activities at cafeteria, food court, food stores and shopping mall are allowed.
Cinemas and drive-in theatres are allowed.

CHILD + SENIOR CARE

Childcare centres, kindergartens and daycare facilities are allowed to operate, with permission by the relevant ministry / agency.
Parents sending their children to childcare, kindergarten or daycare are allowed to use vehicles up to the licensed capacity.
Daycare facilities for the disabled, senior citizens, women and all other care facilities are allowed to operate.

EDUCATION

Public and private schools, higher education institutes, training institutes, tahfiz centres, kindergarten, tuition centres, language centres, skill centres, enrichment centres and all other educational institutes are allowed to operate.
Candidates for SPM 2020 and 2021, STPM, SVM, STAM, SKM, DVM and entry assessment for special schools (Form 1 and Form 4) and international examinations are allowed to travel into any MCO / CMCO / RMCO areas, with letters from the Ministry of Education.
Lecturers and teachers are allowed to travel, with letters from Ministry of Education or Ministry of Higher Education.
Boarding school students must obtain permission letters from their institutes for interstate travel.
Tuition class, music class, dance class, language class and so on are allowed.

CELEBRATIONS

Official and unofficial, public and private, events and social gatherings such as feast, Akad Nikah, wedding, engagement, reception, aqiqah ceremony, tahlil, anniversary, birthday, reunion, retreat and so on, are allowed.
Such events must follow the Government & Private Event SOP and Social Event SOP.

NEGATIVE LIST (FORBIDDEN ACTIVITIES)

Pub and night club
Participation of foreign athletes or sports officials without permission from the Malaysia Immigration Department.
Group activities with physical contact, without supervision.
Championship / competition WITHOUT permission from the Ministry of Youth and Sports.
Championship / competition (international or local) with spectators.
Mass and group activities that makes physical distancing impossible, like fun run, fun ride, marathon, triathlon and so on.
Tourism into MCO, CMCO and EMCO areas.
Overseas tourism.
Domestic tourism involving foreign tourists, except those from permitted countries.
Foreigners travelling to Malaysia, except those with permission from the Malaysia Immigration Department, and in compliance with existing entry requirements.
Any group activity that makes it difficult for physical distancing or compliance with DG Health orders.
Any other matters that will be decided by the government from time to time.

State and community competitions and championships are allowed, with the permission of the Ministry of Youth and Sports (KBS).

Sponsorship of any national or international competition or championship MUST obtain permission from the Ministry of Youth and Sports (KBS).

Activities in non-Islamic houses of worship are allowed, with attendance limit set by the Ministry of National Unity or the Ministry of Federal Territories.

CREATIVE INDUSTRY

All events, shows, performances, live music and live band activities in hall, auditorium, art premise, convention centre, studio, stadium and hotel lounge are allowed with audience at 50% of venue capacity.
Events are limited to special and licensed locations like convention centres, galleries, trade centres, art premises and other licenced MICE premises.
Lounge hotel performance is allowed with audience limited to 50% of venue capacity and physical distancing.
The number of management staff, artistes, and crew are limited to 70% of usual capacity.
Music, animation, film, drama and documentary production, inside and outside the studio, are allowed.
Live television programs, inside or outside a studio, are allowed with audience at 50% of venue capacity and physical distancing.
Busking activities at cafeteria, food court, food stores and shopping mall are allowed.
Cinemas and drive-in theatres are allowed.

Peninsular Malaysia : CMCO / PKPB Lockdown Until 20 December!

With record highs in COVID-19 cases, the Malaysian National Security Council announced another extension of the CMCO / PKPB lockdown of these Peninsular Malaysia states and territories.

Kuala Lumpur
Selangor (except for Kuala Selangor, Sabak Bernam and Hulu Selangor)
Mukim 12 and Mukim 13 in Penang
Kinta, Teja, Kampar, Changkat Jong and Hilir Perak in Perak
Seremban and Port Dickson in Negeri Sembilan
Kota Bahru, Machang, Tanah Merah and Pasir Mas in Kelantan
Johor Bahru, Kota Tinggi, Batu Pahat and Kulai in Johor

This extended CMCO / PKPB lockdown will start at 12:01 AM on 7 December 2020 and end on 20 December 2020.

Peninsular Malaysia CMCO : New December 2020 SOP!

Here is the new, updated MKN SOP on what’s allowed and what’s not allowed in CMCO / PKPB areas in Peninsular Malaysia :

GENERAL

Nationwide travel is allowed, except to EMCO (PKPD) areas.
Private and commercial vehicles are allowed to carry up to their maximum passenger capacity.
High risk individuals and children are not encouraged to go out.
All activities and services at airports and ports are allowed.
Public transportation, like buses, express buses, LRT / MRT / ERL / Monorail / ferry / airlines / taxi / e-hailing vehicles are allowed to operate as normal.
Food delivery services are allowed to operate from 6 AM until 12 AM.

ECONOMIC ACTIVITIES

All business, economic and industrial activity can proceed as usual.
Businesses must ensure that customers are physically distanced by 1 meter while entering or leaving their premises.
Businesses must limit the number of customers within their premise, and publicly display the maximum number of customers allowed inside.
Businesses must ensure that customers check in using MySejahtera or write in the logbook.
Businesses must scan the body temperature of customers, and those with a body temperature of 37.5 °C are not permitted to enter.
All employees, suppliers and customers must wear a face mask at all times.
Supermarkets, shopping malls and retail stores are allowed, between 6 AM and 12 AM.
Restaurants, food stores, food trucks, hawkers, food courts, food stalls, food kiosks, groceries and convenience stores are allowed to open from 6 AM until 12 AM.
Dine-in is allowed, with 1 meter distance between every person.
Daily, wholesale, farmer’s and night markets are allowed to open until 12 AM.
Petrol stations are allowed to open from 6 AM until 12 AM, except for those on highways – they can open 24 hours
Laundry services are allowed between 6 AM and 12 AM.
All other permitted businesses are allowed to operate between 6 AM and 12 AM.
All other essential activities NOT listed in the Negative List are permitted, subject to the existing SOPs.

HEALTHCARE

Public and private clinics and hospitals are allowed to open 24 hours.
Pharmacies and drugstores are allowed to open from 8 AM until 12 AM.

FISHING, FARMING, PLANTATION INDUSTRIES

The fishing, farming, plantation, livestock and related food chain industries are allowed to operate as normal.

RELIGIOUS ACTIVITIES

Religious activities in mosques and suraus are allowed with limits to the number of participants, according to the state authorities
Religious activities in other houses of worship are allowed with limited to the number of participants, according to MKN / MOH / state or federal authorities.
Akad nikah ceremonies are allowed with a maximum limit of 30 people, based on the area and physical distancing, or as set by the state religious authorities.
Wedding registration ceremonies for non-Muslims are allowed with a maximum limit of 30 people, based on the area and physical distancing.

ENTERTAINMENT, RECREATION + CULTURAL ACTIVITIES

Entertainment centres, pubs and night clubs are forbidden to open.
Theme parks, indoor playgrounds and cinemas are forbidden to open (except in green zones).
Live concerts or events with spectators are forbidden.

CREATIVE INDUSTRY

Recording activities for music, concerts, filming, interviews, and so on are allowed both in studios and outdoors, limited to CMCO areas with limited crew and no audience, according to the SOP.
Live event activities are permitted without an audience, with limited crew set by MOH.
Busking activities in indoor locations are allowed, based on time limits and limited number of audience, as set by MOH.

SPORTS + RECREATION

Individual sporting activities and non-contact recreation or those performed individually and not involving more than 10 people, like walking, jogging, cycling, aerobics, hiking, fishing, and so on are permitted.
Picnics and contact sports are forbidden.
A physical distance of 1-3 metres (static activities) or 3-5 metres (dynamic activities) must be maintained.
Sports facilities are limited to training activities that do not involve physical contact and cannot exceed 50% of their capacity at any one time.
Sporting events and competitions with spectators and/or with participants from other states are forbidden.
Training programs by the National Sports Council and state sports councils can continue according to a Quarantine Based Approach.

EDUCATION

All public and private schools, institutions of higher learning, vocational training institutes, kindergartens, day care centres, tahfiz centres, public parks and recreation centres must close.
Tuition, music, dance, art, language classes are forbidden, except if done individually (one to one), or in green zones.
Kindergartens, nurseries and childcare centres are allowed to operate, with permission from the relevant ministries.
Students who are undergoing exams are permitted to continue taking their exams.

SEMINARS / WORKSHOPS / CONFERENCES

All seminars, workshops, courses, training, conferences, lectures and MICE (Meeting, Incentives, Conventions and Exhibitions) are forbidden (except in green zones).
Face to face meetings in offices, hotels and other institutions are allowed, with physical distancing and the wearing of face masks, limited to 50% of the meeting room capacity.

CELEBRATIONS

Official and unofficial government and private ceremonies, and social events like weddings, banquets, engagement parties, aqiqah ceremonies, tahlil, birthdays, anniversary parties, reunions are forbidden.

TOURISM

All domestic tourism activities that cross into or out of EMCO or CMCO areas (except green zones) are forbidden.
Overseas tourism is forbidden.
Domestic tourism involving foreign tourists (except from countries approved by the Minister) is forbidden.
Tour companies are allowed to operate, based on existing SOP.
Hotels are allowed to provide accommodation.
Restaurants, including F&B outlets and lounges are allowed.

COVID-19 : How To Keep Safe During CMCO!

Here are a few simple steps to stay safe :

Avoid suspected cases or disease hotpots, like hospitals, if possible!
Avoid public events and crowds
Keep our hands clean with soap or hand sanitiser
If you need to wear a surgical mask, make sure you put it on and remove it properly!

Formula 1 just announced a record 5.8 million views for the 2019 F1 Esports Series – a 76% increase over 2018!

2019 F1 Esports Season Hits Record 5.8 Million Views!

In addition to hitting 5.8 million online views, the 2019 F1 Esports Series also recorded no less than 169 million social media impressions – 66% better than in 2018!

Interestingly, the 5.8 million online views surpassed the 2018 Series’ combined online + TV viewership of 5.5 million.

This suggests that Formula 1 has gained significant traction in the e-racing wave, reaching younger and more digitally-minded audience. In fact, they revealed that 79% of viewers were below the age of 34 years old!

Formula 1 also noted that there was a record-breaking 109,000 players this season, who attempted over 1.4 million laps to qualify. This represented a massive 65% increase in participation, and a 40% increase in lap numbers over 2018.

Key News From The 2019 F1 Esports Season

The biggest news is, no doubt, the crowning of David Tonizza as the 2019 Drivers’ Champion. He was, notably, the first pick from the 2019 Pro Draft, as well as the first ever esports driver for the Ferrari Driver Academy Hublot Esports Team.

The 2019 F1 Esports season also had Red Bull Racing Esports securing the first Team’s Championship title, fighting off fence competition from the Ferrari Driver Academy Hublot Esports Team, the Alfa Romeo Racing F1 Esports Team and the Renault Sport Team Vitality.

In all, Red Bull Racing Esports had 9 podium finishes, with 3 wins, across the 12 race season.

This was the first year all ten official Formula 1 Esports teams participated, with Ferrari entering for the first time. Formula 1 also doubled the cash prize fund for 2019 – to a whopping $500,000!

F1 Esports To Head To China!

Formula 1 confirmed that they will launch the F1 Esports Series China Championship in partnership with Juss Intellisports.

The champion and runner-up of the China Championship will ear final spots in the 20202 F1 Esports Series Pro Draft, with the chance to compete for a seat with one of the official F1 Esports team!

eSports enthusiasts, heads-up! Acer just announced the full details of the Asia Pacific Predator League 2020!

Here is everything you need to know about the APAC Predator League 2020, including its prize pool of US$ 400,000!

The Asia Pacific Predator League 2020

Predator League is the largest brand-initiated tournament in the Asia Pacific region, with over 3500 teams participating in the 2019 edition that culminated in the Grand Finals in Thailand.

With a new prize pool of USD 400,000, the Asia Pacific League 2020 will be held in Manila on 22 – 23 February 2020 at the SM Mall of Asia Arena, Pasay City.

In the run-up to the grand showdown in Manila, 17 participating countries have opened registrations for local qualifying competitions for both PUBG and Dota 2 in October with local prizes.

Asia Pacific Predator League 2020 Qualifying Details

There will be two online qualifying stages, as well as four on-ground qualifying stages, held at :

The qualifying teams will meet for the Malaysian Grand Finals at Level Up KL, in KLCC on 9-10 November 2019 in Malaysia.

PUBG

There will be four online qualifying stages, with the top four teams of each qualifying stage scheduled to face each other at the Malaysian Grand Finals on 7-8 December 2019 at Battle Arena, Jaya Shopping Centre, in the most extreme matches of FPP on Erangel and Miramar.

The Prize Pool

The prize pool breakdown is RM50,000 cash for DOTA2 and RM24,000 cash for PUBG, and another RM26,000 worth of prizes.

The Malaysian leg champions will also be heading to Manila in February 2020 to duke it out for the coveted championship.

After forty gruelling Regional Qualifiers and four intense Regional Finals, the top six teams in both Dota 2 and CS:GO from China, EMEA, APAC and the Americas will be heading to Kuala Lumpur for the ROG Masters 2017 Grand Finals!

On the December 9th – 10^th 2017, Kuala Lumpur will once again host the ROG Masters 2017 Grand Finals at the Kuala Lumpur Convention Centre. Esport fans will have a chance to see six teams per game duke it out in the Kuala Lumpur Convention Centre for their share of the remaining US$470,000 prize pool. It will be tough, it will be intense, but most importantly, it will be a spectacle worth the watch!

Starting with a group stage on December 7th-8th for both Dota 2 and CS:GO, teams will be broken into two groups of three with games streamed online. The top two teams per group will then move on to a single elimination Playoff taking place in the KLCC on December 9th-10th!

ESL One Genting Debuts With $250K Dota 2 Tournament

eSports gamers and fans, rejoice! ESL One is coming to Malaysia! At a glitzy launch event in hip Bangsar, Resorts World Genting announced their partnership with ESL One and Mineski Events Team to host the ESL One Genting event.

The inaugural ESL One Genting event will be a Dota 2 tournament. With a total prize money of US$250,000 (roughly RM 1 million), it will feature the world’s best Dota 2 players, with the top 8 teams fighting it out at the Arena of Stars, Genting Highlands from the 6th till the 8th of January 2017.

ESL One will announce the 8 teams that will be participating in the ESL One Genting Dota 2 tournament in January 2017 in the coming months. At the moment, ESL One can only reveal that they will consist of a mix of invited teams, internationally-qualified teams and an exclusive Malaysian team.

The ticket launch details will be announced in the coming weeks, but eSports and Dota 2 fans who want to get priority for tickets can register their interest with Resorts World Genting.
