EMCO Road Closure + Roadblocks In Petaling Jaya!
On 4 July 2021, the Petaling Jaya district police chief, ACP Mohamad Fakhrudin bin Abdul Hamid announced that the police will close a road in Petaling Jaya tonight to enforce EMCO travel restrictions.

PDRM Police Roadblock : New Rules From 8 June Onwards!
On 7 June 2021, the Royal Malaysia Police (PDRM) issued a press release, with new rules on who will be allowed to pass through any roadblock they set up.
This new list will come into effect at all PDRM roadblocks across the country, from 8 June 2021 onwards.
Please note that only authorisation letters or travel permits dated 1 June 2021 or later will be accepted.
Older authorisation letters or travel permits (before 1 June 2021) will NOT be accepted, and you will be ordered to turn back.
PDRM Police Roadblock : Who Is Allowed To Pass?
Those With Authorisation Letter / Travel Permit
Only those who have an authorisation letter or travel permit from these government ministries will be allowed to travel to work :
MITI (Ministry of International Trade and Industry) for the Manufacturing sector
MOT (Ministry of Transportation) for public transportation and essential goods logistics
MAFI (Ministry of Agriculture and Food Industry) for agriculture, aquaculture, plantation, farming and commodities.
– MAFI will only issue confirmation letters to smallholders.
– For companies with SSM licence, the confirmation letter will be issued by the MITI CIMS 3.0 (COVID-19 Intelligent Management System).
MPIC (Ministry of Plantation Industries and Commodities) for the plantation industry and commodities like oil palm, rubber and so on.
– LGM (Malaysian Rubber Board) permit and licence holders, including smallholders, rubber estates, rubber nurseries, traders and factories can use either MPIC or LGM confirmation letters.
– For factories producing rubber products like gloves, the confirmation letter will be issued by the MITI CIMS 3.0 (COVID-19 Intelligent Management System).
BNM (Malaysia National Bank) for the financial and insurance companies.
SC (Securities Commission) for stock trading companies.
Local authorities for small traders, hawkers, food stalls, food trucks.
– Licence for strata management, waste and sanitation services will be issued by the MITI CIMS 3.0 (COVID-19 Intelligent Management System).
KKMM (Ministry of Communications and Multimedia) for telecommunications / media / post / courier and broadcast services.
KDN (Ministry of Home Affairs) : all confirmation letters from KDN agencies like the Immigration Department, the National Registration Department, RELA and so on will be accepted.
PDRM (Royal Malaysia Police) will issue travel permits for purposes like funerals, emergencies and work.
Self-Employed
Those who are self-employed like plumbers, maintenance workers, roadside hawkers can apply for a one-off travel permit from the police.
Special Exception For Sectors Forbidden To Operate
For economic sectors that are NOT ALLOWED to operate during the MCO 3.0 full lockdown, a special exception may be made by the police for the purpose of going to the office to prepare documents, payslips and so on.
PDRM may issue one-off exceptions for 2-3 days only. An employer’s letter must be submitted as evidence.
Legal Firms
Legal firms may operate with up to 20% employee attendance, with an authorisation letter from the Legal Affairs Department of the Prime Minister’s Department (JPM) through the MITI CIMS 3.0 (COVID-19 Intelligent Management System).
This exception is limited to legal firms who have been appointed by companies categorised as Essential Services and therefore allowed to operate during the MCO 3.0 full lockdown.
Lawyers who need to represent their clients in court for new cases under the Remand Section 117 of the Criminal Procedure Code, must present a printed document or a letter from their legal firm at the police roadblock.
Legal aid lawyers will need to show the rotating roster list at the police roadblock.

Ever since 13 January 2021, interstate and inter-district travel are FORBIDDEN in MCO areas. In CMCO areas, interstate travel is forbidden, but inter-district travel is allowed.
But when the 10 km travel limit was lifted, MKN announced that inter-district and interstate travel are FORBIDDEN nationwide.
Ever since the inter-district travel was forbidden in Malaysia, people have wondered – how do you define the districts?
Unfortunately, the lack of a proper definition has led to some confusion – is Penang island a single district? Do we follow police districts or state districts?
This anecdotal example, that is being shared on social media, claims that the police are issuing fines based on police districts, instead of state districts.
Apparently daerah in PKP mean ikut Daerah IPD polis.
Daughter came back from Subang Jaya to Bukit Jelutong kena saman merentasi Daerah katanya because of different IPD . As far as i know Daerah in Selangor ada 9 je..and Subang Jaya and Shah Alam is under Daerah Petaling. Called IPD Shah Alam to clarify yes they said kena saman because different Ibu Pejabat Polis Daerah Jurisdiction.
Called MKN asking where is the SOP definition regarding Daerah.. Officer cannot answer but affirm Subang Jaya and Shah Alam under 1 daerah. Confused ask to refer to Polis… Polis ask to refer to MKN.. Polis officer confused MKN also confused.
Apparently Polis issue compound on behalf of Pejabat Kesihatan because under Akta Kesihatan..kompaun have to pay to Pejabat kesihatan in Kelana Jaya..so ask them kena mintak permit or not to go to Kelana Jaya pay kompoun..because different IPD ..no need pulak😅.
Lastly called Pejabat Kesihatan they also confused why kena saman because same Daerah..lastly kena buat surat rayuan pembatalan kompaun. wasted whole morning making phone calls to get definition of Daerah. No Definite answer. Semua confused.

Travel Restriction : MKN Clarifies Definition Of District!
After weeks of uncertainty, the Malaysia National Security Council (MKN) finally clarified their definition of district for the inter-district travel ban.
On 20 February 2021, they released an updated MCO SOP, which included this definition of district.
the entire federal territory of KL is considered as a single district
the district borders are as defined by the states
In other words, you can travel without restrictions throughout the entire Kuala Lumpur, and districts as defined by the states, not the police.
