On 24 August 2021, Negeri Sembilan and Labuan were both upgraded to PPN Phase 2 and Phase 4 respectively.
The decision to upgrade Negeri Sembilan to PPN Phase 2 was made based on these criteria :
ICU usage dropped from over 120% at the end of May, to 40% on 23 August 2021
72.3% of adults were fully-vaccinated
With this, residents in Negeri Sembilan will get to enjoy these privileges from Thursday, 26 August 2021 onwards :
inter-district travel for fully-vaccinated people
long-distance couples can travel interstate to meet each other, if they are fully vaccinated

prayers in mosques, suraus, and non-Muslim houses of worship are allowed for those who are fully-vaccinated.

2P Intel Xeon Platinum 8380 delivered 201,334 Java operations per second
2P AMD EPYC 7763 delivered 301,297 Java operations per second
This is because the EPYC 7763 has far more cores than the Xeon Platinum 8380 – 64 cores versus just 40 cores!
AMD RDNA 2 Coming To Automotive + Mobile!
AMD is working to bring the RDNA 2 gaming architecture to industry leaders in the automotive and mobile segments :

The AMD Ryzen 7 5700G has an 8-core, 16-thread processor, with a base clock of 3.8 GHz and a boost clock of 4.6 GHz.
It has 4 GB of L2 cache, and 16 GB of L3 cache; and 8-core integrated Radeon graphics clocked at 2.0 GHz.
This 65 watt desktop APU will have a launch price of US$359.
AMD Ryzen 5 5600G
The AMD Ryzen 5 5600G has an 6-core, 12-thread processor, with a base clock of 3.9 GHz and a boost clock of 4.4 GHz.
It has 3 GB of L2 cache, and 16 GB of L3 cache; and 7-core integrated Radeon graphics clocked at 1.9 GHz.
This 65 watt desktop APU will have a launch price of US$259.
AMD Ryzen PRO 5000 Series Desktop CPUs
While not mentioned in the main Computex 2021 press conference, AMD also launched the Ryzen PRO 5000 series desktop processors based on the Zen 3 core!

AMD Radeon RX 6000M Series Mobile Graphics
Scott Herkelman, Vice President & General Manager of AMD Graphics Business Unit, officially announced the introduction of the Radeon RX 6000M series mobile graphics for laptop gaming.
AMD Radeon RX 6800M
Their flagship model has a 2.3 GHz game clock and 12 GB of GDDR6 memory, and is designed to deliver 120 fps gaming at 1440p.
AMD says that it will offer significantly better performance than the competition :
40% to 70% better gaming performance than the GeForce RTX 2070 at 1440p Max Settings.
14% to 40% better gaming performance than the GeForce RTX 3080 while gaming on battery.
AMD Radeon RX 6700M
This model has a 2.3 GHz game clock and 10 GB of GDDR6 memory, and is designed to deliver 100 fps gaming at 1440p.
AMD Radeon RX 6600M
This model has a 2.177 GHz game clock and 8 GB of GDDR6 memory, and is designed to deliver 100 fps gaming at 1080p.
AMD FidelityFX Super Resolution (FSR)
FidelityFX Super Resolution, or FSR for short, is AMD’s spatial upscaling technology that is designed to boost frame rates, while delivering a high-quality gaming experience.
Think of it as AMD’s version of NVIDIA’s DLSS. But while DLSS is proprietary, FidelityFX Super Resolution is open-source, and will be supported on both AMD processors and GPUs as well as NVIDIA GPUs!
More than 10 game developers plan to integrate FSR into their top titles and gamer engines in 2021.
AMD FidelityFX Super Resolution (FSR) will be available starting 22 June 2021.

AMD 3D Chiplet Technology
AMD continues to build on their packaging technologies with their new 3D Chiplet technology, developed in collaboration with TSMC.
It enhances their existing chipset architecture with 3D stacking using a hybrid bond approach that provides over 200X the interconnect density of 2D chipsets and more than 15X the density of existing 3D packaging solutions.
This new 3D chiplet technology also consumes less energy than current 3D solutions, and is the most flexible active-on-active silicon stacking technology.
In Computex 2021, Dr. Lisa Su showed off the 3D vertical SRAM cache bonded to an AMD Ryzen 5000 Series processor prototype.
AMD is on-track to begin production on high-end computing products with 3D chiplets by the end of 2021.

AZ Vaccination @ WTC (15-16 May) Rescheduled!
Just minutes ago, JKJAV – the Special Committee On COVID-19 Vaccine Supply – announced that a number of AstraZeneca vaccination appointments at WTC KL will be rescheduled.
This decision was taken to reduce overcrowding, as the number of daily COVID-19 cases has gone up.
There were 9,500 AstraZeneca vaccination appointments on each of those two days – a total of 19,000 people. To manage the crowd, they are reducing it to just 8,100 vaccination appointments per day.
To be clear – NOT ALL of the AstraZeneca vaccination appointments on those two dates will be rescheduled. Only some 2,800 people are affected.
AstraZeneca vaccination appointments on other dates at WTC are NOT affected.
AstraZeneca vaccination appointments at other vaccination centres are also NOT affected.
Those selected to be rescheduled will receive their new appointment dates from TOMORROW, 12 May 2021 onwards.
The new appointment dates will be from 17 to 23 May 2021.

TRAVEL
Travel within the RMCO / PKPP area is allowed.
Travel to other RMCO areas, CMCO areas, or EMCO areas is FORBIDDEN, except with police permission.
Private vehicles are allowed to carry passengers up to their maximum licensed capacity. However, vulnerable individuals and children are not encouraged to go out to public, open and crowded areas.
Goods and services vehicles are allowed to carry people up to their maximum licensed capacity.
Travel of private, government and company vehicles for commuting to work and official business is permitted, up to vehicle capacity.
All activities and services at all airports and ports are allowed.

Interstate tourism is allowed between RMCO areas, but only through tour packages from tour agencies that have registered with the MOTAC (Ministry of Tourism, Art and Culture), except in Sabah.
Private travel is FORBIDDEN.
Travel is only allowed using tour vehicles registered with MOTAC.
Tour agencies must obtain PDRM permission for interstate travel.
Tour vehicles must travel directly to RMCO areas and are not allowed to stop in CMCO areas.
Travel from CMCO to RMCO is FORBIDDEN.
TRAVEL RESTRICTIONS IN SABAH
Travel within Sabah in allowed within these district zones :
Zone 1 : Kota Kinabalu, Kota Belud, Ranau, Tuaran, Penampang, Putatan and Papar.
Zone 2 : Beaufort, Kuala Penyu and Sipitang.
Zone 3 : Kudat, Kota Marudu and Pitas.
Zone 4 : Sandakan, Beluran, Telupid, Kinabatangan and Tongod.
Zone 5 : Tawau, Semporna, Lahad Datu, Kunak and Kalabakan.
Zone 6 : Keningau, Tambunan and Tenom.
Travel between district zones is not allowed, except with police permission.
ACTIVITIES WITHIN RMCO / PKPP AREAS
All business / economic / industrial activities are allowed to operate.
Supermarkets, shopping malls and retail stores are allowed to operate according to existing SOP.
Restaurant, food stall, cafe, food truck, hawker, street vendor, food court, hawker centre, food kiosk, grocery shop, convenience store are allowed to operate according to existing SOP.
Restaurant and cafe are allowed to offer dine-in service (1 metre distance between customers), take-away, delivery or drive-through.
Daily market, wholesale market, farmer’s market, night market and late night bazaar are allowed to operate as usual, according to the existing SOP.
Petrol stations and laundry services are allowed to open as usual.
Spa, reflexology, massage, wellness services, including pedicure and manicure services, are allowed from 6 AM until 12 midnight.
All other business operations offering daily necessities are allowed to open as usual.
MEDICAL SERVICES
Private and public clinics, hospitals and medical labs are allowed to operate 24 hours a day.
Pharmacies and drugstores are allowed to operate as usual.
HEALTH PROTOCOL FOR BUSINESS PREMISES
Premise / business owners must ensure there is a 1 metre physical distance between customers at the entry and exit points of their premises.
Hand sanitisers must be provided at entry points, and customers must use them before entering.
Premise / business owners must provide the MySejahtera QR code and a logbook for registering customers.
Registration using MySejahtera app is mandatory in areas with Internet coverage. Exceptions will be given to areas with no Internet coverage, like rural areas.
Premise / business owners must ensure that customers check in using MySejahtera or write their names and telephone numbers into the logbook and scan their body temperature. Those with body temperature exceeding 37.5 degrees Celsius are NOT ALLOWED to enter the premise.
Premise / business owners must ensure that only customers with Low Risk status in MySejahtera are allowed to enter their premise.
Premise / business owners must limit the number of customers within their premises to ensure a 1 metre radius at all times, and publicly list the maximum number of people allowed in their premise.
All workers, suppliers and customers must wear face masks correctly while they are inside the premise.
There must be good ventilation at all premises.
It is MANDATORY to wear face masks in all crowded public places, except these places / activities :

All industrial and economic activities can operate as usual, according to the SOP.

Tourist attractions like zoo, farm, aquarium, edutainment centre, recreation park, extreme park, adventure park, nature park and so on.
Art, culture and heritage sites like museum, library, art gallery, heritage centre, cultural performance and so on.
Theme park and family entertainment centre
All other tourism and cultural activities, OTHER than those in the Negative List are subject to the Tourism and Cultural Sector SOP.
RELIGIOUS ACTIVITIES
Activities at mosques and suraus are allowed.
Activities in non-Islamic houses of worship are allowed.
MICE (Meetings, Incentives, Conventions and Exhibitions)
Seminars / workshops / courses / conferences / meetings / tradeshows and related activities including meetings, incentives, conventions and exhibitions (MICE) are allowed to operate at maximum premise capacity.
They must ensure physical distancing, the wearing of face masks, and compliance with the MICE SOP.
Business travellers from permitted countries must use the One Stop Center (OSC) platform, and comply with existing entry requirements.
Face-to-face meeting for official or work reasons in office, hotel and other venues are allowed, subject to physical distancing and wearing of face masks.
CREATIVE INDUSTRY
All events, shows, performances, live music and live band activities in hall, auditorium, art premise, convention centre, studio, stadium and hotel lounge are allowed with audience with physical distancing.
Events are limited to special and licensed locations like convention centres, galleries, trade centres, art premises and other licenced MICE premises.
Lounge hotel performance is allowed with audience at full capacity with physical distancing.
The management staff, artistes, and crew are allowed at full capacity.
Music, animation, film, drama and documentary production, inside and outside the studio, are allowed.
Busking activities at cafeteria, food court, food stores and shopping mall are allowed.
Cinemas and drive-in theatres are allowed.
CHILD + SENIOR CARE
Childcare centres, kindergartens and daycare facilities are allowed to operate, with permission by the relevant ministry / agency.
Parents sending their children to childcare, kindergarten or daycare are allowed to use vehicles up to the licensed capacity.
Daycare facilities for the disabled, senior citizens, women and all other care facilities are allowed to operate.
EDUCATION
Public and private schools, higher education institutes, training institutes, tahfiz centres, kindergarten, tuition centres, language centres, skill centres, enrichment centres and all other educational institutes are allowed to operate.
Candidates for SPM 2020 and 2021, STPM, SVM, STAM, SKM, DVM and entry assessment for special schools (Form 1 and Form 4) and international examinations are allowed to travel into any MCO / CMCO / RMCO areas, with letters from the Ministry of Education.
Lecturers and teachers are allowed to travel, with letters from Ministry of Education or Ministry of Higher Education.
Boarding school students must obtain permission letters from their institutes for interstate travel.
Tuition class, music class, dance class, language class and so on are allowed.
CELEBRATIONS
Official and unofficial, public and private, events and social gatherings such as feast, Akad Nikah, wedding, engagement, reception, aqiqah ceremony, tahlil, anniversary, birthday, reunion, retreat and so on, are allowed.
Such events must follow the Government & Private Event SOP and Social Event SOP.

Pub and night club
Participation of foreign athletes or sports officials without permission from the Malaysia Immigration Department.

Travel of private, government and company vehicles for commuting to work and official business is permitted, up to vehicle capacity.
All activities and services at all airports and ports are allowed.

Malaysia just lifted restrictions on MICE (Meetings, Incentives, Conferences and Exhibitions) and Busking!

Malaysia MCO : MICE + Busking Now Allowed!
Even as Malaysia comes close to breaching 300,000 COVID-19 cases, the Malaysia National Security Council (MKN) continues to liberalise the economy.
On 25 February 2021, Defence Minister Ismail Sabri bin Yaakob announced that MKN decided to lift restrictions on MICE and busking activities in MCO / PKP areas.
Starting 26 February 2021, street musicians and buskers are allowed to perform in MCO / PKP areas, as long as they comply with existing SOP.
MICE (Meetings, Incentives, Conferences and Exhibitions) activities, on the other hand, can start from 5 March 2021 onwards, with these restrictions :
up to 25% of maximum venue capacity, or
up to 250 people at the venue, whichever is fewer
physical distancing must be maintained
MICE + Busking Activities : Are We At Greater Risk?
This new change would make MCO (PKP) even more similar to RMCO (PKPP) and CMCO (PKPB), which begs the question – why bother with the three different classifications?
But more importantly – how does this affect our risk of getting COVID-19?
MICE Risks
The risks of MICE (Meetings, Incentives, Conferences and Exhibitions) activities greatly varies.
Meetings, talks and training sessions, for example, are small and can be conducted with minimal risks, as long as both organisers and participants comply with the SOP.
Conferences and exhibitions, on the other hand, are more challenging because they generally involve personal interactions. Physical distancing and face masks can help to reduce the risk, but only if everyone remembers to use them.
Busking Risks
This is generally quite safe, as long as the performer(s) is static, like the example above. This would allow for proper physical distancing of at least 2-3 metres (if not further).
However, all spectators MUST wear face masks at all times, as it would not be reasonable for buskers to perform with face masks.
Walking buskers should be discouraged, as it would difficult for them to maintain physical distance from the public. And there should be no physical interaction.

Arecibo Telescope : A Brief History
The Arecibo Telescope is a 305 meter wide radio telescope, with a steerable receiver hanging 150 meters over the spherical reflector dish.
Built over a natural sinkhole, it was completed in November 1963 and was the world’s largest single-aperture telescope for 53 years.
Culturally, the Arecibo Telescope is famous for the SETI (Search for Extraterrestrial Intelligence) program, and being featured in the 1995 James Bond film, Goldeneye; and the 1997 sci-fi film, Contact.
Scientifically, the Arecibo Telescope allowed for numerous discoveries in astronomy :

The Arecibo Telescope was damaged by hurricanes and storms over the years, as well as budget cuts.
The end came when an auxiliary support cable for the hanging platform broke on 10 August 2020, causing a 30 metre gash in the reflector dish.
Before a new cable could be installed, one of the two main support cables broke on 7 November 2020, shattering part of the dish.
On 17 November 2020, the National Science Foundation announced that it was impossible to repair the Arecibo telescope, and it will be recommissioned instead.
Unfortunately, before that could happen, the remaining support cables failed, and the hanging platform collapsed into the dish on 1 December 2020.

The National Science Foundation just released footage of the Arecibo telescope, before and during the collapse.
The footage was captured by a video camera from the control tower (Tower 12), and a drone inspecting the cables at the top of Tower 4.
Here is how the National Science Foundation described the footage of the collapse :
This video, that starts with a view of the top of Tower 4, was taken from the vantage point of an Arecibo Observatory drone, utilized for monitoring the condition of Tower 4 support cables.
Four cables are seen in the center of this video. The top cable does not support the telescope platform, but instead supports the catwalk described in the narrative for the previous video. The three lower cables are, from left to right, M4-1, M4-2, and M4-3.
Note that a number of individual wire strands of the M4-1 and M4-2 cables are noticeably broken at the beginning of this video. The M4-3 cable does not appear to have any broken wires at the beginning of this video.
The first indication of the coming failure is the breaking of another M4-2 wire, accompanied by a puff of “smoke” and chips of paint flying away from the surface of the cable. Four seconds later the entire M4-2 cable appears to disintegrate.
The failure of M4-2 is followed a fraction of a second later by the demise of M4-1, followed a fraction of a second later by the failure of M4-3.
The drone operator then swings the drone around to view the reflector dish and fallen platform, azimuth arm, Gregorian dome and the falling cables and catwalk.
The top section of Tower 12, near the Visitor Center, can be seen tumbling down the hill to the left of the operations building. The Tower 12 backstay cables that connect the top of Tower 12 to the ground cause damage behind Tower 12, well away from the edge of the telescope dish.
According to the NSF’s initial findings, the top section of all three support towers broke off, and both the 900-ton hanging instrument platform and its support cables fell onto the dish.
The observatory’s learning center sustained significant damage from the falling cables, although fortunately, no one was injured in the incident.

What Trump Ban? HONOR 20 Series Launched!
In spite of the ongoing troubles with the Trump Administration, HONOR went ahead and launched their latest HONOR 20 series flagship smartphones!
In their launch presentation, details were short on their response to the Trump ban. They would only say that they are confident of supporting their customers, and that they are here to stay.
Now, the phones on display at the launch had Google Play services and Play Store installed. But as you will see later, they are both not available for sale just yet.
HONOR 20 Series Key Features
Both models have the same 6.26-inch LPTS display, and run on the same HUAWEI Kirin 980 mobile SoC.
They too have the same 32 MP front camera, and the same colour options – Sapphire Blue and Midnight Black in Malaysia, with Phantom Black and Phantom Blue available in other countries.
They differ in three main areas, specifically…
Memory + Storage
The HONOR 20 has 6 GB of LPDDR4x memory and 128 GB of internal storage, with while the Pro version comes with 8 GB of LPDDR4x memory and 256 GB of internal storage.
Rear Cameras
Both devices feature a quad camera system at the back. However, there are quite big differences :
The HONOR 20 has a 48MP main camera with f/1.8 aperture, while Pro version features a wider, brighter f/1.4 aperture and adds OIS capability.
The HONOR 20 has a 2MP depth sensor, instead of the Pro version’s 8MP telephoto camera with f/2.4 and OIS.
They both have the same 16MP super-wide angle camera with f/2.2 aperture.
They both have the same 2MP macro camera with f/2.4 aperture.
The 48 MP main camera on both smartphones use the Sony IMX586 image sensor, and defaults to 12 MP because this allows for better image quality, thanks to the larger “combined” pixel size of 1.6 µm.

Let’s start with a quick primer on the HONOR 20 Lite and its key features by Clarissa Ng, Marketing Director of HONOR Malaysia.
Triple-Lens Camera
The HONOR 20 Lite has a triple-lens camera module that consists of an 8 MP ultra-wide camera (f/2.4 aperture), a 24 MP main camera (f/1.8 aperture), and a 2 MP depth sensor (f/2.4 aperture).
The depth sensor does not actually take any pictures. Instead, it lets the camera to more accurately differentiate the subject from its background, allowing for more realistic software bokeh effects.
32 MP Selfie Camera
The HONOR 20 Lite has a new, higher-resolution 32 MP front camera with a large and bright f/2.0 aperture. This is an upgrade from the 24 MP front camera of the HONOR 10 Lite.
The bright f/2.0 lens allows it to better handle low-light conditions – important since the front camera does not have any flash.
Performance
The HONOR 20 Lite is powered by the Kirin 710, which is a fast mid-range mobile SoC. It comes with 4 GB of RAM and 128 GB of storage – plenty of both for most users!
The HONOR 20 Lite Price + Availability In Malaysia
The HONOR 20 Lite will start selling at HONOR Experience Stores beginning 26 April 2019, at the recommended retail price of RM 949 / ~US$229 / ~£176 / ~€203.
But HONOR will make them available TWO DAYS EARLIER on Shopee and the HONOR Online Store – on 24 April 2019.
