New Measures To Block Omicron Variant From Malaysia!

With the Omicron variant rapidly spreading across the globe, Malaysia has initiated new measures to block it from reaching our shores.

New Measures To Block Omicron Variant From Malaysia!

On 1 December 2021, the Malaysia Minister of Health Khairy Jamaluddin announced a series of new measures to block the Omicron variant from reaching our shores.

This decision came after 20 countries reported over 200 cases of the Omicron variant of COVID-19 :

How Malaysia Intends To To Block Omicron Variant!

Temporary Travel Ban

Malaysia will no longer allow flights from or transiting through countries with Omicron variant transmission, or high risk countries, will be blocked.

These are the eight (8) countries that the Malaysia Ministry of Health (KKM) has listed under the travel ban :

  • South Africa
  • Botswana
  • Eswatini
  • Lesotho
  • Mozambique
  • Namibia
  • Zimbabwe
  • Malawi

There is also a temporary travel ban for non-Malaysian citizens from those countries, including travellers who have been in those countries during the last 14 days prior to arrival.

Malaysian citizens and holders of long-term passes (PR status, spouse visa, MM2H and resident pass) are still ALLOWED to return to Malaysia, subject to these restrictions :

  • Irrespective of their vaccination status, they must undergo a 14-day mandatory quarantine at a quarantine station.
  • They must undergo three RT-PCR COVID-19 tests :
    – within 72 hours before departure,
    – on arrival in Malaysia, and
    – on the 10th day of the mandatory quarantine
  • A risk assessment will be conducted on the 14th day of quarantine, which may be extended if the traveller is symptomatic.

Malaysian citizens who are planning to visit the listed countries are NOT ALLOWED to continue with their travel plans.

Vaccinated Travel Lane

Arrangements to create a Vaccinated Travel Lane (VTL) with countries with Omicron variant transmission, or high risk countries, have been postponed.

In addition, the Malaysia-Singapore VTL programme for both air and land travel has been amended to require travellers to undergo additional COVID-19 self-tests on the 3rd and 7th day after arrival.

They must then report their test results in MySejahtera.

Monitoring Of Countries With Omicron Variant Cases

The Ministry of Health (KKM) will monitor and provide the other government ministries with a DAILY LIST of countries with Omicron variant cases, or at high risk.

Strengthening Of International Gateways

The Immigration Department of Malaysia has immediately STOPPED the use of the Autogate system.

Flights carrying passengers from the listed countries with Omicron variant transmission, or high risk countries, are only allowed to enter Malaysia through KLIA.

Airlines are responsible for identifying passengers travelling from countries with Omicron variant transmission, or high-risk countries. This information must be submitted to the KLIA Health Office for easier handling of the arrivals.

MAHB is required to create a special “gate” and path for travellers from countries with Omicron variant transmission, or high-risk countries, to undergo a health screening before undergoing their special quarantine.

International Students + Foreign Workers

International students and foreign workers from countries with Omicron variant cases, or high-risk countries, will be temporarily BANNED from entering Malaysia.

Langkawi International Tourism Bubble

Tourists from countries with Omicron variant transmission, or high-risk countries; or those with history of travel to those countries in the past 14 days, are NOT ALLOWED to participate in the Langkawi International Tourism Bubble.

Malaysian citizens (Langkawi residents) returning from countries with Omicron variant transmission, or high-risk countries, are ALLOWED to return to Malaysia, but only through KLIA and must undergo a mandatory 14-day quarantine in a special quarantine station.

Foreign tourists who are confirmed to be positive with the Omicron variant of COVID-19 will be isolated and treated in a private hospital, at their own cost.

The Vaccinated Travel Lane (VTL) between Singapore and Malaysia allows for quarantine-free air travel!

Singapore-Malaysia Vaccinated Travel Lane (VTL) Announced!

After almost 2 years of border closures, Singapore and Malaysia have agreed to launch a Vaccinated Travel Lane (VTL) on 8 November 2021.

From 29 November 2021 onwards, fully-vaccinated individuals will be allowed to travel between Changi Airport and KLIA (Kuala Lumpur International Airport).

Travellers using this Vaccinated Travel Lane will NOT be required to serve any quarantine or Stay-Home-Notice. They will only be required to take COVID-19 tests!

However, I should point out that this VTL scheme will NOT be cheap, as you will need to undergo several COVID-19 tests.

VTL Air Travel Guide : Singapore To Malaysia

On 19 November 2021, the Immigration Department of Malaysia released details of the Vaccinated Travel Lane rules for people travelling from Singapore to Malaysia.

Pre-Departure

  • Travellers must remain in Singapore and/or Malaysia in the last 14 consecutive days.
  • Travellers must be fully-vaccinated with the full regimen of COVID-19 vaccine recognised by the Ministry of Health Malaysia (KKM), at least two weeks before arrival in Malaysia.
  • Travellers must book a designated Vaccinated Travel Lane (VTL) flight into Malaysia.
  • Travellers must register and pay for the on-arrival COVID-19 RT-PCR test at https://www.airport.doctor2u.my
  • Travellers must take a separate COVID-19 RT-PCR test within 2 days before departure.
  • Travellers must download and register the MySejahtera app.
  • MyTravelPass is not required.
  • Short-term visitors, including business and official travellers, must :
    a) apply for visa (if required),
    b) purchase a return ticket, and
    c) purchase COVID-19 travel insurance (minimum RM 100,000 coverage)

Check-In

  • Travellers will need to present these documents at check-in :
    a) Travel document (passport / electronic visit pass)
    b) Valid vaccination certificate (physical or electronic)
    c) Negative COVID-19 RT-PCR test certificate
    d) MySejahtera app with registered profile
  • Short-term visitors, including business and official travellers, only will also require to present these at check in :
    a) visa (if required)
    b) return ticket
    c) proof of purchase of COVID-19 travel insurance (physical or electronic)

On Arrival

  • Take the on-arrival COVID-19 RT-PCR test, and wait 1-3 hours at the designated area in the airport for the test results.
  • After obtaining a negative RT-PCR test result, proceed to the arrival immigration and present the following :
    a) Travel document (passport / electronic visit pass)
    b) Boarding Pass
    c) Visa (if required)
    d) Return ticket (applicable to all, except Permanent Residents of Malaysia and holders of Long-Term Passes).

Stay In Malaysia

  • Travellers must adhere to the current public health measures
  • Travellers must activate MySejahtera app at all times.

 

VTL Air Travel Guide : Malaysia To Singapore

The Singapore Immigration & Checkpoints Authority (ICA) released details of the Vaccinated Travel Lane rules for travel to and from Malaysia :

  • The joint VTL between Singapore and Malaysia is limited to travel between Changi Airport and Kuala Lumpur International Airport (KLIA), starting on 29 November 2021.
  • Vaccinated Travel Pass (VTP) applications for Short-Term Visitors and Singapore Permanent Residents will commence on 22 November 2021 – returning Singapore Citizens and Permanent Residents who are fully-vaccinated will not need to apply.

The Singapore Minister of Transportation also announced that :

  • Applications for VTL will open on 22 November 2021.
  • Travellers to Singapore will be required to present a negative PCR test, or a professionally-administer ART (Antigen Rapid Test) taken 48 hours prior to departure.
  • Travellers to Singapore will be subjected to a PCR test on arrival.

Pre-Departure

  • Travellers must be fully-vaccinated with a WHO Emergency Use Listing (EUL) vaccine, at least two weeks before arrival in Singapore.
  • Unvaccinated travellers who are 12 years and below in the calendar year can travel to Singapore via the VTL if accompanied by a fully-vaccinated VTL traveller.
  • Travellers must be able to provide the Digital Certificate for COVID-19 Vaccination, either downloaded or shown on the MySejahtera app.
  • Travellers must have only travelled to, or transited through any VTL countries (like Malaysia) or Category I countries (like Hong Kong, Macao, Mainland China, Taiwan) in the last 14 consecutive days before departure to Singapore.
  • Travellers must travel to Singapore on a designated VTL flight from Malaysia.
  • Foreign short-term visitors must purchase a suitable travel insurance with a minimum coverage of S$30,000 against COVID-19 related medical charges from a Singapore or overseas-based insurer.
  • Foreign short-term visitors that require a visa to enter Singapore, must apply fro a visa.
  • Travellers, except those aged 2 and below in the calendar year, must undergo a COVID-19 PCR test / Antigen Rapid Test within 2 days before departure to Singapore.
  • Travellers under the VTL do not need a return flight ticket to enter Singapore.

Applying To Travel Under VTL

  • Singapore citizens and permanent residents do not need to apply for a Vaccinated Travel Pass, but must comply with the VTL requirements.
  • Unvaccinated children of Singapore citizens and permanent residents, aged 12 and below, do not need to apply for a Vaccinated Travel Pass either.
  • Foreign visitors, including Short-Term Visitors and Long-Term Pass Holders, must apply for a Vaccinated Travel Pass from 22 November 2021 (10 AM SGT) onwards.
  • Children aged 12 and below accompanying foreign visitors do not need to apply.
  • All applications must be submitted between 7 and 60 days before the intended date of entry into Singapore.
  • Every Vaccinated Travel Pass (VTP) is valid for 6 calendar days from the traveller’s chose date of entry.

Essential Documents

  • Travellers must carry along an electronic / physical copy of these documents to present to the airline staff and immigration officers.

On-Arrival PCR Test

  • Travellers, except children aged 2 and below in the calendar year, are required to undergo a PCR test on arrival in Singapore.
  • After taking the PCR test, travellers must immediately take private transportation, taxi or private hire car (e.g. GrabSHN, Go-Jek, MVL(TADA), Ryde to their declared place of accommodation.
  • Travellers may also be picked up from the airport by their company / family member / friend in a private vehicle, but there should be no more than one person picking up the traveller from the airport.
  • All persons in the private vehicle must wear face masks throughout the journey.
  • Travellers must travel directly to their declared place of accommodation to await their COVID-19 PCR test results.

Latest US International Travel Rules: What You Need To Know!

The United States just lifted its international travel ban, and here is WHAT YOU NEED TO KNOW before travelling to the US for work or leisure!

 

US International Travel Ban Lifted On 8 November 2021!

Almost 20 months after shutting out international travellers, the United States reopened its borders on 8 November 2021.

This not only allows families to reunite, it has also reopened the doors to business travellers and tourists. Flights to the US were reportedly full.

Many Delta flights to the US were 100% full over the next few weeks, with a 450% surge in international bookings. Lufthansa also reported that their flights to the US were fully-booked, while Virgin Atlantic and British Airways said that their passenger volumes to the US was almost full.

 

Latest US International Travel Rules: What You Need To Know!

Before you book your tickets, please go through this summary of the latest US international travel rules (as of 10 November 2021)!

Who Must Be Fully-Vaccinated

All foreigners (18 years or older) travelling to the US must be fully-vaccinated, according to these requirements :

  • 2 weeks (14 days) after your dose of an accepted single-dose vaccine
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial
  • 2 weeks (14 days) after you received the full series of a Novavax (or Covavax) COVID-19 vaccine (not placebo) in a phase 3 clinical trial
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart

Only these groups are exempted from the requirement to be fully-vaccinated :

  • US citizens, nationals, or lawful permanent residents
  • US immigrants
  • Air crew members
  • Persons on diplomatic or official foreign government travel
  • Children under 18 years of age
  • Persons with documented medical contraindications to receiving a COVID-19 vaccine
  • Participants in certain COVID-19 vaccine trials
  • Persons issued a humanitarian or emergency exception
  • Persons with valid visas [excluding B-1 (business) or B-2 (tourism) visas] who are citizens of a foreign country with limited COVID-19 vaccine availability
  • Members of the U.S. Armed Forces or their spouses or children (under 18 years of age)
  • Sea crew members traveling with to a C-1 and D nonimmigrant visa
  • Persons whose entry would be in the national interest, as determined by the Secretary of State, Secretary of Transportation, or Secretary of Homeland Security (or their designees)

Accepted COVID-19 Vaccines

The United States will accept all vaccines that received US FDA or WHO approval or EUL. As of 10 November 2021, t this includes :

Single Dose Vaccine

  • Johnson & Johnson Janssen

2-Dose Vaccines

  • Pfizer-BioNTech
  • Moderna
  • AstraZeneca
  • Covaxin
  • Covishield
  • Sinopharm
  • Sinovac

Proof Of Vaccination

Travellers will be required to produce proof of COVID-19 vaccination that must include these information :

  • Personal identifiers : full name plus at least one other identifier such as date of birth or passport number) that match the personal identifiers on the passenger’s passport or other travel documents
  • Name of official source issuing the record : public health agency, government agency, or other authorized vaccine provider)
  • Vaccine manufacturer and date(s) of vaccination

These types of COVID-19 vaccination records will be accepted, as long as they have the information listed above :

Verifiable Records (Digital / Paper)

  • Vaccination certificate with QR code
  • Digital pass via smartphone application with QR code (e.g., United Kingdom National Health Service COVID Pass, European Union Digital COVID Certificate, Malaysia’s MySejahtera)

Non-Verifiable Paper Records

  • Printout of COVID-19 vaccination record
  • COVID-19 vaccination certificate issued at national or subnational level, or by an authorised vaccine provider (e.g. CDC vaccination card)

Non-Verifiable Digital Records

  • Digital photos of vaccination card or record,
  • Downloaded vaccine record or vaccination certificate from official source (e.g., public health agency, government agency, or other authorised vaccine provider), or
  • A mobile phone application without QR code

Proof Of Negative COVID-19 Test

Regardless of citizenship, ALL TRAVELLERS who are 2 years or older, must obtain a negative COVID-19 viral test, or produce documentation of recovery from COVID-19.

This proof of a negative COVID-19 test or recovery from COVID-19 must be presented to the airlines before you are allowed to board the plane.

Fully-Vaccinated Travellers

The viral test must be conducted on a sample taken no more than 3 days before the flight’s departure from a foreign country if you show proof of being fully vaccinated against COVID-19.

Travellers Who Are NOT Fully-Vaccinated

The viral test must be conducted on a sample taken no more than 1 day before the flight’s departure from a foreign country if you do not show proof of being fully vaccinated against COVID-19.

Travellers Who Recently Recovered From COVID-19

If you recently recovered from COVID-19, you may instead travel with documentation of recovery from COVID-19 (i.e., your positive COVID-19 viral test result on a sample taken no more than 90 days before the flight’s departure from a foreign country and a letter from a licensed healthcare provider or a public health official stating that you were cleared to travel).

Langkawi International Tourism Bubble : Starts 15 November!

On 22 October 2021, the Prime Minister of Malaysia announced the approval of the Langkawi international tourism bubble!

Starting 15 November 2021, foreign tourists will be allowed to travel to Langkawi for leisure without quarantine!

 

Langkawi International Tourism Bubble : SOP + Rules

Foreign tourists who wish to take opportunity of this Langkawi International Tourism Bubble will need to comply with these SOP and rules.

Who Can Travel To Langkawi?

The Langkawi International Tourism Bubble will target these foreign tourists :

  • high yield tourists
  • fully-vaccinated individuals
  • children below 18 years old who are travelling with their fully-vaccinated parents or guardians
  • from a selected list of countries approved by the Immigration Department, Health Ministry and Foreign Ministry

When Will It Start?

The Langkawi International Tourism Bubble will begin on 15 November 2021, and last for 3 months.

KKM and MKN will monitor the effectiveness of this pilot program before expanding it to other resort islands and tourist destinations.

Basic Requirements

  • Must stay in Langkawi for a minimum of 3 days
  • Will not be required to quarantine
  • Must undergo a RT-PCR test for COVID-19 within 72 hours before departure
  • Must show negative RT-PCR test in digital or printed form
  • Must purchase insurance coverage of a minimum of US$80,000
  • Must use the services of a MOTAC licensed tour operator
  • Must fill and sign a Health Declaration Form LoU and Indemnity
  • Must install the MySejahtera app, and register an account before departure

Arrival

  • On arrival at KLIA, must undergo Rapid Molecular Testing (1.5 hours)
  • If flying to Langkawi, must undergo RT-PCR test for COVID-19 on Day 2
  • If positive for COVID-19, the tourist will be brought directly to a quarantine or isolation centre or hospital, depending on the Category
  • Must have a tour guide for every travel group (maximum of 20 people).
  • If only staying in Langkawi for 3 days, screening test on Day 2 will suffice (can be used for return trip)
  • If staying in Langkawi for more than 5 days, must undergo a screening test on Day 5 as well.
  • All costs must be borne by the tourists

Departure

  • Must undergo RT-PCR test for COVID-19 within 72 hours before departure.
  • If only stayed in Langkawi for 3 days, screening test on Day 2 can be used for the departure instead

Here is what you need to know…

 

PPN Phase Changes On 15 October 2021!

On 15 October 2021, the Prime Minister of Malaysia, Ismail Sabri, announced that :

  • Kelantan, Penang, Sabah and Kedah will be upgraded from Phase 2 to Phase 3
  • Melaka and Klang Valley (KL, Selangor, Putrajaya) will be upgraded from Phase 3 to Phase 4

These PPN phase changes will take effect on Monday, 18 October 2021.

 

PPN SOP Changes On 15 October 2021!

The Prime Minister also announced additional SOP changes for the National Recovery Plan, which will start on different dates.

  1. R&R (Rest & Recreation) facilities at all highways will be allowed to operate 24 hours, starting Saturday, 16 October 2021.
  2. E-hailing vehicles will be allowed to operate at maximum capacity in ALL PPN Phases , starting Saturday, 16 October 2021.
  3. The quarantine for overseas travellers will be reduced from Monday, 18 October 2021 :
    a) 7-day quarantine – either at home (if suitable) or at a quarantine facility – for fully-vaccinated travellers
    b) 10-day quarantine at a quarantine facility for travellers who are partially vaccinated, or not vaccinated.
  4. The quarantine for Close Contacts will be reduced from Monday, 18 October 2021 :
    a) 7-day quarantine – either at home (if suitable) or at a quarantine facility – for fully-vaccinated individuals
    b) 10-day quarantine at a quarantine facility for individuals who are partially vaccinated, or not vaccinated.
  5. Cyber cafe and cyber centre services are allowed to operate, starting Sunday, 17 October 2021 :
    a) 80% capacity for Phase 3 areas
    b) 100% capacity for Phase 4 areas
  6. Religious pilgrimage (umrah) will be allowed from Monday, 18 October 2021 onwards.
  7. Meetings, Incentives, Conventions and Exhibitions (MICE) face-to-face events are allowed in Phase 3 states for fully-vaccinated individuals, starting Monday, 18 October 2021, subject to these conditions :
    a) all participants must undergo pre-event COVID-19 screening test (saliva test or RTK antigen).
    b) all participants must maintain physical distance.
    c) all participants must wear face masks.
    d) limited to 50% of menu capacity.
  8. Test and Release (T&R) pilot programme will begin on Monday, 18 October 2021, limited to this group of travellers with strict travel plans / itinerary for official visits.
    a) National figure
    b) Minister
    c) Deputy Minister
    d) Chief Minister
    e) State EXCO member
    f) Members of Parliament
    g) Government official
    This programme will be expanded to include business travellers soon.
    Those participating in this programme must be fully-vaccinated, and will be required to :
    – submit an application with supporting documents to MKN and KKM for approval
    – undergo a PCR test 3 days before returning to Malaysia
    – undergo a PCR test on arrival in Malaysia

Malaysia : Interstate + International Travel Requirements!

Both interstate travel and international travel are now ALLOWED across Malaysia!

Here are the new requirements for interstate and international travel in Malaysia!

 

Malaysia : Interstate + International Travel Now Allowed!

On 10 October 2021, the Prime Minister of Malaysia Ismail Sabri announced that 90% of the population* in Malaysia has been fully vaccinated.

Therefore, he announced that both interstate travel and international travel will be allowed in Malaysia, beginning Monday, 11 October 2021.

He also said that the government does not plan to reimpose any interstate and international travel ban, even if COVID-19 cases increase, and that any measures taken will be limited to a particular hot spots.

* based on the last census, so the actual percentage is significantly lower than 90%.

 

Malaysia : Interstate + International Travel Requirements

Here are some details and restrictions on interstate travel that you need to know :

  • In addition to interstate travel, interstate tourism is also allowed.
  • There is no need to request for police permission to travel interstate.
  • Only FULLY-VACCINATED individuals (and children who are 17 years or younger) are allowed to travel interstate or enjoy interstate tourism.
  • There will not be no interstate roadblocks to control travel, but there will continue to be roadblocks for crime and safety purposes.
  • The police will also randomly check to verify that those travelling interstate are fully-vaccinated.
  • Even if unvaccinated / those who are not fully vaccinated travel, they will still be denied entry to many public places.
  • Owners of food premises, grocery shops, shopping malls, sports facilities, gyms, offices and so on are reminded to check for vaccination status as well as COVID-19 risk status in MySejahtera before allowing entry.
  • Travellers are NOT allowed to enter EMCO / PKPD areas.
  • Travellers are strongly advised to test for COVID-19 before travelling, but this is not a requirement.
  • Travellers must comply with the existing COVID-19 SOP.

When it comes to international travel though, there are a few requirements and details you need to know :

  • The government has abolished MyTravelPass. There is NO NEED to register for MyTravelPass.
  • Overseas travel, including international tourism, is permitted to all other countries.
  • However, foreign tourists are still NOT allowed to enter Malaysia. Entry is only permitted for travellers entering Malaysia for official, business or emergency reasons.
  • Only FULLY-VACCINATED individuals (and children who are 17 years or younger) can travel overseas.
  • Travellers returning to Malaysia must also :
    – undergo a swab test three (3) days before returning to Malaysia,
    – undergo a swab test on returning to Malaysia, and
    – undergo a MANDATORY QUARANTINE of 14 days.
  • Malaysian residents can self-quarantine at home, but in certain cases (like when positive cases are detected), the Health Ministry may place them in quarantine centres.

Please note that in Malaysia, you are considered FULLY-VACCINATED only after :

  • More than 14 days after receiving both doses of the Pfizer, AstraZeneca or Sinovac vaccine.
  • More than 28 days after receiving a single dose of the Johnson & Johnson or Cansino vaccine.

MyTravelPass : What Is It?

Launched in October 2020, MyTravelPass is an online system that lets Malaysians and foreigners apply for entry or exit permits during the COVID-19 pandemic.

It is meant to replace email applications, and reduce the application time to a maximum of five days.

Even so, travellers must apply for MyTravelPass at least 14 days before the expected date of travel.

MyTravelPass : Over 127K Applications Rejected!

On 23 June 2021, the Malaysian government posted a summary of the latest travel rules, including who needs to apply for MyTravelPass and who don’t.

However, from 7 October until 10 September 2021, the Immigration Department had to reject 127,465 (35.8%) out of 356,510 applications received, mainly due to four reasons :

  • Name is in the Immigration Department’s blacklist
  • Incomplete documentation
  • Uploaded documents are unreadable
  • Forged documents

 

MyTravelPass Abolished From 11 October Onwards!

MyTravelPass has been abolished. From 11 October 2021 onwards, there is no need to register for MyTravelPass in order to travel overseas from Malaysia.

However, only FULLY-VACCINATED individuals (and children who are 17 years or younger) can travel overseas for work, business, education or even holidays.

In addition, travellers returning to Malaysia must also :

  • undergo a swab test three (3) days before returning to Malaysia,
  • undergo a swab test on returning to Malaysia, and
  • undergo a MANDATORY QUARANTINE of 14 days.

MyTravelPass : Who Needs To Apply + Who Don’t?

Note : In light of international travel liberalisation, these requirements are no longer valid.

The Malaysian government noted that some airlines have insisted that all passengers must show their MyTravelPass, even though certain categories are exempted from such a requirement.

The Minister of Transportation, Wee Ka Siong, will remind those airlines to follow the Immigration Department’s guidelines on who needs to apply for MyTravelPass, and who don’t.

Must Apply For MyTravelPass

  1. Malaysian citizens who just received a job offer, or offer to study overseas.
  2. Students who wish to sit for examinations overseas.
  3. Those who wish to attend meetings / seminars / conduct business overseas.
  4. Those who wish to participate in exhibitions / sporting competitions / training oversees with supporting letter from the Agency in charge.
  5. Matters of emergency involving immediate family members, like death, accident or sickness.
  6. Holders of spouse / fiancé (marriage that is not officially registered) visa
  7. Those joining humanitarian assistance or religious missions with approval letter from the JPM Joint Committee, together with other supporting documents

Do NOT Need To Apply For MyTravelPass

  1. Diplomats and Malaysian embassy officers who are going on duty overseas, or returning from duty, with their dependents.
  2. Students and dependents who are continuing their education, with the condition that they already have a valid student visa or dependent’s visa.
  3. Holders of Long Term Passes (Permanent Resident / Resident’s Pass / Work Pass and so on).
  4. Those working with petroleum companies, or shipping companies who need to sign-onto ships overseas.
  5. Those escorting students travelling overseas for their studies, limited to two (2) escorts only. These escorts must travel out of Malaysia with the student at the same time.

Langkawi Island Tourism Bubble : What You Need To Know!

On 9 September 2021, the Malaysia Ministry of Tourism, Art and Culture unveiled details of the Langkawi Island Tourism Bubble.

This pilot project is the first step towards the reopening of the tourism industry in Malaysia, and here are the details…

Who Can Visit Langkawi Island?

The Langkawi Island Tourism Bubble will be open to tourists from all over Malaysia, including residents of PPN Phase 1 areas, but excluding residents of EMCO (PKPD) areas.

However, this travel bubble is limited to domestic tourists only. Tourists from overseas are not allowed.

In addition, it is limited to individuals who are fully-vaccinated, and children below 18 years of age.

When Can You Visit Langkawi Island?

Domestic tourists will be able to travel to Langkawi island starting 16 September 2021 – Malaysia Day.

How To Travel To Langkawi Island?

Domestic tourists will be allowed to travel by land and air to Langkawi Island, subject to these restrictions :

  • If you are travelling by land, you must use the services of travel agencies, at least for travel to the jetty for the Langkawi ferry.
  • Residents of Kedah and Perlis, and people travelling by air, do NOT need to use the services of travel agencies.

 

Langkawi Island Tourism Bubble : Mandatory SOP

This is the SOP that all tourists who want to travel to Langkawi island must abide with :

  1. Limited to individuals who are fully-vaccinated, according to these requirements :
    More than 28 days after receiving a single dose of the Johnson & Johnson or Cansino vaccine.
    More than 14 days after receiving both doses of the Pfizer, AstraZeneca or Sinovac vaccine.
  2. There is no age limit for entry to Langkawi Island, and individuals below 18 years of age must travel with their parents / guardians who are fully-vaccinated.
  3. Allowed holidays include day trips (going and returning on the same day), overnight stays, holidays with pre-booked accommodation / tickets, holiday packages from licensed tour agencies.
  4. The number of passengers in each vehicle is limited to the vehicle’s maximum capacity.
  5. Tourists are allowed to stay overnight in registered accommodations in Kedah and Perlis to make it for their ferry service to Langkawi island.
  6. Tourists must show evidence of a tourism product like a flight ticket, ferry ticket, hotel receipt or tour package receipt while applying for permission from the police, and whenever requested by enforcement agencies.
  7. Permitted activities under the Langkawi Tourism Bubble include :
    – Hotel and homestay accommodation, including on-premise facilities like prayer room, swimming pool, gymnasium, lounge, hall, MICE business events, tourism and cultural events, subject to the PPN Phase 4 SOP.
    – Beach activities, water sports, snorkelling, scuba diving, fishing, edutainment centres, recreational parks, extreme / adventure / nature parks, farms, aquariums, zoom and other recreational and social activities.
    – Special tourism activities like golfing, scuba diving, cycling, angling, yachting and so on.
    – Eco-tourism activities like bird watching, caving, mountain climbing, white water rafting, hiking, jungle trekking, camping and so on.
    – Art, culture and heritage premises like museum, library, art gallery, cultural village or centre, cultural performance and so on.
    – Theme park and family entertainment centre, and
    – Academic centres like Geopark Discovery Center, Balai Seni, and Laman Padi.
  8. Travel insurance and COVID-19 screening are NOT required.

The Malaysia Ministry of Tourism, Art and Culture (MOTAC) will monitor this pilot programme for two weeks, and the results will determine if the government can open up more travel destinations.

1) Malaysia is now classified as one of the highest risk countries for COVID-19 infection

2) All returning Hong Kong residents from Malaysia will need to undergo a 21 days compulsory quarantine at a designated hotel and to undergo 4 specific COVID-19 test, upon arrival, on the 5th day, 10th day and 18th day

3) Vaccination certificates issued by the Malaysian authorities will not be recognised or accepted and a new COVID-19 vaccination has to be administered locally

Fact : Malaysian Vaccination Certificate NOT Rejected By Hong Kong

This is yet another piece of FAKE NEWS being created every day and shared on WhatsApp. Here are the FACTS…

Fact #1 : Hong Kong Does Not Have A Health Ministry

Hong Kong is a Special Administrative Region in the People’s Republic of China.

It does not have a Health Ministry, only a Department of Health, which reports to the Hong Kong Food and Health Bureau.

Fact #2 : Hong Kong Did Not Declare Malaysia As Highest Risk Country

The Hong Kong government did not classify Malaysia as “one of the highest risk countries for COVID-19”.

The HK Department of Health issued two press releases on 22 July 2021, both not related to Malaysia. Neither were there any press statements about Malaysia in the last month or so.

The HK Immigration Department has not issued any press releases since 19 July 2021, certainly nothing about Malaysia in the last month or so.

Fact #3 : Malaysia Still Classified As Group B Country

As of 22 July 2021, Malaysia is still classified as a Group B country by the Hong Kong government, which is the third rung of their risk ladder :

  • Group A1 (Extremely High Risk) : Brazil, India, Indonesia, Nepal, Pakistan, The Philippines, South Africa and The United Kingdom.
  • Group A2 (Very High Risk) : Ireland, Russia
  • Group B (High Risk) : Argentina, Bangladesh, Belgium, Cambodia, Canada, Colombia, Ecuador, Egypt, Ethiopia, France, Germany, Italy, Japan, Kazakhstan, Kenya, Korea, Malaysia, the Netherlands, Romania, Singapore, Switzerland, Thailand, Turkey, Ukraine, the United Arab Emirates, the United States of America, and Vietnam
  • Group C (Medium Risk) : All other countries, except China and those not in Groups A1, A2, B and D.
  • Group D (Low Risk) : Australia and New Zealand

Fact #4 : Non Residents Are Barred From Entering Hong Kong

As of 22 July 2021, the Hong Kong government bars non-residents from entering Hong Kong if they have stayed in these countries in the last 14 days :

  • Taiwan
  • Any country in Groups A1, A2, B and C

That practically means that non-Hong Kong residents must first stay in a Group D country – either Australia or New Zealand – for at least 14 days before they are allowed to enter Hong Kong!.

Fact #5 : Hong Kong Recognises Many COVID-19 Vaccines

As of 29 June 2021, the Hong Kong government recognises thirteen COVID-19 vaccines, including the three vaccines being used in Malaysia – Pfizer, AstraZeneca and Sinovac.

Fact #6 : Everyone Entering Hong Kong Must Quarantine

Whether you are vaccinated or not, all travellers – whether Hong Kong residents or foreigners – must quarantine after entering Hong Kong.

As mentioned above, only non-Hong Kong residents travelling from Group D countries (currently Australia and New Zealand) are allowed to enter Hong Kong.

  • If fully vaccinated with recognised vaccines :
    – 7-day compulsory quarantine in a designated quarantine hotel
    – 2 tests during quarantine
    – 3rd test on 12th day
  • If not fully vaccinated / vaccinated with unrecognised vaccines :
    – 14-day compulsory quarantine in a designated quarantine hotel
    – 3 tests during quarantine
    – additional tests on 16th and 19th days

Fact #7 : Everyone Entering Hong Kong Must Undergo A COVID-19 Test

Irrespective of whether you have been tested before flying to Hong Kong, all travellers to Hong Kong are required (as of 22 July 2021) to undergo a COVID-19 test on arrival.

Testing is conducted at the HK Department of Health’s Temporary Specimen Collection Centre, and travellers have to wait for their test results.

Only after a negative test result are they permitted to travel to their quarantine hotel.

Those who test positive will be transferred to a hospital for isolation and treatment.

Latest Foreign Travel Rules For Malaysian Citizens!

On 23 June 2021, the Malaysia National Security Council (MKN) posted a summary of the latest foreign travel rules for Malaysian citizens.

Foreign travel approval is divided into the foreign three categories (effective 17 May 2021) :

Category 1 : No Need To Apply For Approval

  • Diplomats and employees of Malaysian embassies and their dependents
  • Students who are currently studying, or about to continue their studies
  • Long term foreign pass holders (permanent residents / resident pass / work pass and so on)
  • Employees of petroleum and shipping companies, who need to sign-on to board ships
  • Escorting students travelling for further studies (limited to 2 persons)

Category 2 : Must Apply For MyTravelPass (MTP)

Those in this list must apply for MyTravelPass (MTP) at https://mtp.imi.gov.my/

  • Just received a job offer overseas
  • Just received an offer to study overseas
  • Students who wish to take examinations overseas
  • Attending meeting / seminar / exhibition / managing business
  • Emergency matters

All queries can be performed through the Online Help System (SPO).

Category 3 : Not Allowed At All

These foreign trips are completely FORBIDDEN :

  • Going for a vacation
  • Visiting family members overseas

MCO 3.0 Total Lockdown : Phase 1 SOP Starts 1 June 2021!

On 29 May 2021, the Malaysia Prime Minister’s Department announced that the National Security Council (MKN) decided to order Total Lockdown Phase 1.

From 1 June until 14 June 2021, there will be a complete lockdown of the social and economic sectors across the country.

This new lockdown SOP will apply ACROSS Malaysia – no states are exempted.

MCO 3.0 Total Lockdown SOP : 2 June 2021 Edition!

MCO 3.0 Total Lockdown SOP : Essential Services

All social and economic activities are FORBIDDEN, except for these 17 essential services :

  1. Food and beverages, including for animals
  2. Healthcare and medical services, including dietary supplements, veterinarian services, etc.
  3. Water supply
  4. Energy supply
  5. Security and safety, defence, emergency, social and humanitarian services
  6. Waste disposal and public sanitisation and sewerage
  7. Land, water and air transportation
  8. Port, shipyard, airport services and operations, including loading, unloading, cargo handling and piloting, storage or transportation of commodities
  9. Communications including media, telecommunications and Internet, post and courier, as well as broadcasting (for the purpose of conveying information, news and the like.
  10. Banking, insurance, takaful and capital markets
  11. Community credit services (mortgage and Ar-rahnu)
  12. E-commerce and information technology
  13. Production, distillation, storage, supply and distribution of fuels and lubricants
  14. Hotels and accommodation (only for quarantine purposes, segregation, employment for essential services and not for tourism).
  15. Critical construction, maintenance and repair
  16. Forestry services (limited to enforcement) and wildlife
  17. Logistics limited to delivery of essential services

 

MCO 3.0 Total Lockdown SOP : Essential Industries

All industries are FORBIDDEN, except for the following sectors :

Manufacturing (60% employee capacity)

  1. Aerospace (components and maintenance, repair and overhaul – MRO)
  2. Food and beverage
  3. Packaging and printing materials, only related to food and health
  4. Personal care and cleaning products
  5. Healthcare and medical products, including dietary supplements
  6. Personal care items, personal protective equipment (PPE), including rubber gloves and fire safety equipment
  7. Components for medical devices.
  8. Electrical and electronics of global economic chain importance
  9. Oil and gas, including petrochemicals and petrochemical products
  10. Chemical products
  11. Machinery and equipment for health and food products
  12. Textiles for PPE production only
  13. Production, distillation, storage, supply and distribution of fuels and lubricants

Agriculture, Fisheries, Livestock, Plantation and Commodities (“optimal” employee capacity)

  1. Agriculture, fisheries and livestock and their supply chains – for example, shops selling fertilisers and pesticides, or oil palm fruit processing factories are allowed to operate
  2. Oil palm, rubber, pepper and cocoa plantation and commodities including their supply chains

Construction (“optimal” employee capacity)

  1. Critical maintenance and repair works
  2. Major public infrastructure and construction works
  3. Building construction works that provide complete employee accommodation at construction sites, or workers that are housed in Centralised Workers Quarters (CLQ).

Trade + Distribution (8 AM until 8 PM daily)

  1. Shopping malls must be CLOSED, except for supermarkets, hypermarkets, departmental stores and premises selling food and beverages, essential items, pharmacy, personal care, convenience store, mini mart, and restaurants for takeaway and home delivery.
  2. Supermarkets, hypermarkets, pharmacies, personal care stores, convenience stores, mini marts and grocery stores, as well as departmental stores are allowed to open, but RESTRICTED to their food, beverage and essential item sections only.
  3. Restaurants, stalls and food outlets – only for takeaways, drive-through or food delivery
  4. Laundry services, including self-service laundromats
  5. Pet care and pet food stores
  6. Eyewear and optical goods stores
  7. Hardware stores
  8. Vehicle workshops, maintenance and spare parts
  9. E-commerce – all product categories
  10. Wholesale and distribution – for all essential products only

 

MCO 3.0 Total Lockdown SOP : The Full List

Note : Any activity NOT mentioned in this SOP is FORBIDDEN.

Travel Restrictions

  1. Interstate or inter-district travel is FORBIDDEN.
  2. Up to two (2) people from each household are allowed to go out to purchase food, medicine, dietary supplements and other daily essentials.
  3. Up to three (3) people, including the patient, are allowed to go out from each household to seek medical treatment, healthcare, screening test, security assistance or other emergencies within a radius of no more than 10 kilometres from their home, or the nearest available service (if there are none within 10 km).
  4. Up to two (2) people are allowed in each taxi or e-hailing ride, including the driver. The passenger must be seated in the rear compartment.
  5. Commercial vehicles carrying essential goods are allowed to carry people up to the licensed limit.
  6. Official government vehicles are allowed to carry up to their maximum capacity.
  7. All airports and ports are allowed to operate as usual.
  8. Sea and land public transportation services, like employee transportation, public buses, express buses, LRT, MRT, ERL, monorail and ferry are allowed to operate at 50% of vehicle capacity.
  9. Travel for funerals and natural disasters are allowed with police permission.
  10. NGOs travelling to assist with natural or humanitarian disasters must obtain permission from the State / District Disaster Management Committee, and the aid must be funnelled through the Disaster Operations Control Centre (PKOB).
  11. Interstate / inter-district travel for the purpose of COVID-19 vaccination is ALLOWED with the display of vaccine appointment on MySejahtera, website or SMS.
  12. Members of Parliament or State Assembly are ALLOWED to cross state or district lines.
  13. Interstate travel is FORBIDDEN for couples in long-distance relationships.
  14. Short-term business visitors are ALLOWED for official or business purposes under the One Stop Centre (OSC) Initiative, with police permission

General Health Protocols

  1. Premise owners and business licence holders must ensure that customers enter and leave the premises with a minimum physical distance of 1 metre.
  2. Premise owners and business licence holders are OBLIGATED to provide the MySejahtera QR Code and a logbook to register visits by their customers.
  3. Hand sanitisers must be provided at entry points, and customers must use them before entering the premise.
  4. The use of MySejahtera is MANDATORY in areas with good Internet connectivity. The use of a logbook is only allowed in areas with no Internet connectivity or reasonable excuses (senior citizens, no smartphone, etc.)
  5. Premise owners and business licence holders must ensure that customers check in using MySejahtera, or writing their name and telephone number manually if there is no Internet connectivity.
  6. In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
  7. Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
  8. Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
  9. Children 12 years or younger are NOT allowed in public places and facilities, EXCEPT in emergencies, treatment, education or exercise.
  10. Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
  11. Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
  12. All building owners must provide QR Codes for each floor / level.
  13. It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
  14. There must be good ventilation and aeration at the premise.
  15. It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
    a) hotel room or paid accommodation, alone or with your own family
    b) Personal working space
    c) Sporting activities and outdoor recreation
    d) Personal vehicle, alone or with your own family
    e) Indoor or outdoor public areas, when there are no other individuals
    f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)

Civil + Private Employees 

  1. Civil servants must work from home (WFH) completely, except for frontliners, security, defence and enforcement.
  2. Office attendance for essential services in the civil service must not exceed 20% at any one time, and must emphasise work that cannot be performed at home, like payment, maintenance, security, technical management, online meetings and ministerial documentation.
  3. Civil servants going to office must receive official attendance order and worker’s pass.
  4. Employee capacity for the private sector (essential services only) is limited to 60%, including both operations and management.
  5. Approved essential services must have official approval from 1 June 2021 onwards. Employee travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
  6. Meetings must be conducted via video conferencing.
  7. Seminars, workshops, courses, training and talks are FORBIDDEN, except through online methods or in-service training through Camp-Based Training.

Allowed Business + Services

  1. Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 8 AM until 8 PM for takeaway, drive-through or delivery.
  2. Dine-in and park & dine services, and picnics are FORBIDDEN.
  3. Grocers and convenience stores are ALLOWED to operate from 8 AM until 8 PM.
  4. Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 8 AM until 8 PM.
  5. Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
  6. Pharmacies can operate from 8 AM until 8 PM.
  7. Petrol stations can operate from 6 AM until 8 PM, except for those on tolled highways which can operate 24 hours.
  8. Supermarkets, shopping malls, pharmacies, personal care stores, convenience stores, mini markets and departmental stores can only open sections limited to food, drinks and essential items, from 8 AM until 8 PM.
  9. Veterinarian clinics and pet food stores are ALLOWED to open from 8 AM until 8 PM.
  10. Laundry services and optical stores are allowed to operate from 8 AM until 8 PM. Self-service laundromats must ensure an employee is present on-premise.
  11. Daily and public markets are ALLOWED to open from 6 AM until 2 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
  12. Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 12 noon.
  13. Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 4 PM.
  14. Wholesale markets are ALLOWED to open from 12:01 AM until 6 AM, and from 11 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
  15. Night markets, farmer’s market, weekly markets and guest markets are FORBIDDEN
  16. Fishing for livelihood is ALLOWED.

Education

  1. All public and private institutes of tertiary education, tahfiz centres and other educational institutes must CLOSE.
  2. Tertiary education will continue ONLINE.
  3. All public and private schools and education institutes, tuition centres, language centres, skill centres, counselling centres, etc. must CLOSE.
  4. Only international exams at international and expatriate schools are allowed.
  5. All face-to-face learning are FORBIDDEN, except for tertiary education students who require them.
  6. International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
  7. Students in boarding schools or universities are ALLOWED to continue using hybrid studies.
  8. Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres for children 4 to 6 years old are NOT ALLOWED to operate, except for parents who are frontliners or both working.
  9. Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.

Religion

  1. Prayer activities are limited to a maximum of 12 mosque and surau committee members only. All other activities are FORBIDDEN.
  2. Islamic wedding ceremony (akad nikah) is ALLOWED only in the Islamic Religious Office / Department with the attendance capacity set by the State Religious Authority.
  3. Burial activities are allowed according to limits set by the State Religion Authority (Islam) or the National Unity Ministry (Non-Muslim).
  4. Non-Muslim houses of worship are limited to 12 committee members only, and congregants are NOT ALLOWED.
  5. Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.

Sports + Recreation

  1. Individual sports and recreational activities without physical contact in open spaces are LIMITED to jogging and exercise with physical distancing of 2-3 metres within the neighbourhood, from 7 AM until 8 PM.
  2. Centralised training programs, including closed quarantined competitions using Camp Based Training are ALLOWED.
  3. Centralised training programs with quarantine by State Sports Councils using Camp Based Training are ALLOWED.
  4. Centralised training programs including quarantined training competitions for teams in the Malaysian Football League (MFL) using Camp Based Training are ALLOWED.

Creative Industry

  1. Development and broadcasting of creative content through recording or live broadcasts include animation, filming, drama, promotions, sitcoms and the like, including dance, art activities theatre, musical arts, cultural and heritage performances as well as the music are FORBIDDEN, except for individual discussions and live-streaming.

 

MCO 3.0 Total Lockdown SOP : NEGATIVE LIST

These activities are FORBIDDEN.

  1. Spa, reflexology, massage, wellness, beauty, barber and hair saloons, pedicure and manicure
  2. Cybercafes and cybercenters
  3. Driving schools, maritime training centres, flight schools
  4. Photography activities
  5. Gambling, horse racing and casinos
  6. Factory manufacturing alcoholic beverages, and shops selling alcoholic beverages
  7. Night clubs or pubs
  8. Cinemas
  9. Official and unofficial public and private events
  10. Feasts, festivals, weddings, engagements, receptions, aqiqah ceremonies, tahlil, anniversaries, birthdays, reunions, retreats and other social events.
  11. Receiving guests or visitors at home, except in emergencies or for delivery services.
  12. Seminars, workshops, courses, training, conferences, exhibitions, lectures and all MICE (Meetings, Incentives, Conventions and Exhibitions) events that are face-to-face.
  13. Tourist attractions like zoos, farms, aquariums, edutainment centres, extreme parks, adventure parks, nature parks, etc.
  14. Souvenir and craft shops, culture and historical premises like museums, libraries, art galleries, native art and culture, stage performance, etc.
  15. Theme parks, family entertainment centres, indoor playgrounds, karaoke, etc.
  16. Interdistrict and interstate tourism – Overseas travel by citizens, and local travel involving foreigners.
  17. All sports and recreation activities EXCEPT those listed in this SOP.
  18. All sports and recreation premises and facilities, except public pars which are subject to the local authorities. – Sports and recreation that involve groups or physical contact.
  19. International or local championships, competitions, and matches, EXCEPT those organised by the National Sports Council and training matches for teams under the Malaysian Football League (MFL).
  20. Sports or recreational activities that cross district and state lines, EXCEPT with police permission.
  21. Hotel lounge performances
  22. Indoor or outdoor busking
  23. Any activity that involves many people gathering in one place until it is hard to maintain physical distancing, and compliance with the Director General of Health’s orders.
  24. Any other matter that may be decided by the Government from time to time.

The Prime Minister of Malaysia just announced that people will soon be allowed to travel, once they received their full COVID-19 vaccination!

On 1 April 2021, the Prime Minister of Malaysia, Tan Sri Muhyiddin Yassin, announced on Bernama TV that people will soon be allowed to travel, once they received their full COVID-19 vaccination!

  • interstate travel will be allowed for those who are fully vaccinated.
  • the government is discussing with several countries to allow international travel for those who are fully vaccinated.

Licence To Travel Will Spur COVID-19 Vaccination!

So far, the uptake has been rather poor – with just 7,501,094 people registering for their COVID-19 vaccination, as of 31 March 2021.

That is just 23% of the adult population in Malaysia, and not including foreign workers who are also covered by the free vaccination programme.

Although the Prime Minister did not reveal any details, such a licence to travel will spur COVID-19 vaccination in Malaysia.

After being locked up for months, and not able to return to their hometowns, the licence to travel freely across Malaysia will be a strong incentive for people to get vaccinated.

We don’t foresee international travel reopening so soon, as countries will need to work out the protocols and a certification process for the vaccination status of travellers.

But the Prime Minister’s announcement will remind people that international travel will likely be limited to those who have been vaccinated against COVID-19. So if they want to be able to travel overseas, they best get vaccinated ASAP!

 

Malaysia COVID-19 Vaccination : How To Register?

There are FIVE (5) ways to register for free COVID-19 vaccination in Malaysia :

  1. The MySejahtera app.
  2. The Vaksin COVID website.
  3. A telephone hotline.
  4. Manually at health clinics, hospitals and private clinics
  5. House-to-house registration at targeted rural areas for senior citizens.

Public registration program for Phase 2 and Phase 3 of the COVID-19 vaccine programme began on 1 March 2021.

Travel SOP For Sabah, Labuan + Sarawak (March 2021)

On 4 March 2021, the Malaysia National Security Council (MKN) released new travel SOP for Sabah, Labuan and Sarawak.

They did not mention when it would take effect, so the assumption is that it takes effect from when the notices were posted.

Travel SOP For Sabah

Here is the SOP MKN released for travel to Sabah on 4 March 2021 :

  • Individuals may travel to Sabah, with police permission
  • Travellers to Sabah must undergo a swab test within 3 days prior to their trip.
  • Travellers from Sabah to Sarawak or Labuan must undergo a swab test within 3 days prior to their trip.
  • Travellers from Sabah to Peninsular Malaysia do NOT need to undergo any swab test.

Travel SOP For Labuan

Here is the SOP MKN released for travel to Labuan on 4 March 2021 :

  • Individuals may travel to Labuan, with police permission
  • Travellers to Labuan must undergo a swab test within 3 days prior to their trip.
  • Travellers from Labuan to Peninsular Malaysia do NOT need to undergo any swab test.

Travel SOP For Sarawak

Here is the SOP MKN released for travel to Sarawak on 4 March 2021 :

  • Individuals may travel to Sarawak, with police permission
  • Travellers to Sarawak must undergo a swab test within 3 days prior to their trip, and undergo a 14-day quarantine on arrival.
  • The cost of the swab test and quarantine is only FREE for Sarawakians. Everyone else will have to pay for the cost on their own.
  • Travellers from Sarawak to Peninsular Malaysia do NOT need to undergo any swab test.

Sinovac Vaccine Arrives In Malaysia, But Not Approved Yet

The first batch of the Sinovac COVID-19 vaccine – CoronaVac – just arrived in Malaysia.

There was not much fanfare, because the Sinovac vaccine has NOT actually been approved for use in Malaysia.

 

Sinovac Vaccine Arrives In Malaysia!

The first batch of the Sinovac vaccine – CoronaVac – arrived at the KL International Airport aboard MH319 at 8:47 AM on 27 February 2021.

Unlike the Pfizer-BioNTech COVID-19 vaccine, the Ministry of Health obtained CoronaVac through Pharmaniaga Lifescience Sdn Bhd – an intermediary company.

Hence, the Sinovac vaccine arrived in the form of 200 litres of CoronaVac bulk vaccine, which would then have to be bottled by Pharmaniaga.

Once bottled, these 200 litres of bulk vaccine should produce over 300,000 CoronaVac doses – enough to vaccinate approximately 150,000 people.

The Minister of Science, Technology and Innovation, Khairy Jamaluddin, said that the government is paying Sinovac less for the vaccine because bottling is done by Pharmaniaga.

However, he declined to disclose more information, so it is unknown how much the government is saving, once the costs of Pharmaniaga’s bottling and distribution are included.

 

Sinovac Vaccine Not Approved In Malaysia Just Yet

While the CoronaVac vaccine has arrived in Malaysia, we should point out that it has not been approved by the National Pharmaceutical Regulatory Agency (NPRA).

Therefore, the CoronaVac vaccine will not be used just yet in the Malaysia COVID-19 vaccination program.

According to the Science, Technology and Innovation Minister, Khairy Jamaluddin, this is because the CoronaVac vaccine has not been bottled.

One of the criteria for approval by the NPRA is the evaluation of the bottling process by Pharmaniaga. Until that happens, the CoronaVac vaccine cannot be approved for use in Malaysia.

It should be pointed out that China only just approved this Sinovac vaccine for general use on 6 February 2021.

 

Sinovac COVID-19 Vaccine : A Quick Primer

Developed by Sinovac, CoronaVac is an inactivated virus vaccine – an older method of creating vaccines.

The SARS-CoV-2 viruses are cultured (grown) in Vero cells, and inactivated (killed) before being administered as a vaccine.

The CoronaVac vaccine only needs to be refrigerated at 2–8 °C (36–46 °F), which makes it easy to distribute.

This is a 2-dose vaccine, which the second dose delivered 14 days after the first.

Its Brazil clinical trial results showed that the CoronaVac vaccine was 50.4% effective in preventing COVID-19, just crossing the 50% mark for regulatory approval.

It was about 78% effective in preventing “mild to severe” COVID-19 disease, which is nevertheless good news.

Singapore Receives First Batch Of Pfizer COVID-19 Vaccine!

Singapore today received their first batch of the Pfizer-BioNTech COVID-19 vaccine, making them the first country in Asia to receive it.

 

Pfizer BNT162b2 : mRNA Vaccine Designed By BioNTech

The Pfizer BNT162b2 vaccine, also known as Tozinameran, is an mRNA vaccine designed by BioNTech.

Like the Modern vaccine, it uses messenger RNA (mRNA) technology to teach our cells to manufacture the SARS-CoV-2 protein spike.

Those SARS-CoV-2 protein spikes will trigger the immune response that teaches our body how to fight the real disease.

Singapore Receives First Batch Of Pfizer COVID-19 Vaccine!

Singapore today became the first country in Asia to receive the Pfizer-BioNTech COVID-19 vaccine.

The vaccines were transported onboard a Singapore Airlines Cargo Boeing 747-400 freighter, SQ7979, that departed Brussels on 20 December, and arrived in Singapore at 7:55 PM on 21 December 2020.

The vaccines were immediately transferred to the SATS cold chain facility, Coolport, for subsequent storage and ground transportation.

During the flight, the internal temperature of each thermal shipper box was actively tracked on an end-to-end basis. They also measured the sublimation rate of the dry ice in the boxes.

 

Pfizer COVID-19 Vaccine Programme In Singapore

On 15 December 2020, Singapore was the first Asian country to approve the Pfizer-BioNTech COVID-19 vaccine.

In a national broadcast, Singapore Prime Minister Lee Hsien Loong announced that the vaccines will initially be administered to healthcare workers and the elderly.

The vaccine will be provided free-of-charge and on a voluntary basis. To show that the vaccines are safe, senior leadership in Singapore including the Prime Minister will be vaccinated early.

Peninsular Malaysia : CMCO / PKPB Lockdown Until 6 December!

With record highs in COVID-19 cases, the Malaysian National Security Council announced a 4-week CMCO / PKPB lockdown of KL, Putrajaya, and all states in Peninsular Malaysia, except for Perlis, Pahang and Kelantan.

  • North : Kedah, Penang, Perak
  • East : Terengganu
  • Central : Selangor, Kuala Lumpur, Putrajaya
  • South : Negeri Sembilan, Melaka, Johor

This expansive CMCO / PKPB lockdown will start at 12:01 AM on 9 November 2020 and end on 6 December 2020.

 

Peninsular Malaysia : Official CMCO / PKPB SOP!

Here is the confirmed MKN SOP on what’s allowed and what’s not allowed during the CMCO / PKPB lockdown of Peninsular Malaysia :

GENERAL

  • Only two persons from each household are allowed to go out to purchase food supplies or daily necessities.
  • Only two persons from each household are allowed to dine-in at any restaurant / cafe.
  • High risk individuals and children are not encouraged to go out.
  • No one is allowed to enter or leave the areas under CMCO lockdown.
  • Interstate travel is forbidden, except for work, economic or industrial purposes.
  • Emergency cases and accidents requiring medical treatment are allowed to travel without police permission.
  • Those with medical appointments are allowed to travel, by showing the referral letter or appointment card.
  • Funerals outside of CMCO areas are allowed, with police permission.
  • Workers will need a valid work pass or letter of permission from their employers to get past state and district roadblocks.
  • Employers must let their employees work from home, unless they are essential to business continuity.
  • Individuals who intend to travel by air must obtain prior permission from the police before they head to the airport.
  • Residents of CMCO areas are allowed to return from outstation, with the permission of the police.
  • Travel through the CMCO areas to non-CMCO areas are allowed, with permission from the nearest police station.

ECONOMIC ACTIVITIES

  • All business, economic and industrial activity can proceed as usual.
  • Businesses must ensure that customers are physically distanced by 1 meter while entering or leaving their premises.
  • Businesses must limit the number of customers within their premise, and publicly display the maximum number of customers allowed inside.
  • Supermarkets, shopping malls and retail stores are allowed, between 6 AM and 12 AM.
  • Restaurants, food stores, food trucks, hawkers, food courts, food stalls, food kiosks, groceries and convenience stores are allowed to open from 6 AM until 12 AM.
  • Dine-in is allowed but limited to 2 persons per small table or 4 persons per large table, but must follow the Food Sector SOP. There should be 1 meter distance between every person.
    Only in Selangor : 5 persons per large table meant for 10 people.
    * Selangor Mentri Besar Datuk Seri Amirudin Shari announced the change on 16 October 2020.
  • Food deliveries, drive-through purchases and food take-aways are encouraged.
  • Daily markets are allowed to open from 6 AM until 2 PM.
  • Wholesale markets are allowed to open from 12 AM until 5 PM.
  • Farmer’s markets are allowed to open from 6 AM until 12 PM.
  • Night markets are allowed to open from 4 PM until 12 AM.
  • Petrol stations are allowed to open from 6 AM until 12 AM, except for those on highways – they can open 24 hours
  • Laundry services are allowed between 6 AM and 12 AM.
  • All other permitted businesses are allowed to operate between 6 AM and 12 AM.
  • Public buses, express buses, MRT, LRT, ERL, Monorail, taxi and e-hailing services are allowed to operate.
  • Taxis and e-hailing vehicles are limited to 2 passengers, and allowed to operate from 6 AM until 12 midnight.
  • Food deliveries are allowed to operate from 6 AM until 12 midnight.
  • All transportation and delivery vehicles involved in industry, business, and manufacturing are allowed to continue as normal, including cross-district and cross-state travel.

HEALTHCARE

  • Public and private clinics and hospitals are allowed to open 24 hours.
  • Pharmacies and drugstores are allowed to open from 8 AM until 11 PM.

FISHING, FARMING, PLANTATION INDUSTRIES

  • The fishing, farming, plantation, livestock and related food chain industries are allowed to operate.

PORTS + AIRPORTS

  • All ports and airport services are allowed to operate.
  • Individuals who intend to travel by air must obtain prior permission from the police before heading to the airport.

RELIGIOUS ACTIVITIES

  • Religious activities in mosques and suraus are allowed with limits to the number of participants, according to the state authorities
  • Religious activities in other houses of worship are allowed with limited to the number of participants, according to MKN / MOH / state or federal authorities.
  • Akad nikah ceremonies are allowed with a maximum limit of 30 people, based on the area and physical distancing, or as set by the state religious authorities.
  • Wedding registration ceremonies for non-Muslims are allowed with a maximum limit of 30 people, based on the area and physical distancing.

ENTERTAINMENT, RECREATION + CULTURAL ACTIVITIES

  • Entertainment centres, pubs and night clubs are forbidden to open.
  • Theme parks, indoor playgrounds and cinemas are forbidden to open.

CREATIVE INDUSTRY

  • Recording activities for music, concerts, filming, interviews, and so on are allowed both in studios and outdoors, limited to CMCO areas with limited crew and no audience, according to the SOP.
  • Live event activities are permitted without an audience, with limited crew set by MOH.
  • Busking activities in indoor locations are allowed, based on time limits and limited number of audience, as set by MOH.
  • All other activities NOT listed in the Negative List are permitted, based on the existing SOP.

SPORTS + RECREATION

  • Individual sporting activities and non-contact recreation or those performed individually and not involving more than 10 people, like walking, jogging, cycling, aerobics, hiking, fishing, and so on are permitted.
  • Picnics, swimming pool activities and contact sports are forbidden.
  • Certain commercial sports facilities – gyms, football fields, futsal courts, badminton halls – are allowed to open from 6 AM until 10 PM, starting 19 October 2020.
  • Commercial field and futsal facilities are limited to training activities that do not involve physical contact and limited to up to 10 people at any one time.
  • Sporting events and competitions with spectators and/or with participants from other states are forbidden.
  • Training programs by the National Sports Council and state sports councils can continue according to a Quarantine Based Approach.

EDUCATION

  • All public and private schools, institutions of higher learning, vocational training institutes, kindergartens, day care centres, tahfiz centres, public parks and recreation centres must close.
  • Only nurseries and childcare centres with permission to remain open for frontliners and working parents can remain open.
  • Students who are undergoing exams are permitted to continue taking their exams.

SEMINARS / WORKSHOPS / CONFERENCES

  • All seminars, workshops, courses, training, conferences, lectures and MICE (Meeting, Incentives, Conventions and Exhibitions) are forbidden.
  • Face to face meetings are discouraged, and should be held through video conferencing, with these exceptions :
    – face-to-face meetings involving expatriate and C Suite with physical distancing and face masks
    – internal meetings according to JPA circulars and MITI guidelines

CELEBRATIONS

  • Official and unofficial government and private ceremonies, and social events like weddings, banquets, engagement parties, aqiqah ceremonies, tahlil, birthdays, anniversary parties, reunions are forbidden.

TOURISM

  • All domestic tourism activities that cross into or out of the CMCO areas are forbidden.
  • Tour companies are allowed to operate, based on existing SOP.
  • Hotels are allowed to provide accommodation.
  • Restaurants, including F&B outlets and lounges are allowed. Dine-in is limited to 2 persons per table. Room service, take-aways and food delivery are encouraged.
  • Swimming pool, gym, seminar rooms, halls are not allowed to operate.

 

COVID-19 : How To Keep Safe!

Here are a few simple steps to stay safe :

  • Avoid suspected cases or disease hotpots, like hospitals, if possible!
  • Avoid public events and crowds
  • Keep our hands clean with soap or hand sanitiser
  • Keep our homes, offices, vehicles, etc. clean
  • If you need to wear a surgical mask, make sure you put it on and remove it properly!
  • Wash your food with water (and soap) after purchase and before preparation

FamilyMart shut down their KLIA2 outlet today, after an employee there tested positive for COVID-19.

FamilyMart KLIA2 : One Employee Positive For COVID-19

On 25 October 2020, FamilyMart announced that an employee at their KLIA2 outlet tested positive for COVID-19.

That employee was last at work on 22 October 2020, but only tested positive today, 25 October 2020.

FamilyMart immediately shut down their KLIA2 outlet for a deep cleaning and sanitisation today, 25 October 2020., and will remain closed until further notice.

Meanwhile, the remaining staff there undergo screening and self-quarantine.

This is the second KLIA2 outlet to shut down because of COVID-19, after Jaya Grocer on 20 October 2020.

This FamilyMart KLIA2 outlet is located in a high-traffic area, next to the arrivals pic-up area.

 

FamilyMart KLIA2 COVID-19 Exposure : Should You Be Concerned?

In accordance with the Malaysia Ministry of Health guidelines, they will be performing contact tracing, and contacting those who came in close contact with the affected employee.

If you happened to be in close contact with the employee, you will be contacted and asked to undergo a screening test.

This infection reinforces the importance of contact tracing, and the MySejahtera mobile app which logs the movements of its users.

While public premises offer physical logbooks, we highly recommend that you use the MySejahtera mobile app, because it allows for easier and faster contact tracing.

Using the MySejahtera mobile app also obviates the need to sign a physical logbook, which usually means using a shared pen – an unnecessary risk factor.

The SARS-CoV-2 virus is easily destroyed by soap, so the deep cleaning operation will definitely clean the outlet of any infectious particles.

But most important of all – we need to remember to always wear a face mask in public. Face masks have been proven to prevent the spread and reduce the risk of being infected.

Malaysian Airline System (MAS), Not Malaysia Airlines Berhad (MAB)

The liquidation of Malaysian Airline System (MAS) is genuine, and so is the KPMG notice to creditors.

However, Malaysian Airline System (MAS) is an old, defunct entity, and is separate from Malaysia Airlines Berhad (MAB) which owns Malaysia Airlines.

In other words, Malaysia Airlines – the national carrier of Malaysia – is NOT being liquidated by KPMG.

Malaysia Airlines Berhad today issued this statement :

Malaysia Airlines Berhad (MAB) wishes to clarify that the notice to creditors for submission of proof of debt or claim that has been circulating on social media is one of the processes of liquidation undertaken by KPMG for the old entity Malaysian Airline System Berhad (MAS), as the appointed liquidator of the company since February 2020. The matter is unrelated to MAB and is no way part of its current restructuring exercise.”

Taiwan Finds An Unexpected New Friend in Somaliland

On July 1, news broke that Taiwan and Somaliland, an unrecognized state that broke away from Somalia in 1991, would set up representative offices in their respective countries. The two countries did not announce the establishment of formal diplomatic ties. They are strengthening existing relations with the new offices in the hopes that relationship flourishes. If they do eventually announce formal relations, then Taiwan would become the first country to diplomatically recognize Somaliland, which is considered an autonomous region of Somalia.

On 9 August 2020 A small group of Somaliland officers arrived in Taiwan to set up a representative office. Taiwan Foreign Affairs sent its officer Joanne Ou to receive the arrival of their guests.

Joanne Ou couldn’t control herself and almost dropped dead when she met the Somaliland officers!

Somaliland Reps Wear Koteka To Taiwan Meeting : Bullshit

The story that was being shared is partially true, but the photo is NOT of Somaliland diplomatic representatives meeting Taiwanese Foreign Ministry spokesperson Joanne Ou.

Therefore, the claim that Somaliland representatives met Joanne Ou wearing kotekas – penis gourds – is categorically FALSE.

Fact #1 : Thomas J. Shattuck Only Wrote The First Part

Thomas J. Shattuck is a real person – a Research Associate in the Asia Program and the Managing Editor at the Foreign Policy Research Institute.

He wrote the article – Taiwan Finds an Unexpected New Friend in Somaliland, and it was posted on 1 July 2020, as shared in the viral post.

The fake post’s creator copied the second paragraph’s of Shattuck’s article, and added the fake story about Somaliland representatives meeting Joanne Ou, the Taiwanese Foreign Ministry spokesperson

Fact #2 : Somalis Do Not Wear The Koteka

The koteka – a penis gourd – is worn by some ethnic groups in Papua New Guinea, not the Somali people.

Bloggers and netizens claim that the original picture was originally taken on a PNG Air or a Singapore Airlines flight, but we believe they are mistaken.

Based on the kebaya-like uniform (which we cannot identify) of the air stewardess, and the Malay word Keluar (Exit) in the background, this was most likely taken on one of Indonesia’s budget airlines.

Fact #3 : The First Somaliland Rep Met With The Taiwanese Foreign Minister

The first Somaliland representative was Mohamed Omar Hagi Mohamoud, a political scientist, research and analyst, who arrived in Taiwan on Friday, 7 August 2020 (tweet).

But instead of meeting with Taiwanese Foreign Ministry spokesperson Joanne Ou, he met instead with Taiwanese Foreign Minister Joseph Wu on Sunday, 9 August 2020.

He has this picture taken that day, wearing a suit… and no koteka.

Fact #4 : Somaliland Has Yet To Establish A Representative Office

As of 23 August 2020, Somaliland has yet to establish a Representative Office in Taiwan even though it plans to do so.

It was Taiwan who first established their Representative Office in Hergeisa, the capital city of Somaliland on 17 August 2020.

 

Why Would Someone Create This Fake Story?

With China’s aggressive foreign stance in recent years, it is not uncommon to see such fake stories being created and shared.

Some believe it’s part of a concerted attempt by China to tarnish Taiwan’s reputation globally.

Others believe the many fake stories are being created to drown out the negative coverage of China’s controversial Belt and Road Initiative, and their aggressive moves in the South China Sea.

Whatever the reasons may be, it is our duty as global citizens to stop the proliferation of such fake stories.

Malaysia-Singapore Cross-Border Travel To Resume In August

Malaysia and Singapore have agreed to allow limited cross-border travel to resume in August! Here are the details!

 

Malaysia-Singapore Cross-Border Travel To Resume In August

On 14 July 2020, Malaysia and Singapore agreed to allow limited cross-border travel, with a targeted date of 10 August 2020.

They will announce the requirements, health protocols, and application process, by 31 July 2020.

Officials in Malaysia and Singapore will work together towards implementing two schemes by that date :

Reciprocal Green Lane (RGL)

The Reciprocal Green Lane (RGL) scheme is meant for essential business and official purposes. Eligible travellers will have to abide by these requirements :

  • comply with COVID-19 prevention and public health measures of both countries
  • undergo PCR swab tests
  • submit a controlled itinerary to the destination country, and adhere to it

Periodic Commuting Arrangement (PCA)

The Periodic Commuting Arrangement (PCA) scheme is meant for Singapore and Malaysia residents with long-term immigration passes.

They will be permitted to enter the destination country for work, with these privileges :

  • after at least three consecutive months in the country of work, they may return to their home country for a short-term home leave.
  • they can then re-enter their country of work for another period of no less than three consecutive months.

Eligible travellers will also have to abide by the COVID-19 prevention and public health measures of both countries.

 

Future Malaysia-Singapore Cross-Border Travel Schemes

Malaysia and Singapore also announced that they will work to develop other cross-border travel schemes, including a daily cross-border commuting scheme for travellers in both countries.

Minister of Foreign Affairs of Malaysia Dato’ Seri Hishammuddin Tun Hussein and Minister for Foreign Affairs of the Republic of Singapore Dr. Vivian Balakrishnan are pleased to announce that the Government of Malaysia and the Government of the Republic of Singapore have agreed to implement the Reciprocal Green Lane (RGL) and Periodic Commuting Arrangement (PCA). These two schemes are meant to address the needs of different groups of cross-border travellers between both countries.

The RGL will enable cross-border travel for essential business and official purposes between both countries. Eligible travellers will have to abide by the prevailing COVID-19 prevention and public health measures mutually agreed upon by both countries which include undergoing polymerase chain reaction (PCR) swab tests. Travellers will also be expected to submit to the relevant authorities of the receiving country a controlled itinerary and adhere to this controlled itinerary during their visit.

The PCA will allow Singapore and Malaysia residents, who hold long-term immigration passes for business and work purposes in the other country, to enter that country for work. After at least three consecutive months in their country of work, they may return to their home country for a short-term home leave, and thereafter re-enter their country of work to continue work for at least another three consecutive months. These travellers will also have to abide by the prevailing COVID-19 prevention and public health measures mutually agreed by both countries.

Officials in Malaysia and Singapore are working expeditiously towards the targeted implementation of RGL and PCA on 10 August 2020.  This will give the opportunity for the relevant agencies of both Governments to continue their consultation to finalise the Standard Operating Procedures (SOP) of the two initiatives. Recognising the keen interest of residents in Malaysia and Singapore, and to facilitate smooth cross-border flows, the Governments of Malaysia and Singapore have agreed to publish the requirements, health protocols, and application process involved for entry and exit into Malaysia and Singapore, 10 days prior to their implementation of the RGL and PCA.

Malaysia and Singapore have also agreed to develop other appropriate schemes for the cross-border movement of people including a daily cross-border commuting proposal for work purposes for travellers from both countries, while taking into account the required health protocols and available medical resources in both countries to ensure the safety of the citizens of both sides. This will allow both sides to progressively restore cross-border people-to-people interaction and economic exchanges.

People are outraged that AirAsia has apparently banned wheeled cabin luggage to facilitate social distancing during embarkation and disembarkation.

Claim : AirAsia Temporarily Bans Wheeled Cabin Luggage!

Quite a few websites are sharing what they claimed are a new AirAsia cabin baggage policy, which temporarily bans wheeled luggage to ensure social distancing during embarkation and disembarkation.

All guests (except infants) are allowed to carry on board ONLY 1 piece of cabin baggage which can be either:

One (1) Laptop bag or one (1) handbag or one (1) small bag:

  • MUST NOT exceed the dimensions of 40cm (H) X 30cm (W) X 10cm (L).
  • MUST FIT under the seat in front of you.
  • MUST NOT weigh more than 7kg.

If your cabin baggage cannot fit under the seat in front of you:

  • You will be given a complimentary check in for the cabin bag that weighs less than 7kg. Please check-in your baggage at the counter.
  • If the bag weighs more than 7kg, extra airport charges apply for each kg of weight.
  • The 7kg complimentary check-in baggage should be treated separately from the standard check-in baggage.

This new policy sure is shocking because it would mean that AirAsia travellers will have to cough up for checked luggage, or worse – end up paying A LOT MORE at the airport.

AirAsia Banned Wheeled Cabin Luggage : Yes, But No Longer…

This temporary AirAsia cabin luggage policy which got everyone riled up is true, but is no longer in effect… starting tomorrow! Here are the facts…

Fact #1 : AirAsia Did Temporarily Ban Wheeled Cabin Luggage

First of all, we have to point out that this isn’t exactly fake news. It is just OLD NEWS.

The restricted cabin luggage policy was part of preventive measures against COVID-19, when AirAsia was permitted to restart domestic flights in:

  • Malaysia (29 April 2020),
  • Thailand (1 May 2020),
  • the Philippines (1 June 2020),
  • India (4 May 2020), and
  • Indonesia (7 May 2020).

Here is the relevant section on their FAQ on precautionary measures while flying with AirAsia during the COVID-19 pandemic, which was posted on 29 April 2020 :

7. What are my cabin baggage limits?

To facilitate social distancing and minimise physical contact when boarding and disembarkation, only ONE piece of cabin baggage is allowed for each guest. More details are available here. All other baggage aside from handbags or laptop bags will need to be checked-in. Please proceed to the check-in counter if you have any enquiry.

Fact #2 : That Restricted Cabin Luggage Policy Ends 6 July 2020

AirAsia actually updated the cabin luggage policy page today, to state that the old policy will be reinstated effective 7 July 2020.

In other words, the restricted cabin luggage policy they introduced on 29 April 2020, ends today.

You are allowed to bring onboard two (2) pieces of bag as part of your cabin baggage allowance with the total weight of both items not exceeding 7kg.

One (1) piece of cabin bag must not exceed 56cm x 36cm x 23cm including the handles, wheels and side pockets. This bag must be able to fit in the overhead compartment in the aircraft cabin.

You may also carry one (1) piece of laptop bag, handbag, backpack or any other small bag which must not exceed 40cm x 30cm x 10cm. This item must be able to fit under the seat in front of you.

Fact #3 : Infants < 2 Years Old Never Had Cabin Baggage Allowance

At least one website claimed that infants under the age of 2 no longer have any cabin luggage allowance, under the new policy.

However, that was always the case even before the COVID-19 pandemic. Only children 2 years and older have cabin luggage allowances – 7 kg, the same as adults.

The only exception is on AirAsia India flights – starting 10 July 2020, infants below 2 years of age will be allocated 7 kg of hand baggage.

Fact #4 : Baby Strollers / Buggies / Prams Are Carried FOC

At least one website claimed that baby strollers must meet cabin baggage allowable dimensions, or you must purchase a checked baggage allowance.

That is not true.

Baby strollers / buggies / prams are carried free of charge on AirAsia flights as checked baggage, provided they are being used by a child or infant.

Those who wish to carry their strollers into the cabin must make sure it can be folded to fit the cabin baggage allowances.

AirAsia Domestic Unlimited Pass Extended : Poor Response?

AirAsia just extended their Unlimited Pass Cuti-Cuti Malaysia by another two days, arguably due to poor response.

Anyone who read the rules and understands the limitations will know why it is a joke to call it Cuti-Cuti Malaysia….

 

AirAsia Domestic Unlimited Pass : What Is It?

Now that Malaysia is under Recovery MCO, AirAsia announced the Unlimited Pass Cuti-Cuti Malaysia promotion to spur domestic tourism.

This is the domestic version of their earlier international Unlimited Pass, which we pointed out was a waste of money for most people.

It promises to let you book unlimited flights to sixteen local destinations within Malaysia for a year, for just RM 399 per person.

AirAsia BIG Members can purchase this special pass from 11 June to 13 June 2020. This has been extended to 15 June 2020.

After purchasing it, they will be able to redeem flights from 25 June 2020 until 31 March 2021.

 

AirAsia Domestic Unlimited Pass : TLDR Advice

It looks like the AirAsia Unlimited Pass Cuti-Cuti Malaysia isn’t doing well at all…

AirAsia tried to spin that 12,000 flight tickets were booked, mostly to Kuching and Kota Kinabalu. That’s actually pretty poor response, since they flew over 13 MILLION passengers in Q4 2019 alone…

In addition, people usually book two ways and use these Unlimited Passes to book multiple trips. So arguably, they only sold 6,000 or less of these domestic Unlimited Passes.

 

AirAsia Domestic Unlimited Pass : TLDR Advice

For those who don’t have the time to read, here is our quick summary of what you need to know :

  1. COVID-19 will prevent / discourage you from using this Unlimited Pass for many months.
  2. You are NOT guaranteed tickets, because there are limited promo seats on each flight.
  3. It will not apply during embargo periods – weekends, public holidays and school holidays.
  4. Families should NOT bother. Holidays should be fun, not torture.
  5. You must be willing to book your ticket, and be seated, separately from anyone you are travelling with.
  6. It is best purchased and used by retirees, or singles / couples who have flexible working arrangements and can travel on working days.
  7. We also recommend it for business travellers – this can really save them a lot of money!

Since it may not be available during weekends, public holidays and school holidays, the Cuti-Cuti Malaysia tagline is really misleading…

 

AirAsia Domestic Unlimited Pass : Who Should Buy It?

Based on the severe restrictions AirAsia places on this pass, the best people to buy it should meet these requirements :

  • retired, single or a couple
  • able to travel on normal working days / need to travel for work
  • willing to put up with booking / travel hassles

Everyone else should not bother. Really. Travel should be fun, not torture.

We however recommend it for BUSINESS TRAVELLERS. The 14-day advanced booking may be a problem, but if you need to travel a lot for work, this pass will save you a lot of money!

AirAsia Domestic Unlimited Pass : Not For Holidays!

Reason #1 : Remember COVID-19?

Even though Malaysia did very well in the fight against COVID-19, the pandemic isn’t over. In fact, COVID-19 is likely to persist and spread back and forth from various countries for many more months to come.

Until a vaccine is approved and administered worldwide, it is possible that Malaysia may encounter additional waves of COVID-19 infections.

If you are unwilling to take this risk, you may end up not flying all that much, if at all!

Reason #2 : You’re NOT Guaranteed A Flight

The pass does NOT guarantee you to any flight. You can only use it to redeem flights that AirAsia has earmarked with 100% OFF signs.

You can select flights without the 100% OFF sign, but you will have to pay full price for them.

Reason #3 : Severe Limitations On Tickets

It’s stated in their Q&A (conveniently located in a separate Q&A page) that :

  • tickets are limited, and may not be available for all flights during public holidays, school breaks and weekends.
  • you can only buy it for direct flights, no connecting flights allowed.
  • every passenger must book the flight individually – you cannot book as a group, even if everyone has the Unlimited Pass.
  • you must be 12 years or older, and have your own BIG Member account.
  • you must book your tickets at least 14 days in advanced.

These limitations are designed to reduce your ability to fly as often as you would like using the Pass. Families, for example, must be willing to be seated separately.

Unless you are single or a couple, and able to travel during work days, you may not even have the opportunity to use the AirAsia Unlimited Pass Cuti-Cuti Malaysia at all!

Reason #4 : Forced To Pay Full Price

Flying as a group will be problematic, because there are limited seats available for this Pass.

What will likely happen is that a few members of your group will be able to use their Pass, while the others will have to pay full price for their tickets.

The way out would be to split the group up, and fly on separate flights. But obviously, this makes travel much more of a hassle.

And remember – even if you get to fly out with the Unlimited Pass Cuti-Cuti Malaysia, you may not get to do so on the way back.

You may have to pay full price, unless you are able and willing to adjust your return date according to what’s available for the Unlimited Pass.

Reason #5 : Fuel, Baggage + Other Fees

Even if you manage to book many flights using the Unlimited Pass, they aren’t free. You will still need to cough up extra money for ancillary fees.

Budget airlines like AirAsia make a large percentage of their profits not from flight tickets, but from ancillary revenue – administrative fees, baggage fees, assigned seat fees, flight insurance, cancellations, documentation, meals, merchandise, fuel surcharges, etc.

In Q3 2019, almost a quarter of AirAsia’s revenue came from such ancillary sources – a whopping RM 686 million. And unlike revenue from flight tickets – they have relatively low costs – and so they contribute substantially to the airline’s PROFITS.

Frequent AirAsia travellers will tell you that these ancillary fees often cost as much as, or even more, than the flight tickets!

 

AirAsia Domestic Unlimited Pass : The Caveats

AirAsia conveniently lists the caveats of the Unlimited Pass in two sections in a separate Q&A page, which we have combined and summarised here (with our emphasis) :

  • It is only applicable on direct flights with the AK carrier code.
  • Flight redemption is limited and may not be available for all flights during public holidays, school breaks and weekends.
  • Flight redemption is only valid for base fare only and do not include optional add-ons, passenger service charge, regularity service charge, or other charges.
  • Booking must be made at least fourteen (14) days before the flight departure date.
  • All applicable taxes, fees or charges imposed by the regulatory bodies must be paid at the time of purchase unless otherwise stated.
  • It is available for BIG Members within Malaysia who are at least 12 years of age on the date of departure and the passenger must be the BIG Member who made the booking. Each AirAsia Unlimited Pass is assigned to one (1) passenger only with one (1) BIG Member account.
  • You can only book for yourself, and cannot select multiple passengers using the AirAsia Unlimited Pass.
  • In the event any travel agency or party other than an individual BIG Member purchased the AirAsia Unlimited Pass and subsequently made flight bookings using the AirAsia Unlimited Pass, AirAsia shall have the right to cancel/forfeit such AirAsia Unlimited Pass and the flight bookings, without any liability on the part of AirAsia to such agency, third party or any passenger.
  • AirAsia reserves the right to cancel or forfeit your Unlimited Pass, if you miss more than three (3) flights.
  • The AirAsia Unlimited Pass cannot be sold, bartered, assigned or transferred to another person. Any attempt to transfer the AirAsia Unlimited Pass or book travel using the AirAsia Unlimited Pass for someone other than the holder of the AirAsia Unlimited Pass will result in immediate forfeiture of the AirAsia Unlimited Pass.
  • Use of the AirAsia Unlimited Pass will not earn any BIG Points, and flights flown using the AirAsia Unlimited Pass will not count towards any offers or bonuses. Redemption of BIG Points is also not allowed for the purchase of the AirAsia Unlimited Pass.
  • When purchasing the AirAsia Unlimited Pass, passengers must ensure their details in the BIG Member account (i.e. name and date of birth) are as per passport or identity card. These details will be used for booking during the redemption process.
  • The AirAsia Unlimited Pass Cuti-Cuti Malaysia is non-refundable.

Fact Check: Changi Airport Passengers Must Wear PPE Suits?

Are Changi Airport passengers required to wear PPE suits before they board their flights? A video seems to show that.

Changi Airport Passengers Must Wear PPE Suits : The Facts!

Fact #1 : The Video Is Genuine

First of all, the video is genuine and was recorded on 31 May 2020.

It showed real passengers in blue PPE suits waiting for their flight in Terminal 3 of Changi Airport in Singapore.

Fact #2 : They Are Vietnamese Citizens

In the video, you can hear them speaking Vietnamese. They are actually part of 340 Vietnamese citizens being repatriated from Singapore after COVID-19 infections there approached 35,000.

They include the elderly, pregnant women, those with pre-existing health conditions, the young (under 18 years of age), or tourists whose visas had expired – all of whom paid their own fares for the flight.

Fact #3 : PPE Requirement Was By Vietnam Government + Vietnam Airlines

Those being repatriated were required to don those blue PPE suits, as well as face masks and gloves, by the Vietnamese Ministry of Health, and Vietnam Airlines.

This was a requirement since 15 May 2020, after two Vietnam Airlines flight attendants tested positive for COVID-19 after a repatriation flight from Russia.

They actually had to wear all that for the entire duration of the flight, and were quarantined upon arriving at Can Tho, a southern Vietnamese city.

Fact #4 : PPE Requirement Not Exclusive To Singapore

This requirement to wear blue PPE suits, face masks and gloves was not exclusive to Singapore or Changi Airport.

It was mandated for all Vietnamese citizens being repatriated from COVID-19 hotspots by Vietnam Airlines.

According to the Vietnamese Ministry of Foreign Affairs, both the Vietnam Airlines cabin crew and flight crew had to don the same blue PPE suits, face masks and gloves for the entire flight as well.

Fact #5 : Singapore Does Not Require PPE Suits In Changi Airport

Changi Airport in Singapore does not require passengers to wear PPE suits. They only require everyone to wear a face mask.

Here are Changi Airport’s official measures against COVID-19 :

  • All arriving, transit and departing passengers at Changi Airport are subject to temperature screening. Passengers who are febrile or display respiratory symptoms will be referred to a doctor on duty.
  • All airport staff entering the transit area will have to undergo temperature screening. Staff who have a high temperature will be asked to consult a doctor immediately.
  • All passengers, air crew and airport staff must wear a mask at all times at Changi Airport. In addition, all passengers and crew members must also wear a mask for the entire duration of their flight to and from Changi Airport.Passengers who need to purchase a mask may do so at the airport pharmacies and convenience stores such as Guardian, Watson’s and 7-11.
  • Changi Airport conducts frequent cleaning and disinfecting across its terminals and at Jewel Changi Airport.High-contact areas across the airport such as door handles, water coolers, counter tops, baggage trolleys and lift buttons are cleaned and disinfected more frequently.Frequent swab tests are conducted at these areas to ensure the efficacy of cleaning and disinfection.
  • For an added layer of protection, frequently-touched surfaces such as automated check-in kiosks, trolleys, lift buttons and security trays are coated with a protective antimicrobial coating to reduce the risk of virus transmission.
  • Autonomous cleaning equipment are deployed throughout the airport cleaning and disinfecting the floors and carpets at Changi Airport daily.
  • Prayer rooms, baby care rooms and smoking areas are available for use. Passengers must observe safe distancing and adhere to the markers.Frequent cleaning and disinfecting is done at these areas and frequently-touched surfaces are sprayed with a protective antimicrobial coating to reduce the risk of virus transmission.
  • There are more than 1,200 hand sanitisers available across all terminals and Jewel Changi Airport, from check-in rows to gate holdrooms. Hand sanitisers will only be allowed in cabin baggage if kept in containers of not more than 100ml each.

AirAsia Unlimited Pass : Extended To June 2021!

Due to the persisting COVID-19 pandemic, AirAsia just announced that their Unlimited Pass will be extended to June 2021. Here are the details!

 

AirAsia Unlimited Pass : What Is It?

Stung by the Airbus bribery scandal and the COVID-19 coronavirus crisis, the AirAsia Unlimited Pass promotion is their effort to stem the bleed.

Earlier this year, AirAsia offered the Unlimited Pass which would give you the right to obtain free flight tickets to seven sectors, as many times as you wish – for a year :

  • Australia
  • Japan
  • Korea
  • China
  • Taiwan (only Taipei)
  • India
  • United States (only Honolulu)

AirAsia Unlimited Pass : Extended To June 2021

The AirAsia Unlimited Pass was on sale until 7 March 2020, which meant the latest anyone could fly was up to the first week of March, 2021.

But with the COVID-19 pandemic locking down most of the world for the next few months, those who purchased the Unlimited Pass have been grumbling.

At this point, we have to say – we told you so…

However, your dissatisfaction has paid off. AirAsia just extended the Unlimited Pass flight availability till 30 June 2020 – an extension of about 3 months for most people.

Do note that this is not an extension of the sale period. That ended on 7 March 2020. The extension is for flight purchases for existing AirAsia Unlimited Pass holders.

United Airlines Offers FREE Flight Changes For A Whole Year!

COVID-19 is putting a real damper on air travel, and United Airlines just responded by offering FREE flight changes for a whole year!

Here is what Oscar Munoz, United Airlines CEO, just blasted out in an email to all United Airlines customers!

 

Worried About COVID-19? United Airlines Offers FREE Flight Changes!

Now that COVID-19 is seriously threatening air travel in the United States, United Airlines is trying to make things a little easier on jittery flyers by offering them free flight changes for a whole year!

And they are extending the offer to all bookings, irrespective of the ticket or fare type, or destination. But note that this only applies to flight bookings made from now until 31 March 2020 :

To give you the greatest flexibility, when you book any flight with us now through March 31, you can change it for free over the next 12 months – any ticket, any fare type, any destination.

We are not sure if United Airlines will extend the offer into April or May, but that ought to give their customers some peace of mind.

Here are the specific terms and conditions for the free flight changes policy at United Airlines :

Tickets: For tickets issued March 3 through March 31, 2020, customers will be permitted to change free of charge to a flight of equal or lesser value up to 12 months from the original ticket issue date. If the new flight is priced higher, the customer may change for no fee but must pay the fare difference. If the new flight is priced lower, the customer may change for free but no residual value will be given. If the customer decides to cancel their flight, they can retain the value of the ticket to be applied to a new ticket without fee for travel up to 12 months from the original ticket issue date.

Cancellations: If the customer decides to cancel the flight they booked between March 3 and March 31, 2020, they can retain the value of the ticket to be applied to a new ticket without fee for travel up to 12 months from the original ticket issue date.

Fare Validity: This applies to all tickets, all fare types, all destinations, all points-of-sale, all travel dates available for sale, provided ticket number starts with 016.

Minimum Stay: No minimum stay.

Blackout Dates: No blackout dates.

Miscellaneous: Fares, fees, rules and offers are subject to change without notice. Seats are capacity-controlled and may not be available on all flights or days. Fares are nonrefundable except during the first 24 hours after purchase. Other restrictions may apply.

 

United Airlines On COVID-19

In the mass email, Oscar Munoz also explained what measures United Airlines is taking to minimise the COVID-19 risks to its passengers :

On The Ground

Our team of in-house medical experts and industrial hygienists oversee our aircraft cleaning procedures to ensure they meet or exceed all CDC guidelines.

Hard surfaces such as lavatories, tray tables, window shades and armrests are thoroughly wiped down with a high-grade disinfectant and multi-purpose cleaner.

And when we are advised by the CDC of a person who has traveled on board and is potentially exhibiting coronavirus symptoms, that aircraft is taken out of service and sent through a full decontamination process that includes our standard cleaning procedures plus washing ceilings and overhead bins and scrubbing the interior.

In The Air

Our aircraft are equipped with state-of-the-art circulation systems, similar to those found in hospitals, which use a high-efficiency (HEPA) filter to circulate the air and remove more than 99% of airborne particles.

We’re also adjusting our inflight service to limit person-to-person contamination. This includes handing beverages directly to customers instead of allowing customers to touch a tray and ensuring all flight attendants wear gloves during service.

If you have already purchased the AirAsia Unlimited Pass, here is a step-by-step guide on how to plan your travel and book your tickets using the AirAsia Unlimited Pass!

 

AirAsia Unlimited Pass Guide : Planning Your Travel!

As we pointed out earlier, the AirAsia Unlimited Pass is not for everyone. But if you are able to benefit from it, here is our guide on how to plan your travel and book your tickets.

Step 1 : Log into your BIG Member account.

Step 2 : Make sure your BIG Member profile name is exactly the same as the name in your passport.

Step 3 : If necessary, please change your profile name to match your passport.

You only have one (1) chance to change your name and you cannot change it once your first flight redemption is confirmed, so make sure you do it before redeeming your first flight!

Step 4 : Go to Deals and look at the My Purchases tab for your AirAsia Unlimited Pass.

If you cannot locate your Unlimited Pass after purchasing, check back after a few hours. If the problem persists, email AirAsia at support_deals@airasia.com.

Step 5 : Generate your Unique Code.

Step 6 : Click Apply Now, and the page will refresh to show a flight search page.

Step 7 : Select your destination and travel date.

The AirAsia Unlimited Pass allows you to redeem these flights :

  • From Kuala Lumpur (return) : Melbourne, Gold Coast, Perth, Sydney, Changsha, Chongqing, Chengdu, Hangzhou, Beijing, Shanghai, Wuhan, Xi’an, Amritsar, New Delhi, Ahmedabad, Sapporo (Chin Chitose), Osaka, Fukuoka, Tokyo (Haneda), Tokyo (Narita), Jeju, Seoul, Busan, Taipei

  • From Bangkok (return) : Brisbane, Shanghai, Sapporo (Chin Chitose), Osaka, Tokyo (Narita), Nogoya, Fukuoka, Seoul

  • Others (return) : Taipei – Osaka, Taipei – Okinawa, Osaka – Honolulu

Flights with seats listed as 100% OFF are available to be booked by AirAsia Unlimited Pass holders.

If your selected flight has no 100% OFF sign, that means the AirAsia Unlimited Pass is NOT available for the selected date, or the selected date falls on the Embargo Period.

AirAsia defines the Embargo Period as a travel blackout period, during which you cannot use the Unlimited Pass. It includes these upcoming holidays in Malaysia :

Step 8 : Insert your Unique Code into the “Promo Code” field.

You will see the airport taxes and fees payable for that sector, with the total payable taxes and fees at the black box at the bottom for the return trip.

Step 9 : Add your baggage, meals and seat allocations!

Step 10 : Complete your booking by paying the necessary taxes, fees and add-on fees.

 

AirAsia Unlimited Pass Guide : Warning!

AirAsia would like us to remind everyone that your Unlimited Pass cannot be returned, refunded or transferred.

They will also void your Unlimited Pass if you are no-show for 3 consecutive times for your confirmed flights.

So make sure you REALLY want to fly to those destinations on those dates before booking!
