Malaysia changed one of National Recovery Plan criteria that determine which states will transition to a different Phase.

Malaysia National Recovery Plan Changes Criteria!

On 7 August 2021, the Malaysia Ministry of Finance announced that the government would be replacing one of the National Recovery Plan’s criteria to determine when states can transition to a different Phase :

The average daily new COVID-19 cases will be removed and replaced by “number of new symptomatic cases that were hospitalised“.

However, this new criteria will only be adopted when a Phase 1 state has achieved the vaccination rate of at least 50% of the adult population.

The new criteria is also based on new hospitalisations of Category 3, 4 and 5 patients.

These are the new thresholds for daily hospitalisations of Category 3, 4 and 5 patients nationwide.

How Does New National Recovery Plan Criteria Work?

Here is an example of how the new criteria for the National Recovery Plan will work.

The Klang Valley, Johor, Negeri Sembilan, Kedah and Melaka are still in Phase 1.

When they achieve vaccination rates of at least 50%, they will start using the “new symptomatic hospitalisations” criteria.

From that point onwards, any state that achieves the new symptomatic hospitalisation threshold of 6.1 per 100,000 population, and a Moderate ICU use capacity, will shift to Phase 2.

This is what the new National Recovery Plan looks like, right now :

Phase 1

Phase 2

Before achieving 50% adult vaccinations :

  • Must meet these requirements (nationally) :
    – average daily new COVID-19 cases must be <4,000
    moderate healthcare system / ICU capacity
    10% population vaccinated with second dose
  • Must meet these requirements (by state) :
    – new cases averaging less than 12.2 cases per 100,000
    moderate ICU use capacity
    10% population vaccinated with second dose

After achieving 50% adult vaccinations :

  • Must meet these requirements (nationally) :
    – new daily Category 3, 4 and 5 hospitalisations averaging <2,000
    moderate healthcare system / ICU capacity
    Must meet these requirements (by state) :
    – new daily Category 3, 4 and 5 hospitalisations averaging < 6.1 cases per 100,000
    moderate ICU use capacity

Phase 3

Before achieving 50% adult vaccinations, states must meet these requirements :

  • average daily new COVID-19 cases must be <2,000
  • comfortable healthcare system / ICU capacity
  • 40% population vaccinated with second dose

After achieving 50% adult vaccinations, states must meet these requirements :

  • new daily Category 3, 4 and 5 hospitalisations averaging < 3.0 cases per 100,000
  • comfortable healthcare system / ICU capacity

Phase 4

States must meet these requirements before they can transition to Phase 4 :

  • new daily Category 3, 4 and 5 hospitalisations averaging < 1.3 cases per 100,000
  • safe healthcare system / ICU capacity
  • 60% population vaccinated with second dose
