Here is the official MKN SOP on what’s allowed and what’s not allowed during the CMCO / PKPB lockdown of Peninsular Malaysia!
Peninsular Malaysia : CMCO / PKPB Lockdown Until 6 December!
With record highs in COVID-19 cases, the Malaysian National Security Council announced a 4-week CMCO / PKPB lockdown of KL, Putrajaya, and all states in Peninsular Malaysia, except for Perlis, Pahang and Kelantan.
- North : Kedah, Penang, Perak
- East : Terengganu
- Central : Selangor, Kuala Lumpur, Putrajaya
- South : Negeri Sembilan, Melaka, Johor
This expansive CMCO / PKPB lockdown will start at 12:01 AM on 9 November 2020 and end on 6 December 2020.
Peninsular Malaysia : Official CMCO / PKPB SOP!
Here is the confirmed MKN SOP on what’s allowed and what’s not allowed during the CMCO / PKPB lockdown of Peninsular Malaysia :
GENERAL
- Only two persons from each household are allowed to go out to purchase food supplies or daily necessities.
- Only two persons from each household are allowed to dine-in at any restaurant / cafe.
- High risk individuals and children are not encouraged to go out.
- No one is allowed to enter or leave the areas under CMCO lockdown.
- Interstate travel is forbidden, except for work, economic or industrial purposes.
- Emergency cases and accidents requiring medical treatment are allowed to travel without police permission.
- Those with medical appointments are allowed to travel, by showing the referral letter or appointment card.
- Funerals outside of CMCO areas are allowed, with police permission.
- Workers will need a valid work pass or letter of permission from their employers to get past state and district roadblocks.
- Employers must let their employees work from home, unless they are essential to business continuity.
- Individuals who intend to travel by air must obtain prior permission from the police before they head to the airport.
- Residents of CMCO areas are allowed to return from outstation, with the permission of the police.
- Travel through the CMCO areas to non-CMCO areas are allowed, with permission from the nearest police station.
ECONOMIC ACTIVITIES
- All business, economic and industrial activity can proceed as usual.
- Businesses must ensure that customers are physically distanced by 1 meter while entering or leaving their premises.
- Businesses must limit the number of customers within their premise, and publicly display the maximum number of customers allowed inside.
- Supermarkets, shopping malls and retail stores are allowed, between 6 AM and 12 AM.
- Restaurants, food stores, food trucks, hawkers, food courts, food stalls, food kiosks, groceries and convenience stores are allowed to open from 6 AM until 12 AM.
- Dine-in is allowed but limited to 2 persons per small table or 4 persons per large table, but must follow the Food Sector SOP. There should be 1 meter distance between every person.
Only in Selangor : 5 persons per large table meant for 10 people.
* Selangor Mentri Besar Datuk Seri Amirudin Shari announced the change on 16 October 2020. - Food deliveries, drive-through purchases and food take-aways are encouraged.
- Daily markets are allowed to open from 6 AM until 2 PM.
- Wholesale markets are allowed to open from 12 AM until 5 PM.
- Farmer’s markets are allowed to open from 6 AM until 12 PM.
- Night markets are allowed to open from 4 PM until 12 AM.
- Petrol stations are allowed to open from 6 AM until 12 AM, except for those on highways – they can open 24 hours
- Laundry services are allowed between 6 AM and 12 AM.
- All other permitted businesses are allowed to operate between 6 AM and 12 AM.
- Public buses, express buses, MRT, LRT, ERL, Monorail, taxi and e-hailing services are allowed to operate.
- Taxis and e-hailing vehicles are limited to 2 passengers, and allowed to operate from 6 AM until 12 midnight.
- Food deliveries are allowed to operate from 6 AM until 12 midnight.
- All transportation and delivery vehicles involved in industry, business, and manufacturing are allowed to continue as normal, including cross-district and cross-state travel.

HEALTHCARE
- Public and private clinics and hospitals are allowed to open 24 hours.
- Pharmacies and drugstores are allowed to open from 8 AM until 11 PM.
FISHING, FARMING, PLANTATION INDUSTRIES
- The fishing, farming, plantation, livestock and related food chain industries are allowed to operate.
PORTS + AIRPORTS
- All ports and airport services are allowed to operate.
- Individuals who intend to travel by air must obtain prior permission from the police before heading to the airport.
RELIGIOUS ACTIVITIES
- Religious activities in mosques and suraus are allowed with limits to the number of participants, according to the state authorities
- Religious activities in other houses of worship are allowed with limited to the number of participants, according to MKN / MOH / state or federal authorities.
- Akad nikah ceremonies are allowed with a maximum limit of 30 people, based on the area and physical distancing, or as set by the state religious authorities.
- Wedding registration ceremonies for non-Muslims are allowed with a maximum limit of 30 people, based on the area and physical distancing.
ENTERTAINMENT, RECREATION + CULTURAL ACTIVITIES
- Entertainment centres, pubs and night clubs are forbidden to open.
- Theme parks, indoor playgrounds and cinemas are forbidden to open.
CREATIVE INDUSTRY
- Recording activities for music, concerts, filming, interviews, and so on are allowed both in studios and outdoors, limited to CMCO areas with limited crew and no audience, according to the SOP.
- Live event activities are permitted without an audience, with limited crew set by MOH.
- Busking activities in indoor locations are allowed, based on time limits and limited number of audience, as set by MOH.
- All other activities NOT listed in the Negative List are permitted, based on the existing SOP.
SPORTS + RECREATION
- Individual sporting activities and non-contact recreation or those performed individually and not involving more than 10 people, like walking, jogging, cycling, aerobics, hiking, fishing, and so on are permitted.
- Picnics, swimming pool activities and contact sports are forbidden.
- Certain commercial sports facilities – gyms, football fields, futsal courts, badminton halls – are allowed to open from 6 AM until 10 PM, starting 19 October 2020.
- Commercial field and futsal facilities are limited to training activities that do not involve physical contact and limited to up to 10 people at any one time.
- Sporting events and competitions with spectators and/or with participants from other states are forbidden.
- Training programs by the National Sports Council and state sports councils can continue according to a Quarantine Based Approach.
EDUCATION
- All public and private schools, institutions of higher learning, vocational training institutes, kindergartens, day care centres, tahfiz centres, public parks and recreation centres must close.
- Only nurseries and childcare centres with permission to remain open for frontliners and working parents can remain open.
- Students who are undergoing exams are permitted to continue taking their exams.
SEMINARS / WORKSHOPS / CONFERENCES
- All seminars, workshops, courses, training, conferences, lectures and MICE (Meeting, Incentives, Conventions and Exhibitions) are forbidden.
- Face to face meetings are discouraged, and should be held through video conferencing, with these exceptions :
– face-to-face meetings involving expatriate and C Suite with physical distancing and face masks
– internal meetings according to JPA circulars and MITI guidelines
CELEBRATIONS
- Official and unofficial government and private ceremonies, and social events like weddings, banquets, engagement parties, aqiqah ceremonies, tahlil, birthdays, anniversary parties, reunions are forbidden.
TOURISM
- All domestic tourism activities that cross into or out of the CMCO areas are forbidden.
- Tour companies are allowed to operate, based on existing SOP.
- Hotels are allowed to provide accommodation.
- Restaurants, including F&B outlets and lounges are allowed. Dine-in is limited to 2 persons per table. Room service, take-aways and food delivery are encouraged.
- Swimming pool, gym, seminar rooms, halls are not allowed to operate.
COVID-19 : How To Keep Safe!
Here are a few simple steps to stay safe :
- Avoid suspected cases or disease hotpots, like hospitals, if possible!
- Avoid public events and crowds
- Keep our hands clean with soap or hand sanitiser
- Keep our homes, offices, vehicles, etc. clean
- If you need to wear a surgical mask, make sure you put it on and remove it properly!
- Wash your food with water (and soap) after purchase and before preparation
