Fact Check : Top 4 COVID-19 Vaccines Are From China?

Did the New York Times confirm that the top four COVID-19 vaccines are from China?

Find out what the FACTS really are!

 

Claim : Top 4 COVID-19 Vaccines Are From China

People have been excitedly sharing this amazing news about Chinese vaccines on WhatsApp and Facebook.

It’s a long message, so skip to the next section for the facts…

Covid-19.. Ranking of Vaccines

US accepted the best vaccine is from China.

America’s New York Times reports.

China’s 1-4 best vaccine rankings, while many admired Pfizer ranked sixth.

– The safety rating of vaccines currently injected in Thailand

Sinovac and AZ are 2nd and 5th, while the demanding Pfizer is 6th.

 

Truth : Top 4 COVID-19 Vaccines Are NOT From China

This is just an updated version of the earlier fake news claiming that Chinese vaccines are the world’s safest.

And here are the reasons why it’s just FAKE NEWS…

Fact #1 : It Was Not An Actual NYT Article

The posts promoted a New York Times link, but it was really just an opinion piece by Achal Prabhala and Chee Yoke Ling – an Indian public health activist and a Malaysian public interest lawyer.

It was NOT an actual article by any New York Times writer or correspondent. Neither was it endorsed by the New York Times.

Fact #2 : NYT Did Not Rank COVID-19 Vaccines

The opinion piece did NOT rank the COVID-19 vaccines, much less claim that the top 4 vaccines are from China.

In fact, it pointed out the conflicting trial results for the CoronaVac vaccine from Sinovac, and noted that “China’s and Russia’s self-serving propaganda campaigns touting their respective vaccines only increased wariness“.

Instead of praising Chinese vaccines as the safest in the world, the two writers were merely asking health authorities to “start trusting other countries’ vaccines“, because there is simply not enough vaccines from Western countries to supply the world.

Fact #3 : The New York Times Refuted The Claim

On 10 March 2021, The New York Times published three tweets refuting the false claims.

We are aware of misinformation circulating on WhatsApp, which falsely ranks the safety of worldwide coronavirus vaccines and attributes this list to a report published by The New York Times.

This message is misleading and untrue. The New York Times did not publish this list, our reporting has not suggested that Chinese vaccines are superior to vaccines produced elsewhere, nor have we published claims that China has exported more than 500 million doses.

Fact #4 : Chinese Vaccines Have Efficacy Issues

On 24 June 2021, Chinese CDC deputy director Dr. Feng Zijian told the China Central Television that antibodies from two Chinese COVID-19 vaccines are “less effective” against the Delta variant, compared to other strains.

In that interview, he declined to name the two Chinese vaccines, but the Caixin Global report appears to confirm that they are the Sinovac CoronaVac and Sinopharm BBIBP-CorV vaccines.

Sinovac itself appears to be cognisant of this limitation, and have conducting clinical research on a booster dose of their own.

But it appears that the Chinese government is not going to wait, but will instead boost protection against the Delta variant using the Pfizer mRNA vaccine instead.

Fact #5 : Doses Ordered, Not Delivered

The post claimed that “China has exported more than 500 million doses of vaccines to more than 50 countries around the world, and it is estimated that hundreds of millions of people have been vaccinated.”

The truth is Chinese vaccine manufacturers received ORDERS for about 500 million doses of their vaccines from about 45 countries.

They are actually a long way from delivering (exporting) those 500 million vaccine doses, and certainly hundreds of millions of people have NOT been vaccinated with Chinese COVID-19 vaccines.

Fact #6 : China Purchased 100 Million Doses Of Pfizer Vaccine

Despite the claims of Chinese vaccine superiority and approving FOUR domestically developed and produced vaccines, it has vaccinated very few of its population.

China only planned to vaccinate 50 million essential workers by mid-February – less than 4% of its population, even as it exports millions of doses overseas.

That is probably why China itself ordered 100 million doses of the Pfizer COVID-19 vaccine.

Fact #7 : Flying For Early Vaccines, Not Chinese Vaccines

While the fake post insinuates that wealthy people in Britain are flying to the UAE for superior Chinese vaccines, the truth is they were offered EARLY ACCESS to COVID-19 vaccines.

Knightsbridge Circle – a private concierge service – had been flying people since January 2021 to the UAE for the Pfizer vaccine, or India for the AstraZeneca vaccine.

In February 2021, they partnered with the UAE to offer the Sinopharm vaccine as a way to “bring tourism into the area”.

This is really about the rich cutting queue and getting early access to COVID-19 vaccines, and not about wealthy UK residents actually believing in the superiority of Chinese vaccines.

Fact #8 : Vaccine Side Effects Do Not Take 10-20 Years To Appear

It is utter nonsense to claim that vaccines can cause side effects 10-20 years later.

Vaccines are merely self-defence classes for our immune system – teaching it how to identify a microbe, so it can learn to make antibodies against it.

Like a self-defence class, a vaccine doesn’t stick around. That’s why sometimes a booster dose (like revision classes) is required.

Any side effects you may experience is your body’s natural reaction to what it believes is the actual virus – this is how the vaccine trains the body to defend itself.

These side effects occur in the first few days of getting the vaccine dose, and do not lay in wait for 10-20 years before appearing.

 

Should You Trust Vaccines Made In China?

Yes, if approved by the health authority of your country, you should trust vaccines made in China.

The Chinese vaccines may have lower efficacy than the Pfizer or Moderna mRNA vaccine, but they are still effective at preventing hospitalisations and death.

We need to stop obsessing over efficacy rates because most people don’t understand them.

What we really need to understand is that ALL approved COVID-19 vaccines have been proven to prevent severe or fatal COVID-19 disease.

Just take any approved COVID-19 vaccine, and you will be protected against moderate to severe COVID-19 disease that requires medical treatment.

National Recovery Plan Phase 4 SOP : Where Does It Apply?

This Phase 4 SOP currently applies to Labuan, Negeri Sembilan and Pahang.

 

National Recovery Plan Phase 4 SOP : 11 October Edition!

This is the latest National Recovery Plan Phase 4 SOP that was released on 11 October 2021.

Overseas Travellers

  • Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, on accepting a digital Home Surveillance Order (HSO) subject to these conditions:
    – Show proof of a valid negative RT-PCR test taken within 3 days prior to departure
    – Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
    – Have no symptoms during the health screening conducted at the International entry point.
    – Have suitable accommodations to undergo quarantine
  • Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
  • The mandatory quarantine for travellers from all countries is 14 days, and can be extended a further 7 days, based on the risk assessment on Day 14.
  • Travellers must conduct a self-assessment using the Home Assessment Tool (HAT) in the MySejahtera app, every day until the end of the quarantine period (14 or 21 days after arrival).
  • Travellers must undergo a COVID-19 RT-PCR screening test on arrival. The RT-PCR screening test for COVID-19 must be released on Day 10, or Day 18 (for travellers undergoing a 21-day quarantine).

General Health Protocol In Phase 4 Areas

  • Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
  • Hand sanitiser must be provided at the entrance, and customers must use it before entering.
  • The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
  • Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
  • Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
  • In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
  • Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
  • Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
  • Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
  • Individuals 18 years and below are not encouraged to be in public places and facilities.
  • Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
  • Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
  • All building owners must provide QR Codes for each floor / level.
  • It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
  • There must be good VENTILATION at the premise according to ventilation and indoor air quality guidelines issued by the Department of Occupational Safety and Health (JKKP).
  • It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
    a) hotel room or paid accommodation, alone or with your own family
    b) Personal working space
    c) Sporting activities and outdoor recreation
    d) Personal vehicle, alone or with your own family
    e) Indoor or outdoor public areas, when there are no other individuals
    f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)

Travel Restrictions In Phase 4 Areas

  • Interstate travel is ALLOWED only for FULLY-VACCINATED INDIVIDUALS, by showing their digital COVID-19 vaccination certificate or card.
  • Fully-vaccinated individuals are allowed to bring children 18 years and younger, subject to general health protocols.
  • Interstate travel is FORBIDDEN in Enhanced Movement Control Order (EMCO / PKPD) areas.
  • Interstate travel by workers are subject to worker’s pass or employer’s confirmation letter.
  • All vehicles, whether driven by individuals, for transportation of goods or public transport, are allowed to travel at full capacity.
  • Airports, ports and logistic sector are ALLOWED to operate 24 hours.

Civil Service

  • 100% attendance capacity is allowed
  • Civil service is subject to the current orders by the Secretary to the Government of Malaysia.

Meetings

  • Face-to-face meeting are ALLOWED for fully-vaccinated individuals, at full venue capacity but with physical distancing.
  • Individuals who are not fully vaccinated or unvaccinated must undergo a pre-event test using a (saliva) self-test kit, or have confirmation from a medical practitioner before attending a face-to-face meeting, or conduct the meeting via video conferencing.
  • It is encouraged to conduct meetings through video conferencing.

Seminars + Trainings

  • Seminars, workshops, courses, trainings and talks are allowed for fully-vaccinated individuals, at full venue capacity but with physical distancing.
  • Individuals who are not fully vaccinated or unvaccinated must undergo a pre-event test using a (saliva) self-test kit, or have confirmation from a medical practitioner before attending.

Government + Private Events

  • Official events by the government or private sector are allowed for fully-vaccinated individuals, at full venue capacity but with physical distancing.
  • Individuals who are not fully vaccinated or unvaccinated must undergo a pre-event test using a (saliva) self-test kit, or have confirmation from a medical practitioner before attending.

Social Activities In Phase 4 Areas

  • Feasts, festivals, weddings, engagements, receptions, aqiqah ceremonies, tahlil, anniversaries, birthdays, reunions, retreats and other social events are allowed for fully-vaccinated individuals, at up to 50% venue capacity and with physical distancing.
  • Fully-vaccinated individuals are allowed to bring children 18 years or younger, subject to compliance with general health protocols.

Agriculture, Fisheries, Livestock, Plantation and Commodities

  • All of these activities, and their supply chain, are allowed to operate according to their licences, except those mentioned in the Negative List.

Manufacturing, Construction, Mining and Quarrying

  • Manufacturing, construction, mining and quarrying activities are ALLOWED, according to these fully vaccinated rates :
    a) 80% to 100% : Allowed to operate at 100% worker capacity
    b) Less than 80% : Allowed to operate at 80% worker capacity only
  • Workers must undergo RTK antigen tests every two weeks, at employer’s cost

Businesses Open Only To Fully Vaccinated Customers

  • These businesses can only serve fully-vaccinated customers :
    1. Photographic equipment and photography shop
    2. Preloved (second hand) shop
    3. Flower and nursery shop
    4. Handicraft and souvenir shop
    5. Antique shop
    6. Games shop
    7. Carpet shop
    8. Creative content and equipment shop
    9. Outdoor equipment (including camping, fishing and other equipment)
    10. Cosmetics, skincare and perfume
    11. Tobacco shop (including vape and electronic cigarette)
    12. House and kitchen appliance shop
    13. Furniture shop
    14. Sporting goods shop
    15. Car accessories shop
    16. Car sales and distribution
    17. Clothes, fashion and accessories shop
    18. Jewellery shop
    19. Barber shop
    20. Beauty salon / center
    21. House show room
  • Premise owners must ensure that customers who wish to enter MUST show their digital COVID-19 vaccination certificate or card, to prove that they are fully-vaccinated.
  • Fully-vaccinated individuals are ALLOWED to bring children who are 18 years old or younger to these premises.

Dine-In In Phase 4 Areas

  • Restaurant operators, including hotels, sports and recreational club houses, food shops, food stalls, food trucks, roadside hawkers, food courts, food carts, and food kiosks are ALLOWED to offer dine-in services, subject to these conditions :
    – only accept customers who are fully-vaccinated, and asymptomatic.
    – premise owners MUST display a notice at the entrance stating that only fully-vaccinated customers who are asymptomatic are allowed in
    – only workers who are fully-vaccinated and asymptomatic are allowed to work
    – premise owners must arrange the tables with physical distancing, and ensure the premise has good ventilation.
    – dine-in is allowed with a physical distance of at least 1 metre.
  • Individuals who are fully-vaccinated are ALLOWED to bring their children who are 18 years or younger to dine-in.

Markets

  • All markets, except night market and weekend market, are allowed to operate according to their licence or permit subject to the local authority (PBT) with SOP compliance and monitoring by RELA or PBT.
  • Wholesale markets are ALLOWED to open according to their licensed time, subject to the full vaccination of all employees, complying with the SOP and under RELA / PBT supervision.
  • Night market and weekend market are allowed to operate, subject to customers proving that they are fully-vaccinated by showing their COVID-19 digital vaccination certificate or card.

Spa, Wellness Centre and Health Massage

  • Spa, wellness and massage parlours are ALLOWED to operate, on the condition that both customers and operators are fully-vaccinated, from 1 October 2021 onwards.
  • Employees and customers must be fully-vaccinated, not COVID-19 positive and not close contacts to positive cases, and not symptomatic.
  • Walk-in is not allowed. Only customers with prior appointments are allowed.
  • Employees must wear disposable gloves, face mask and face shield while at work.
  • Employees must replace their disposable gloves, liners for the bed or mattress or chair, and clean all equipment including face shield before attending to each customer.
  • The ventilation system must be maintained according to schedule.
  • MOTAC will monitor these conditions :
    – spa operators must declare how many employees are fully-vaccinated to MOTAC before they are allowed to operate
    – SOP Self-Compliance Program, especially ventilation within the premise.
    – MOTAC will monitor compliance by conducting periodical spot checks
    – COVID-19 screening test of symptomatic employees

Education In Phase 4 Areas

  • All schools and educational institutes under, or registered under, the Ministry of Education (KPM), can open for students based on KPM’s decisions.
  • Primary School Reopening
    Stage 1
    a) Special needs students (MBK) in National Special Education Schools and Integrated Special Education Program can attend classes without rotation.
    b) Pre-school / private kindergarten students can attend classes without rotation.
    c) All other students will continue with online classes.
    Stage 2
    a) Special needs students (MBK) in National Special Education Schools and Integrated Special Education Program can attend classes without rotation.
    b) Pre-school / private kindergarten students can attend classes without rotation.
    c) Standard 1, 2 and 3 students can attend classes with rotation.
    d) Standard 4, 5 and 6 students will continue with online classes.
  • Secondary School Reopening
    Stage 1
    a) Form 6 Semester 2, International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
    b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
    c) Students sitting for public exams like SPM, STAM, SVM, STPM in full boarding schools can attend classes without rotation.
    d) Students sitting for international IGCSE (International General Certificate for Secondary Education) O Level, A-Level and Australia Higher School Certificate and International Baccalaureate Diploma Programme can attend classes without rotation.
    e) Students sitting for public exams like SPM, STAM, SVM, STPM in day / private schools can attend classes with rotation.
    f) Students sitting for other international exams can attend classes with rotation.
    g) All other students will continue with online classes.
    Stage 2
    a) Form 6 Semester 2, International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
    b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
    c) Students sitting for public exams like SPM, STAM, SVM, STPM, Form 3 and Form 4 in full boarding schools can attend classes without rotation.
    d) Students sitting for international IGCSE (International General Certificate for Secondary Education) O Level, A-Level and Australia Higher School Certificate and International Baccalaureate Diploma Programme can attend classes without rotation.
    e) Students sitting for other international exams can attend classes with rotation.
    f) Students sitting for public exams like SPM, STAM, SVM, STPM, Form 3 and Form 4 in day / private schools can attend classes with rotation.
    g) Remove Class, Form 1 and Form 2 students will continue with online classes.
    Stage 3
    a) International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
    b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
    c) All students in full boarding schools can attend classes without rotation.
    d) All other students, including students in private, international and expatriate schools can attend classes with rotation.
  • All Matriculation College students of the 2 Semester System and 4 Semester System (Semester 3) can attend classes, while students of the 4 Semester System (Semester 1) can either attend classes or online classes.
  • All Teachers Training Institute (IPG) students can return to campus in stages from 7 November 2021 for Group A states, and 8 November 2021 for Group B states.
  • All face-to-face and group learning are allowed, subject to the existing SOP.
  • Students are allowed to travel inter-state to attend school or other education institute with a confirmation letter from the Ministry of Education.
  • Students are allowed to be accompanied by a guardian / parent while travelling to and from their school or other education institute.
  • Teachers or lecturers who are involved in face-to-face classes are allowed to travel interstate, with confirmation letter from the Ministry of Education.
  • Students who need to travel from Peninsular Malaysia to Sabah, Sarawak or Labuan and vice versa must comply with existing quarantine rules.
  • Students are allowed to travel interstate to their hostels with confirmation letter from the Ministry of Education.
  • Students staying in hostels must test themselves using the COVID-19 Self-Test Kit three times – before registering to enter, on the 6th day and on the 14th day in their hostel.
  • IPG students are encouraged to test themselves using the COVID-19 Self-Test Kit a day before returning, or getting a screening test at a healthcare facility and notifying the IPG management of the results.
  • Industrial training and skills training centres, including vocational college, TVET and so on are allowed to operate.
  • All schools and skill training institutes other than those under KPM, tahfiz centre and other educational institutes are subject to their relevant Ministry or Agency.
  • All institutes of higher learning will be open in stages to students who are fully-vaccinated.
  • All learning activities in institutes of higher learning – face-to-face, in groups – are allowed for fully-vaccinated students. Hybrid learning will be conducted for students on campus, while online learning will continue for students who are unable to return to campus.
  • International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
  • Students in boarding schools or universities are ALLOWED to continue hybrid studies.
  • Daycare and childcare facilities under the Welfare Department (JKM) are allowed to operate.
  • Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres are ALLOWED to operate.
  • Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
  • The operators and employees of these kindergarten, childcare and care facilities must be fully-vaccinated.

Religion In Phase 4 Areas

  • Prayer activities are ALLOWED for individuals who are fully-vaccinated, subject to the rules and SOP of the state Islamic religious authority.
  • Islamic wedding ceremony (akad nikah) is ALLOWED only in the Islamic Religious Office / Department with the attendance capacity set by the State Religious Authority.
  • Prayer activities are ALLOWED for individuals who are fully-vaccinated, subject to the rules and SOP of the Ministry of National Unity (KPN).
  • Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.
  • Burial activities are allowed according to limits set by the State Religion Authority (Islam) or the National Unity Ministry (Non-Muslim).

Sports + Recreation In Phase 4 Areas

  • All OUTDOOR sports and recreational activities with physical contact are LIMITED to fully-vaccinated individuals.
  • All INDOOR sports and recreational activities, with or without physical contact, done individually or in groups, are LIMITED to fully-vaccinated individuals.
  • The operation of all OUTDOOR and INDOOR sports and recreational facilities at 100% employee and customer capacity is allowed, but limited to fully-vaccinated individuals and their children who are 18 years and younger, subject to compliance with strict SOP.
  • Group sports and recreational activities / training (without or without contact) are limited to fully-vaccinated individuals and their children who below 18 years old, with supervision and limited to 1,000 persons at any one time, including the coach / instructor / parents, or less.
  • Competitions or championships at community, district, state, national or international levels require permission from the Ministry of Youth and Sports (KBS), limited to 1,000 participants at any one time for sports like triathlon, open water swimming, marathon, trail run, obstacle run and so on.
  • Spectator / supporter presence at sports and recreational venues are limited to 50% of capacity or 20,000 people (whichever is lower), and limited to fully-vaccinated individuals who are 18 years or older only.
  • The operation of both OUTDOOR and INDOOR sports and recreational facilities are subject to the rules of the local authorities / relevant authorities.
  • The entry of foreign athlete, coach, official, technical help to Malaysia are subject to the rules governing entry of foreigners into Malaysia.
  • Individuals who are not fully-vaccinated or unvaccinated are restricted to individual sports and recreational activities that do not involve touch, with physical distance of at least 1-3 metres performed outdoors.

Recreational Fishing

  • Recreational fishing, including fishing pond, is ALLOWED for fully-vaccinated individuals, from 6 AM until 10 PM.

Picnic + Camping

  • Picnic and camping are ALLOWED for fully-vaccinated individuals.
  • Fully vaccinated individuals are ALLOWED to bring children 18 years and younger for such activities, subject to strict SOP.

Creative Industry + Entertainment

  • All creative industry practitioners who are fully-vaccinated are ALLOWED to resume these activities :
    – development and broadcast of recorded or live-streamed creative content

    – live performances like theatre, musical, music and comedy (pre-registered)
    – cinema activities

Tourism + Culture In Phase 4 Areas

  • Tourism and cultural activities are ALLOWED for fully-vaccinated individuals, subject to physical distancing and venue capacity.
    – tourism attractions like beach activities, water sports, snorkelling, scuba diving, sports fishing, edutainment centre, recreational park, extreme park, adventure park, nature park, farm, aquarium, zoo and so on.
    – special interest activities like golfing, scuba diving, cycling, angling, yachting and so on.
    – ecotourism activities like bird watching, caving, mountain climbing, whitewater rafting, hiking, jungle trekking, camping and so on.
    – art, culture and heritage premises like museum, library, art gallery, art and cultural village, cultural shows and so on.
    – theme park and family entertainment centre
    – academic premises like science centre, planetarium and Petrosains.
    – business events (MICE), tourism and cultural events.
  • Fully-vaccinated individuals are ALLOWED to bring their children who are 18 years or younger, subject to general health protocols.
  • Interstate travel is allowed for fully vaccinated individuals, except to EMCO (PKPD) areas or any areas restricted by the government.
  • Licensed and registered hotel and homestay are allowed for fully-vaccinated individuals.
  • All other tourism and cultural activities, other than those specified in the Negative List, are allowed.

Cruise Ship

  • Cruise ships are ALLOWED to operate at 50% capacity, on the condition that all crew members and passengers are fully-vaccinated.
  • Pub and night club activities onboard are FORBIDDEN.

Driving School

  • Driving schools are ALLOWED to operate, with the condition that all workers, teaching staff and candidates must be fully-vaccinated, with COVID-19 digital vaccination certificate or card as evidence.
  • Only employees who are fully-vaccinated and asymptomatic are allowed to work.

 

National Recovery Plan Phase 4 SOP : NEGATIVE LIST

These activities are FORBIDDEN using the National Recovery Plan Recovery Phase 4 SOP.

  • Night club or pub activities
  • Local tourism involving foreign tourists entering Malaysia.
  • Sports and recreational activities exceeding the allowed capacity.
  • Championships, competitions, and matches without KBS permission.
  • Any activity that involves many people gathering in one place until it is hard to maintain physical distancing, and compliance with the Director General of Health’s orders.
  • Any other matter that may be decided by the Government from time to time.

Malaysia just announced a slew of PPN Phase + SOP changes on 15 October 2021!

Here is what you need to know…

 

PPN Phase Changes On 15 October 2021!

On 15 October 2021, the Prime Minister of Malaysia, Ismail Sabri, announced that :

  • Kelantan, Penang, Sabah and Kedah will be upgraded from Phase 2 to Phase 3
  • Melaka and Klang Valley (KL, Selangor, Putrajaya) will be upgraded from Phase 3 to Phase 4

These PPN phase changes will take effect on Monday, 18 October 2021.

 

PPN SOP Changes On 15 October 2021!

The Prime Minister also announced additional SOP changes for the National Recovery Plan, which will start on different dates.

  1. R&R (Rest & Recreation) facilities at all highways will be allowed to operate 24 hours, starting Saturday, 16 October 2021.
  2. E-hailing vehicles will be allowed to operate at maximum capacity in ALL PPN Phases , starting Saturday, 16 October 2021.
  3. The quarantine for overseas travellers will be reduced from Monday, 18 October 2021 :
    a) 7-day quarantine – either at home (if suitable) or at a quarantine facility – for fully-vaccinated travellers
    b) 10-day quarantine at a quarantine facility for travellers who are partially vaccinated, or not vaccinated.
  4. The quarantine for Close Contacts will be reduced from Monday, 18 October 2021 :
    a) 7-day quarantine – either at home (if suitable) or at a quarantine facility – for fully-vaccinated individuals
    b) 10-day quarantine at a quarantine facility for individuals who are partially vaccinated, or not vaccinated.
  5. Cyber cafe and cyber centre services are allowed to operate, starting Sunday, 17 October 2021 :
    a) 80% capacity for Phase 3 areas
    b) 100% capacity for Phase 4 areas
  6. Religious pilgrimage (umrah) will be allowed from Monday, 18 October 2021 onwards.
  7. Meetings, Incentives, Conventions and Exhibitions (MICE) face-to-face events are allowed in Phase 3 states for fully-vaccinated individuals, starting Monday, 18 October 2021, subject to these conditions :
    a) all participants must undergo pre-event COVID-19 screening test (saliva test or RTK antigen).
    b) all participants must maintain physical distance.
    c) all participants must wear face masks.
    d) limited to 50% of menu capacity.
  8. Test and Release (T&R) pilot programme will begin on Monday, 18 October 2021, limited to this group of travellers with strict travel plans / itinerary for official visits.
    a) National figure
    b) Minister
    c) Deputy Minister
    d) Chief Minister
    e) State EXCO member
    f) Members of Parliament
    g) Government official
    This programme will be expanded to include business travellers soon.
    Those participating in this programme must be fully-vaccinated, and will be required to :
    – submit an application with supporting documents to MKN and KKM for approval
    – undergo a PCR test 3 days before returning to Malaysia
    – undergo a PCR test on arrival in Malaysia

Vaccine Exemption Certificate In Malaysia : What Is It?

Everyone who gets vaccinated in Malaysia receives a MySejahtera digital COVID-19 vaccination certificate, as well as a physical vaccination card.

They are both accepted as proof of your vaccination, but the digital COVID-19 vaccination certificate is definitely much more convenient to use.

But what about those who cannot get vaccinated? They can’t get the vaccine, and won’t be able to freely work or travel.

Fortunately, there is a solution – a digital vaccine exemption certificate in MySejahtera, granting them the same privileges as those who are fully-vaccinated.

 

Vaccine Exemption Certificate In Malaysia : How To Get One?

First, it must be pointed out that the vaccine exemption certificate will only be issued to those who cannot be vaccinated due to medical issues.

It will not be issued to those who choose not to be vaccinated out of personal conviction, philosophical or religious reasons.

Hence, it requires a pre-vaccination assessment to be conducted by a medical professional at a private hospital or a government clinic / hospital.

Here are the steps you need to take to obtain the vaccine exemption certificate :

  1. Obtain a Pre-Vaccination Assessment Slip from any of these medical professionals :
    a) your treating medical professional at a private hospital,
    b) a family medicine specialist at a government clinic, or
    c) a treating specialist / medical officer at a specialist government hospital
  2. Submit the Pre-Vaccination Assessment Slip to the nearest District Health Office (PKD).
  3. Your application will be processed within 7 days.

Once it’s been verified that you have an absolute contraindication to any of the approved COVID-19 vaccine, you will receive the COVID-19 vaccine exemption digital certificate in MySejahtera.

This will grant you the same privileges as those who are fully-vaccinated.

National Recovery Plan Phase 2 SOP : 11 October Update!

This is the latest National Recovery Plan Phase 2 SOP that was released on 11 October 2021.

General Health Protocol In Phase 2 Areas

  • Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
  • Hand sanitiser must be provided at the entrance, and customers must use it before entering.
  • The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
  • Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
  • Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
  • In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
  • Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
  • Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
  • Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
  • Individuals 18 years and below are not encouraged to be in public places and facilities.
  • Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
  • Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
  • All building owners must provide QR Codes for each floor / level.
  • It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
  • There must be good VENTILATION at the premise according to ventilation and indoor air quality guidelines issued by the Department of Occupational Safety and Health (JKKP). Updated!
  • It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
    a) hotel room or paid accommodation, alone or with your own family
    b) Personal working space
    c) Sporting activities and outdoor recreation
    d) Personal vehicle, alone or with your own family
    e) Indoor or outdoor public areas, when there are no other individuals
    f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)

Benefits For Fully Vaccinated People In Phase 2 Areas

Inter-District + Interstate Travel

  • Inter-district and interstate travel is ALLOWED for fully-vaccinated individuals who must show their COVID-19 digital vaccination certificate or card, and identity card or passport as evidence.
  • Fully-vaccinated individuals are ALLOWED to bring children who are 17 years old or younger, while complying with general health protocols.

Overseas Travellers

  • Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, on accepting a digital Home Surveillance Order (HSO) subject to these conditions:
    – Show proof of a valid negative RT-PCR test taken within 3 days of departure
    – Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
    – Have no symptoms during the health screening conducted at the International entry point.
    – Have suitable accommodations to undergo quarantine
  • Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
  • The mandatory quarantine for travellers from all countries is 14 days, and can be extended a further 7 days, based on the risk assessment on Day 14.
  • Travellers must conduct a self-assessment using the Home Assessment Tool (HAT) in the MySejahtera app, every day until the end of the quarantine period (14 or 21 days after arrival).
  • Travellers must undergo a COVID-19 RT-PCR screening test on arrival. The RT-PCR screening test for COVID-19 must be released on Day 10, or Day 18 (for travellers undergoing a 21-day quarantine).

Religion

  • Prayer activities at the mosque and surau for individuals who are fully vaccinated are ALLOWED, subject to the rules and SOP by the state religious authority.
  • Prayer activities at non-Muslim religious houses for individuals who are fully vaccinated are ALLOWED, subject to the rules and SOP by the Ministry of National Unity.

Dine-In

  • Restaurant operators, including hotels, sports and recreational club houses, food shops, food stalls, food trucks, roadside hawkers, food courts, food carts, and food kiosks are ALLOWED to offer dine-in services, subject to these conditions :
    – only accept customers who are fully-vaccinated, and asymptomatic.
    – premise owners MUST display a notice at the entrance stating that only fully-vaccinated customers who are asymptomatic are allowed in
    – only workers who are fully-vaccinated and asymptomatic are allowed to work at these vaccination rates :
    a) 40% : allowed to operate with 60% worker capacity
    b) 60% : allowed to operate with 80% worker capacity
    c) 80% : allowed to operate with 100% worker capacity
    – premise owners must arrange the tables with physical distancing, and ensure the premise has good ventilation.
    – dine-in is allowed with a maximum capacity of 50% per table, with physical distance of at least 1 metre.
  • Individuals who are fully-vaccinated are ALLOWED to bring their children who are 17 years or younger to dine-in.

Sports + Recreation

  • All OUTDOOR sports and recreational activities with physical contact are LIMITED to fully-vaccinated individuals, from 6 AM until 10 PM.
  • All OUTDOOR sports and recreational facilities are ALLOWED to operate for fully-vaccinated individuals and their children who are below 18 years old for activities involving contact, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 60%.
  • All INDOOR sports and recreational activities, with or without physical contact, done individually or in groups, are LIMITED to those individuals who are fully vaccinated, from 6 AM to 10 PM.
  • All INDOOR sports and recreational facilities are ALLOWED to operate, but only open to fully-vaccinated individuals and their children who are below 18 years old, up to 50% capacity. Worker capacity (both management and operations) cannot exceed 60%.
  • The operation of both OUTDOOR and INDOOR sports and recreational facilities are subject to the rules of the local authorities / relevant authorities.
  • Competitions or championships are limited to the Ministry of Youth and Sports (KBS), Malaysian Football League – MFL) and those who received special permission from KBS.
  • Group sports and recreational activities / training (without or without contact) are limited to fully-vaccinated individuals and their children who below 18 years old, with supervision and limited to 50% capacity of the venue / area, or up to 50 persons at any one time, including the coach / instructor / parents, whichever is fewer.
  • Spectator / supporter presence at sports and recreational venues are limited to 20% of capacity or 5,000 people (whichever is lower), and limited to fully-vaccinated individuals who are 18 years or older only. Updated!

Recreational Fishing

  • Recreational fishing, including fishing pond, is ALLOWED for fully-vaccinated individuals, from 6 AM until 10 PM. Updated!

Picnic + Camping

  • Picnic and camping are ALLOWED. Updated!
  • Fully vaccinated individuals are ALLOWED to bring children 18 years and younger for such activities, subject to strict SOP.

Tourism

  • Interstate tourism is ALLOWED for fully-vaccinated individuals. Updated!
  • Fully-vaccinated individuals are ALLOWED to undertake tourism activities, by showing their COVID-19 digital vaccination certificate or card when checking in. Updated!
  • Hotel and homestay operators must ensure that individuals who enter their premises prove that they are fully-vaccinated by showing their COVID-19 digital vaccination certificate or card.
  • Individuals who are fully-vaccinated are ALLOWED to bring their children who are 18 years or younger for tourism activities at the hotel and homestay.
  • Visits by prior appointment are ALLOWED for fully-vaccinated individuals to public cultural premises like museum, gallery, archive, handicraft centre, memorial, library and cultural complex, cultural village or center, cultural shows, up to 50% capacity.
  • Tourism centre / premise / product like zoo, farm, aquarium, snorkelling, scuba diving, fishing and jungle are allowed to operate on the condition that all operators and visitors / guests are fully-vaccinated.

Cruise Ships

  • Cruise ships are ALLOWED to operate at 50% capacity, on the condition that all crew members and passengers are fully-vaccinated.
  • Pub and night club activities onboard are FORBIDDEN.

Manufacturing + Construction Sectors

  • Manufacturing and construction activities not listed in the Essential Manufacturing and Construction list are ALLOWED, according to these fully vaccinated rates :
    a) 40% : Allowed to operate at 60% worker capacity
    b) 60% : Allowed to operate at 80% worker capacity
    c) 80% : Allowed to operate at 100% worker capacity
  • Workers must undergo RTK antigen tests every two weeks, at employer’s cost

Mining + Quarrying

  • For mining and quarrying companies that achieved these fully vaccinated rates :
    a) 80% to 100% : Allowed to operate at 100% worker capacity
    b) Less than 80% : Allowed to operate at 80% worker capacity
  • Workers must undergo RTK antigen tests every two weeks, at employer’s cost

Trade + Distribution

  • Only open to fully-vaccinated customers :
    1. Photographic equipment and photography shop
    2. Preloved (second hand) shop
    3. Flower and nursery shop
    4. Handicraft and souvenir shop
    5. Antique shop
    6. Games shop
    7. Carpet shop
    8. Creative content and equipment shop
    9. Outdoor equipment (including camping, fishing and other equipment)
    10. Cosmetics, skincare and perfume
    11. Tobacco shop (including vape and electronic cigarette)
    12. House and kitchen appliance shop
    13. Furniture shop
    14. Sporting goods shop
    15. Car accessories shop
    16. Car sales and distribution
    17. Clothes, fashion and accessories shop
    18. Jewellery shop
    19. Barber shop
    20. Beauty salon / center
    21. House show room
  • Premise owners must ensure that customers who wish to enter MUST show their digital COVID-19 vaccination certificate or card, to prove that they are fully-vaccinated.
  • Fully-vaccinated individuals are ALLOWED to bring children who are 18 years old or younger to these premises.

Spa, Wellness + Massage Parlours

  • Spa, wellness and massage parlours are ALLOWED to operate, on the condition that both customers and operators are fully-vaccinated, from 1 October 2021 onwards.
  • Employees and customers must be fully-vaccinated, not COVID-19 positive and not close contacts to positive cases, and not symptomatic.
  • Walk-in is not allowed. Only customers with prior appointments are allowed.
  • Employees must wear disposable gloves, face mask and face shield while at work.
  • Employees must replace their disposable gloves, liners for the bed or mattress or chair, and clean all equipment including face shield before attending to each customer.
  • The ventilation system must be maintained according to schedule.
  • MOTAC will monitor these conditions :
    – spa operators must declare how many employees are fully-vaccinated to MOTAC before they are allowed to operate
    – SOP Self-Compliance Program, especially ventilation within the premise.
    – MOTAC will monitor compliance by conducting periodical spot checks
    – COVID-19 screening test of symptomatic employees

Night Market + Weekend Market

  • Only fully-vaccinated individuals are allowed to enter a night market or weekend market.
  • Night market and weekend market are allowed to operate, subject to customers proving that they are fully-vaccinated by showing their COVID-19 digital vaccination certificate or card.

Driving School

  • Driving schools are ALLOWED to operate, with the condition that all workers, teaching staff and candidates must be fully-vaccinated, with COVID-19 digital vaccination certificate or card as evidence.
  • Only employees who are fully-vaccinated and asymptomatic are allowed to work at these vaccination rates :
    a) 40% : Allowed to operate at 60% worker capacity
    b) 60% : Allowed to operate at 80% worker capacity
    c) 80% : Allowed to operate at 100% worker capacity

Creative + Entertainment Industry

  • All creative industry practitioners who are fully-vaccinated are ALLOWED to resume these activities :
    – development and broadcast of recorded or live-streamed creative content
    – broadcast or livestream of information and entertainment with fully-vaccinated spectators up to 50% capacity of the studio space.
    – in-studio or outdoor filming
    – busking
    – lounge hotel performances to fully-vaccinated guests
    – live performances like theatre, musical, music and comedy (pre-registered) with fully-vaccinated attendees up to 50% of premise capacity.
    – cinema activities are ALLOWED with fully-vaccinated workers and cinema goers, up to 50% of cinema capacity.

Government + Private Official Events

  • Official events by the government or private sector, including inaugurations and so on, are allowed, subject to these conditions :
    – Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
    – Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
    – Limited to 50% capacity of the event space.
    – Only packed food is allowed to be provided.

MICE

  • Seminar, workshop, course, training and talk are allowed, subject to these conditions :
    – Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
    – Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
    – Limited to 50% capacity of the event space.
    – Only packed food is allowed to be provided.

Travel Restrictions In Phase 2 Areas

  • Interstate travel is ALLOWED only for FULLY-VACCINATED INDIVIDUALS. New!
  • Interstate travel is FORBIDDEN in Enhanced Movement Control Order (EMCO / PKPD) areas. New!
  • The area will be controlled by the police (PDRM), with help from ATM, APM and RELA. Updated!
  • Fully-vaccinated individuals are ALLOWED to travel in vehicles at full capacity.
  • For those who are not fully-vaccinated :
    – Only two (2) household representatives may leave to purchase food, medicine, dietary supplement and basic necessities.
    – Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies.
  • Taxis and e-hailing rides are limited to just TWO (2) people in the vehicle, including the driver, and the passenger must sit in the back.
  • Vehicles carrying goods or involved in the economic chain or industry (except worker transportation) is allowed to travel at full capacity.
  • Official and government vehicles are allowed to travel at full capacity.
  • Airports, ports and logistic sector are ALLOWED to operate 24 hours.
  • Public transportation (train, bus, LRT, MRT, ERL, monorail, taxi, ferry) are allowed to operate at full capacity.
  • Unloading of non-essential goods in factories is limited to delivery and receipt of goods or cargo in existing stockpiles for the purpose of import and export only with limited workers. Unloading of essential goods is not subject to these restrictions and can proceed as usual.
  • Disaster or humanitarian aid from NGO must obtain permission from the state or district Disaster Management Committee, and the aid must be channelled through the Disaster Operational Control Centre (PKOB) of the affected area.
  • Travel for Short Term Business Visitors under the One Stop Centre (OSC) initiative for official or business purposes are ALLOWED with police permission.

Civil Service

  • Subject to the current orders by the Secretary to the Government of Malaysia.
  • Civil service will operate in hybrid mode with this approach :
    – Office attendance must not exceed 60% at any one time (except for frontliners, security, defence and enforcement), and 40% must work from home, in rotation.
    – Counter services are subject to the current orders from the Secretary to the Government of Malaysia (KSN).
    – Civil servants going to office must receive official attendance order and worker’s pass.

Private Sector

  • Approved essential services must have official approval from the relevant Ministry or Agency.
  • Employee travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
  • Employee capacity for the private sector (essential services) is limited to 80%, including both operations and management. Employee capacity can be increased to 100% when employee vaccination is 80% or higher.
  • All offices not listed under essential services are allowed to operate at these vaccination rates :
    a) 40% : Allowed to operate at 60% worker capacity
    b) 60% : Allowed to operate at 80% worker capacity
    c) 80% : Allowed to operate at 100% worker capacity

MICE

  • Face-to-face meeting are ALLOWED for fully-vaccinated individuals, limited to 50% of meeting room capacity.
  • Meetings must be conducted via video conferencing for individuals who are not fully-vaccinated.
  • It is encouraged to conduct meetings through video conferencing.
  • Critical interviews are ALLOWED either face-to-face or online.

Business Activities In Phase 2 Areas

  • Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6 AM until 12 midnight.
  • Sale of food only allowed through takeaway, drive-through or delivery, except dine-in services for fully-vaccinated customers. Dine-in services for social events are FORBIDDEN.
  • Park & dine services are FORBIDDEN.
  • Grocers, convenience stores and mini marts are ALLOWED to operate from 6 AM until 12 midnight.
  • Pharmacies and self-care stores are ALLOWED to operate from 6 AM until 10 PM.
  • Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 6 AM until 10 PM.
  • Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
  • Petrol stations can operate from 6 AM until 12 midnight, except for those on tolled highways which can operate 24 hours.
  • Supermarkets, shopping malls, and departmental stores allowed to operate from 6 AM until 10 PM.
  • Bookstores and stationery, computer, telecommunications, and electrical shops are ALLOWED to open from 6 AM until 10 PM.
  • Barber, hair saloon and beauty saloons are ALLOWED to open from 6 AM until 10 PM.
  • Veterinarian clinics and pet food stores are ALLOWED to open from 6 AM until 10 PM.
  • Laundry services, car wash and optical stores are allowed to operate from 6 AM until 10 PM. Self-service laundromats must ensure an employee is present on-premise.

  • Daily and public markets are ALLOWED to open from 6 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
  • Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 2 PM.
  • Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 4 PM.
  • Wholesale markets are ALLOWED to open according to their licensed time, subject to the full vaccination of all employees, complying with the SOP and under RELA / PBT supervision. Updated!
  • Farmer’s market and morning market are ALLOWED to open from 7 AM until 11 AM, limited to main commodities determined by the Ministry of Agriculture and Food Industries (MAFI).
  • Night market and weekend market are ALLOWED to operate, subject to SOP and monitoring by RELA or local authorities.
  • Only fully-vaccinated people may enter a night market or weekend market, by showing their COVID-19 digital vaccination certificate or card.
  • The operation of mines and quarries is ALLOWED, subject to the Mining and Quarrying SOP.
  • Fishing for livelihood is ALLOWED.

Education In Phase 2 Areas

  • Reopening of schools under the Ministry of Education (KPM), or educational institutes registered with KPM for face-to-face learning are based on risk assessment and opinions of the Ministry of Health (KKM) and the National Security Council (MKN).
  • Primary School Reopening
    a) Special needs students (MBK) in National Special Education Schools and Integrated Special Education Program can attend classes without rotation.
    b) all other students will continue with online classes.
  • Secondary School Reopening
    a) Form 6 Semester 2, International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
    b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
    c) Students sitting for international IGCSE (International General Certificate for Secondary Education) O Level, A-Level and Australia Higher School Certificate and International Baccalaureate Diploma Programme can attend classes without rotation.
    d) all other students will continue with online classes.
  • Students are allowed to travel inter-state to attend school or other education institute with a confirmation letter from the Ministry of Education.
  • Students are allowed to be accompanied by a guardian / parent while travelling to and from their school or other education institute.
  • Teachers or lecturers who are involved in face-to-face classes are allowed to travel interstate, with confirmation letter from the Ministry of Education.
  • Students who need to travel from Peninsular Malaysia to Sabah, Sarawak or Labuan and vice versa must comply with existing quarantine rules.
  • Students are allowed to travel interstate to their hostels with confirmation letter from the Ministry of Education.
  • Students staying in hostels must test themselves using the COVID-19 Self-Test Kit three times – before registering to enter, on the 6th day and on the 14th day in their hostel.
  • Industrial training and skills training centres, including vocational college, TVET and so on are allowed to operate starting 15 October 2021.
  • All schools and skill training institutes other than those under KPM, tahfiz centre and other educational institutes are subject to their relevant Ministry or Agency.
  • All institutes of higher learning will be open in stages to students who are fully-vaccinated.
  • All learning activities in institutes of higher learning – face-to-face, in groups – are allowed for fully-vaccinated students. Hybrid learning will be conducted for students on campus, while online learning will continue for students who are unable to return to campus.
  • International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
  • Students in boarding schools or universities are ALLOWED to continue hybrid studies.
  • Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres are ALLOWED to operate for parents or guardians who are working. Their operators and employees must be fully-vaccinated.
  • Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
  • Parents or guardians sending their children to childcare centres are allowed to transport them at full vehicle capacity.

Religion

  • Prayer activities are ALLOWED for individuals who are fully-vaccinated, subject to the rules and SOP of the state Islamic religious authority.
  • Islamic wedding ceremony (akad nikah) is ALLOWED only in the Islamic Religious Office / Department with the attendance capacity set by the State Religious Authority.
  • Prayer activities are ALLOWED for individuals who are fully-vaccinated, subject to the rules and SOP of the Ministry of National Unity (KPN).
  • Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.
  • Burial activities are allowed according to limits set by the State Religion Authority (Islam) or the National Unity Ministry (Non-Muslim).

Sports + Recreation (for partially-vaccinated / unvaccinated)

  • Individual sports and recreational activities without physical contact and physical distancing of 1-3 metres are allowed in OUTDOOR spaces, from 6 AM until 10 PM.
  • All OUTDOOR sports and recreational facilities are ALLOWED to open, with supervision and up to 60% worker capacity (both management and operations).
  • Operations of all OUTDOOR sports and recreational facilities are subject to the local authorities.
  • Athlete / coach / official / technical support participation in overseas championships or competitions or matches are subject to the approval of the Immigration Department. Updated!
  • Picnics and camping are FORBIDDEN for individuals who are not fully vaccinated.

  10. Banking, insurance, takaful and capital markets (60% capacity)
  11. Community credit and pawn shops
  12. E-commerce and information technology
  13. Production, distillation, storage, supply and distribution of fuels and lubricants
  14. Hotels and accommodation (only for quarantine purposes, segregation, employment for essential services and not for tourism).

  10. Machinery and equipment
  11. Textiles for PPE production only
  12. Production, distillation, storage, supply and distribution of fuels and lubricants
  13. Automotive (vehicles and components)
  14. Ceramics
  15. Cement
  16. Rubber
  17. Iron and steel
  18. Furniture factory

Agriculture, Fisheries, Livestock, Plantation and Commodities

  1. Agriculture, fisheries and livestock and their supply chains

  • Theme parks, family entertainment centres, indoor playgrounds, karaoke, including family karaoke.
  • Interstate and inter-district tourism by individuals who are not fully-vaccinated. Updated!
  • Local tourism involving foreign tourists entering Malaysia.
  • Sports and recreational activities exceeding the allowed capacity.
  • Sports and recreational activities and operations that exceed the allowed time, except for those sponsored by Ministry of Youth and Sports (KBS), Malaysian Football League (MFL) and with special KBS permission only.
  • All championships, competitions, and matches, EXCEPT those organised by the KBS, MFL and with special KBS permission only.
  • Night club or pub activities
  • Any activity that involves many people gathering in one place until it is hard to maintain physical distancing, and compliance with the Director General of Health’s orders.
  • Any other matter that may be decided by the Government from time to time.

National Recovery Plan Phase 3 SOP : Where Does It Apply?

National Recovery Plan Phase 3 SOP : 11 October Edition!

This is the new National Recovery Plan Phase 3 SOP that was released on 11 October 2021.

General Health Protocol In Phase 3 Areas

  • Licence holders and premise owners must provide MySejahtera QR code and a manual logbook to register customers.
  • Hand sanitiser must be provided at the entrance, and customers must use it before entering.
  • The use of MySejahtera is mandatory is areas with good Internet connectivity. The use of logbook is only allowed in areas with no Internet connectivity, or other reasonable excuse.
  • Licence holders and premise owners must ensure that customers and workers check in using MySejahtera. or the manual logbook if there’s no Internet connectivity.
  • Employers, employees, customers and visitors are required to check in using MySejahtera or write their names and phone numbers legibly in the logbook (if there is no Internet connectivity).
  • In shopping malls, customers only need to scan their body temperatures ONCE at the mall entry point. It is not necessary to scan their body temperature at every premise in the mall.
  • Those with body temperatures exceeding 37.5 degrees Celsius are NOT ALLOWED to enter.
  • Malls and premise owners must ensure that only customers with Low Risk or Casual Contact Low Risk in MySejahtera are allowed to enter.
  • Licence holders and premise owners must ensure that customers must maintain physical distance of at least 1 metre entering or leaving their premises.
  • Individuals 18 years or younger are not encouraged to be in public places and facilities.
  • Premise owners and business licence holders must restrict the number of customers within their premises to ensure at least 1 metre physical distancing.
  • Every premise must publicly display the limit of customers allowed inside at any one time. The use of a numbered queue system is encouraged to control the number of customers.
  • All building owners must provide QR Codes for each floor / level.
  • It is MANDATORY for employees, suppliers and customers to properly wear face masks while within the premise.
  • There must be good VENTILATION at the premise according to ventilation and indoor air quality guidelines issued by the Department of Occupational Safety and Health (JKKP). Updated!
  • It is MANDATORY to wear a face mask, especially in crowded public areas, EXCEPT in these places or situations :
    a) hotel room or paid accommodation, alone or with your own family
    b) Personal working space
    c) Sporting activities and outdoor recreation

    f) While eating or drinking in public areas, when there are no other individuals (except in restaurants or other food & beverage premises)

Benefits For Fully Vaccinated People In Phase 3 Areas

Interstate Travel

  • Interstate travel is ALLOWED for fully-vaccinated individuals by showing the digital COVID-19 vaccination certificate or card, and identity card / passport as evidence.
  • Fully-vaccinated individuals are ALLOWED to bring children 18 years and below, subject to public health protocols.

Overseas Travellers

  • Malaysian citizens or foreigners who have homes in Malaysia (including PR and Malaysia My Second Home participants) arriving from overseas, are ALLOWED to undergo mandatory quarantine at home if they are fully vaccinated, on accepting a digital Home Surveillance Order (HSO) subject to these conditions:
    – Show proof of a valid negative RT-PCR test taken within 3 days of departure
    – Have a valid and complete COVID-19 vaccination certificate (depending on the type of vaccine).
    – Have no symptoms during the health screening conducted at the International entry point.
    – Have suitable accommodations to undergo quarantine
  • Individuals who arrive from overseas and are not fully vaccinated, or have not been vaccinated, must undergo mandatory quarantine in a KKM-approved quarantine centre.
  • The mandatory quarantine for travellers from all countries is 14 days, and can be extended a further 7 days, based on the risk assessment on Day 14.
  • Travellers must conduct a self-assessment using the Home Assessment Tool (HAT) in the MySejahtera app, every day until the end of the quarantine period (14 or 21 days after arrival).
  • Travellers must undergo a COVID-19 RT-PCR screening test on arrival. The RT-PCR screening test for COVID-19 must be released on Day 10, or Day 18 (for travellers undergoing a 21-day quarantine).

Dine-In

  • Restaurant operator including in hotel, sports and recreational club house, food establishment, food stall, food truck, roadside vendor, mobile vendor, food court, hawker centre, and food kiosk are ALLOWED to provide dine-in services, subject to these conditions :
    – Only accept fully-vaccinated customers who are not symptomatic.
    – Premise owners MUST display a notice on accepting fully-vaccinated customers who are not symptomatic at the entrance.
    – Only employees who are fully-vaccinated and not symptomatic are allowed to work.
    – Premise owners must arrange the tablets to ensure physical distance, and the premise must have good ventilation.
    – Dine-in activities with physical distancing of at least 1 meter is subject to the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) SOP for Phase 3.
  • Fully-vaccinated individuals are ALLOWED to bring children 18 years or younger to dine-in at these premises, while complying with general health protocols.

Sports + Recreation

  • All sports and recreational activities with physical contact performed OUTDOORS are LIMITED to individuals who are fully-vaccinated, from 6 AM until 12 midnight.
  • All OUTDOOR sports and recreational facilities are ALLOWED to operate for fully-vaccinated individuals and their children who are under 18 years old of age, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 80%.
  • All sports and recreational activities, with or without physical contact, performed INDOORS are LIMITED to individuals who are fully-vaccinated, from 6 AM until 12 midnight.
  • All INDOOR sports and recreational activities are ALLOWED to operate at up to 50% capacity, LIMITED to fully-vaccinated individuals and their children who are under 18 years old of age, subject to strict SOP. Worker capacity (both management and operations) cannot exceed 80%.
  • Group sports and recreational activities / training (without or without contact) are limited to fully-vaccinated individuals and their children who are below 18 years of age, with supervision and limited to 50% capacity of the venue / area, or up to 250 persons at any one time, including the coach / instructor / parents, whichever is fewer.
  • Competitions or championships, with or without contact, are only allowed WITH PERMISSION from the Ministry of Youth and Sports (KBS).
  • Competitions or championships or mass sports events are only allowed WITH PERMISSION from KBS, limited to no more than 250 people at any one time.
  • International competitions or championships using the Sports Bubble model are subject to KBS approval only.
  • Spectator / supporter presence at sports and recreational venues are limited to 30% of capacity or 10,000 people (whichever is lower), and limited to fully-vaccinated individuals who are 18 years or older only.
  • The operation of both OUTDOOR and INDOOR sports and recreational facilities are subject to the rules of the local authorities / relevant authorities.
  • Entry of foreign athlete / coach / official / technical support into Malaysia is subject to the rules governing entry of foreigners into Malaysia. New!

Recreational Fishing

  • Recreational fishing, including in fishing ponds, is ALLOWED for fully-vaccinated individuals from 6 AM until 12 midnight. Updated!

Picnic + Camping

  • Picnic and camping are ALLOWED. Updated!
  • Fully vaccinated individuals are ALLOWED to bring children 18 years and younger for such activities, subject to strict SOP.

Tourism

  • Interstate tourism is ALLOWED for fully-vaccinated individuals. Updated!
  • Fully-vaccinated individuals are ALLOWED to undertake tourism activities, by showing their COVID-19 digital vaccination certificate or card when checking in. Updated!
  • Hotel and homestay operators must ensure that individuals who enter their premises prove that they are fully-vaccinated by showing their COVID-19 digital vaccination certificate or card.
  • Individuals who are fully-vaccinated are ALLOWED to bring their children who are 18 years or younger for tourism activities at the hotel and homestay.
  • Visits by prior appointment are ALLOWED for fully-vaccinated individuals to public cultural premises like museum, gallery, archive, handicraft centre, memorial, library and cultural complex, cultural village or center, cultural shows, up to 50% capacity.
  • Tourism centre / premise / product like zoo, farm, aquarium, snorkelling, scuba diving, fishing and jungle are allowed to operate on the condition that all operators and visitors / guests are fully-vaccinated.
  • Theme parks and family entertainment centres are allowed to operate with up to 50% capacity, on the condition that the operators, employees and customers are fully-vaccinated..

Cruise Ships

  • Cruise ships are ALLOWED to operate at 50% capacity, on the condition that all crew members and passengers are fully-vaccinated.
  • Pub and night club activities onboard are FORBIDDEN.

Mining + Quarrying

  • For mining and quarrying companies that achieved these fully vaccinated rates :
    a) 80% to 100% : Allowed to operate at 100% worker capacity
    b) Less than 80% : Allowed to operate at 80% worker capacity
  • Workers must undergo RTK antigen tests every two weeks, at employer’s cost

Religion

  • Prayer activities at the mosque and surau for individuals who are fully vaccinated are ALLOWED, subject to the rules and SOP by the state religious authority.
  • Prayer activities at non-Muslim religious houses for individuals who are fully vaccinated are ALLOWED, subject to the rules and SOP by the Ministry of National Unity.

Trade + Distribution

  • Only open to fully-vaccinated customers :
    1. Photographic equipment and photography shop
    2. Preloved (second hand) shop
    3. Flower and nursery shop
    4. Handicraft and souvenir shop
    5. Antique shop
    6. Games shop
    7. Carpet shop
    8. Creative content and equipment shop
    9. Outdoor equipment (including camping, fishing and other equipment)
    10. Cosmetics, skincare and perfume
    11. Tobacco shop (including vape and electronic cigarette)
    12. House and kitchen appliance shop
    13. Furniture shop
    14. Sporting goods shop
    15. Car accessories shop
    16. Car sales and distribution
    17. Clothes, fashion and accessories shop
    18. Jewellery shop
    19. Barber shop
    20. Beauty salon / center
    21. House show room
  • Premise owners must ensure that customers who wish to enter MUST show their digital COVID-19 vaccination certificate or card, to prove that they are fully-vaccinated.
  • Fully-vaccinated individuals are ALLOWED to bring children who are 18 years old or younger to these premises.

Spa, Wellness + Massage Parlours

  • Spa, wellness and massage parlours are ALLOWED to operate, on the condition that both customers and operators are fully-vaccinated.
  • Employees and customers must be fully-vaccinated, not COVID-19 positive and not close contacts to positive cases, and not symptomatic.
  • Walk-in is not allowed. Only customers with prior appointments are allowed.
  • Employees must wear disposable gloves, face mask and face shield while at work.
  • Employees must replace their disposable gloves, liners for the bed or mattress or chair, and clean all equipment including face shield before attending to each customer.
  • The ventilation system must be maintained according to schedule.
  • MOTAC will monitor these conditions :
    – spa operators must declare how many employees are fully-vaccinated to MOTAC before they are allowed to operate
    – SOP Self-Compliance Program, especially ventilation within the premise.
    – MOTAC will monitor compliance by conducting periodical spot checks
    – COVID-19 screening test of symptomatic employees

Driving School

  • Driving schools are ALLOWED to operate, with the condition that all workers, teaching staff and candidates must be fully-vaccinated, with COVID-19 digital vaccination certificate or card as evidence.
  • Only employees who are fully-vaccinated and asymptomatic are allowed

Creative + Entertainment Industry

  • All creative industry practitioners who are fully-vaccinated are ALLOWED to resume these activities :
    – development and broadcast of recorded or live-streamed creative content
    – broadcast or livestream of information and entertainment with fully-vaccinated spectators up to 70% capacity of the studio space.
    – in-studio or outdoor filming
    – busking
    – lounge hotel performances to fully-vaccinated guests
    – live performances like theatre, musical, music and comedy (pre-registered) with fully-vaccinated attendees up to 70% of premise capacity.
  • Cinema activities are ALLOWED with fully-vaccinated workers and cinema goers, up to 80% of cinema capacity.

Government + Private Official Events

  • Official events by the government or private sector, including inaugurations and so on, are allowed, subject to these conditions :
    – Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
    – Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
    – Limited to 50% capacity of the event space.
    – Only packed food is allowed to be provided.

MICE

  • Seminar, workshop, course, training and talk are allowed, subject to these conditions :
    – Organisers and participants must be fully-vaccinated, not positive for COVID-19, not close contact to positive cases and not symptomatic.
    – Individuals who have not been vaccinated must undergo pre-event testing using a (saliva) self-test kit before attending, witnessed by the organiser or a medical practitioner.
    – Limited to 50% capacity of the event space.
    – Only packed food is allowed to be provided.

Travel Restrictions In Phase 3 Areas

  • Interstate travel is ALLOWED only for FULLY-VACCINATED INDIVIDUALS. New!
  • Interstate travel is FORBIDDEN in Enhanced Movement Control Order (EMCO / PKPD) areas. New!
  • The area will be controlled by the police (PDRM), with help from ATM, APM and RELA. Updated!
  • Fully-vaccinated individuals are ALLOWED to travel in vehicles at full capacity. Individuals are allowed to bring children who are 18 years and below.
  • For those who are not fully-vaccinated :
    – Only three (3) household representatives may leave to purchase food, medicine, dietary supplement and basic necessities.
    – Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies.
  • Taxis and e-hailing rides are limited to just three (3) people in the vehicle, including the driver, and the passengers must sit in the back.
  • Vehicles carrying goods or involved in the economic chain or industry (including worker transportation) are allowed to travel at full capacity.
  • Official and government vehicles are allowed to travel at full capacity.
  • Airports, ports and logistic sector are ALLOWED to operate 24 hours.
  • Public transportation (train, bus, LRT, MRT, ERL, monorail, taxi, ferry) are allowed to operate at full capacity.
  • Unloading of goods at premises, factories and ports are ALLOWED.
  • Disaster or humanitarian aid from NGO must obtain permission from the state or district Disaster Management Committee, and the aid must be channelled through the Disaster Operational Control Centre (PKOB) of the affected area.
  • Travel for Short Term Business Visitors under the One Stop Centre (OSC) initiative for official or business purposes are ALLOWED with police permission.

Civil Service

  • Subject to the current orders by the Secretary to the Government of Malaysia.
  • Civil service will operate in hybrid mode with this approach :
    – Office attendance must not exceed 80% at any one time (except for frontliners, security, defence and enforcement), and 20% must work from home, in rotation.
    – Counter services are subject to the current orders from the Secretary to the Government of Malaysia (KSN).
    – Civil servants going to office must receive official attendance order and worker’s pass.

Private Sector

  • Employee interstate travel is limited to approved operations letter or worker’s pass or employer’s letter of authority.
  • Employee capacity for the private sector is limited to 80%.
  • All offices not listed under essential services are allowed to operate at these vaccination rates :
    a) 80% to 100% : Allowed to operate at 100% worker capacity
    b) Less than 80% : Allowed to operate at 80% worker capacity

Meetings

  • Face-to-face meeting are ALLOWED for fully-vaccinated individuals, limited to 50% of meeting room capacity.
  • Meetings must be conducted via video conferencing for individuals who are not fully-vaccinated.
  • It is encouraged to conduct meetings through video conferencing.
  • Critical interviews are ALLOWED either face-to-face or online.

Business Activities In Phase 3 Areas

  • Restaurants (including in hotel, sports and recreation club house), food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6 AM until 12 midnight.
  • Sale of food only allowed through takeaway, drive-through or delivery, except dine-in services for fully-vaccinated customers. Dine-in services for social events are FORBIDDEN.
  • Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
  • Petrol stations, including convenience stores inside petrol stations, can operate from 6 AM until 12 midnight, except for those on tolled highways which can operate 24 hours.
  • All trade and distribution sectors are ALLOWED to operate from 6 AM until 12 midnight, or according to their business licence.

  • Daily and public markets are ALLOWED to open from 6 AM until 4 PM, subject to the local authorities, proper SOP and under RELA / PBT supervision.
  • Controlled Fresh Produce Market (PST) are ALLOWED to open from 7 AM until 2 PM.
  • Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are ALLOWED to open from 6 AM until 6 PM.
  • Wholesale markets are ALLOWED to open according to their licensed time, subject to the full vaccination of all employees, complying with the SOP and under RELA / PBT supervision. Updated!
  • Farmer’s market and morning market are ALLOWED to open from 7 AM until 1 PM.
  • Night markets and weekend markets are ALLOWED to operate according to their licence / permit until 12 midnight, with SOP compliance and monitoring by the authorities including RELA / civil defence.
  • Customers who wish to enter night markets and weekend markets MUST show their COVID-19 digital vaccination certificate to prove that they are fully-vaccinated.
  • Agriculture, fisheries, livestock, plantation, commodity and logging, and their supply chains, are ALLOWED to operate.
  • Manufacturing and construction, and their supply chains, are ALLOWED to operate.
  • The operation of mines and quarries is ALLOWED, subject to the Mining and Quarrying SOP.

Education In Phase 3 Areas

  • All private educational institutes like tuition centres, language centres, skill centre, mind enrichment centre and other institutes registered under the Ministry of Education can conduct face-to-face classes at 50% capacity.
  • Reopening of schools under the Ministry of Education (KPM), or educational institutes registered with KPM for face-to-face learning are based on risk assessment and opinions of the Ministry of Health (KKM) and the National Security Council (MKN).
  • Primary School Reopening
    a) Special needs students (MBK) in National Special Education Schools and Integrated Special Education Program can attend classes without rotation.
    b) Preschool and private kindergarten students can attend classes without rotation.
    c) all other students will continue with online classes.
  • Secondary School Reopening
    a) Form 6 Semester 2, International Baccalaureate Diploma Program (IBDP) Year 2 and Pre-University Program Semester 3 students in Malaysia Sports School (SSM) can attend classes without rotation.
    b) Special needs students (MBK) in National Special Education / Vocational Schools or PPKI can attend classes without rotation.
    c) Pre-University Program students in SSM (Malaysia Sports School) and students preparing for public examinations like SPM, STAM, SVM, STPM in full boarding schools (SBP), full boarding National Religious Secondary School (SMKA) / Government-Assisted Religious School (SABK), Art School and Sports School can attend classes without rotation.
    d) Students sitting for international IGCSE (International General Certificate for Secondary Education) O Level, A-Level and Australia Higher School Certificate and International Baccalaureate Diploma Programme can attend classes without rotation.
    e) Students studying for other International exams can attend classes in rotation.
    f) Students studying for public exams like SPM, STAM, SVM and STPM in day school / private school can attend classes in rotation.
    g) all other students will continue with online classes.
  • Matriculation College
    a) Students of two semester and four semester (Semester 3) systems can attend classes in college or online classes.
    b) Semester 1 students of the four semester system must continue with online learning (PdPR).
  • Teachers College (IPG)
    a) Online learning up to 6/7 November 2021 for PPISMP, PISMP and PDPP students. Face-to-face or hybrid learning at the IPG campus will begin on 7/8 November 2021.
    b) Online learning will continue for PDPM and KDC students. Face-to-face or hybrid learning at the IPG campus will begin on 11/12 December 2021.
  • Students are allowed to travel inter-state to attend school or other education institute with a confirmation letter from the Ministry of Education, MARA or the relevant Ministry or Agency.
  • Students are allowed to be accompanied by a guardian / parent while travelling to and from their school or other education institute.
  • Teachers or lecturers who are involved in face-to-face classes are allowed to travel interstate, with confirmation letter from the Ministry of Education.
  • Students who need to travel from Peninsular Malaysia to Sabah, Sarawak or Labuan and vice versa must comply with existing quarantine rules.
  • Students are allowed to travel interstate to their hostels with confirmation letter from the Ministry of Education / MARA or any relevant Ministry or Agency.
  • Students staying in hostels must test themselves using the COVID-19 Self-Test Kit three times – before registering to enter, on the 6th day and on the 14th day in their hostel.
  • IPG students are encouraged to test themselves using the COVID-19 Self-Test Kit a day before returning to IPG, or undergo a swab test at a health facility and inform the IPG of the results.
  • Industrial training and skills training centres, including vocational college, TVET and so on are allowed to operate.
  • All schools and skill training institutes other than those under KPM, tahfiz centre and other educational institutes are subject to their relevant Ministry or Agency.
  • All institutes of higher learning will be open in stages to students who are fully-vaccinated.
  • All learning activities in institutes of higher learning – face-to-face, in groups – are allowed for fully-vaccinated students. Hybrid learning will be conducted for students on campus, while online learning will continue for students who are unable to return to campus.
  • International and professional exams, as well as research activities requiring lab access in tertiary education facilities are ALLOWED.
  • Students in boarding schools or universities are ALLOWED to continue hybrid studies.
  • Kindergartens and daycare centres under the Social Welfare Department (JKM) are allowed to operate.
  • Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres are ALLOWED to operate for parents or guardians who are working.
  • Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
  • Operators and employees of all kindergartens, daycare centres, home care or rehabilitation centres must be fully-vaccinated. Updated!

Religion

  • Mosque and surau activities are allowed, subject to the State Religious Authority.
  • Islamic wedding ceremony (akad nikah) is ALLOWED, subject to the State Religious Authority.
  • Activities at non-Muslim houses of worship are ALLOWED, subject to the National Unity Ministry.
  • Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.
  • Burial activities are allowed, subject to the State Religion Authority (Islam) or the National Unity Ministry (Non-Muslim).

Sports + Recreation (for partially-vaccinated / unvaccinated)

  • Individual sports and recreational activities without physical contact and physical distancing of 1-3 metres are allowed in OUTDOOR spaces, from 6 AM until 12 midnight.
  • Operations of all OUTDOOR sports and recreational facilities are subject to the local authorities.

 

National Recovery Plan Phase 3 SOP : NEGATIVE LIST

These activities are FORBIDDEN using the National Recovery Plan Recovery Phase 3 SOP.

  • Night club and pub activities
  • Social events like feasts, festivals, weddings, engagements, receptions, aqiqah ceremonies, tahlil, anniversaries, birthdays, reunions, retreats and other social events.
  • All MICE (Meetings, Incentives, Conventions and Exhibitions) events that are face-to-face.
  • Local tourism involving foreign tourists entering Malaysia.
  • Sports and recreational activities exceeding the allowed capacity.
  • Championship / competition / sports or recreational event that do not have permission from KBS.
  • Any activity that involves many people gathering in one place until it is hard to maintain physical distancing, and compliance with the Director General of Health’s orders.
  • Any other matter that may be decided by the Government from time to time.

The Internet is abuzz with a picture of a NSFW slide apparently being installed at a children’s playground in Vancouver, Canada!

People are either outraged or amused because the red slide, which resembles a penis entering a vagina, was erected in a children’s playground!

Can’t quite put my finger on it but there is something strange about this new slide at a local park 

I have questions for the designer 

If this is a public park, questions as well as the public officials who approved the design.

Does the kid get a cigarette afterwards? asking for a friend

Ok, this WOKE stuff is go too far. There is a Supervisor in this town that needs to be fired, right now. That design was approved by upper management.

What perv authorized this?

Apparently, NSFW Slide Is A Seth Rogen Movie Prop!

After a quick bit of sleuthing, we found out that this NSFW slide is apparently a prop for an R-rated comedy that’s being filmed in Vancouver!

Here is what we know so far….

Fact #1 : It Was Erected In Maple Ridge, British Columbia

The red slide was erected in a children’s playground in Fletcher Park, Maple Ridge, which is just outside of Vancouver.

Fact #2 : It Was A Prop For The Movie, JFC

The slide is apparently a prop for an unnamed R-rated comedy movie called JFC, which is short for Joy F*ck Club.

Fact #3 : It Is A Real Slide

Some Internet sleuths “claim” that the photo was edited, so it has to be said – this slide is REAL. It was NOT Photoshopped.

Fact #4 : It Has Already Been Removed

This prop was (obviously) erected temporarily for filming and would be removed by the 5 November 2021, which is when the British Columbia shooting is scheduled to end.

However, it appears that someone (tremby) went to check it out, and found it gone. So it was likely placed over the original metal slide for the day of the shooting and then removed.

Fact #5 : JFC Is A Seth Rogen Produced Movie

JFC is about four Asian-American women who are travelling across Asia in search of their birth mothers, and features Ashley Park, Sherry Cola, Stephanie Hsu and Sabrina Wu in those roles.

The movie is being produced by Seth Rogen and Evan Goldberg, and directed by Adele Lim (who co-wrote Crazy Rich Asians) in her directorial debut.

Here is what you need to know about the new travel requirements for Sabah!

 

Sabah To Allow Interstate + Inter-District Travel

Now that Sabah has achieved 70% vaccination of its population, it is getting ready to reopen :

  • Inter-district travel will be ALLOWED starting Thursday, 14 October 2021
  • Interstate travel will be ALLOWED starting Monday, 1 November 2021

 

Here Are The New Travel Requirements For Sabah

Inter-District Travel (From 14 October)

Inter-district travel is only ALLOWED for these individuals :

  • Fully-vaccinated adults
  • Adolescents 12 to 18 years who have received at least one COVID-19 vaccine dose
  • Children below 12 years when accompanied by fully-vaccinated parents

Interstate Travel (From 1 November)

Interstate travel is only ALLOWED for these individuals :

  • Fully-vaccinated adults
  • Adolescents 12 to 18 years who have received at least one COVID-19 vaccine dose
  • Children below 12 years when accompanied by fully-vaccinated parents

In addition, travellers must undergo a COVID screening test within 3 days before travel date :

  • either RT-PCR test, or
  • RTK-Ag test (swab / saliva)

Claim : Nevada Governor Was Assaulted Because He’s A Black Man!

These messages have gone viral on WhatsApp, together with a video showing security officers wrestling a man to the ground, almost taking down a metal detector in the process.

The Governor of Nevada USA, an African-American going to a meeting was not recognized by security and was treated like a real black and they nearly killed him

The Governor of Nevada, USA, an African-American going to a meeting, was not recognised by security. They manhandled him like a criminal.

In the video, you can hear the man recording the video shouting, “That’s your Lieutenant Governor! What are you doing? What are you doing? What are you doing? That’s your Lieutenant Governor!

The man then continues, “You guys are gone! You guys are gone!

 

Truth : Nevada Governor / Lt. Governor Was NOT Assaulted At All!

This is yet another example of FAKE NEWS being shared on WhatsApp, and here are the reasons why…

Fact #1 : That’s Not Nevada Governor Or Lieutenant Governor

The man in the video is neither the Governor of Nevada, nor its Lieutenant Governor.

The current Governor of Nevada is Steve Sisolak, while the Lieutenant Governor of Nevada is Kate Marshall.

They are both Caucasians, and from the Democratic Party.

Fact #2 : Man Wrestled To The Ground Is Mack Miller

The man who was filmed being wrestled to the ground is Mack Miller, a convicted US Army deserter and a Republican who is running to replace Kate Marshall as Lieutenant Governor of Nevada.

Irrespective of what the man on the video was shouting, he has NOT been elected Lieutenant Governor of Nevada. He is merely one of several people running for the job.

It was not that the security officers did not recognise him. He was simply not an elected Nevada official.

Fact #3 : Mack Miller Was Removed For Being Disruptive

The video was recorded at the Clark County Commission Office’s meeting, where the committee voted in a 5-2 decision to declare the spread of COVID-19 misinformation “a public health crisis”.

Protestors at the meeting claimed that the decision violated their First Amendment rights, and Miller was ejected after apparently joining the protest which broke out into a fight between demonstrators and the security officers.

Being an African American was not the reason why he was forcibly removed. It should be noted that one of the two security officers carrying him out is African American.

Fact #4 : It Was An Accident

The claim of assault is not legitimate. The video clearly shows Mack Miller jumping backwards as the two security officers forced him out.

When the two security officers hit the metal detector, it almost fell. That’s when Miller fell backwards – when the two security guards lost their grip on him, as they tried to hold the metal detector up.

It was not assault. It was merely an accident.

COVID-19 Vaccine Certificate : Now Available In PDF!

The Malaysia Ministry of Health released a new version of MySejahtera which adds the ability to generate a PDF version of the digital COVID-19 vaccine certificate.

This PDF copy of the digital COVID-19 vaccine certificate is downloadable, which allows you to print copies for work or travel purposes.

In this video, we will show you how to generate a PDF copy of your digital COVID-19 vaccine certificate, including those of your vaccine dependents!

 

COVID-19 Vaccine Certificate : How To Get PDF + Print!

Here is our step-by-step guide on how to obtain the COVID-19 vaccine certificate in PDF format, so you can print it!

Step 1 : Make sure you update MySejahtera to version 1.0.48 (or later), which offers these updates :

– PDF download feature for digital vaccination certificate
– Minor bug fixes

Note : It was made available for iOS on 8 October 2021, but remains unavailable for Android devices as of 12 October 2021.

Step 2 : Open MySejahtera, and tap Close on the default check-in screen.

Step 3 : In the main MySejahtera screen, tap on the Profile option at the bottom right corner.

Step 4 : In your Profile page, scroll down until you see your digital COVID-19 vaccine certificate. You should now see a new Generate PDF icon.

Step 5 : Tap on the Generate PDF icon to generate the PDF file. This message will appear :

Your certificate is being generated. You can download it shortly

Step 6 : The Generate PDF icon will change to say “Download”. Tap on it to view the PDF copy of your digital vaccine certificate.

Step 7 : You can now tap the Share button to share or print it wirelessly. Alternatively, you can connect your phone to your computer, and download the file, which is stored in the MySejahtera folder.

If you need to look for it, the filename will be “vaccination_yourMyKadnumber“.

You can also generate the same PDF for your Vaccine Dependents.

  1. Under your Profile page, just keep scrolling until you see the list of Dependents.
  2. Tap on them, and scroll down to locate their digital COVID-19 vaccine certificate.
  3. Then use the same method above to generate a PDF copy of their digital vaccine certificate, which you can then download or print.

As part of the continued liberalisation of the economy, Malaysia just announced that ALL retail and distribution businesses can now REOPEN.

Malaysia : ALL Retail + Distribution Businesses Can Reopen!

On 11 October 2021, the Malaysia Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) announced that ALL retail and distribution businesses can REOPEN across the nation.

This is in conjunction with the reopening of interstate travel and tourism across Malaysia, and internationally.

It was not specifically mentioned, but according to the current SOP, these businesses can only accept FULLY-VACCINATED customers.

Retail + Distribution Businesses No Longer Require Permission!

Earlier, retail and distribution services have to apply for permission to operate using the CIMS (COVID-19 Information Management System).

That application is no longer necessary. All trade and distribution businesses can now reopen without prior permission from KPDNHEP.

However, they must still comply with the COVID-19 SOP (Standard Operating Procedure) that have been issued by the National Security Council (MKN).

KPDNHEP enforcement officials will continue to conduct checks and enforcement using plainclothes officers under Ops Samar, to ensure that all retail and distribution businesses continue to comply with the SOP.

The government started shutting down all of the mega COVID-19 vaccination centres, after Operation Surge Capacity ended.

Starting 1 October 2021, the government started offering the free COVID-19 vaccine through public clinics (Klinik Kesihatan) in the Klang Valley. This applies to both citizens and foreigners.

Then on 11 October 2021, the government also started offering the free COVID-19 vaccine through 98 private clinics and hospitals in the Klang Valley.

Anyone who has NOT received their first dose, or missed their second dose, can CONTACT these public or private clinics and hospitals in the Klang Valley for the free COVID-19 vaccine.

Please note that walk-in is NOT allowed. You must CONTACT them for an appointment.

Claim : Leo Varadkar Called Rent Freeze A Nightmare Scenario!

A post by Dr Harold News has gone viral, claiming that the Irish Tánaiste, Leo Varadka warned against any rent freeze, calling it a nightmare scenario for landlords.

Leo Varadkar warns introducing a rent freeze could create a ‘nightmare scenario’, where landlords would be forced to sell their extra houses, which would then drive house prices down, allowing low-income people to get on the property ladder.

It went viral on social media, with people sharing it as an example of a politician who is out of touch with the common people, with comments like :

  • Can’t have those low-income folks have access to housing, won’t somebody please think of those poor landlords. . . .
  • You can just say “We don’t like the poors” and call it a day.
  • But what about rich people’s yacht money?
  • Y’all simp so hard for the rich and landlords. You love to be oppressed.
  • He misspelled “perfect scenario”
  • Ooooh how teeeerrible. Are you telling me I might be able to… buy a house?  This sucks!
  • Is this guy human? I really cant tell…

 

Truth : Viral Leo Varadkar Claim Is Just Political Satire

The truth is the viral Leo Varadkar claim about a rent freeze being a nightmare scenario for landlords is fake, and is just political satire.

Here are the facts…

Fact #1 : Dr Harold News Creates Political Satire

Dr Harold News is a primarily a Twitter account, with a Facebook page, that creates Irish political satire.

It’s clearly stated in the description of the Twitter account :

FAKE news, MADE-UP quotes, and topical SATIRE from Dr Harold.

And the description of the Facebook page, which is also labelled as a Satire Page :

FAKE news, photos, memes, and comment from Dr Harold, the man who once featured on the cover of Douglas Weekly

Fact #2 : Leo Varadkar Did Not Call Rent Freeze A Nightmare Scenario

In September 2021, Irish opposition parties called for a three-year rent freeze, claiming that the average tenant was paying €4,000 a year more in rent due to excess inflation.

It is true that Leo Varadkar was against that rent freeze, but he did not call the rent freeze proposal a “nightmare scenario” that would force landlords to sell their extra houses.

Fact #3 : Leo Varadkar Backed Rent Control

Instead of a rent freeze, Leo Varadkar backed rent control, which linked rents to inflation, instead of freezing it outright.

As per the Irish Times, he stated several reasons for backing rent control, instead of a rent freeze :

  • “One person’s rent is another person’s income – it might be their pension, it might be how they pay their mortgage”
  • The vast majority – 86% of landlords – have either one or two properties.
  • The number of available rental properties was falling.
  • Linking rents to inflation was a rent freeze in real terms.
  • A rent freeze could mean that some people may not be able to pay their mortgage when interest rates rise.

Before rent control was instituted, landlords could only increase rental by up to 4% per year in rent pressure zones.

Fact #4 : Property Value + Rental Tied To Demand + Supply

It is understandable why the satirical post went viral. Anger at rental increases is a tale as old as time.

But the truth is – property value and rental rates have always been tied to demand and supply.

If there is no demand or there is excess supply, property values and rental rates will decline no matter what the landlords may desire.

Similarly, if there is high demand and/or limited supply, competition drives up property value and rental rate.

Fact #5 : Tenants Have Flexibility

It is easy to blame landlords, but tenants have one big advantage – they can always shift to more affordable locations, while landlords are literally stuck with their investments.

Tenants should take advantage of that flexibility, and move to where makes most financial sense. It is, in effect, a form of rent control.

Malaysia : Interstate + International Travel Requirements!

Both interstate travel and international travel are now ALLOWED across Malaysia!

Here are the new requirements for interstate and international travel in Malaysia!

 

Malaysia : Interstate + International Travel Now Allowed!

On 10 October 2021, the Prime Minister of Malaysia Ismail Sabri announced that 90% of the population* in Malaysia has been fully vaccinated.

Therefore, he announced that both interstate travel and international travel will be allowed in Malaysia, beginning Monday, 11 October 2021.

He also said that the government does not plan to reimpose any interstate and international travel ban, even if COVID-19 cases increase, and that any measures taken will be limited to a particular hot spots.

* based on the last census, so the actual percentage is significantly lower than 90%.

 

Malaysia : Interstate + International Travel Requirements

Here are some details and restrictions on interstate travel that you need to know :

  • In addition to interstate travel, interstate tourism is also allowed.
  • There is no need to request for police permission to travel interstate.
  • Only FULLY-VACCINATED individuals (and children who are 17 years or younger) are allowed to travel interstate or enjoy interstate tourism.
  • There will not be no interstate roadblocks to control travel, but there will continue to be roadblocks for crime and safety purposes.
  • The police will also randomly check to verify that those travelling interstate are fully-vaccinated.
  • Even if unvaccinated / those who are not fully vaccinated travel, they will still be denied entry to many public places.
  • Owners of food premises, grocery shops, shopping malls, sports facilities, gyms, offices and so on are reminded to check for vaccination status as well as COVID-19 risk status in MySejahtera before allowing entry.
  • Travellers are NOT allowed to enter EMCO / PKPD areas.
  • Travellers are strongly advised to test for COVID-19 before travelling, but this is not a requirement.
  • Travellers must comply with the existing COVID-19 SOP.

When it comes to international travel though, there are a few requirements and details you need to know :

  • The government has abolished MyTravelPass. There is NO NEED to register for MyTravelPass.
  • Overseas travel, including international tourism, is permitted to all other countries.
  • However, foreign tourists are still NOT allowed to enter Malaysia. Entry is only permitted for travellers entering Malaysia for official, business or emergency reasons.
  • Only FULLY-VACCINATED individuals (and children who are 17 years or younger) can travel overseas.
  • Travellers returning to Malaysia must also :
    – undergo a swab test three (3) days before returning to Malaysia,
    – undergo a swab test on returning to Malaysia, and
    – undergo a MANDATORY QUARANTINE of 14 days.
  • Malaysian residents can self-quarantine at home, but in certain cases (like when positive cases are detected), the Health Ministry may place them in quarantine centres.

Please note that in Malaysia, you are considered FULLY-VACCINATED only after :

  • More than 14 days after receiving both doses of the Pfizer, AstraZeneca or Sinovac vaccine.
  • More than 28 days after receiving a single dose of the Johnson & Johnson or Cansino vaccine.

Facebook, Instagram, Messenger + Workplace Down Again!

Just days after all of Facebook’s services went down for six hours, Facebook, Instagram, Messenger and Workplace went down AGAIN!

At around 3:22 AM on 9 October 2021, they went down again… with people reporting that they were unable to log into their accounts, or send messages.

Fortunately, this time it didn’t take down WhatsApp and it took their engineering team just under 2 hours to get those Facebook services restored.

 

Why Did Facebook, Instagram, Messenger + Workplace Go Down Again!

Again, Facebook blamed another faulty “configuration change” for this downtime, but did not announce any details on what actually happened.

But coming right after an extraordinarily long downtime just days earlier and public testimony by Facebook whistleblower Frances Haugen, this new downtime may be shorter but is no less grievous.

It will feed growing opinion that Facebook has too much services under its control, and it’s dangerous and even folly to let a single company control so many social networks and communication services.

Regulators will no doubt be spurred by this new incident to look at breaking up Facebook.

EU antitrust chief Margrethe Vestager said that the major Facebook outage highlighted the danger of relying on just a few big players, underscoring “the need for more rivals”.

Even Russia jumped into the fray, stating that Russia was right to develop its own Internet platforms and social networks.

Russian Foreign Ministry spokesperson Maria Zakharova said that the recent 6-hour outage of Facebook services “answers the question of whether we need our own social networks and Internet platforms“.

We will be looking forward to Facebook Engineering’s explanation of what happened, and whether it involved cutting through doors to get to their servers…

Malaysia Stops Issuing Daily COVID-19 Case Details!

On 9 October 2021, Malaysia Health Minister Khairy Jamaluddin officially declared the government has stopped issuing daily COVID-19 case details.

We have been focusing exclusively on daily case numbers for too long.

As we transition to endemicity we will still report daily cases but the details will be uploaded together with all other important data/indicators on COVIDNOW at night from now on.

 

What Does This Mean For COVID-19 Coverage In Malaysia?

What this means is that the Malaysia Ministry of Health (KKM) will only report the total number of new cases daily, but NO LONGER :

  • a daily breakdown of cases for each state,
  • how many cases are from existing clusters,
  • how many cases are close contacts,
  • how many cases are imported, and
  • how many cases are from other causes

This change started with the sparse release of COVID-19 case details on 9 October 2021.

While it is possible to obtain the statistics from the COVIDNOW website, it is much harder to get a complete picture or an easy-to-understand overview.

Even to just find out the daily number of new cases in every state, you have to manually look it up individually.

The idea appears to be to shift everyone in Malaysia away from thinking about new infections, to living with COVID-19.

Malaysia Admits Losing Undersea Cable Due To Cabotage!

Malaysia finally admits losing the Apricot undersea cable due to its cabotage policy, in a stunning reply from the Communications and Multimedia Minister.

 

Malaysia Admits Losing Undersea Cable Due To Cabotage!

Malaysia Transport Minister Wee Ka Siong has stridently rejected claims that Malaysia was excluded from the Apricot undersea cable project due to the cabotage policy.

On 30 September 2021, he denied that his decision to revoke the exemption of cabotage on undersea cable repairs was the reason Malaysia was excluded from the Apricot undersea cable project.

However, Bukit Mertajam MP Steven Sim revealed that he received a Parliamentary reply from the Communications and Multimedia Minister that basically admits that the loss was due to the cabotage policy.

Here is the Bahasa Malaysia quote from the Communications and Multimedia Minister, followed by our English translation :

Pemilihan negara bagi menyertai rancangan pemasangan kabel Internet Apricot dasar laut (subsea cables) adalah keputusan syarikat Facebook dan Google. Malaysia tidak tersenarai (bypass) sebagai salah satu negara yang terlibat dalam pendaratan stesen kabel dasar laut tersebut memandangkan isu pengecualian Dasar Kabotaj yang masih belum selesai.”

The choice of country to participate in the Apricot undersea Internet cable (subsea cable) installation plan is decided by Facebook and Google. Malaysia was not listed (bypassed) as one of the countries involved in the landing of the submarine cable station due to the unresolved Cabotage Policy exemption issue.”

This reply by the Communications and Multimedia Minister directly contradicts the Transport Minister’s strident denials, and confirms what most people already know – Malaysia was bypassed in the Apricot undersea cable project because this government refused to exempt undersea cable repairs from the cabotage policy.

 

What Does Loss Of Apricot Undersea Cable Mean For Malaysia?

Backed by Google and Facebook, the Apricot undersea optic cable will connect South East Asia and North Asia and the US, with a whopping bandwidth of 190 terabits per second (Tbps) and very low latency.

Being bypassed means Malaysia has lost investments and high-speed connectivity worth US$300-400 billion (RM1.26 to RM1.68 billion), according to MIDF Research.

And to add salt to the wound, it comes after Malaysia already lost two earlier undersea cable investments by Google and Facebook called Bifrost and Echo.

This continued loss of subsea cable landings runs contrary to Malaysia’s MyDIGITAL Initiative, which aims to achieve the HIGHEST number of subsea cable landings in South East Asia by 2025.

Malaysia currently only has 23 subsea cables, including those under construction. This leaves it behind Indonesia and Singapore, which have 55 and 31 cables respectively. Even the Philippines is catching up with 19 cables so far.

Is the continued refusal to exempt subsea cable repairs from the cabotage policy worth the loss of billions of dollars of investments?

This government seems to think so, but many would strongly disagree with them.

What Did Pfizer Scientist Nick Karl Expose To Project Veritas?

Did Pfizer scientist Nick Karl admit to Project Veritas that natural immunity is better than vaccination?

Project Veritas : Pfizer Scientist Nick Karl Says Natural Immunity Better Than Vaccination!

On 4 October 2021, Project Veritas released a video of Pfizer scientist, Nick Karl, saying that natural immunity is better than vaccination.

They claim to have exposed the truth that natural immunity is equal, if not better than, the vaccine.

[NEW YORK – Oct. 4, 2021] Project Veritas released the fourth video in its COVID vaccine investigative series today which exposed three Pfizer officials saying that antibodies lead to equal, if not better, protection against the virus compared to the vaccine.

Nick Karl, a scientist who is directly involved in the production of Pfizer’s COVID vaccine, said that natural immunity is more effective than the very vaccine he works on, and Pfizer produces.

“When somebody is naturally immune — like they got COVID — they probably have more antibodies against the virus…When you actually get the virus, you’re going to start producing antibodies against multiple pieces of the virus … So, your antibodies are probably better at that point than the [COVID] vaccination,” Karl said. Notwithstanding, Karl still believes that vaccine mandates are positive for society.

 

Truth : Project Veritas Video Of Nick Karl Doesn’t Change Facts

This Project Veritas video is no different from their past videos – misinformation based on heavily-edited videos that are designed to mislead you.

While the video may look convincing, it doesn’t change the facts that vaccination is far superior to natural immunity, and here are the reasons why…

Fact #1 : Project Veritas Videos Are Always Misleading

It is a hallmark of Project Veritas videos that they are secretly recorded, and then heavily edited to cast a misleading angle in the story, or to push misinformation. In other words – propaganda.

You can watch the video they have been sharing, which we added a Misleading overlay to prevent abuse, to see for yourself.

You could find yourself agreeing with them that they “exposed” Nick Karl, but I will show you why it’s just a sleight of hand and why the video is not only misleading, it doesn’t change anything.

Fact #2 : The Project Veritas Video Was Heavily Edited

The viral video shows Nick Karl (Nicholas Karl) dining with a lady (from Project Veritas) in a social setting, saying :

When somebody is naturally immune, like, they got COVID, they probably have better, like, not better, but more antibodies against the virus.

So, your antibodies are probably better at that point than the vaccination.

Wow, that sounds like an admission that natural immunity is better than vaccination, doesn’t it?

However, Project Veritas edited this part out of the original Nick Karl video :

Because what the vaccine is – is, like I said, that protein – that’s just on the outside. So it’s just one antibody against one specific part of the virus.

When you actually get the virus, you’re going to start producing antibodies against, like, multiple pieces of virus and not only just like that outside portion, like the inside portion, the actual virus.

So you have to ask yourself – what else did Project Veritas edit out of the full Nick Karl video?

No one knows because Project Veritas did not release the full, unedited video.

Fact #3 : Nothing Nick Said Are Secrets

At the end of the video, Project Veritas cuts to Nick saying, “I specifically have, like… Oh God, I signed NDAs against this.

Sounds incriminating, but we don’t actually know what he’s referring to because … Project Veritas heavily-edited the video and removed all context!

But what may not seem obvious at first glance is this – whatever he said in that video was not exactly correct, and was really not a secret. It was just basic virology and vaccine science, so why would he need to sign an NDA?

Could it be possible he wanted to impress the lady and cooked up that NDA story to make him sound more important? Who knows? Because Project Veritas edited out all context!

Fact #4 : Antibodies Are Produced Against EXTERNAL Virus Surfaces

Nick Karl was only partly correct in his explanation in that video.

When the immune system recognises the SARS-CoV-2 virus as foreign, it produces antibodies that attach to the virus surface, blocking it from infecting cells, and flagging it for macrophages to eat and destroy (phagocytosis).

Because the immune system can only see the EXTERNAL virus surfaces, it only produces antibodies against the EXTERNAL virus surfaces.

Your immune system doesn’t have x-ray vision, and thus cannot produce antibodies against the internal part of the virus – its RNA. Even if it could, the antibodies cannot penetrate the virus to attach to the RNA.

Fact #5 : More Antibodies Doesn’t Mean Better Immunity

Nick Karl is correct that your immune system will produce more antibodies because the SARS-CoV-2 virus offers a “complete” range of surfaces for different antibodies to be designed and produced.

However, having a wide range of antibodies against the SARS-CoV-2 does not mean that the immunity is better. That’s why Nick actually said “not better, but more antibodies“.

In fact, inactivated virus vaccines like the Sinovac CoronaVac vaccine are LESS EFFECTIVE than mRNA vaccines, even though they offer the complete SARS-CoV-2 virus surface to the immune system.

Antibodies against envelope proteins, for example, may attach to the virus but not prevent it from infecting cells.

That’s why most COVID-19 vaccines target the spike protein that the virus uses to infect our cells. Their antibodies will attach to the spike proteins, physically blocking the virus from attaching to our cells.

We do not just want MORE antibodies, we want MORE antibodies of the RIGHT KIND.

Fact #6 : Nick Karl Does NOT Work With COVID-19 Vaccines

Project Veritas claimed that Nick is a scientist “who is directly involved in the production of Pfizer’s COVID vaccine“. That’s a lie that can be easily proven.

Nick Karl in the Project Veritas video is actually Nicholas Karl, a biochemist who works at Pfizer’s Pearl River R&D facility.

Not only is Pfizer Pearl River NOT involved in the production of the COVID-19 vaccine, Nick himself is also NOT involved in the production of Pfizer’s COVID-19 vaccine.

His (now deleted) LinkedIn profile shows that he is part of the Pfizer team developing the direct Luminex assay for COVID-19 and E. coli vaccines.

In other words, his work involves developing and qualifying a test to detect the quantity of antibodies that SARS-CoV-2 and E. coli vaccines produce.

Fact #7 : Natural Immunity Is NOT Guaranteed

Irrespective of what Nick Karl may have said, and all the videos that Project Veritas may produce, they will not change the fact that natural immunity to COVID-19 is NOT guaranteed.

On 10 May 2021, the WHO released a scientific brief on COVID-19 natural immunity, which points out that :

  • 90-99% of infected individuals develop neutralising antibodies within 2-4 weeks of the infection.
  • 1-10% of infected individuals do NOT develop neutralising antibodies at all.
  • Individuals with mild / asymptomatic infection produce LOWER antibodies than those with severe COVID-19.
  • Natural immunity appears to offer 80-90% protection against reinfection for up to 7 months, but only 50% for people over 65 years old.

Because reinfections (sometimes twice!) have been reported even in younger adults with natural immunity, the WHO and all major health authorities recommend that even people who survive COVID-19 should get vaccinated.

Fact #8 : Natural Immunity Isn’t Risk-Free

What Project Veritas does not mention is that for you to gain “natural immunity”, you must first put your life at risk by getting infected with COVID-19.

The risk of dying from COVID-19 ranges from 0.25% to 10%, depending on whether there is ready access to an ICU and a ventilator. And even if you do survive, you may have to live with the effects of long COVID.

Vaccines offer a safer way to attain immunity against COVID-19. They are essentially self-defence classes that teach our own immune system to identify and create antibodies against COVID-19.

Choosing to risk your life with a “natural” COVID-19 infection instead of a vaccine, is like refusing to undergo military training before going to battle.

Sure, you could survive your battle, but you will have a better chance if you prepare for it, don’t you think?

Malaysia Approves Pfizer COMIRNATY Booster Dose!

On 8 October 2021, the Malaysia Ministry of Health approved the use of a booster dose of the Pfizer COMIRNATY vaccine for adults 18 years and above, manufactured by :

  • Pfizer Manufacturing Belgium NV, Belgium, and
  • BioNTech Manufacturing GmbH, Germany

This would make Pfizer-BioNTech COMIRNATY the first COVID-19 vaccine to be approved as a booster dose in Malaysia.

 

When Will Malaysia Give Pfizer COMIRNATY Booster Dose?

The Pfizer COMIRNATY booster dose will only be given at least 6 months AFTER you receive your second dose.

The booster dose will initially be prioritised for these high-risk groups, followed by the rest of the adult population :

  • the elderly with co-morbidity
  • frontliners
  • people who are immunocompromised
  • those caring for the elderly

In addition, it will be offered to those who were earlier vaccinated with other COVID-19 vaccines – a concept known as heterologous vaccination, or colloquially as vaccine mixing.

The Malaysia Ministry of Health (KKM) aims to start administering the booster dose this month.

Can Sunlight Sanitise Your Face Mask For Weeks Of Reuse?

Can sunlight sanitise your N95 / KN95 / surgical face mask so you can reuse them for weeks or months?

Find out why this claim has resurfaced, and what the facts really are!

 

Claim : Sunlight Can Sanitise Your Face Mask For Weeks Of Reuse!

When the COVID-19 pandemic started, personal protection equipment (PPE) like N95 face masks quickly became scarce, so scientists looked at whether they could be sanitised and reused.

When a May 2020 study in the Journal of Infectious Diseases showed the sunlight could potentially kill the SARS-CoV-2 virus, people started sharing advice on sanitising face masks using sunlight.

Infectious disease physician Dr. Faheem Younus recently reignited this claim, when he reshared the same study on Twitter and offered his “pro tip” :

Buy two KN95 masks. Wear one today, leave the other in a paper bag, in your car. Alternate daily.

Keep alternating these 2 masks for weeks / months as long as they fit.

Sunlight kills ~90% of the SARS-CoV2 virus in 7 minutes!

People started sharing his advice on social media – Facebook and Twitter, and even on WhatsApp.

But is Dr. Younus correct? Let’s find out…

 

Truth : Sunlight CANNOT Sanitise Your Face Mask For Weeks Of Reuse!

Here is the short and simple truth – sunlight cannot sanitise your N95 / KN95 / surgical face mask for weeks or months of reuse!

And here are the reasons why…

Fact #1 : Study Used Simulated Sunlight On Simulated Saliva

The study that Dr. Faheem Younus shared was published in The Journal of Infectious Diseases on 20 May 2020.

That study showed that simulated sunlight “may rapidly inactivate SARS-CoV-2 on surfaces” – 90% of infectious virus in simulated saliva was inactivated every 6.8 minutes. That much is correct.

However, the study was a preliminary look at how natural sunlight “may” be an effective disinfectant against COVID-19.

The study does NOT actually prove that sunlight can adequately sanitise N95 / KN95 / surgical face masks.

Fact #2 : Study Only Looked At Non-Porous Surfaces

The study only tested the effect of simulated sunlight on non-porous surfaces – simulated saliva / culture media on stainless steel coupons.

The results of that study on non-porous surfaces cannot be used to deduce the effect of sunlight on porous surfaces.

Face masks may have a hydrophobic outer layer, but they all have to be porous to allow air to pass through.

That not only allows the SARS-CoV-2 virus to penetrate into the inner filter layer, it would likely make it harder for sunlight to penetrate into the inner filter layer to sanitise it.

Fact #3 : Car Windows Often Block UV Rays

Modern car windows often block UV rays, especially the front windshield. The sanitising effect of sunlight is therefore greatly reduced.

The UV ray blocking effect is even higher in cars that have window films applied to block solar radiation.

In short, placing your N95 / KN95 / surgical face mask on the dashboard may not adequately sanitise them.

Fact #4 : Paper Bag Blocks Sunlight

This may seem obvious, but it has to be said – paper bags block sunlight.

Dr. Younus’ advice to place the used face mask in a paper bag negates the sanitising effect of sunlight by directly blocking it!

Even without the UV-blocking properties of modern laminated glass and solar films, the paper bag would ensure that ZERO sunlight reaches the face mask inside.

Fact #5 : Face Masks Are Contaminated By Other Microbes Too

Even if you hang your face mask on the clothesline for sunlight to directly sanitise it for several hours, it may not be that safe to reuse.

When you wear a face mask, its inner hydrophilic layer readily absorbs moisture and microbes from your breath.

And when you speak, this same layer absorbs your saliva, tiny bits of food and of course, microbes from your mouth.

These microbes that were absorbed into the hydrophilic inner layer will multiply and could pose a health risk, should you keep reusing the same face mask over and over again.

Even hanging the face mask in sunlight for hours may not adequately sanitise the hydrophilic inner layer.

Fact #6 : N95 Face Masks May Be Safely Reused For Up To 3 Times

In April 2020, the US NIH tested four decontamination methods that would allow for N95 face masks to be safely reused, up to 3 times.

  • ethanol spray : safely reuse once
  • 70°C dry heat : safely reuse twice
  • ultraviolet light : safely reuse twice
  • vaporised hydrogen peroxide : safely reuse three times

There is simply no decontamination method that would allow any N95 / KN95 / surgical face mask to be reused for weeks or months!

I should point out that the US NIH is not recommending the use of sunlight to disinfect the N95 respirators, but a high-powered LED UV germicidal lamp placed just 50 cm away from the respirator for about an hour.

Even dry heat at 70°C in an oven takes about an hour to reasonably decontaminate the face mask.

For those of us at home who may want to “stretch” the use of our face masks, you can use a 70% ethanol spray to quickly decontaminate our face mask and reuse it once.

2 Ways To Get MySejahtera Certificate For Overseas Vaccine!

Here are TWO WAYS to apply for a MySejahtera digital vaccination certificate if you received your COVID-19 vaccine overseas!

 

MySejahtera Digital Vaccination Certificate For Overseas Vaccine?

Everyone who gets vaccinated in Malaysia receives a MySejahtera digital COVID-19 vaccination certificate, as well as a physical vaccination card.

They are both accepted as proof of your vaccination, but the digital COVID-19 vaccination certificate is definitely much more convenient to use.

You can still use your physical vaccination card, but you will still need to show your MySejahtera profile for them to verify your identity. So it’s not as convenient.

 

2 Ways To Get MySejahtera Certificate For Overseas Vaccine!

If you received your COVID-19 vaccine overseas, you are in a pickle because you will not have this MySejahtera digital vaccination certificate.

Neither can you use your overseas physical vaccine card, as it is not recognised in Malaysia.

Fortunately, there are TWO (2) ways to get your overseas COVID-19 vaccine recognised, and obtain the MySejahtera digital vaccination certificate!

Option 1 : Walk Into Nearest District Health Office

On 5 September 2021, JKJAV – the Special Committee on COVID-19 Vaccine Supply – announced how those who were vaccinated overseas can get their digital COVID-19 vaccination certificate :

  1. Go to the nearest District Health Office (PKD).
  2. Submit evidence that you have been fully vaccinated overseas to the PKD officials.
    This can either be a physical vaccination card, or the digital vaccination certificate issued by the particular country.
  3. PKD officials will verify and send the information on your overseas vaccination to MySejahtera through the State Health Department.
  4. You will receive your digital COVID-19 vaccination certificate in MySejahtera.

You can use this Malaysia Ministry of Health (KKM) directory to locate the nearest District Health Office (PKD).

Option 2 : Submit Through MySejahtera

On 4 October 2021, JKJAV introduced a more convenient option – registering your overseas vaccine details through the MySejahtera app or website.

  1. Open the MySejahtera app, and click Close on the default check-in page.
    Alternatively, open the MySejahtera Helpdesk on your web browser, and go to Step 3.
  2. Tap on the MySejahtera Helpdesk option in the main screen.
  3. Tap option N – I have received my vaccination overseas and would like to obtain my digital vaccination certificate in MySejahtera.
  4. Key in your telephone number and email address.
  5. Select whether you had the first dose only, the second dose only, or both doses.
  6. You will be asked to fill in your vaccination details.
  7. Finally, you will need to ppload a picture of your foreign vaccination card or document.

Once verified, your overseas vaccine details will be submitted to the MySejahtera team, and you will be issued a digital COVID-19 vaccination certificate.

Was Facebook taken down by a 13 year-old Chinese hacker?

Take a look at the viral claim, and find out what the FACTS really are!

 

Claim : Facebook Was Taken Down By 13 Year-Old Chinese Hacker!

On 4 October 2021, Facebook and ALL of its messaging and social media platforms went down for about six hours, including Messenger, WhatsApp and Instagram!

Several websites, as well as people on Twitter and Facebook started claiming that Facebook was taken down by a 13 year-old Chinese hacker called Sun Jisu / Sun Ji Su / Sun Jiso / Sun Ji Soo.

There are quite a number of these claims, so just SKIP to the next section for the facts!

International media claimed that “China” was behind the suspension of social media services in the world.

According to Reuters, a Chinese hacker named “Sun Jisu” is responsible for stopping the services of “Facebook”, “WhatsApp” and Instagram, and added that the Chinese hackers are only 13 years old.

The Chinese hacker “Sun Ji Su” has topped the famous search engines and Twitter platforms during the past minutes, after disabling WhatsApp, Instagram and Facebook today 2021 in all countries of the world, amid questions among activists about the details of this information.

 

Truth : Facebook Was Not Taken Down By 13 Year-Old Chinese Hacker!

The story of a 13 year-old Chinese hacker taking down Facebook is just fake news created by fake news / clickbait websites to go viral and get money through ads.

Here are the reasons why…

Fact #1 : International Media Did Not Blame China

On one blamed China for the bizarre 6-hour downtime of Facebook, WhatsApp, Instagram and Messenger.

The international media referred to cybersecurity specialists who pointed at DNS failure as the most likely cause, not a state actor like China.

Clickbait / fake news websites intentionally added that false claim to “trigger” Chinese netizens and Sinophiles to share their fake news.

Fact #2 : Reuters  + NYT Did Not Report On Any Chinese Hacker

Reuters did not report that a 13 year-old Chinese hacker called Sun Jisu was responsible for the bringing down Facebook, WhatsApp, Instagram and Messenger.

Neither did the New York Times write about a 13 year old hacker attacking Facebook.

These are complete lies that are easily verified with a quick check on the Reuters and New York Times websites.

Fact #3 : 13 Year-Old Sun Jisu / Sun Jiso Does Not Exist

There is no 13 year-old Chinese hacker called Sun Jisu / Sun Ji Su / Sun Ji So / Sun Ji Soo. He does NOT exist.

In addition, that is a Korean name, not Chinese – a mistake that a non-Asian person would make.

Fact #4 : That Was An Old Picture Of Wang Zhengyang

The fake news websites used a picture of Chinese hacking prodigy, Wang Zhengyang, speaking at the 2014 Chinese Internet Security Conference.

Wang Zhengyang was 13 year-old at that time, and would be 20 years old this year – 2021. Here are two more pictures of him speaking at that event.

Fact #5 : Facebook Services Were Brought Down By Configuration Changes

Facebook services were not brought down by a hacker, but configuration changes their own engineering team initiated internally.

Facebook’s Vice-President of Infrastructure, Santosh Janardhan, confirmed that “configuration changes” on their “backbone routers” caused the 6-hour long failure.

Our engineering teams have learned that configuration changes on the backbone routers that coordinate network traffic between our data centers caused issues that interrupted this communication. This disruption to network traffic had a cascading effect on the way our data centers communicate, bringing our services to a halt.

Fact #6 : Access Problems Were Caused By Same Servers

Facebook run their internal systems through the same servers, so they became inaccessible when those servers were taken offline.

This included security systems that controlled the fob door locks, with a New York Times reporter tweeting that Facebook staff were unable to gain access to an unspecified office using their keycards.

However, many Facebook staff are working from home due to COVID-19 precautions, so this was only a big problem for engineers trying to gain access to the Facebook data centre in Santa Clara, California.

At no time was this security issue caused by a hacker. It was due to the same servers that went offline.

On 6 October 2021, the Prime Minister of Malaysia, Ismail Sabri, announced that :

These PPN phase changes will take effect on Friday, 8 October 2021.

 

PPN SOP Changes On 6 October 2021!

The Prime Minister also announced additional SOP changes for the National Recovery Plan, which will start on Saturday, 9 October 2021.

  1. Wholesale market is now ALLOWED to open in Phase 2 and Phase 3 states, according to the local authority licence and permit, on the condition that employees are fully-vaccinated and obey existing SOP.
  2. The tying of the thali ceremony in Hindu temples, and Holy Matrimony (church wedding) for Christians are now ALLOWED. The SOP will be detailed later.
  3. Public auction for items from pawnshops registered under the Housing and Local Government Ministry (KPKT) is ALLOWED subject to these conditions.
    a) Employees and bidders are fully-vaccinated
    b) Only involves 54 auctioneers who have been identified across the country
    c) Limited to 30 minutes per session on the 1st and 7th day of every month.
    d) Employee capacity will be according to PPN Phase :
    – Phase 2 : 60% employee capacity and 50% bidder capacity
    – Phase 3 : 80% employee capacity and 80% bidder capacity
    – Phase 4 : 100% employee and bidder capacity
  4. The tobacco sector and its supply chain are ALLOWED to operate in Phase 2 areas and above.
